NASDCTEc Webinar: Career Clustersâ„¢ Crosswalks and the Crosswalk Validation Project

This webinar will discuss the Crosswalk Validation Project and provide an understanding of why it is necessary use a validated crosswalk when trying to develop and implement programs of study (POS), career pathways, or, more, generally career preparation areas. In addition, discussion about the crosswalk uses for state education agencies (SEAs) and local education agencies (LEAs) in building linkages for career guidance and a discussion about the necessity for SEAs and LEAs to use a validated resource for reporting Perkins accountability requirements.

The Crosswalk Validation Project was a two-year long project led jointly by the National Association of State Directors of Career and Technical Education Consortium (NASDCTEc) and the National Research Center for Career and Technical Education (NRCCTE). The Crosswalk Validation Project focuses on updating and refining the original national crosswalk (known as Table 7 on www.careertech.org) used by SEAs and LEAs for career guidance as well as Perkins accountability.

Adult Career Pathways Training and Support Center Provides Online Assistance

The Department of Education, Office of Vocational and Adult Education (OVAE), Division of Adult Education and Literacy funds initiatives to advance adult education and to improve teacher quality. The Division is responsible for ensuring the continuous improvement of programs enabling adults to acquire the basic skills necessary to function in today’s society so that they can benefit from the completion of secondary school, enhanced family life, attaining citizenship, and participating in job training and retraining programs.

One of these initiatives is the Adult Career Pathways Training and Support Center.
The Adult Career Pathways Training and Support Center (ACP-SC) provides access to resources and professional development opportunities designed to support adult education practitioners interested in developing, designing, and enhancing Adult Career Pathways.

The National Career Clustersâ„¢ Framework is comprised of 16 Career Clustersâ„¢ and related Career Pathways to help students explore different career options and better prepare for college and career. The Career Clustersâ„¢ and related Career Pathways serve as an organizing tool for schools, small learning communities, academies and magnet schools to develop more effective programs of study and curriculum.

New Report: CTE Key to Landing Middle-Class Jobs

Career Technical Education (CTE) prepares students for challenging careers and further education at the high school level and beyond, resulting in attainment of credentials like certificates, associate degrees, and bachelor’s degrees. While CTE spans a range of learner levels, a recent report from Georgetown University’s Center on Education and the Workforce focuses on the subbaccalaureate level, stating that middle-class jobs are abundant for those with subbaccalaureate CTE degrees.

The report reveals that there are currently 29 million “middle jobs,” or jobs requiring a two-year degree or less, in the United States that pay middle-class wages between $35,000 and $75,000 annually. Such jobs include certified nursing assistants, occupational therapists, licensed practical nurses, paralegals, refrigeration technicians, and more. Five options for training – available through CTE schools and programs across the country – are featured as high-quality, cost-effective ways to prepare individuals for middle jobs:

The authors also suggest two ways to advance the nation’s CTE infrastructure. First, a “Learning & Earning Exchange” should be established to connect data from CTE to the labor market. This information system would make clear to students the labor market demand for specific education and training, help educators improve their practice, and help employers find qualified candidates for job openings. Second, the authors support further federal investment in programs of study, and suggest investing in specific programs of study that include employer-based training.

In international comparisons, the U.S. ranks second in baccalaureate attainment; 31 percent of U.S. workers over 25 years old hold a bachelor’s degree or more. However, the subbaccalaureate rate falls at just 10 percent, ranking the U.S. 16th among industrialized nations. Greater federal investments in CTE will help more individuals pursue CTE at the subbaccalaureate level to attain middle-class jobs, and will give decision makers more information linking CTE and labor market outcomes.

Continuing Resolution Extends Highly Qualified Teacher Provision

On Saturday the Senate passed a six month continuing resolution that will fund the federal government through March 27, 2013. This bill extends for an additional year a provision that allows teachers who are participating alternative certification programs to be considered highly qualified. This means that at least until the end of the 2013-2014 school year, teachers in alternative certification programs will be considered highly qualified. The Department of Education will also be required to send a report to Congress no later than December 31, 2013 detailing how many special education students, rural students, English-language learners, and low-income students are being taught by teachers in an alternative-certification program.

NASDCTEc Webinar: CTE Trend Analysis: Career Clusters/Programs of Study, CTE Teacher Shortages

Every other year, the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) conducts a survey of the membership to gauge trends in Career Technical Education (CTE) across the country. Based on analyses of this year’s survey results from 50 states and territories, and comparisons to surveys administered in 2008 and 2010, NASDCTEc has authored a series of synopsis papers that describe trends in four key areas: Career Clusters™ and Programs of Study; CTE Teacher/Faculty Shortages and Recruitment Initiatives; Governance; and CTE Funding.

This month’s webinar will focus on the first two synopsis papers: Career Clusters™ and Programs of Study and CTE Teacher/Faculty Shortages and Recruitment Initiatives.

Kara Herbertson, NASDCTEc’s Education Policy Analyst, will give an overview of trends in these areas. Collie Wells from the Alabama Department of Education will discuss Alabama’s Business and Industry Certification, awarded from the International Organization for Standardization (IOS), and how the certification ensures high quality CTE programs. Also, a representative from New Jersey will discuss an alternate route for certifying CTE teachers.

Administration announces $500 million in community college grants to expand job training

The U.S. Department of Labor this week announced $500 million in community college grants to develop and expand innovative training programs through local employer partnerships. The Labor Department is implementing and administering the program in coordination with the U.S. Department of Education.

The grants are part of the Trade Adjustment Assistance Community College and Career Training initiative, which is intended to promote skills development and employment opportunities in fields including advanced manufacturing, transportation and health care. All states and the District of Columbia and Puerto Rico will receive at least $2.5 million in funding for community college career training programs, according to the Labor Department.

The grants are the second installment of a $2 billion, four-year initiative. In total, 297 schools will receive grants as individual applicants or as members of a consortium. The grants include awards to community college and university consortia totaling $359,237,048 and awards to individual institutions totaling $78,262,952.

Wisconsin State Director Dan Clancy Retires

Dan Clancy has retired as State Director, effective September 14, 2012. Clancy’s service follows a 16-year tenure at the Wisconsin Technical College System (WTCS), including the past 8 years as system President. NASDCTEc thanks Clancy for his contributions toward WTCS initiatives that are helping to move Wisconsin forward including work on Wisconsin Career Pathways, and for his leadership as a State Director.

Serving as Interim State Director is Kathleen Cullen, Vice President of Teaching and Learning, also at the Wisconsin Technical College System. NASDCTEc welcomes Kathleen. She can be reached at kathleen.cullen@wtcsystem.edu.
