Highlighted Pre Session: Introduction to Career Clusters® and Pathways 101: Using the Updated Implementation Tool Kit

This is the starting place for all things Career Clusters® for first time attendees or for those who are looking for tools to take back to begin implementing Career Clusters® in your system, campus or school. This session is definitely for people that are new to Career Clusters® and are looking for a resource to use to teach others brand new as well.

Highlighted Pre Session: The Creative Brain and Entrepreneurship

This interactive pre session explores teaching entrepreneurship and the creative brain. The focus will be on mindsets and how to teach to inventive thinking. Participants will receive a book entitled “Developing an Understanding of How We Learn,” which was written by Dr. Carol Folbre and Sandy Mittelsteadt. Everyone will leave with sample project-based activities, both individual and group, for their classroom.

Please Welcome New NASDCTEc Associate Executive Director Kate Blosveren Kreamer

NASDCTEc is pleased to welcome new staff member, Kate Blosveren Kreamer, who serves as the Associate Executive Director of the National Association of State Directors of Career Technical Education Consortium (NASDCTEc), leading policy and communications efforts to ensure all students have access to high-quality career technical education.

From 2006 to 2013, Kate worked at Achieve, beginning as a policy analyst and leaving the associate director of strategic initiatives, leading a range of policy, research, and communications projects to support states’ adoption and implementation of the college- and career-ready agenda.

Prior to her time at Achieve, Kate was a policy advisor at Third Way, where she acted as a policy liaison between the organization and its Corporate Leadership Committee, engaging on a very broad legislative agenda. Kate also spent a year as a research assistant at the Progressive Policy Institute, focusing exclusively on education policy issues.

Kate serves as the co-founder and President of Young Education Professionals-DC (YEP-DC), a nonpartisan organization, created by and for young professionals that connects tomorrow’s education leaders around the common goal of improving education through policy, research, and practice. Kate also helped co-found and acts as a strategic advisor to YEP National, the umbrella organization that supports the now eight YEP chapters across the country.

An Orange, Connecticut native, Kate received her bachelor’s degree in Urban and Regional Studies from Cornell University, and her master’s of public policy from the Georgetown Public Policy Institute in 2006, with a concentration in Education, Family, and Social Policy.

In addition to serving as an organizational spokesperson, Kate’s other responsibilities include:

When asked for her goals in her position, Kate said she wants to help ensure CTE is a full partner and component of the broader college- and career-ready agenda currently underway in most states; to raise the visibility of CTE as the most effective strategy in graduating all students and preparing them for life after high school; to develop and maintain strong partnerships with key national and state-based organizations; and to help ensure even stronger support and engagement from business/industry around CTE.

NASDCTEc Releases Publication on Area CTE Centers

Career Technical Education (CTE) inherently emphasizes partnerships with employers and encourages input from business and industry on CTE curriculum and other collaborative opportunities so that students graduate with the knowledge and skills that employers demand. But despite increased interest in CTE by students and businesses, states and school districts are struggling to maintain or expand CTE programs due to limited federal, state and local funding. Given the current fiscal situation, area CTE centers area an especially viable option for districts wanting to provide students with high-quality CTE in a cost-effective way.

Last week, the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) released a new publication on this topic – Area CTE Centers: Conquering the Skills Gap through Business and Industry Collaboration. The paper provides information on the history, benefits, and cost effectiveness of area CTE centers. Several examples of best practices are highlighted including Miami Valley Career Technology Center in Ohio and Canadian Valley Technology Center in Oklahoma. Read more

From the Ground Up: Case Study Describes Creation of New Community College at CUNY

The New Community College (NCC) at the City University of New York was developed in response to Chancellor Matthew Goldstein’s interest in creating an innovative community college that increases student learning, achievement, and graduation rates, and improves student retention. NCC, with support from the Bill and Melinda Gates Foundation, recently released Rethinking Community College for the 21st Century, a case study that follows the development of NCC from its initial planning in 2008 through its opening in August 2012.

The planners of the NCC combed through best practices and research to inform the design of their community college, with the ultimate goal of building an institution that would increase its graduation rate after three years to 35 percent with students transferring to four-year institutions or entering related careers. NCC is specifically designed to provide students with Career Technical Education (CTE) through curriculum that links classroom learning to practical career experiences.

Key components of the NCC model include:

In addition to providing CTE majors in Business Administration, Information Technology, and other areas, NCC also requires a two-semester course, Ethnographies of Work (EoW), that helps students investigate different occupations to make informed decisions about their majors and career paths. EoW provides students with a background in basic research methodology, analysis, professional skill training, and encourages students to deeply consider their future academic and career pursuits. The course also provides students with an introduction to the school’s five majors, information on various workplaces, and the programs of study that are available at NCC.

Legislative Update: Democratic Summit; FAA Funding Flexibility; Conference Committee Blocked

Senate Democratic Rural Summit

NASDCTEc was invited to attend an April 25, 2013 convening of the U.S. Senate Democratic Steering and Outreach Committee, led by Senator Mark Begich (D-AK), focused on issues affecting rural communities. Though the event primarily focused on agriculture and nutrition issues, rural schools and districts were also part of the discussion. Topics relevant to Career Technical Education (CTE) included increased flexibility in rural school districts and issues with rural areas qualifying for competitive grant funding. These issues are reflected in our Carl D. Perkins Career and Technical Education Act (Perkins) recommendations for reauthorization.

Given Senator Begich’s support of rural education, which we covered in a previous blog post we plan to meet with his staff to share our Perkins recommendations and to discuss how CTE can fit into the priorities of the Senate Democratic Steering and Outreach Committee.

Congressional Action to End FY13 Sequester for FAA Thwarted in Favor of Funding Flexibility

At the end of last week, the U.S. Senate and U.S. House of Representatives both passed legislation, S. 788 and H.R. 1765 respectively, that provides the Secretary of Transportation with the flexibility to redirect funds within the Federal Aviation Administration (FAA) so that air traffic controllers furloughed due to sequestration could return to work. The measure is on its way to the President, who is expected to sign it.

Originally this measure was expected to be a repeal of the FAA sequester, which provided a hopeful moment that Congress might begin to eliminate the impact of sequester on targeted programs. However, the compromise simply provides the FAA the authority move funds under its jurisdiction from one account to another.

Providing Cabinet Secretaries the flexibility to move funds within their agency to achieve sequestration targets is how sequestration will be implemented in future years. This is in contrast to the first year of sequestration, FY13, which required across-the-board cuts to all programs within an agency. It is important for our members to contact their Congressional offices to let them know that the entire sequester should be replaced or repealed. CTE is just as important as delays at the airport.

FY14 Budget Conference Committee Blocked

Senate Majority Leader Harry Reid (D-NV) called last week for the creation of a budget conference committee to reconcile the differences between the House and Senate budgets. As reported in previous blog posts, the House budget would lead to an 11.7 percent reduction in nondefense discretionary spending for FY14, which would result in significant reductions to Perkins funding. The Senate budget would repeal the sequester and restore funding to Perkins and other nondefense programs.

Last Tuesday, Senate Republicans rejected Senator Reid’s call to appoint conference committee members. NASDCTEc will continue to share any updates on the FY14 budget negotiations.

On Track & Moving Forward: Smarter Balanced Assessment Consortium Update

On April 25, the Smarter Balanced Assessment Consortium (Smarter Balanced) hosted a briefing in Washington, DC, on the progress of the 26-state consortium.

Smarter Balanced is one of the two Race to the Top-funded consortia of states working to develop K-12 assessment systems aligned to the Common Core State Standards. The assessments – in mathematics and English Language Arts/Literacy – will be administered online and will provide students with an early signal of their readiness for college-level credit-bearing courses. The Smarter Balanced assessment system will include required summative assessments, optional interim assessments to be administered locally through each school year, and a series of formative tools and processes to be used at the classroom level.  The summative assessments will utilize computer-adaptive testing with the goal of providing greater precision and efficiency in measuring students’ proficiency on the Common Core State Standards.

Joe Willhoft, Executive Director of Smarter Balanced, provided an overview of the assessment system, including an update on the pilot test occurring right now in over 5,000 schools and reaching about 1 million students. Willhoft also shared newly released cost estimates that peg the cost per student to be approximately $22.50 for just the summative assessment, which is actually less than what about two-thirds of Smarter Balanced states currently spend on assessments. He noted that about 70 percent of the cost will go towards the (human) scoring of the performance-based items included in the assessment used to measure problem solving and deeper analytical skills.

Willhoft also discussed the option states and districts will have to use paper-and-pencil tests for the first three years of administration as a strategy of easing the transition to the computer-based assessments, noting that the results from the paper test will be comparable with the online assessments.

Jacqueline King, Director of Higher Education Collaboration for Smarter Balanced, spoke on the role higher education has been playing throughout the design and development process. Specifically, she pointed to the college content-readiness policy released last month that will facilitate the use of the high school assessments by institutions of higher education. Students who score a three or above on the high school summative assessment will have a portable score that can be used by colleges and universities to exempt them from remedial education and place them into credit-bearing courses. Looking ahead, Smarter Balanced will continue to engage with higher education to build awareness and support for the assessment system.

King also mentioned that Smarter Balanced would be exploring the idea of what the assessments mean insofar as students’ academic “career readiness” in coming months.
