States Continue to Make Progress on ESSA Implementation

Last week we provided an update on new federal regulations clarifying the implementation timeline and requirements for the federal Every Student Succeeds Act (ESSA). Of note was the decision to delay the submission deadline for state plans to afford state agencies more time to meaningfully engage and gather input from stakeholders. This has been a priority activity for many states over the past several months. As state agencies have worked to draft and finalize their ESSA plans, many have made use of surveys, focus groups and listening tours to gather feedback from students, parents, educators and other relevant stakeholders.

To date, draft ESSA state plans are available for public comment in 10 states (though several others have released draft components): Arizona, Delaware, Idaho, Illinois, Louisiana, Montana, North Carolina, South Carolina, Oklahoma and Washington. At this point, several states have proposed strategies to leverage ESSA’s accountability requirements to encourage and expand quality career pathways through a College and Career Readiness indicator (CCR). California is a notable example, having adopted a such a system in September, though other states are considering this as well.

Based on feedback from stakeholders, Delaware proposed a “College and Career Preparation” indicator that includes the percent of students demonstrating postsecondary preparation through CTE pathway completion, dual enrollment, and other academic indicators such as Advanced Placement, International Baccalaureate and SAT exam scores. Additionally, Oklahoma’s state plan proposes using industry credential attainment, along with AP/IB, as one measure of student access to postsecondary opportunity. And in South Carolina, the Department of Education designed its ESSA plan around a 90 percent college and and career readiness goal for graduating students by 2030. As an interim measure of progress towards this goal, the plan proposes adopting a “Prepared for Success” indicator that measures high school students’ scores on WorkKeys assessments, participation in Youth Apprenticeships, completion of state-approved CTE pathways and industry credential attainment. This list is by no means exhaustive, but nonetheless provides a snapshot of how some states are approaching this opportunity.

Advance CTE  will monitor state plans and proposals as they are released to share emerging strategies and opportunities to leverage the law to advance career readiness and CTE as ESSA continues to be implemented over the coming years.

As States Complete Listening Tours, Early ESSA Plans Show Opportunities to Expand CTE

LA MeetingsIn the nine months since President Obama signed the Every Student Succeeds Act (ESSA) into law last December, states and policymakers have been hard at work digging through the legislation and deciding how to structure their new plans. ESSA, which reauthorized the Elementary and Secondary Education Act, presents a number of opportunities to expand access to high-quality Career Technical Education (CTE). As states prepare to implement the law next year, we will provide periodic updates on their progress and share strategies for leveraging ESSA to support CTE at the state level.

Early Drafts and Proposals from the States

Most states this summer have been gathering input from stakeholders on their ESSA implementation plans as required by the new law. While many are still completing their listening tours (you can find an overview here), a few states have released draft proposals:

Department of Education Releases Guidance on “Evidence-Based” Strategies

ESSA provides states more flexibility to select a turnaround strategy for struggling schools, as long as the intervention is evidence-based. In keeping up with this requirement, the U.S. Department of Education released non-regulatory guidance to help state and local leaders identify and implement evidence-based turnaround strategies. Advance CTE and the Association for Career and Technical Education (ACTE) highlighted the potential for CTE to be included in this part of ESSA implementation in formal comments to ED this summer.

Meanwhile, the Institute of Education Sciences updated the What Works Clearinghouse to allow users to search for evidence-based strategies by school characteristics, grade span, demographics and more.

Tackling Accountability: Helpful Resources for Selecting a College and Career Readiness Indicator

college ready plusA new paper from the U.S. Chamber of Commerce Foundation offers a framework for a  “College Ready Plus” indicator that evaluates students’ postsecondary preparation using measures such as work-based learning and attainment of an industry-recognized credential. The paper describes the role that employers can play in helping states adopt and implement a career readiness indicator.

The American Institutes of Research developed a policy framework to help states align their visions for college and career readiness with requirements and opportunities under ESSA. The brief focuses on the law’s three most salient policy components related to college and career readiness: well-rounded education, multiple-measure accountability systems and purposeful assessments.

Also helpful: a policy paper from the Learning Policy Institute that takes advantage of the ESSA policy window to propose a new model for accountability. The paper offers three potential career readiness indicators — CTE pathway completion, work-based learning and industry-recognized credentials — and discusses strategies for collecting and presenting data in a way that supports continuous improvement.

Advance CTE Legislative Update: House Education Committee Holds Perkins Hearing while Senate CTE Caucus Hosts Career Pathways Briefing

United States CapitalOn Tuesday, the House Education and the Workforce Committee held a hearing to discuss ways to improve and modernize the Carl D. Perkins Career and Technical Education Act (Perkins). Due for reauthorization since 2013, the law has been in the early stages of consideration by the committee since an earlier subcommittee hearing last October.

The hearing gave a platform to four witnesses to provide perspectives on how Perkins could be strengthened through future legislation:

Chairman John Kline (R-MN) started the hearing off by emphasizing the bipartisan nature of Perkins and Career Technical Education (CTE), outlining a set of priorities he sees as important to a Perkins reauthorization effort.

During his written testimony, Senator Tim Kaine (D-VA) spoke at length about his passion for CTE and centered his remarks around several pieces of legislation he has introduced in the Senate to strengthen Perkins and bolster support for CTE. In particular, Sen. Kaine stressed the importance of defining and supporting high-quality CTE programs of study in the next Perkins Act, as he and his colleagues have proposed to do in the Educating Tomorrow’s Workforce Act (ETWA). He also emphasized the significance of appropriately aligning Perkins to the recently passed Every Student Succeeds Act (ESSA) and the Workforce Innovation and Opportunity Act (WIOA)— a key theme throughout the day.

Another topic that was repeatedly touched upon on Tuesday related to the need to strengthen other federal programs, such as federal financial aid programs in Title IV of the Higher Education Act, to more effectively support postsecondary CTE programs. While outside the direct scope of Perkins reauthorization, several witnesses as well as members of the committee highlighted this issue as something that would further strengthen postsecondary CTE.

This last point was underscored in particular by Rep. Marcia Fudge (D-OH) who pointed out that Perkins funding has depreciated by 24 percent since 1998. Other members of the committee echoed the need for additional funding for Perkins, while others argued that improvements should be made to Perkins to more efficiently make use of the federal investment in CTE. Dr. Sullivan for instance made a compelling argument that future Perkins legislation should focus on incentivizing program and student outcomes, rather than measuring program inputs for the purposes of accountability.

Witnesses also touched upon the importance of strengthening relationships between employers and programs. Jason Bodine of Toyota for instance highlighted his company’s participation in the Advanced Maintenance Technician (AMT) program— a partnership between Jackson State Community College and a consortium of area employers.

Other subjects that came up in the hearing included strengthening supports for career guidance and advisement and the need to increase awareness of CTE opportunities at earlier stages in a student’s life. At the hearing’s conclusion Chairman Kline expressed optimism about the prospects for Perkins reauthorization in this Congress and underlined the need for bipartisan cooperation as discussions continue to take shape on the committee.

Career Pathways: Exploring the Partnership Pipeline

Last week the Senate CTE Caucus, in conjunction with the Alliance for Excellent Education, hosted a briefing dedicated to exploring partnership opportunities to develop and expand career pathways. Senator Rob Portman (R-OH), who opened the panel with brief remarks, framed the nature of the problem with a jarring statistic: with 300,000 individuals out of work in Ohio and 160,000 jobs unfilled, closing the skills gap is “incredibly important work right now.”

And just how do we go about equipping young people with the skills to fill these high-demand positions? Dr. Scott Ralls, President of Northern Virginia Community College (NOVA), described how career pathways could fan out from a 2-year degree program, enabling students to either pursue additional postsecondary education or enter the workforce after obtaining a certificate in a high-demand field like cybersecurity.

Over on the West Coast, Superintendent John Snavely described Porterville Unified School District’s (PUSD) Linked Learning approach. This model combines rigorous academics, career-based classroom learning, work-based learning, and integrated student supports to propel students through relevant career pathways. With support from third-party intermediaries like Innovate Tulare-Kings, which engages regional business partners in Central California to connect students with experiential learning opportunities, PUSD has been able to continue the learning experience outside of the classroom.

Why Is Workplace Safety Training Important?

According to the CDC, there were approximately 18.1 million young people entering the workforce under the age of 24 in 2013—but this does not mean that these young workers are necessarily prepared and able to handle risks and hazards that can occur in a work environment.[i] Not being knowledgeable of hazards related to a specific job or knowing how to assess and correct a problem can lead to devastating injuries or even death for a worker.

Safety training can make workers more conscious of hazards and risks such as falls, vehicle accidents, overexertion injuries, and workplace violence. Unfortunately, workplace safety has the potential to be unintentionally overlooked which can leave workers and others on the job site unprotected. Every nine minutes, a U.S. teen is injured on the job.[ii] By preparing students for their first entry-level jobs and future career opportunities with safety and health training, young workers will be more capable protecting themselves and others.

The Department of LabCareerSafe Logo Orange Blueor reports that nearly 600,000 workers miss work each year because of muscoskeletal disorders related to work injuries alone; the collective cost to employers, insurance companies, and the government is estimated at $50 billion each year.[iii]

Workplace injuries not only affect the company, but can also lead to devastating consequences for a worker. Being injured while at work can lead to lost wages, large medical bills that may not be completely covered by workers’ compensation, and even disabilities that result in long-term unemployment. In addition to learning how to identify safety and health hazards, workplace safety training, especially OSHA training, provides workers with information regarding their rights in the workplace. First and foremost, workers are entitled to working conditions that are safe and do not pose a risk of serious harm or injury.

Successful occupational health and safety programs require the collaborating efforts and participation of employers and employees. Understanding and implementing safety and health standards related to the work environment is not only the responsibility of an employer but also an employee’s. Promoting health and safety as well as implementing training in the classroom can lead to young workers actively identifying, accessing, and correcting hazards in the classroom and at work. Incorporating a health and safety training program or OSHA safety training in the classroom is a way to lower risks to young workers and begin to prepare future business leaders and workers on practicing safe methods in the workplace. Online OSHA training, like the courses offered by CareerSafe Online, is an easy and affordable way to implement workplace safety training in any career and technical education (CTE) classroom. Because 80% or more of young workers are still in high school when they begin their first job, it gives educators an opportunity to prepare their students for employment as well as apprenticeships and internships related to their studies.[iv]

The more education and training workers receive, the more likely it is that there will be a reduction in injuries and the repercussions of those injuries. Young workers who have received OSHA safety training and possess an industry recognized credential are enhancing their resumes, becoming more employable, and may receive pay increase from employers. Employers want to hire individuals who not only understand the work involved in a position, but are also aware of the risks associated with daily tasks.

Students are our future. Let’s make safety a priority and enroll them in safety training today.

College and Career Readiness in Context

The College and Career Readiness and Success Center recently released a report that provides an important overview of every state’s college and career readiness definitions. It found that 37 states, including the District of Columbia, have defined college and career readiness; 15 states including Puerto Rico have none or are juggling multiple definitions.

While these definitions may “yield insight into state priorities and nationwide trends,” the report focuses exclusively on definitions, and does not examine the value and weight being given to college and career readiness within a state. In fact, when taking a closer look at a state’s public report cards and accountability systems, the story still appears to be college or career readiness with the focus of career readiness often being limited to a subset of students.

A recent report from NASDCTEc and Achieve titled, “Making Career Readiness Count,” found that although definitions abound for college and career readiness, only a few states are paving the way with comprehensive frameworks for public reporting and/or accountability formulas that encourages both college and career readiness.

Although 29 states publicly report at least one career-ready indicator, there could be a consequence – unintended or not – of siloing students and fields by developing a narrower approach to college- and career-ready indicators. A one-dimensional approach to college- and career-ready indicators could incentivize schools and districts to help students meet college or career ready benchmarks rather than a more comprehensive set.

When looking to improve existing public reporting and accountability systems, states should consider an expanded framework for college and career readiness indicators, thus ensuring that they are measuring whether all students are ready for both college and career, rather than just a subset of students.

CTE Research Review: Work Readiness in the U.S.

Research Image_6.2013ACT’s The Condition of Work Readiness in the United States, analyzes results from 4 million WorkKeys examinees to see if individuals with a given level of education have the skills needed for jobs requiring that level of education. The report looks at three areas of assessment – reading for information, applied mathematics, and locating information – and concluded the following:

Career Technical Education (CTE) was among the strategies suggested for encouraging collaboration to develop real-world learning experiences that incorporate work readiness standards into educational instruction.

Recent poll results from Gallup indicate that most Americans identify “the percentage of graduates who are able to get a good job after graduating” as the most important factor when choosing a college or university to attend. The cost of attending the college or university ranked second most important. Gallup researchers found that, “Americans care a lot about whether the graduates of a college end up in good jobs but find it hard to find this type of data. If more data were available, it could help those currently weighing their options to make a quality choice based on likelihood for a strong return in the future.”

The National Center for Education Statistics released its annual Nation’s Report Card, which has monitored students’ academic performance on the National Assessment of Education Progress (NAEP) since the 1970s. Though 9- and 13-year-old students scored higher in reading and math in 2012 than students of the same age in the early 1970s, the report shows that 17-year-old students have not earned higher scores. The reasons for the stagnant scores were not explained, but while the overall cohort of 17-year-olds did not make gains in reading or math, 17-year-old students at the 10th, 25th, and 50th percentiles scored higher in 2012 than in 1978.

Legislative Update: ESEA Update; New CTE-Related Bills Proposed

Rep. Langevin Op-Ed and Announcement of Counseling Legislation

Representative Jim Langevin (D-RI), co-chair of the Congressional Career Technical Education (CTE) Caucus, and Representative Suzanne Bonamici (D-OR) announced in an op-ed this week new legislation to authorize funding for comprehensive career counseling services. The “Counseling for Career Choice Act,” which would amend the Elementary and Secondary Education Act (ESEA), would authorize grants to successful applicants that are prepared to implement comprehensive school counseling programs that align to a statewide counseling framework. The legislation is a companion bill to one introduced earlier this year by Senator Begich.

In the op-ed, Representative Langevin highlighted the importance of career counseling in making students aware of the many education and training opportunities available after high school – whether a two-year degree, apprenticeship, certificate, four-year degree, or other option – to help meet their future educational and career goals. Langevin also stressed the link between economic competitiveness and education and training, and the role of CTE in closing the skills gap. Staff will continue to work with Representatives Langevin and Bonamici to promote important aspects of CTE, such as counseling, in upcoming legislation.

Rep. McNerney  Introduces GREEN Act

Representative Jerry McNerney (D-CA) introduced this week the Grants for Renewable Energy Education for the Nation (GREEN) Act to increase education and training in the clean energy sector through CTE programs of study. The GREEN Act would authorize $100 million in competitive grants to postsecondary institutions, local education agencies, CTE schools, and community partners to develop clean energy programs of study and curriculum. The bill would also authorize funding to build energy-efficient CTE facilities and promote renewable energy practices.

The clean energy sector currently employs around 3 million Americans and growth of the sector is doubling that of the overall economy. CTE programs will be instrumental to providing education and training to individuals pursuing careers in clean energy.

In Representative McNerney’s press release for the bill, Kimberly Green, Executive Director at NASDCTEc, expressed support on behalf of our members: “We applaud Congressman McNerney’s introduction of the Grants for Renewable Energy Education Act. Promoting energy efficient Career Technical Education facilities and supporting the development of Career Technical Education programs of study in the fields of clean energy, renewable energy, and energy efficiency will ensure that the United States has the workforce needed to build, support and maintain the energy infrastructure essential for our country’s future.”

ESEA Update:

ESEA, currently enacted through the No Child Left Behind Act of 2001 (NCLB), expired at the end of FY 2008 and has since been eligible for reauthorization. As we reported last week, several ESEA reauthorization proposals have been introduced in Congress. See a side-by-side comparison of the proposals here.

Senate Approves Democrat ESEA Bill

This week, the Senate Health, Education, Labor and Pensions (HELP) Committee approved the Democrats’ ESEA reauthorization bill, the Strengthening America’s Schools Act, on a party-line vote of 12-10. HELP Committee Chairman Tom Harkin (D-IA) noted that he would like to move the bill to a floor vote this year but that this is unlikely to happen before September. Senator Lamar Alexander (R-TN), whose ESEA reauthorization proposal substitute was voted down by the committee, stated that he would like to amend Senator Harkin’s bill significantly when it reaches the floor. House ESEA Proposal Markup Set

House Republicans on the Education and the Workforce Committee introduced their ESEA reauthorization proposal, the Student Success Act (H.R.5) on June 6, 2013. A markup of the bill has been scheduled for June 19, 2013. Read more about the proposal here.

FY 2014 Appropriations :

House Appropriations

This week, the House Appropriations Committee held a full Committee markup of the defense appropriations bill. Representative Rosa DeLauro (D-CT) attempted to amend the bill by bringing FY 2014 funding levels for the Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS-ED) to pre-sequestration levels. The amendment was rejected on a party line vote of 21-29.

In May, the House Appropriations Committee released its draft FY 2014 302(b) allocations, which establish a cap on spending for each of the appropriations bills. The allocations suggest devastating cuts for programs with funding allocated under Labor-HHS-ED. It is unclear when markup of the House Labor-HHS-ED bill will be held.

Senate Appropriations

The Senate Appropriations Committee plans to release formal 302(b) allocations at the full committee markup on June 20, 2013. Senator Barbara Mikulski (D-MD), Chairwoman of the Senate Appropriations Committee, has scheduled a markup of the Senate Labor-HHS-ED appropriations bill on July 9, 2013 in subcommittee and on July 11, 2013 in full committee. Staff will continue to monitor these events and advocate on Capitol Hill for education and CTE funding.

Pilot Project on Improving Data Exchange Between Industry Certification Organizations and State Education and Workforce Longitudinal Data Systems

NASDCTEc is serving on the advisory committee, led by ACTE and collaboration of national and state partners, to support a project that expands and improves data exchange between industry certification organizations and state longitudinal data systems.

 The project is based on a multi-year roadmap for the development of a national data exchange clearinghouse that will allow states and educational institutions to gain access to data on industry-recognized certifications earned by students.

The clearinghouse could serve as an excellent resource to inform the decisions associated with programming, teaching and learning within CTE and provide a crucial missing link in the pursuit of quality data reflecting student performance of CTE programs.

Over the next year, in addition to a focus on raising awareness of the need for improving data exchange a pilot project will be conducted between states and industry partners on how data can be effectively and securely exchanged and used for the benefit of all parties. Current industry partners include CompTIA and The Manufacturing Institute (an affiliate of the National Association of Manufacturers, or NAM).

The Department of Education is also interested in the development and outcome of this project. Industry certifications and licensure are a growing part of the expected outcomes of career and technical education (CTE) programs, and the Department is interested in the identification of solutions to the issues surrounding state collection of valid and reliable data.

This pilot project is based on a recent Illinois and CompTIA project that demonstrated the feasibility of linking state and certification data, and states are currently being recruited to participate.

Secretary Duncan Outlines Progress Made and Goals for the Future

This afternoon Secretary of Education Arne Duncan spoke at the National Press Club about the state of American education. Duncan highlighted the Obama Administration’s achievements and challenges over the last four years and offered his take on the obstacles facing public schools in the years ahead.

Chief among the Department’s endeavors are raising standards, improving student performance, reducing dropout rates, and strengthening the teaching profession. But, as we in the CTE community know, education also plays an important role in strengthening the economy and closing the skills gap. Said Duncan: “With more than three million unfilled jobs in this country, [the public] understand[s] that we have a skills gap that will only be closed if America does a better job training and preparing people for work.” The public supports investing in education, but as Duncan pointed out, they worry about where the money will come from.

Duncan laid out the areas where there is still work to be done, including reforming CTE programs in high schools and community colleges, state-driven accountability, recruiting more math and science teachers, and closing the skills gap.
