President Biden Delivers State of the Union Address | Legislative Update

This week President Biden delivered his annual State of the Union address to a joint session of Congress. Elsewhere, lawmakers continued to make progress on federal funding while the U.S. Department of Labor made new apprenticeship announcements. 

President’s State of the Union Address

This week both the House and Senate were in session ahead of a new funding deadline and the President’s annual State of the Union address to a joint session of Congress last night. The President’s address to Congress featured a range of topics, including how recent federal bipartisan legislation focused on infrastructure and the nation’s advanced manufacturing capacity have helped to spur greater demand for skilled workers. Notably, the President highlighted the importance of Career Technical Education (CTE) noting that his administration is working to connect “…businesses and high schools so students get hands-on experience and a path to a good-paying job whether or not they go to college.” 

The President also highlighted a number of other education and workforce priorities including increasing college affordability, broadening access to early learning opportunities, and increasing access to after-school and summer programs. President Biden also called for the creation of a climate corps, modeled off the Peace Corps or AmeriCorps programs, to provide opportunities for individuals, especially youth, to gain experience in clean energy fields. Congress Advances a New Appropriations Minibus

Earlier this week in the House, lawmakers formally advanced a package containing half of the dozen annual spending bills that compose the federal budget. The measure, known as a minibus, passed by a margin of 339-85. The legislation provides full-year funding for the remainder of the 2024 federal fiscal year (FY24) for several federal agencies including the Agriculture and Transportation Departments among others. The Senate is now in the process of considering this legislation ahead of a deadline later tonight when funding is set to expire for this slate of funding bills. While this measure is expected to clear the Senate and be signed into law by the President, the timing of passage remains uncertain at this time.

Once this effort is complete, lawmakers are expected to turn their attention to the remaining six funding bills that are still awaiting full-year FY24 funding. Among this tranche of funding bills is the House Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS-ED) funding measure, which provides funding for the U.S. Departments of Education (ED) and Labor (DOL), along with the programs that these agencies administer like the Carl D. Perkins Career and Technical Education Act (Perkins V) and the Workforce Innovation and Opportunity Act (WIOA). Funding for this portion of the federal budget is currently set to expire on March 22. Agreement on this slate of funding bills is still forthcoming. 

Although the FY24 process is not yet complete, President Biden is expected to release his FY25 budget request to Congress this Monday, March 11. As the FY24 appropriations process begins to wind down and as FY25 formally begins, Advance CTE will continue to advocate for a strong investment in Perkins V’s basic state grant program and other funding streams that support high-quality CTE programs and related opportunities. 

Advance CTE Executive Director Appointed to Apprenticeship Advisory Committee

This week, DOL announced the appointment of a new cohort of leaders to serve on its Advisory Committee for Apprenticeship. Advance CTE’s Executive Director, Kate Kreamer, was among those formally appointed to this important advisory role for the Department which will provide guidance and recommendations to the agency on apprenticeship policy over the next two years. 

In addition to this announcement, President Biden issued an Executive Order (EO) this week aimed at expanding the use of apprenticeship programs within federal agencies and through federal grantmaking and contracting efforts. The EO includes the creation of an interagency task force to help formulate policies and strategies for the federal government to implement this directive, including prioritizing the hiring of individuals who complete registered apprenticeship programs (RAPs) and pre-apprenticeship programs. The order comes after the issuance of a new Training and Employment Notice (TEN No. 23-23) outlining new expectations for pre-apprenticeship programs. Advance CTE is encouraged by these recent efforts and looks forward to providing formal comment on DOL’s recent proposal to overhaul regulations pertaining to RAPs and other apprenticeship models later this month.

High School Graduates Reassessing Postsecondary Plans During COVID-19, Prioritizing Real-World Skills and Alternate Career Pathways

Postsecondary enrollment has seen dramatic declines during the COVID-19 (coronavirus) pandemic, particularly for learners with low incomes and learners of color. A report recently published by the Strada Education Network sheds light on the experiences of high school graduates who have delayed their postsecondary education plans in 2020 and 2021. The report builds on survey data of 1,000 recent graduates previously covered by Advance CTE, as well as 17 in-depth interviews with learners. Strada finds that while these high school graduates remain committed to continuing their education, pandemic-related disruptions have caused them to reassess their initial plans and explore alternate pathways to career success. 

Learners across the board have experienced heightened uncertainty about college affordability and traditional career pathways as the labor market destabilized as a result of the coronavirus. Some learners said they were hesitant to enroll in coursework that would likely be conducted online, and concerns about taking care of family members amidst the health risks associated with the pandemic were also prevalent reasons for delaying enrollment, particularly among Black and Latinx learners. The report highlights three major priorities of high school graduates when considering when and how to re-engage with higher education: 

These priority areas shed light on effective supports that state Career Technical Education (CTE) leaders and educational institutions can implement to promote the success of aspiring postsecondary learners disrupted by the pandemic. Financial assistance, mentoring relationships and personalized advising supports are especially powerful tools for closing the opportunity gaps that hinder the success of learners with low incomes, learners of color and first-generation college students. Despite the uncertainties of today’s labor market, recent high school graduates still believe that postsecondary educational opportunities are essential for both personal and professional development, as well as preparing for and transitioning to meaningful careers. Recognizing the future-focused resilience of these recent graduates and addressing their central areas of concern are important first steps for re-engagement in postsecondary education and career pathways.

Strengthening the Teacher Workforce through Talent Management Pipeline Strategies

teacher talent pipelinesTalk to any rural district about challenges facing their school system and they’re likely to cite a teacher shortage. Recruiting and retaining high quality educators who are equipped to meet the demands of a 21st century classroom is one of the most pressing challenges the American education system faces today, affecting communities of all sizes and geographies. Crucially, Career Technical Education (CTE) classrooms – which demand highly-skilled teachers – are struggling to fill open positions.

A new report from the U.S. Chamber of Commerce Foundation (USCCF), released this week, examines teacher recruitment practices from school districts in Arizona and finds that many schools struggle to find teachers that are adequately prepared to support the diversity of student needs. Part of this preparation gap is due to the lack of formal systems to communicate teacher supply needs and build pathways into the classroom. Recognizing parallels with other industry workforce shortages, USCCF developed a set of recommendations for school districts to expand the pool of quality teachers through a talent pipeline management strategy. Recommendations include:

These strategies aim to improve the quality and supply of the teaching workforce by streamlining the talent pipeline and increasing avenues of communication and collaboration from the preparation to the recruitment stage. In regions where teacher workforce gaps exist, states should consider strategies to reach potential teachers earlier in the pipeline and expand pathways into the profession.

Promising News for College Promise

In his 2015 State of the Union address, President Obama called on Congress and the states to provide tuition free community college for students in the U.S. This proposal was inspired in part by the Tennessee Promise program, which provides last-dollar scholarships to eligible students in the state. In the time since then, free community college programs have expanded significantly, encompassing a total of 150 programs across 37 states. Researchers at the University of Pennsylvania recently developed a web-based platform that maps and details each of these programs. Additionally, the College Promise Campaign — a national, non-partisan initiative to research and advocate for Promise programs — released its 2016 annual report, profiling pioneer and emerging programs across the states. One example is the Oakland Promise program, which aims to reach back to early learning years in order to create a college-going culture and provide college and career advising supports throughout the K-12 education system. Students who qualify for the scholarship program can receive up to $16,000 towards their postsecondary education.

On a related note, the College Board released its annual “Trends in College Pricing Report” and found that in 2016-17, the average net tuition and fees paid by two-year college students was $920 less than before the Great Recession (though costs have increased since 2011-12). Over roughly the same period, state and local appropriations for higher education declined 9 percent.

Odds and Ends

talent shortage surveyShort on Talent. Manpower Group’s 2016/17 Talent Shortage Survey reports the highest global talent shortage since 2007, largely in the skilled trades, IT and sales industries. As a result, more than 50 percent of surveyed employers are training and developing existing staff in order to fill open positions.

Data Linkages. All 50 states plus D.C. have the ability to connect data between systems — but only 17 (plus D.C.) have a full P20W system. That’s according to the Education Commission of the States’ 50-state comparison of statewide longitudinal data systems.

For the Equity Toolbox. The National Skills Coalition released a set of five policy toolkits with resources and recommendations for adopting and aligning policies to expand equitable access to training, credentials and careers. Toolkits include stackable credentials and integrating education and training, among others.

Standards for CBE. C-BEN, a coalition of more than 30 colleges offering competency-based education (CBE) programs, released draft quality standards for CBE. The standards will be finalized early next year and focus on eight areas, including clear, measurable, meaningful and complete competencies and credential-level assessment strategy with robust implementation.
