Career Clusters® Institute Series: Sessions on the Common Career Technical Core and on Implementing the Common Core State Standards in the Context of CTE

This blog series provides readers with insight on the valuable content that is being shared at the Career Clusters ® Institute. Guest bloggers are among teachers, faculty, researchers and other experts that will present at the national gathering in Fort Worth, TX in June. Today’s guest blogger is Kate Blosveren, Associate Executive Director, National Association of State Directors of Career Technical Education Consortium (NASDCTEc), Silver Spring, MD.

With the Common Core State Standards being implemented by nearly every state in the nation and the (common) Next Generation Science Standards recently released, there is increasingly broad understanding of the value in having consistent standards used across states to allow for the sharing of materials, best practices and even economies of scale. The Career Technical Education (CTE) community has long valued cross-state models of CTE expectations, largely driven by the National Career Clusters® Framework and national industry-developed standards and assessments.

Looking ahead, CTE is poised to enter its next stage of consistent expectations with the introduction of the Common Career Technical Core (CCTC). The CCTC are a set of end-of-program of study standards, developed for states by states, to anchor CTE teaching and learning across the country at both the secondary and postsecondary level.Print

The 2013 Career Clusters® Institute will offer a number of opportunities for participants to learn more about the development of the CCTC, their design, and what comes next, including state adoption and local implementation.

CTE & the Common Core State Standards

The Career Clusters® Institute will also feature a wide array of sessions on how Career Technical Education and the Common Core State Standards intersect, with sessions on instructional tools, professional development strategies, and statewide initiatives. (This session is Monday, June 10 from 2:30 p.m.-3:30 p.m.)

I’m excited to lead two sessions on CTE and CCSS, the first of which exploring how many of the skills we often consider to be “career skills” or “employability skills” are carefully embedded in the CCSS and the implications of that blend. The other session will focus on a project done in partnership between the National Association of State Directors of Career Technical Education Consortium and Achieve to develop a protocol and set of tools to help mathematics and CTE educators come together to develop and modify instructional tasks. During this session, participants will learn about the process and model the process themselves. (Kate is referring to the session Common Core & CTE: Aligned Instructional Tasks, Wednesday, June 12 from 10 a.m.-11 a.m.)

NASDCTEc Webinar Common Career Technical Core Progress Update Recording and Power Point Now Available

NASDCTEc is pleased to share the recording and Power Point from the webinar: Common Career Technical Core (CCTC) Progress Update that was broadcast January 31, 2013. The webinar was designed to share an update on the progress toward implementation and use of the Common Career Technical Core (CCTC) through the planning and engagement phase.

Updated information about the gap analysis / alignment study process that will provide a state level policy scan, a pilot alignment study and a complete state-by-state gap analysis of CTE standards was provided as well. Attendees can hear from the collaborative partner about the timing and efforts to support information and implementation of the CCTC in the states as well as the proposed timeline of the study.

Dean Folkers, Deputy Executive Director of NASDCTEc, led the discussion.

New CRS Report Highlights NASDCTEc Work

The Congressional Research Service (CRS), which provides reports and analyses to Members of Congress on a variety of policy issues, recently released a new report on Career Technical Education. The goal of the report, Career and Technical Education: A Primer, is to “support congressional discussion of initiatives designed to rationalize the workforce development system.”

The report provides an overview of CTE, walks through the delivery and structure of CTE at the secondary, postsecondary, and adult learner levels, and raises several issues facing CTE stakeholders. For example, according to the report, there are four concerns that may hinder CTE delivery at the secondary level: (1) what is the goal of CTE – to broaden the students’ education and provide early exposure to several career options or to ensure students are prepared to enter the workforce, (2) the expense of maintaining and updating the instructional resources and equipment, (3) whether CTE adds value to a college preparatory high school curriculum, and (4) that the common core standards do not define career-ready and thus may not provide immediate career preparation.

While explaining the National Career ClustersTM Framework, the report references data from NASDCTEc’s 2011 issue brief, Career Clusters and Programs of Study: State of the States. The data for this issue brief was culled from the 2010 State Profile survey. We administer this survey to our members every other year to collect a wealth of information to be used in updating the State Profiles, and to provide the basis for a number of issue briefs. We are pleased that CRS was able to utilize our data in their report!

In the section “College- and Career-Ready Standards and CTE Standards” the report highlights NASDCTEc and NCTEF’s work around the Common Career Technical Core (CCTC) as one of the two set of standards impacting CTE students. As stated in the CRS report, the CCTC was developed by 42 states, the District of Columbia, Palau, business and industry representatives, educators, and other stakeholders, and it provides standards for each of the 16 Career ClustersTM and their career pathways.

Forty-One States and DC Declare Support for Development of Shared Set of CTE Standards

NASDCTEc announced today that state leaders from across the nation are uniting to spearhead an initiative to develop a Common Career Technical Core (CCTC), a set of shared state standards for Career Technical Education (CTE).

NASDCTEc  is coordinating the state-led effort, which will complement and support comprehensive college and career ready standards, such as the Common Core State Standards Initiative (CCSI) in English Language Arts and Mathematics. The CCTC will build a common connection among states to help prepare CTE students for high-skill, high-wage, and high-demand jobs. Forty-one states; Washington, DC and Palau have signed a declaration of support for the CCTC initiative, pledging their involvement in the development stage.

A range of stakeholders from business and industry to educators will be involved in the multi-step process to develop the CCTC. The development of the standards will be led by working groups made up of state-nominated experts from a variety of sectors. Their involvement will help ensure that the CCTC reflects the timely education and workforce needs of today’s global economy.

The working groups convened for the first time this week. Later in the spring, NASDCTEc will seek public comment on the draft standards. Final standards are scheduled for public release in June 2012, at which point states will move individually to adopt and implement the CCTC.
