U.S. Department of Education Announces Highest-Ranked i3 Applicants

The U.S. Department of Education announced last week the results of its third round of the Investing in Innovation (i3) competition. The 20 potential grantees, chosen from more than 700 applicants, have until December 7th to secure matching funds to receive i3 federal funding.

The 2012 i3 applicants submitted proposals based on one of six priorities:

Competitive preference was given to applications focusing on other key areas of reform, including college access and success and using technology.

The Department of Education’s Web site includes information on the highest-rated applicants. Several applicants are focusing their projects on Career Technical Education (CTE) or related areas. For example, LEED Sacramento’s project will focus on Project Lead the Way, and Jobs for the Future proposed a project on an Early College Expansion Partnership.

Legislative Update: Alternative Certification, Career Academies

House Subcommittee Holds Hearing on Alternative Certification

The House Subcommittee on Early Childhood, Elementary, and Secondary Education held a hearing this week to examine alternative certification of teachers. The topic is a timely one given its connection to defining highly qualified teachers under the No Child Left Behind Act. In 2010, Congress passed legislation that allowed students enrolled in alternative certification programs to be considered “highly qualified teachers.” The House Labor-HHS-Education appropriations bill seeks to extend this definition for two more years.

There was general support for alternative routes to certification on both sides of the aisle during the hearing. Chairman of the subcommittee, Rep. Duncan Hunter (CA) had this to say:

Alternative certification routes help address teacher shortages in particular geographic areas and subject matter, as well as strengthen the overall quality of the teaching profession. While Republicans know there is no one-size-fits-all federal solution to help put more effective teachers in the classroom, supporting the availability and acceptance of alternative certification programs is one way the public and private sectors can join together to ensure more students have access to a quality education from an extraordinary educator.

Cynthia Brown, Vice President for Education Policy at the Center for American Progress, agreed that alternative certification programs hold a lot of promise, but that there need to be policies in place to ensure that they are “high quality, innovative, and effective,” which also holds true for traditional teacher preparation programs. She suggested that Congress focus on teacher effectiveness rather than alternative routes to certification.

More Details on Career Academies Proposal

Last week Secretary of Education Arne Duncan spoke at the National Academy Foundation’s NEXT Conference about the President’s FY13 budget proposal to invest $1 billion in career academies. Funding at this level could increase the number of career academies by 3,000 and serve an additional 500,000 students.

According to Duncan, $200 million in grants to states would be available in FY13, and $400 million would be available in both FY14 and FY15. Grants to would total $4 million each to states, and would be given over a three year period. States would distribute those funds competitively to locals.

As part of the grant program, the Department of Education is proposing a definition of “career academy” that each state must use for the in-state competition:

  1. A career academy is a secondary school program as organized as a small learning com­munity or school within a school to provide the support of a personalized learning environment.
  2. The academy must begin in ninth grade and combine credit-bearing academic and techni­cal curriculum.
  3. The academy must organize curriculum around a career theme like those proposed by NAF — hospitality and tourism, IT, health, sci­ence, and engineering — and be aligned with states’ college- and career-ready standards.
  4. The academy must provide work-based learning and career exploration activities through partnerships with local employers.
  5. The academy must articulate entrance re­quirements of postsecondary education programs to ensure students graduate from high school ready to pursue a higher education degree or credential.

Legislative Update: Appropriations, SLDS Grants

House Labor-HHS-Education Mark Up Pushed to July

The House Appropriations Subcommittee on Labor, Health and Human Services, and Education had intended to mark up its FY13 appropriations bill this week. However, the markup has been postponed until after the July 4th recess.  We will keep you posted on the new date. In the meantime, please see last week’s blog post about the importance of contacting your Representative about the critical need to maintain Perkins funding. There is still time!

Latest Round of SLDS Grant Winners Announced

The Institute for Education Sciences recently announced the list of 24 states that were awarded the latest round of State Longitudinal Data Systems (SLDS) grants. The grants were awarded in three priority areas:

  1. The design, development, and implementation of a statewide, longitudinal kindergarten through grade 12 (K-12) data system;
  2. The development and linking of early childhood data with the State’s K-12 data system; or
  3. The development and linking of postsecondary and/or workforce data with the State’s K-12 data system.

Nine states received grants under Priority 1 (K-12); one state received a Priority 2 (early childhood) grant, and fourteen states were awarded Priority 3 (postsecondary/workforce) grants. The winners of the grants to link K-12 data with postsecondary and/or workforce data, which may be of most interest to you, are:

Grant Competition Focused on Advanced Manufacturing Now Open

Last week the Obama administration announced a new $26 million grant competition – the Advanced Manufacturing Jobs and Innovation Accelerator Challenge – designed to support advanced manufacturing and stimulate economic growth. Proposals should show how applicants “will help grow a region’s industry clusters by strengthening connections to regional economic development opportunities and advanced manufacturing assets, enhance a region’s capacity to create high-quality sustainable jobs, develop a skilled and diverse advanced manufacturing workforce, increase exports, encourage the development of small businesses and accelerate technological innovation.”

The initiative is being funded by the U.S. Department of Commerce’s Economic Development Administration, the National Institute of Standards and Technology, the U.S. Department of Energy, the U.S. Department of Labor’s Employment and Training Administration, the Small Business Administration, and the National Science Foundation. It will also be supported by eight other federal agencies, including the Department of Education. According to OVAE, one goal of the competition is to engage education and training providers, such as community colleges, to ensure that individuals are prepared for new jobs in the manufacturing industry.

Twelve projects are expected to be awarded the competitive grants. The deadline to submit applications for the Advanced Manufacturing Jobs and Innovation Accelerator Challenge is July 9th. Guidelines for submissions are available at http://www.manufacturing.gov.

New District-Level Race to the Top Competition Announced

The U.S. Department of Education today announced the proposed criteria for a new district-level Race to the Top grant program. Like the original Race to the Top grants, the district-level completion will revolve around four reform areas: higher standards, data-driven decision making, greater support for teachers, and turning around low-performing schools. School districts may compete for a piece of the $400 million pot by showing how their plans for individualized classroom instruction will help close achievement gaps and prepare all students for college and career.

“With this competition, we are inviting districts to show us how they can personalize education for a set of students in their schools.  We need to take classroom learning beyond a one-size-fits-all model and bring it into the 21st century,” Secretary of Education Arne Duncan said.

School districts or groups of districts serving at least 2,500 students with 40 percent or more qualifying for free or reduced price lunch are eligible to apply. Awards will range from $15 million to $25 million, depending on the population of students served.

You may submit comments by June 8 on the district-level Race to the Top program here. The Department has stated that it plans to release the application in July, and that it will be due in October. Grant awards will be announced no later than Dec. 31, 2012.

Legislative Update: Appropriations, WIA, Career Pathways

Senate Sets Spending Levels for Subcommittees

This week the Senate Appropriations Committee released their 302(b) allocations, or spending levels, for each of the 12 subcommittees. In the Senate, they are using as their top line number the cap set by the Budget Control Act — $1.047 trillion. The Labor-HHS-Education Subcommittee would receive $157.722 billion to divide up among its programs, including the Perkins Act. The House is expected to release its 302(b) allocations next.

House Holds WIA Hearing

The House Education and the Workforce Committee held a legislative hearing this week on H.R. 4297, the “Workforce Investment Improvement Act of 2012.” The hearing provided members an opportunity to discuss and gather expert feedback on the legislation. Among other things, this bill would consolidate 27existing workforce related programs into one flexible job training program, require the makeup of WIBs to be two-thirds employers, and require States to adopt common performance measures.

DOL Releases Career Pathways Resources

The Employment and Training Administration at the Department of Labor released technical assistance resources for the Career Pathways Initiative. The Career Pathways Initiative was launched in June 2010 to increase credential attainment and improve access to training opportunities for disadvantaged individuals. Workforce Data Quality Initiative Grants Now Available

Department of Labor announced the availability of $12 million for Workforce Data Quality Initiative (WDQI) grants. Grants will allow State Workforce Agencies to develop and use State workforce longitudinal administrative data systems, which include information from programs that provide training, employment services, and unemployment insurance.

Eligible applicants are State Workforce Agencies that were not recipients of a round one WDQI grant. The Department plans to award approximately twelve grants of up to $1 million each for a 36 month grant period.

The deadline to apply for a grant is April 19, 2012. More information can be found here.

More Information on President’s Career Academy Proposal

As we told you a few weeks ago, in his FY13 budget, President Obama proposed a $1 billion investment in career academies. In a fact sheet released by the Department of Education, there are new details to share. According to the Department:

“Through this new initiative, States would award competitive grants to partnerships of school districts and local employers, creating 3,000 new career academies and increasing the number of students served by 50 percent. This means that half a million more students would have access to programs that studies suggest can lead to higher earnings and better academic outcomes.”

As we learn more about this and other proposals in the President’s budget, we will be sure to share that information with you.

New Round of Community College Grants Now Open

Secretary of Labor Hilda Solis announced a solicitation for a new round of grant applications for the Trade Adjustment Assistance Community College and Career Training (TAACCCT) Grant Program. The announcement was made with Second Lady Jill Biden during the “Community College to Career” bus tour at Davidson County Community College in North Carolina.

Congress allocated $2 billion for the TAACCCT program to be awarded in each of fiscal years 2011-2014. This round will fund up to $500 million in grants to community colleges for targeted training and workforce development to help dislocated workers obtain the skills they need to change careers. The grants support partnerships between community colleges and employers to develop programs that provide career pathways and build instructional programs that meet industry needs. The deadline to apply is May 24, 2012.

Budget Level Funds Perkins; Invests in Career Academies and Community Colleges

President Obama released his FY13 budget today, and there is good news for CTE! The President proposed level funding for the Perkins Basic State Grants, and plans to release a reauthorization proposal that “would restructure CTE to align what students learn in school with the demands of 21st Century jobs.” While the budget does not include specifics about what this proposal will look like, a budget summary released by the Department of Education states that their proposal would increase the rigor and relevance of CTE and strengthen connections between secondary and postsecondary education. In addition to Perkins Act funding, the budget proposes an investment of $1 billion over three years to scale up career academies.
