Preparing for CTE’s Next Era: Celebrations from Advance CTE’s 2023 Annual Report

Director of Membership Engagement and Professional Learning Dr. Stephanie Perkins shares Advance CTE’s progress in fully supporting members and elevating CTE in policy and practice in state and federal and policy. 

Career Technical Education (CTE) continues to be a leading state and federal policy solution to both bridge and address transformations in learning and work. CTE’s next era requires maximizing its quality and innovation to remain a go-to experience that can reach and support every learner and community. As the oldest national association of State CTE Directors and related professionals, Advance CTE has continued to grow and adapt to meet the needs of our members and advance the work of CTE Without Limit for the CTE community. 

Our newly released 2023 Annual Report highlights that progress and preparation for CTE’s Next Era for both our organization and our members. 

Keep reading to see five ways Advance CTE continues to support our members while challenging the field by leading on equity, influencing federal policy, building community and knowledge, and providing impactful tools and resources.

Supporting CTE Leaders and Learners

As our members work to ensure that all learners have access to high-quality, equitable CTE, we strive to meet each state where they are in this journey. In 2023, our focus for supporting CTE leaders and learners focused on continuing our high-quality member experiences, building diverse CTE leadership and workforce pipelines, and elevating learner voice. Our members continue to see value in their membership and look for a variety of ways to engage.

 

Engaging and Connecting Members

Bringing together our members in person and virtually provides the opportunity to share best practices and lessons learned to address common challenges and improve outcomes for CTE learners. In Spring of 2023 we gathered over 200 CTE leaders to discuss opportunities, challenges, and shared solutions around various topics of the Carl D. Perkins Career and Technical Education Act (Perkins V) in preparation for state plan revisions. Our members were very satisfied with the structure of these meetings, finding it a very useful space to work with their state teams on Perkins processes and gather ideas from their peers. In event evaluation, 100 percent of responding attendees reported that meetings were an “extremely valuable” or “valuable” use of their time. 

Additionally, we provided direct support and engagement to 44 states through our technical assistance efforts and workgroups. These spaces allowed for innovations and resources that benefit the entire CTE community. 

Leading National Conversations

In 2023, we continued to drive innovation in CTE policy and practice and position CTE as an essential strategy to meet education, workforce, and economic needs. Seventy-seven percent of Advance CTE’s recommendations for modernizing of the Workforce Innovation and Opportunity Act reauthorization were reflected in a proposed reauthorization last fall. We also continued to build more CTE champions on Capitol Hill, where support for the CTE Month resolution has doubled since 2021.

Welcome Kyllie Freeman as the new State CTE Director in Connecticut!

The Connecticut State Department of Education has named Kyllie Freeman as the State Director of Career Technical Education. The Department oversees all secondary and postsecondary Career Technical Education (CTE) programs as well as CTE for justice-connected individuals and youth and pre-apprenticeship programs.

Kyllie discovered her passion for CTE in the classroom as a culinary instructor of 15 years and fondly recalls seeing her high school learners’ “faces [light up] when they made something” as they gained valuable skills in her classes. “Some [learners] hadn’t even washed a dish before.”

Originally a nutritionist major in college, Kyllie switched to culinary arts to continue a career connected to food and nutrition without the intense focus on math and science. During her teaching tenure, Kyllie worked on her district’s grant for the Strengthening Career Technical Education for the 21st Century Act (Perkins V) which led to her taking a Perkins Grant Manager role at the state level. Kyllie oversaw the Hospitality and Tourism and the Information Technology, Education and Training Clusters®, explaining “I wanted to keep supporting Perkins but in a different role. ”

In her new role as State Director, Kyllie is excited to increase partnerships, aligning school districts, community colleges and industry partners to increase accessibility to high-quality CTE and success for learners across Connecticut.

In the year ahead, Kyllie is focused on supporting districts by remapping CTE School Courses for the Exchange of Data (SCED) codes to better align with the National Career Clusters Framework®, giving districts more flexibility in how they award credit. Kyllie is excited to offer technical assistance to district administrators to facilitate this process.

Kyllie is also focused on helping learners know more about the college and career opportunities available to them through CTE. She plans to accomplish this by better aligning course selection with learner interests. Kyllie will also support learners by updating the Student Success Plan and embedding CTE into the plan for better alignment with the opportunities available to learners.

One of the biggest challenges for CTE in Connecticut, teacher recruitment and retention, is not unique to the state; it is a national issue. The availability of qualified teachers in a particular pathway dictates where certain courses can be offered, thereby limiting course offerings for learners where teachers are in short supply.

In addition to addressing the top challenge of CTE instructor recruitment and retention, an issue facing CTE programs nationwide, Kyllie would also like to help change the perception of who should be participating in CTE. This shift would raise awareness that learners should be focused on college and career readiness, not just readiness for college. “CTE is huge and so many [skills] are transferrable.”

Coming from a long line of restaurant owners, Kyllie loves cooking outside of her State Director role. While she will “cook anything,” Kyllie enjoys cooking Italian food the most. Outside of the kitchen, Kyllie enjoys kayaking.

Welcome Beth Hargis as the new State Career Technical Education Director for Kentucky!

Beth Hargis was named the Kentucky Department of Education’s Associate Commissioner in the Office of Career and Technical Education and State CTE Director last year. In Kentucky, Career Technical Education (CTE) is housed in the Kentucky Department of Education, where the Office oversees middle grades and secondary CTE, youth and registered apprenticeships and the area technical center system.

Beth began her career in industry and is especially interested in supporting state and local leaders and instructors in designing and aligning Career Technical Education (CTE) programs to industry needs. After years of working as a staff accountant and CFO of a non-profit, Beth started teaching business at the secondary level and earned two master’s degrees and a doctoral degree in secondary education and educational leadership. After a few years in the classroom, Beth became a principal of an area technical center, where she had the opportunity to take a deep dive into all aspects of CTE. That role then eventually led to being named State CTE Director.

Beth’s postsecondary endeavors have focused on program alignment and meeting industry and community needs, and she is excited to apply that background in her current role to help have the skills and support to stay in their communities to live and work. 

Beth wants to take advantage of the increased spotlight on CTE in Kentucky and use it as an opportunity to “make sure our CTE is state of the art and what our learners and stakeholders need to keep Kentucky’s economy moving forward.” There are several initiatives in the works to move that vision forward, including supporting CTE instructors through a New Teacher Institute and updated pay structures; creating new formulas and processes to center data in determining program quality, need and ultimately funding; and expanding dual credit. Beth also strives to expand access to work-based learning through healthcare apprenticeship opportunities, increasing pre-apprenticeship programs and including co-ops as career-ready experiences.

When not championing CTE, Beth enjoys spending time with her family, especially her two grandchildren and is excited about a third on the way (‘everything you hear about crazy grandparents is absolutely true’), and being involved in her church.

Welcome Dr. Quincie Moore as the new State Director of Career and Technical Education for South Carolina

The South Carolina Department of Education recently named Dr. Quinicie Moore as the State Director for Career and Technical Education (CATE).

During her 37-year career as an educator, Dr. Quincie Moore taught both math and computer science, helping to bridge the connection between math and technology for her students. “I was a [Career and Technical Education] CATE teacher and I didn’t even know it,” Quincie said. After getting her Masters in Business Administration, Quincie moved into school administration, first as an assistant principal, followed by a middle and high school principal across multiple districts. Quincie advanced to Assistant Superintendent of Instruction and then returned to her home district as the Superintendent.

Quincie retired from her position as Superintendent and took on a new position as the Director of Early Learning and Literacy with the South Carolina Department of Education. In this position, Quincie moved the district vocational center, then referred to as “The Vo,” to a rural technical community college campus and rebranded it as the “Institute of Innovation” to better inform the community about what CTE offers for learners.

Quincie’s passion for CTE is fueled by her desire to make sure every learner fully understands and is exposed to all the opportunities available to them. As part of this mission, Quincie aims for her team to help school districts get learners “college and career ready, not or.” With the South Carolina Profile of a Graduate dedicated to learners having world-class knowledge, world-class skills, and life and career characteristics such as integrity, global perspective and perseverance, Quincie stated, “[We are] getting kids ready for a career, not a job.”

Quincie gives credit to her significant time and various roles in school districts for preparing her for the position of State Director. “As superintendent, I had business advisory councils in my home county and I thought I knew the community.” However, Quincie realized that she only knew the big companies and not the smaller ones doing incredible work. “If I didn’t know about them, families aren’t being exposed either.” As a result, Quincie is focused on helping districts ensure that their CTE programs match their area’s economic needs while simultaneously expanding learners’ opportunities.

Over the next year, Quincie is excited to expand on South Carolina’s work with the Southern Regional Education Board (SREB) on Artificial Intelligence (AI) and will delve into creating standards and courses for AI. South Carolina has been very intentional in their approach and diligence in AI and Computer Science as they hope to best prepare learners for the careers of the future. Quincie will also continue to work with SREB on credential quality and rankings to expand South Carolina’s stackable credentials. Quincie looks forward to rolling out a new and required elective course on personal finance this coming fall, as it’s “a great opportunity” for the secondary students of South Carolina.

When asked what challenges Quincie sees in the year ahead, she cited overcoming the lingering impact the coronavirus pandemic has had on learners, families and educators, as well as recruiting and retaining high-quality CTE teachers as the most pressing.

Outside of work, Quincie loves to stay active, playing tennis, walking and swimming; she is an avid fan of music and the television show Yellowstone.

Congratulations to Karl Ohrn, Minnesota’s New State CTE Director!

The Minnesota State Board of Trustees recently named Karl Ohrn as the Systems Director of Career Technical Education for Minnesota State and the State Director for Career and Technical Education.

After struggling academically as an undergraduate at a liberal arts college and unsure of his future, Karl Ohrn joined the United States Air Force, ultimately serving 30 years. It was in the Air Force that Karl had his first exposure to Career Technical Education (CTE).

“I went through a course in logistics in the Air Force, and it made so much sense […] everything was focused toward performing a certain job or skill set. It all became very meaningful and useful and purposeful.” Karl’s experience with CTE through the Air Force made him feel more confident in his academic abilities and future. He shared, “[The] CTE environment really made more sense.”

Karl’s Air Force career provided him diverse experiences, ranging from medical logistics to a CTE program evaluator through the Community College of the Air Force to the Director of a Noncommissioned Officer’s (NCO) Academy. Karl retired from the Air Force in 2013 and became an Academic Coordinator with Northland Community and Technical College, where he evaluated CTE programs for their quality and viability. It was through his role at Northland that Karl first became involved with the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV).

Karl became a Perkins Consortium Coordinator at the postsecondary level where he worked with and got to know the state-level staff in Minnesota. In 2018 Karl was asked to become the Associate State Director of CTE and was appointed Interim State Director of CTE in 2021 after his predecessor retired. Karl was officially appointed Minnesota State Director of CTE in December 2022.

This year, Karl’s focus is determining whether Minnesota will update or create a new Strengthening Career and Technical Education for the 21st Century Act (Perkins V) state plan; he is excited to get all of the stakeholders involved and hopeful for a successful outcome. Now that his position is permanent, Karl is also looking forward to strengthening connections among his state CTE team members and increasing professional development offerings.

Karl earned a bachelor’s degree in biology from Slippery Rock University and a master’s degree in strategic leadership from the University of Mary. He also completed an associate of applied science degree with the Community College of the Air Force in logistics management and technical instruction. In addition to his passion for CTE, Karl has extensive experience and knowledge of the consortium model and the integration of military personnel with civilian CTE.

When asked why he is passionate about CTE, Karl responded, “We’ve all seen students fail, whether [they are] in high school or college. You have to help people find their passion and sometimes what becomes their passion isn’t what it was when they started.”

Welcome to new Delaware State CTE Director Luke Rhine

cte-socialmedia-delawareWe are pleased to welcome Delaware’s new State Director of Career Technical Education Luke Rhine!

State Director Rhine’s career in CTE began as a career technical educator. After years in the classroom, he transitioned into leadership as a program specialist with the Maryland State Department of Education, building statewide programs of study in Manufacturing, Engineering, and Technology as well as Arts, Media and Communication. He moved into his current role as State CTE Director of Delaware late this summer.

With his on-the-ground experience as an engineering CTE instructor and years spent programming in Maryland, State Director Rhine understands the crossover between CTE and traditional core courses. He highlights aligning CTE and academic courses – particularly STEM – as a key touchpoint for the development of CTE in Delaware and across the country.

State Director Rhine sees Delaware as uniquely positioned to exploit the integration of CTE and traditional courses, as the state already requires public school students to complete a career pathway (three credits in a related area) in addition to the courses traditionally required for high school graduation. This requirement, he says, is usually met with a mix of CTE and relevant academics. The entire process is mapped out within the framework of a customizable five-year student success plan, providing flexibility in the development of career pathways while emphasizing the importance of long-term pathway planning.

Memorial Tribute to Phyllis Dryden, Former NV State Director

Former Nevada State Director Phyllis L. Dryden, 63, passed away Monday, Feb. 21, 2011, at her home in Carson City, Nevada after a valiant battle with cancer. She passed peacefully with family in attendance.

Mike Raponi, Nevada State Director shared with NASDCTEc that Phyllis Dryden worked at the Department of Education for nearly twenty years, and served as the Director for Career, Technical and Adult Education for fourteen years.  Mike also said that “Throughout the Department, Phyllis exhibited a passion for CTE and adult education that was contagious; across the State, she was known as someone who cared deeply about education.

Phyllis was a stable force in CTE, providing leadership during transitional phases when the discipline evolved from occupational education to workforce education to career and technical education.  And it was under her leadership when the State first developed state skill standards; standards exist for more than twenty-five CTE programs today.

Phyllis was also known for her work ethic.  She never slowed down, approaching each day with a can-do attitude in the face of a relentless work load. But for Phyllis, that work load was rarely a burden; rather, it represented a challenge she enthusiastically faced most every day.”

From Kimberly Green, NASDCTEc Executive Director: “Phyllis was a strong, passionate advocate for CTE and a warm, kind-hearted person. I will miss her dearly.”

Milt Ericksen, AZ State Director, shared “I first met Phyllis Dryden at the NASDCTEc spring 2001 meeting.  She had been in her position for several years and immediately volunteered to be a peer mentor/advisor when I had questions on any topic (I had hundreds).  During that first year we began what became a long-term friendship built on mutual respect and the desire to make our states leaders in CTE.   We would call and e-mail each other regularly, took turns serving as Board liaisons from our region and laughed, told stories and just plain had a lot of fun along the way.  Phyllis Dryden epitomized true leadership in CTE and will be greatly missed, but always remembered and revered by me.”

Vicki Newell, Executive Director of the Northern Nevada Literacy Council noted that “I’ve known Phyllis since December 1993 and feel privileged to have both a working relationship and friendship with her.  She had a “walk softly/carry a big stick” leadership style that I respected because I always knew where I stood with her.  She cared very deeply for those who worked for and with her and particularly cared about the students her department served.  She was a super individual.”

Phyllis’s obituary states “throughout her life she received many awards and commendations and in 2010, the year she retired, she received the “Bill Trabert Memorial Award” for lifetime achievement in education.”
