Welcome Jeran Culina to Advance CTE!

My name is Jeran Culina and I am excited to be the new Senior Policy Associate for Advance CTE, supporting states and communities as they create, share, use and manage information about nationwide efforts to expand high-quality and equitable career pathways. As Senior Policy Associate, I will also support the development of policy tools and resources leveraged by state and local leaders, national partners and other key stakeholders to help ensure each learner has access to high-quality CTE and preparation for the careers of their choice.

I started my career right out of the State University of New York at Buffalo working in low income households for Catholic Charities. From there I continued to find my passion for working with vulnerable populations to empower them to pursue their dreams. That meant working in everything from foster care, mentoring and military programs across the state of Michigan. 

As I started working within school districts, I found an even stronger passion for policy within education. To build on that passion I decided to go back for my master’s in 2018 at Michigan State University for a degree in Educational Leadership. That program catapulted my career into working at a systems level on policy from early childhood education through postsecondary. I am excited for the next steps in my career to support states through their work with Advance CTE. 

Outside of work, I am passionate about fitness and even work as a trainer at a local gym. I also enjoy being with family, hiking, kayaking, and visiting all art museums. I especially love cheering every Sunday for my favorite team the Buffalo Bills!

Hello from Advance CTE’s Newest Staff Member

I’m Nicole Howard and I’m so excited to join Advance CTE as the new Communications Associate! I’ll be helping to implement our communications strategy and supporting states in their communications and advocacy efforts.

I have a background in communications related to the field of education. I was raised by a family of educators and have always viewed education as something every student should have equal access to. I was enrolled in the Summer Transition Enrichment Program (STEP) at American University (AU) that gave me a head start on my undergraduate education. My junior year at AU, I served as the STEP Assistant. In this role, I was able to help first-generation and minority students begin their college career with the resources and support they needed. I was impacted by watching them grow and truly succeed their own goals. Since then I’ve gained communications experience working with education-focused companies including corporate, nonprofit and postsecondary sectors. I believe writing helps to elevate the voices that need to be heard.

I believe access to a CTE program can help put students on a pathway to postsecondary and career that can benefit their future well-being as an adult. I am excited to advocate for CTE because I believe the more opportunities presented to a student the more hopeful they may become about their future and energized to complete their secondary education.

Hello from Advance CTE’s Newest Staff Member

I’m Brianna McCain and I’m so excited to join Advance CTE as the new Policy Associate! I’ll be helping to advance and support Advance CTE’s state policy and implementation strategy through developing resources, maintaining the Learning that Works Resource Center, and tracking state and federal legislation.

My interest in education and workforce development began after interning at Girls Educational and Mentoring Services (GEMS) in New York City, where I assisted with efforts to develop a job readiness program for commercially sexually exploited youth. My experience there taught me about how education intersects with other social issues and the role that education plays in promoting economic mobility. I then went on to get my Masters of Social Work (MSW) at the Brown School at Washington University in Saint Louis to learn more about social and economic development. While at the Brown School, I specialized in policy and helped to develop a strategic policy plan for a nonprofit. Before coming to Advance CTE, I worked at Legal Services of Eastern Missouri (LSEM), where I supported low-income clients and engaged in policy work related to access and equity.

I became interested in Career Technical Education (CTE) after learning about the critical role that it plays in promoting economic mobility. As I began to learn more about CTE and the role it can play in promoting equitable outcomes, I saw the potential for how high-quality CTE could be leveraged to address inequities and prepare all learners for a successful future. I am excited to advocate for CTE because I view it as a key component to promoting economic mobility and ensuring that all learners have the skills and experience they need to obtain a meaningful career in the future.

ACTE’s Infographic Promotes CTE Funding

To make your voice heard when the Congress is out during their month-long recess in August, reach out to the policy makers through social media. Digital advocacy campaigns over Twitter and Facebook are not only gaining popularity, but are also surprisingly effective.

Tapping into this, the Association for Career Technical Education (ACTE) has developed a compelling infographic to spread the message of CTE and the importance of stopping cuts to Perkins funding. The call to action is to share the infopgraphic on Facebook pages of your Members of Congress throughout the month. More information on this is available here.

The infographic creatively draws attention to stopping the cuts and increasing CTE funding.

2011-2012 NASDCTEc Officers Take Helm Amid Budget Cuts, Challenges, New Initiatives

Officers of the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) commenced their one-year term this month. The officers take the helm at a significant time as tough economic circumstances threaten career technical education (CTE) funding, the U.S. Secretary of Education challenges the CTE community to provide proof of positive outcomes in its programs, and NASDCTEc launches a national initiative to re-brand CTE.

“The National Association of State Directors of Career Technical Education Consortium faces great challenges, yet great opportunities as well,” said Dr. Patrick Ainsworth, NASDCTEc President and Assistant Superintendent and Director; Secondary, Career, and Adult Learning Division; California Department of Education.

“Our nation is clamoring for aid in improving the outcomes of our students, the competitiveness of workforce and the overall health of our national economy. While funding constraints will certainly offer challenges, I am confident that we can demonstrate how CTE can be a significant resource in helping our nation recover and succeed. NASDCTEc officers will help spearhead that effort to showcase the incredible value of CTE and advocate for investment in what works.”

In the fiscal year (FY) 2011 budget, the Carl D. Perkins Career and Technical Education Act – the primary federal source of funding for CTE — was cut by $140.2 million (11 percent), bringing the total appropriations to $1.1 billion. For FY 2012, the President proposed cuts to Perkins that would bring the total FY12 appropriations to $1 billion.

The funding cuts have fanned the flames behind NASDCTEc’s recently-launched CTE: Learning that Works for America ™ campaign. The campaign puts in a clear voice a unified message about the success CTE programs across the nation have demonstrated through low high school dropout rates, above-average college-going rates and evidence of return on investment, and more. NASDCTEc aims to help mobilize and strengthen the CTE community with this campaign to address funding threats and the investment in quality CTE programs that align to the brand.

• President Dr. Patrick Ainsworth, Ed. D., Assistant Superintendent and Director; Secondary, Career, and Adult Learning Division; California Department of Education
• Vice President, Marie Barry, New Jersey Director of the Office of Career and Technical Education
• Secretary/Treasurer, Division Administrator, Career Development and Preparation, Illinois State Board of Education, Mark Williams
• Immediate President Dr. Phil Berkenbile, State Director of Oklahoma Department of Career and Technology Education

President: Dr. Patrick Ainsworth –Dr. Ainsworth oversees secondary education, adult education, college preparation and postsecondary relations, career and technical education, and workforce preparation programs. He also serves as the Superintendent’s Designee on the California Workforce Investment Board, Joint Boards Advisory Committee, Community College Economic Development Policy Advisory Council, and other groups.

Secretary-Treasurer Mark Williams: Mr. Williams is a former high school teacher and administrator who has served for six years as Illinois State Director of Career and Technical Education. During his tenure, he has been a founding member of the Coalition for Illinois High Schools, a member of several Illinois Department of Commerce and Economic Opportunity Taskforces devoted to addressing the critical skills shortages of Illinois. Most recently, he has focused on the Illinois Curriculum Revitalization Project as well as the development of STEM Learning Exchanges in Illinois.

Vice President Marie Barry: Ms. Barry administers all activities and plans related to Perkins serves as the state director for career and technical education for secondary and postsecondary CTE programs. She is also a member of the department’s cross-divisional team addressing secondary education transformation, and, specifically, provides leadership for the pilot program on the development of personalized student learning plans.

Immediate Past President Dr. Phil Berkenbile: Dr. Berkenbile is a former agricultural education instructor, Mr. Berkenbile serves on the Governor’s Taskforce on Aerospace and Information Security, the Governor’s Taskforce on Healthcare, the Oklahoma Manufacturers Alliance Board, the State Insurance Advisory Council, and the State Workforce Development Board. Mr. Berkenbile also serves on the CareerTech Administrative Council and is a member of the Oklahoma Association of Career and Technology Education.

2010-2011 NASDCTEc Officers Take Helm of CTE Agenda

Officers of the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) began their one-year term July1. The officers assume their roles at a pivotal time as the nation’s leaders implement a range of strategies to prepare students to compete in the global economy.

This term is of particular significance as NASDCTEc recently adopted a progressive agenda to transform career technical education (CTE) into an education system that prepares all students to be college and career ready. The new agenda and actions steps are driven by the vision outlined in Reflect, Transform, Lead: A New Vision for Career Technical Education, a document NASDCTEc recently adopted to chart a new course for CTE.

“NASDCTEc is spearheading a new agenda for career technical education that will poise us to play a significant role in preparing students for college and career readiness,” said Phil Berkenbile, NASDCTEc President and State Director of Oklahoma Department of Career and Technology Center.

“Across the nation, CTE will be rigorous, relevant and accountable. I am honored to be selected to lead such an esteemed group of educators.”

NASDCTEc thanks our Past President June Sanford, Connecticut State Director of Career and Technical Education for her service. She will continue to take on a leadership role as Immediate Past President.
