In recent years, middle school career exploration has gained traction as a foundational element of Career Technical Education (CTE). As many State CTE Directors and leaders know, the Carl D. Perkins Career and Technical Education Act (Perkins V), signed into law in July 2018, for the first time permitted Perkins funding to be used on career exploration programming as early as fifth grade. Here are four strategic actions that states can take to expand and enhance career exploration programs that prepare learners for postsecondary education and career success, based on a recent nationwide study of middle school career exploration programs, commissioned by American Student Assistance® (ASA).

Clearly define middle school career exploration and ensure a unified definition is adopted across relevant agencies and partners, including K-12, postsecondary, workforce, and relevant community-based organizations. A quality definition clearly defines middle school career exploration as a strategy that will help learners build their understanding of career interests and expand awareness and understanding of career opportunities, including through hands-on, applied experiences. 

Once a clear definition is established, coordinate related and supporting efforts across state leadership, including departments driving academics and instruction, school counseling, CTE, and workforce training. Establish routines for collaboration between programmatic leaders who should be working together to support an overall vision for learner success with elements from each of their programs.

Integrate career exploration into your accountability and data collection systems. The last two years of high school are insufficient for dramatically increasing learners’ readiness for postsecondary and career opportunities. States can leverage program quality indicators in Perkins V and the Every Student Succeeds Act (ESSA) state plans to formally set measurable goals for middle school career exploration, integrating them into existing college and career readiness (CCR) targets. States can also utilize their data collection systems to not only identify middle school career exploration participants and determine their positive placement within high school CTE programs, but also to ensure the quality of programming through evaluations or learner-based software platforms.

The report also highlights seven states that have distinguished themselves by instituting formal accountability mechanisms to influence district and school focus on meaningful career exploration. Although federal changes made through the reauthorization of ESSA allowed states to exercise flexibility in the indicators used to assess districts and schools, only two states—Pennsylvania and Georgia—have used this flexibility to include career exploration as a component in their federal accountability systems. Five additional states—Missouri, Kansas, Utah, South Carolina, and Michigan—have incorporated middle school career exploration into their state accountability mechanisms to assess the quality of delivery of career advisement services or activities.

Assess and address state policies that have the potential to limit learners’ ability to access different career exploration opportunities, including restricting CTE course enrollment by grade level or grade point average minimums. 

It’s important to provide innovative and comprehensive career exploration that includes CTE. Only 33 states facilitate exploration via a course or set of courses that can serve as an on-ramp to a CTE pathway, according to ASA’s report. In contrast, the study highlights Utah’s College & Career Awareness Program, which requires a course that enables learners in grades 7-8 to explore high school, college, and career options based on individual interests, abilities, and skills. A team of CTE teachers, school counselors, and work-based learning coordinators teach the course and provide instruction in career development. 

This well-rounded, effective approach equips all learners with the information they’ll need to understand their options and make informed, confident decisions about their futures.

Legislative Update: Congress Struggles to Find Agreement on Funding

Both the House and the Senate were in session this week as lawmakers struggled to find consensus on a pathway forward on federal fiscal year 2024 (FY24) funding. With only a few legislative days left on the Congressional calendar until the start of FY24, the status of federal funding is currently uncertain. 

FY24 Funding Remains in Focus

On Tuesday, the House formally reconvened after Congress’ annual August recess. The Senate has been in session since last week and is working to advance a “minibus” funding legislation– a measure containing three of the 12 individual spending bills that compose the federal budget. As a reminder, the Senate Appropriations Committee has advanced each of the 12 FY24 spending bills out of committee for full consideration by the Senate just before the August recess. These measures included a proposed $40 million in increased funding for the Carl D. Perkins Career and Technical Education Act’s (Perkins V*) basic state grant program. 

These efforts stand in stark contrast to the House, where Republican lawmakers have struggled to find consensus on a much broader swath of their FY24 spending proposals. Broadly, the Chamber remains much further behind than the Senate. More importantly, Republican lawmakers in the House are advancing spending proposals that cut federal funding, including for other significant education and workforce development efforts, by significant amounts beyond the requirements of the bipartisan Fiscal Responsibility Act (FRA) approved earlier this year.

The Senate’s and House’s respective visions for FY24 funding remain dramatically far apart. With only a few legislative days left before the next fiscal year begins on October 1, legislation that would extend current funding levels for a specified period of time (known as a Continuing Resolution or “CR”) will be needed. However, conservative factions in the House have indicated that they will not support a CR without steep spending cuts and a number of other policy concessions, including consideration of the impeachment of President Biden. These demands are not supported by the White House or party leadership in the Senate, leaving all three at an impasse during this critical juncture of the appropriations process.

The extreme distance between the House and Senate FY24 spending proposals and the positions currently taken by the House, Senate, and the White House mean that negotiations in the coming weeks are likely to be contentious and the potential for a government shutdown remains elevated. As these negotiations take place, The National School Boards Association (NSBA) will continue to advocate continued government operations without disruption and for robust funding for critical funding streams important to the K-12 community.

Research Roundup: Strategies for Fostering Effective Partnerships for Equitable CTE Research

Advance CTE’s “Research Round-Up” blog series features summaries of relevant research reports and studies to elevate evidence-backed Career Technical Educational (CTE) policies and practices and topics related to college and career readiness. This month’s blog highlights strategies that support the connection between researchers and local CTE practitioners to generate evidence-based research to inform program improvement. These findings align with Advance CTE’s vision for the future of CTE where each learner engages in a responsive career preparation ecosystem.

State CTE leaders are eager to learn about the newest innovations or best practices to improve CTE learner outcomes. Researchers play an important role in translating the outcomes of different interventions and distilling their findings into recommendations that help to shape the direction of CTE programs. The K-12 education research landscape is rapidly shifting, and to effectively recruit districts and schools, researchers need to have strategies for building strong partnerships. A recent blog from the Career & Technical Education Research Network suggests that understanding these changes and their implications for evaluations is crucial for funders, researchers, and policymakers because of limited information on evidence-based CTE strategies and relatively few causal studies of CTE.

During the pandemic, it became clear that districts and schools are already facing many challenges regarding the availability of resources and their capacity to participate in research evaluations. Additional barriers include challenges with identifying clear counterfactuals, or programs to serve as reasonable comparisons, navigating district approval processes, and the willingness of schools to participate in district research.

States can support researchers to mitigate these challenges and foster mutually beneficial research partnerships with local practitioners that will contribute to the development of an effective data strategy. 

Strategies 

The CTE Research Network suggests the following strategies: 

Application for State CTE Leaders 

Strategic partnerships provide CTE leadership with relevant, evidence-based recommendations for implementing high-quality CTE programs for every learner. These partnerships expand the scope and quality of data available to state leaders by working directly with districts to capture the most timely information available to improve the alignment and quality of CTE programs.

There are several examples of established partnerships between state-level agencies and researchers. The Data Quality Campaign produced a Roadmap for Effective Data Use and Research Partnerships that breaks down the steps for integrating research into school improvement policies. 

The American Youth Policy Forum and Results for America also offer resources targeted to support state leaders in pushing beyond simply disseminating data to leverage research evidence to drive policy decisions.

Legislative Update: Congress Looks Ahead on Funding

This week, Congress plans next steps on appropriations while lawmakers examine the U.S. Department of Labor’s recent budget request. Elsewhere, federal officials have announced the availability of new grant funding for school infrastructure projects.

Congress Looks to Next Steps for Funding

As shared previously, lawmakers recently advanced and President Biden signed into law the Fiscal Responsibility Act (FRA)—legislation that suspends the debt limit through 2025 and establishes new spending caps for that same two-year period of time. A summary of the FRA can be found here. The spending caps contained in the bill will freeze current federal fiscal year 2023 (FY23) funding levels for the upcoming FY24 appropriations process and will allow for a one percent increase in domestic discretionary programs, like federal investments in Career Technical Education (CTE), for FY25. In addition, the FRA includes a provision that strongly encourages Congress to pass all 12 federal appropriations bills before the end of the calendar year. If lawmakers are unable to reach that goal, an automatic spending reduction would be applied to the entire federal budget until full-year appropriations legislation has been passed.

With the new appropriations framework now signed into law, Congress is expected to begin marking up individual spending bills in the coming weeks and months. However, less than a week after passage, recent reports indicate that House Republicans may attempt to move forward with spending bills that use lower spending caps than those contained in the FRA. A specific timeline for lawmakers in both the House and Senate to advance Labor, Health and Human Services, Education and related Agencies (Labor-HHS-ED) appropriations legislation, which provides funding for the Carl D. Perkins Career and Technical Education Act (Perkins V; as amended by the Strengthening Career and Technical Education for the 21st Century Act), has yet to be determined. 

As these efforts continue to take shape, the U.S. Department of Education (ED) has provided additional clarity regarding nearly $400 million in rescinded pandemic aid funds that were also included as part of the FRA. In a recent letter to Education Stabilization Fund grantees, ED has made clear that K-12 education funds that have already been obligated and sent to states will not be included in these amounts. Advance CTE is monitoring these developments closely and will continue to engage with partners in Congress to secure needed investments in CTE as part of the upcoming FY24 budget and appropriations process and beyond.   

House Education Committee Examines Department of Labor FY24 Budget

On Wednesday, June 7, the House Education and the Workforce Committee (E&W) held a hearing examining the policies and priorities of the U.S. Department of Labor (USDOL) and, relatedly, its recent FY24 budget request to Congress. Acting Secretary of Labor, Julie Su, was the sole witness at the hearing whose confirmation is currently stalled in the Senate. The over three-hour-long hearing focused on a wide array of topics including how to align and coordinate CTE and workforce development systems and related programs, extensive discussion on apprenticeship programs, including ways to expand and grow these models into nontraditional fields such as teaching, and a host of other issues related to the Workforce Innovation and Opportunity Act (WIOA) which is due for reauthorization. ED Announces School Infrastructure Grants

Late last week, the U.S. Department of Education (ED) issued a notice inviting K-12 schools and districts to apply for roughly $40 million in new funding to support school building and related infrastructure improvement projects. ED anticipates making 8-13 awards, between $3 and $5 million each, to support these efforts. In addition, ED is planning to set aside an additional $2 million for the creation of a National Center on School Infrastructure to provide technical assistance and best practices to states and schools as part of this wider initiative. New Skills ready network Site Highlight Blog: Nashville Career Advising Framework

In 2020, JPMorgan Chase & Co. launched the New Skills ready network across six domestic sites to improve student completion of high-quality career pathways with a focus on collaboration and equity. As a national partner in the New Skills ready network, Advance CTE strives to elevate the role of state capacity and resources in advancing project priorities and gain a unique perspective on promising practices to strengthen state-local partnerships across the country.

This blog series highlights innovative tools and initiatives produced across the six sites that advance the initiative’s four key priorities and serve as a guide for state leaders in their work to create cohesive, flexible and responsive career pathways.

For this post, Senior Policy Associate Jeran Culina interviewed two leaders from the Scarlett Family Foundation, Consultant Jenny Mills McFerron, and COO Tom Parrish to learn more about the career advising framework in development for four Metro Nashville Public Schools (MNPS) high schools with the goal to scale it to all MNPS-zoned high schools in future years. 

Purpose and Components 

Too few learners in Nashville have access to consistent advising experiences across secondary, postsecondary and community-based levels. When systems fail to provide students with equitable and high-quality career advising, they make it challenging for students to skillfully navigate a path to career and college success. Additionally, education leaders lack access to fully integrated data to track and evaluate learner outcomes. 

With this in mind, Nashville’s New Skills ready network team is creating a career advising framework that seeks to provide a seamless and consistent career advising experience across K-12, postsecondary, and community offerings through shared language and practices as well as intentional spaces for counselors and other advising professional to share best practices as the framework is implemented. 

At the same time, Nashville is pursuing an initiative to place college and career counselors at secondary and postsecondary institutions, with equity being a leading factor in the pilot schools’ selection. Four college and career advisors have been placed at the four high schools participating in the New Skills ready network grant to advance high-quality advising with the intention of eventually scaling these efforts to all Metro Nashville public school high schools. These positions will support the existing advising staff and actively share their experience with site partners to inform the career advising framework.

Nashville’s approach to this work is unique in several respects: 

Vision for Success

The Scarlett Family Foundation strives to facilitate the development of a framework across the K-12, postsecondary, and community systems that would support each Nashville learner’s ability to successfully access high-wage, high-demand jobs. 

For the framework itself, McFerron strives for this model to create consistent and systemic advising transition points for each learner from middle school, high school and postsecondary stages, provide adequate support for learners to smoothly navigate these transition points, and ultimately improve student outcomes. She also elevated the importance of involving more stakeholders in career advising support, including teachers and administrators, to provide much-needed capacity for advising.

Next Steps and NSrn Impact 

The next phase will focus on collecting input from a variety of stakeholders, including learners and their families. Three affinity groups consisting of K-12, postsecondary, and community organization leaders will provide during the formulation and execution of the framework as a draft is written over the next six months.

Parrish praised the New Skills ready network’s focus on long-term, sustained change as a key benefit of the site’s involvement that he hopes will reverse the recent cycle of short bursts of progress that are not realized for each learner.
