Getting to Know the 2022- 2024 Advance CTE – ECMCF Fellows Part 3

In September, Advance CTE and ECMC Foundation announced the second cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE)  that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. 

Over the next several weeks, this blog series will introduce each Fellow participating in the second cohort of emerging leaders from 14 states, including 12 professionals of color.

Dominique Footes – Maryland

Dominique Footes’ (Maryland) experience focuses on college and career readiness for learners across postsecondary, non-profit and commercial sectors. Currently, she serves as the Special Programs Administrator for the Southeastern Universities Research Association. In this role, she works alongside partnering universities and scientists to develop and implement early career development, mentoring, and student programming for Goddard Earth Science Technology and Research II. Footes earned a Bachelor’s Degree in Sociology from the University of Maryland and a Master’s Degree in Public Administration from the University of Baltimore.

 

Dr. Crystal Gardner – Texas

 Dr. Crystal Gardner (Texas) is an experienced educator with a record of success in improving school systems and championing culturally responsive professional development at the secondary and postsecondary levels. She currently serves as the Instructional Supervisor for the Houston Community College Alternative Teacher Certification Program. In this role, Dr. Gardner oversees instructional operations, program development, quality control, and compliance management. She received a bachelor’s degree in business administration from Prairie View A&M University and both a master’s degree and a doctorate in curriculum and instruction from Texas Southern University.

 

Davil Jackson – California

Davil  Jackson (California) is passionate about empowering youth and young adult learners and has significant experience in apprenticeship program management and career readiness advising.  Currently, Jackson serves as a Career Services Advisor at the University of California, Riverside Extension. He earned a Multi-Craft Core Curriculum Apprenticeship Readiness Instructor Certification from Michigan State University and a bachelor’s degree in English from the University of California – San Bernardino. He is currently set to complete a master’s degree in education from Touro College in the fall of 2022.

2022 Advance Fall Meeting Recap – Forward Together: Supporting Every Learner

Advance CTE’s 2022 Fall Meeting, held last week, included five breakout sessions that equipped state leaders to support every learner in CTE by tailoring support to meet unique and intersecting learner population needs.

Serving Middle Grades Learners through Career Supports

Career advising and development supports geared towards middle grades learners to improve access and achieve high-quality and equitable secondary CTE programs prove to be an early opportunity to develop an occupational identity and better build social capital. Ohio discussed the policy structures the state  has put into place to support learners in CTE programs before they enter high school, including funding mechanisms and alignment of middle grades programs of study. Michigan Advance CTE-ECMC Fellow Tony Warren shared how states and regions can broaden a middle schoolers mindset by focusing on the challenge they want to solve and helping develop a pathway to achieve a goal centered on their intrinsic motivations. Fellow Donald Walker provided local examples of carrying out state policy and practice at the Detroit School of the Arts showcased how one school is putting state policy into practice and action. 

Supporting CTE Learners in Rural Communities

Representatives from Montana and California shed light on the challenges and opportunities faced by CTE students who reside in rural areas of the United States. With a majority of Montana (46 out of 56 counties) being part of the frontier, the state has implemented the Hub & Spoke model for several programs. One such example is healthcare, which enabled a main campus to establish a healthcare program, complemented by satellite campuses through partnerships with local secondary and post-secondary institutions that offer limited services distributed across the other counties. 

Fellow Jean Claude Mbomeda shared California’s approach for reviewing disaggregated data to identify gaps in CTE programs in rural communities colleges in California, which was discussed as a necessary first step to unearth opportunities and develop supports for learners.  

Ensuring the Basic Needs of Postsecondary and Adult Learners are Met

An education consultant and a state leader from Wisconsin provided an overview of programs that support learners basic needs, while elevating that many programs still create barriers for learners to complete credentials. Immediate next steps that were shared included making integrated benefits applications for federal assistance programs available online and inviting benefits coordinators to provide services on campus. Wisconsin highlighted their steps to create  affinity groups with faculty and staff, with Dr. Colleen McCabe stating “To understand the effects of poverty, you have to explore learners’ multiple identities.”

Maximizing the CTE Experience for Learners with Disabilities

Maryland and Nebraska equipped attendees with state-level strategies to leverage Perkins state plans, the Comprehensive Local Needs Assessment (CLNA) and interagency partnerships to provide sustainable support to learners with disabilities. With one in four Americans identifying as having a disability, discussions centered on viewing disability as a spectrum, both visible and hidden, and centering learners as people rather than just a population. Maryland shared practices for empowering local leaders to identify and act on opportunity gaps for learners with disabilities through and the CLNA. Nebraska emphasized the importance of developing consistent cross-agency routines, and highlighted their recent achievement of a tri-agency conference across, CTE, vocational rehabilitation and special education.

Equitably Serving CTE Learners in Correctional Education

With more than 30,000 youth being incarcerated in the United States each year in the juvenile justice system, Texas joined by Advance CTE-ECMC Fellows Richard Crosby and Janelle Washington discussed the differences in secondary and postsecondary CTE programs, as well as some of the intricacies of carceral justice-connected program designs. Texas highlighted barriers for this learner populations, including unfair placement testing that occurs days after sentencing and the availability of CTE programs that will not incentivize recidivism. The panelists shared that establishing meaningful and collaborative partnerships with correctional agencies and state CTE departments are paramount to creating better and more equitable programming opportunities for carceral students.

“The Trail Shouldn’t End”: Top Moments from Advance CTE June Meeting Series Day Two!

On June 15, Advance CTE held the second of three events in our Virtual June Meeting Series. The series offers three opportunities to equip Career Technical Education (CTE) leaders with the latest research and innovations, empower them to succeed, and elevate their work to raise awareness of the value of CTE. 

The week’s sessions centered around the theme EMPOWER: Strengthening Our Capacity to Realize CTE Without Limits. Attendees delved into processes to build better state systems with a keynote presentation from Rhode Island Department of Education Chief Innovation Officer Spencer Sherman, followed by content-rich breakouts and discussions to build connections and knowledge. Each breakout session was aligned to one of the five foundational commitments of CTE Without Limits: A Shared Vision for the Future of Career Technical Education

Keynote: Innovating by Working Together: Strategic Impact through Systems Alignment

“When a student graduates high school, the trail shouldn’t end. Right now you have to cut down trees and jump over a rock to get to the next trail [to college and career]. We need to [design systems] so that students don’t get lost along the way.” – Spencer Sherman 

The keynote opened with a welcome message from Rhode Island Commissioner of Elementary and Secondary Education Angelica Infante-Green, who shared her personal story and commitment to serving learners of all abilities and how the nation’s smallest state is expanding access to CTE for differently-abled learners. 

Rhode Island’s Chief Innovation Officer, Spencer Sherman, then shared a deep dive on the state’s approach to systems alignment through the PrepareRI initiative and how it improved outcomes for learners including a tripled increase in the number of graduates with college credit or industry-recognized credentials. Sherman shared organization models that acknowledge the current top-down approach of many states while also illustrating how collaboration and communication can be created across both systems and leadership levels. 

Sherman  emphasized the importance of engaging middle-level managers and staff and designing processes for community organizations to align initiatives with one other in addition to engaging with government. Throughout the presentation, he reminded attendees that these improvements should be designed to last beyond any one person. He also centered these improvements around the pursuit of improving learner outcomes and creating seamless transitions to postsecondary and career paths, as illustrated in the quote above. Data Breakout: Building a Culture of Data 

Two states participating in the Postsecondary Data Initiative led by Advance CTE and ECMC Foundation were highlighted in a breakout focused on how to leverage human and infrastructure capital to create data-informed and data-driven systems. 

Peter Plourde, Associate Professor and Director of Faculty Development for the Office of Academic Affairs at the University of the District Columbia Community College and Kelly Zinck, Education Team Research Analyst, Oregon Higher Education Coordinating Commission emphasized the importance of creating a welcoming environment where state CTE staff can get comfortable understanding small amounts of data and building up, as well as feel comfortable asking questions to build knowledge. Attendees were provided three strategies of “Identify,” “Educate” and “Build Trust” to open the black box of data. 

Equity: Maximizing the Potential of Equity-centered CTE Programs

“I want to applaud you for your efforts and affirm the work you’re doing. I want to remind you to work hard and take things one bite at a time. Do not lose faith and know that what you are doing is going to make a difference, even if you don’t see a return on investment right away”  – Dr. China Wilson 

CAST Research Scientist Dr. Amanda Bastoni and Maryland Equity and Civil Rights Specialist Dr. China Wilson teamed up to provide impactful insights on how to leverage data through public-facing resources and policy via Universal Design Learning to maximize equity in CTE programs. Dr. Wilson shared how Maryland’s state staff empowers local CTE leaders and families to understand and use data through their Maryland CTE Data platform and Equity Professional Learning Series. Dr. Bastoni used the example of a ramp at the back of a school to emphasize that state leaders should proactive design programs and supports with equity and accessibility at the forefront, not as a retrofit. 

Dr. Wilson affirmed the tough but important journey state CTE leaders are taking in tackling this work, and reminded attendees that each step no matter how small is progress. 

Public-Private Partnerships Breakout: Developing Effective Partnerships with the Private Sector for Work-based Learning

Attendees received rich insights on how local and state systems can work in tandem to empower employers and educators to develop effective work-based learning partnerships with a focus on rural communities. Advance CTE-ECMCF Postsecondary CTE Fellow Rich Crosby focused on utilizing existing collaborative spaces and partnerships as well as creating regional consortiums to connect employers and better understand learner needs, particularly in rural areas where employers are less concentrated.

Montana State CTE Director Jacque Treaster shared a variety of delivery models for work-based learning that strive to expand access to these experiences, particularly for rural learners, including a hub-and-spoke model and distance learning for concurrent and dual enrollment programs. 

The session included a rich attendee discussion on models in other states, including Hawaii’s hub and spoke model and Nevada embedding work-based learning into Career Technical Student Organizations (CTSOs) award programs. 

Quality Breakout: Promising Tools, Strategies and Research Findings to Improve the Quality of CTE Programs

MDRC Senior Associate Dr. Rachel Rosen shared insights on the models and research structures that allow for ethical and impactful CTE research. She noted that significant strides have been made to improve research quality, and that recent studies show significant value of CTE for male learners and learners with disabilities. ExcelInEd’s Adriana Harrington walked attendees through their Pathways Matter website that consolidates state case studies, best policy practices, and sample learner stories of pathway navigation to enhance quality and alignment of career pathways. 

Indiana State CTE Director Anthony Harl shared his state’s dedicated program quality initiative, Next Level Program of Study that allows high school students to earn up to 30-hours of college credit (a technical certificate) while in high school in 65 programs of study. Course design in this initiative focuses on more intentional sequencing of skillbuilding and a longer runway for early postsecondary opportunities paired with work-based learning. 

Systems Alignment Breakout: Linking Workforce to Education through Strategic Goal Alignment

Washington State’s State CTE Director Eleni Papadakis, whose Perkins designated agency is the Washington State Workforce Training and Education Coordinating Board, provided details on how the state’s workforce agency leveraged a strategic plan and data to improve learner outcomes, including energized local youth council and work-based learning that is more responsive to local needs due to partnerships led primarily by employers rather than led by government.  

Futuro Health DIrector of Innovative Partnerships Joy Hermsen provided a national perspective on efforts to connect health employers to talent pipelines. She shared how the organization is bridging the gap between education leader and employers through resources that map responsive career lattices and ladders and customized data reports to help learners successfully connect to health careers.

New Tracker Reveals Diverse State Approaches to Work-Based Learning Design

Advance CTE’s newly released State Work-Based Learning Toolkit Innovation Tracker links publicly accessible WBL toolkits from across all 50 states and U.S. territories. Well-crafted WBL toolkits allow school districts and industry partners to work together to create a pipeline of career pathways and empower state leaders to ensure that learners have equitable access to programs offering real-world work experience.

The State Work-Based Learning Toolkit Tracker Analysis provides additional insight into the tracker by highlighting six-state innovations for addressing key program quality components such as equity, data collection, and employer accountability. Below is an example of the kind of analyses featured in the report:

Maryland

Through the analysis of 41 publicly available toolkits, several data points emerged regarding the breadth of components found across states: 

One area for improvement that emerged through the analysis was regarding specific support to achieve equitable access to work-based learning for each learner. Very few had toolkits, or linked resources, in multiple languages. Additionally, not all toolkits addressed learners with disabilities. Tracking these toolkits allows Advance CTE to identify additional areas to support,  creating equitable frameworks of work-based learning programs for their districts. Last year, Advance CTE released a framework to guide states in building infrastructure that advances access to and completion of equitable work-based learning. 

Updates to the tracker will be made quarterly. The analysis and tracker are available for viewing in the Resource Center.

New Report: 5 Strategies to Strengthen Equity in Early Postsecondary Opportunity Participation and Completion

Every year, more than 5.5 million secondary learners take advantage of Early Postsecondary Opportunities (EPSOs), including dual and concurrent enrollment and exam-based courses, like International Baccalaureate (IB) and Advanced Placement (AP). EPSOs aim to provide high school learners with an intentionally designed authentic postsecondary experience leading to officially articulated and transferable college credit toward a recognized postsecondary degree or credential. Career Technical Education (CTE) courses make up approximately one-third of all EPSO enrollments and are a critical component of a high-quality CTE program of study, bridging secondary and postsecondary learning. 

Advance CTE’s vision, Without Limits: A Shared Vision for the Future of Career Technical Education, calls on states to ensure that each learner’s skills are counted, valued and portable. At the state level, systems are needed to translate competencies and credentials into portable credit and to ensure that all learners have the opportunity to participate in high-quality and equitable EPSO programs. To this end, Advance CTE, in partnership with the College in High School Alliance, surveyed State CTE Directors to better understand state policies that support EPSOs in CTE. The survey revealed key findings, which subsequently led to recommendations for steps to better advance and support CTE EPSOs, ensuring equity and access to EPSOs for all CTE learners. To better ensure equitable access for all learners, particularly in CTE EPSO programs, states can take the following actions:

1.Identify and highlight equity goals in statewide EPSO programs and target specific learner populations for recruitment. States with statewide EPSO programs, particularly those with targeted equity goals, have been able to reduce equity gaps by adjusting funding and tuition models, standardizing entrance requirements, providing statewide navigational supports and centralizing articulation agreements. A critical review of state-level data, including conducting opportunity gap analyses, can allow states to target historically marginalized populations for participation while simultaneously ensuring that these learners have access to high-quality EPSOs. Utah has a long-standing statewide concurrent enrollment program that focuses on continuous improvement, particularly for learners of low income, who attend postsecondary institutions at more than twice the rate of learners of low income who do not participate in the program.

2.Increase publicly available and actionable information for learners and their families. Access to high-quality EPSOs for every learner is just one part of equity; equally important is ensuring that every learner is successful by increasing transparency around opportunities and outcomes in EPSOs, including providing state-level outcome data, navigation assistance and career advising throughout the EPSO experience. Increasing communication with parents and learners about available EPSOs, their requirements and available supports will help first-generation learners and under-served groups not familiar with the postsecondary process access these programs and know how the associated credit transfers. States like Indiana, Maryland, and Kentucky all have public dashboards that share both enrollment and outcome data, disaggregated by learner population and program type. Other states, like Massachusetts, aggregate their EPSO programs through an online catalog, with filters for subpopulations, to demonstrate the range of opportunities available statewide.

3.Identify and remove barriers to access, including restrictive costs or entrance requirements, and target specific learner populations for recruitment. Data demonstrates significantly higher gains for learners of color in dual enrollment programs compared to their peers not enrolled in EPSO opportunities. While states noted that scholarship and tuition supports reduce barriers to entry, burdensome entrance requirements and a lack of information about EPSOs limit a learner’s ability to participate. For example, Tennessee’s statewide EPSO program offers grants that allow learners to take up to 10 dual enrollment courses for free. As states look to increase postsecondary attainment goals, they can leverage enrollment and outcome data to identify opportunity gaps and examine root causes, such as restrictive admissions requirements that may affect learners disproportionately. 

4.Increase supports for learners enrolled in EPSOs to ensure completion. While capacity challenges do exist, research indicates the value of early warning systems, counseling programs, and financial supports that remove or overcome barriers to completion. Statewide incentives can encourage districts to expand these types of systems that allow secondary learners to be successful in EPSOs. Alaska’s Acceleration Academy helps high school learners complete math or science courses over the summer to prepare them for participation in the Alaska Native Science and Engineering Program, an EPSO partnership with the University of Alaska-Anchorage. 

5.Expand statewide and inter-state articulation agreements to account for all types of CTE EPSOs. Statewide agreements can help guarantee recognition of CTE EPSO credit and facilitate automatic transfer between a secondary institution and a corresponding postsecondary institution of the learner’s choice. Ensuring that the transfer of credit is as frictionless as possible is vital to supporting learners as they transition into postsecondary education and continue in a degree program. As states work to ensure that each learner’s EPSO experiences consistently are counted toward articulated credit, they should also ensure that this credit contributes to core credits in a CTE program of study and not just elective credit. States can develop additional guidelines and legislation that ensures the connection between an EPSO and a program of study. Ohio has Career-Technical Assurance Guides (CTAGs) that provide automatically articulated and transferable credit upon completion of CTE coursework.

State Policies Impacting Data, Reporting and/or Accountability

State education agencies, legislators and educators faced significant challenges from the coronavirus pandemic, including adapting to remote and hybrid delivery of hands-on learning, and responding to local and national skilled labor shortages. The number of state-level CTE policies enacted that affect Career Technical Education (CTE) fell to the lowest number in 2020 since Advance CTE and the Association for Career and Technical Education (ACTE) began publishing these annual Year in Review reports.

However, with a new commitment to upskilling and reskilling American learners and a CTE without limits, 41 states enacted 138 policies impacting CTE and career readiness in 2021. Advance CTE and ACTE have witnessed the return of pre-pandemic numbers in state policy actions in 2021 with policies affecting the secondary, postsecondary, adult and/or workforce systems, and including legislation, executive orders, and budget provisions that significantly changed funding.

Each year, Advance CTE and ACTE publish a yearly state policy tracker and categorize each state policy action by topic. In 2021, the top five topics that state policy most frequently addressed were:

Data, Reporting and/or Accountability

Policies that address data and research activities that support CTE, including the use of labor market information and the inclusion of career readiness indicators within accountability systems have been categorized by this topic. Twenty-three states enacted 37 policies that address data, reporting and/or accountability. Below are a few state policy actions from this category:

State Policies Impacting CTE: 2021 Year in Review marks the ninth annual review of CTE and career readiness policies from across the United States conducted by Advance CTE and ACTE. This report does not describe every policy enacted within each state but instead focuses on national policy trends.

Advance CTE 2021 Fall Meeting Staff Reflections

On October 27 and 28, over 270 state Career Technical Education (CTE) leaders gathered for Advance CTE’s 2021 Fall Meeting. Through timely plenary discussions, breakout and networking sessions, members and supporters were able to reflect on the transformations of the COVID-19 (coronavirus) pandemic, gain knowledge on the latest research and promising practices in states, and create community by building networks with leaders in similar roles. 

Advance CTE staff departed the meeting feeling energized and excited about the many ways our members are going above and beyond to advance the event theme, “Meeting CTE’s Moment”. This post shares top outcomes of Fall Meeting with reflections from Advance CTE staff. 

1. Highlighting High-Quality, Equitable State Practices: Speakers from 22 states and 19 national organizations highlighted innovative state practices, and more importantly provided tangible lessons learned and first steps for leaders to implement the initiatives in their own state. 

“The amazing work being shared by CTE leaders across the country was truly inspiring. The statewide mentorship program and New Teacher Institute in Missouri are best practices models for the nation to emulate. Allowing Local Education Agencies (LEA) to serve as an Educator Preparation Program (EPP) is an outstanding example of out-of-the-box thinking. Despite the crippling disparity in pay compared to the surrounding states, the program has yielded high retention rates by providing new teachers with the supports necessary to be effective practitioners. The jewel of the Fall Meeting, in my opinion, was South Carolina’s presentation on the combined efforts between the state’s CTE and Special Education departments to provide access to high-quality programs of study. The innovative process of evaluating the enrollment and performance of students with disabilities by specific disabilities is a model for developing equitable systems for all learners. I’m excited to see the strategies for improving academic success developed from the analysis and I hope the methodology becomes a national trend.” – Dr. Kevin Johnson, Sr., Senior Advisor

“One of my favorite parts of the Fall Meeting was the opportunity state leaders had to share challenges they were facing with top of mind topics and directly problem-solve with national CTE leaders. In a breakout session sharing the latest research on employer engagement, Director of Public Policy James Redstone from the Society of Human Resource Management (SHRM) offered advice to states on how to structure programs and outreach to better meet employer needs. In a session on connecting Social Emotional Learning (SEL) and CTE, renowned national SEL leader Dr. Scott Solberg was able to share best practices and common challenges gained from a network of over 20 states led by Collaborative for Academic, Social, and Emotional Learning (CASEL). Despite limits to capacity, our members are always so eager to keep innovating. Hearing lessons learned in states from a national perspective is so valuable in order to make the most of the resources and take the work on these topics and more to the next level.” – Stacy Whitehouse, Senior Associate, Communications and State Engagement

2. Elevating Learner Voice and Learner-Center Systems: Fall Meeting featured a dedicated    series of breakout sessions focused on elevating high-quality examples of national tool and state initiatives that centered learners in policy and practice. Sessions on Advance CTE’s recently released learner voice toolkit  and social capital featured CTE learners.

“The 2021 Fall Meeting intentionally focused on leveraging the learner voice within state CTE decisionmaking. I was thrilled to witness Advance CTE being joined by two esteemed learners over the two-day meeting: Autumn Steffens and Daraja Brown. Secondary learner Autumn shared her hopes for future learner engagement, “It makes me feel seen as a learner and will help with my decisionmaking in the future.” Postsecondary learner Daraja shared how she has leveraged her social capital to advance through career pathways, “It is important for me to find the different professionals, teacher and mentors that I connect with on a personal level…someone that is in my corner and cares about me and my professional development.” Ultimately, it is important that state and local CTE leaders with the ability to influence CTE policy and programming leverage stakeholders from all levels, including learners. By these actions, state and local CTE leaders are taking every opportunity to advance CTE, particularly under the new shared vision, to ensure each learner achieves career success.” – Brittany Cannady, Senior Associate, Digital Media

“Beyond reconnecting with so many familiar faces, I always love the opportunity to hear from national researchers and partners about exciting or important work in the field, especially those that highlight inequities or illustrate how to better leverage the work we all do to support all learners. Timely research from Strada Education Network and the Urban Institute really demonstrated for me the importance of reaching out to learners at the margins of education, whether they are learners disrupted by the pandemic or learners who don’t have access to high quality postsecondary CTE due to gaps in technology access. 3. Building Community: Fall Meeting not only provided an engaging chat feature where attendees routinely shared ideas and celebrated their peers, but also featured two role-alike sessions where leaders networked by professional role, identity and stakeholder level. For the first time, leaders of color also had a dedicated space to connect.

“Advance CTE members are no strangers to virtual meetings, and yet no one felt like strangers to each other. The sense of community and camaraderie was apparent via warm “good to see you” chats and among presenters who were meeting for the first time or reconvening for the hundredth time in a breakout session. 4. Advancing CTE Without Limits and Exploring the Future of CTE: Fall Meeting was grounded in the five principles that comprise Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits), and each series of breakout sessions sought to challenge the limits of state leaders to transform systems so that each learner can achieve success in the career of their choice. 

“Just seven months after CTE Without Limits was released, it was incredible to see how state CTE leaders are thinking about operationalizing the principles. I had the privilege of listening in on Lisa Stoner-Torbert’s session on Delaware’s PIPEline for career success program for learners with disabilities, which demonstrates how flexible career pathways, aligned funding and cross-sector partnerships can provide historically marginalized learners the means to succeed in their chosen career pathways.” – Austin Estes, Data & Research Manager

“Another standout moment was during the Ensuring Access to CTE for All Learners Through Equitable Recruitment and Admissions Requirements session. The speaker, Ms. Tiara Booker-Dwyer, Assistant State Superintendent, Maryland State Department of Education, so eloquently shared the importance of diversity in advancing our vision for CTE through a visual “band” analogy. She explained the need to have “all instruments” represented in order to produce great music and how the lottery system in their state was not allowing for “all instruments” to have a chance to be part of the band. Her example provided the why behind the work as she shared policy and practices their state edited to create more equitable access to programs. The co-presenters for the session from the state of Massachusetts’ Department of Elementary and Secondary Education, Cliff Chuang, Senior Associate Commissioner and Elizabeth Bennett, Associate Commissioner of CCTE, also incorporated CTE Without Limits in their concrete examples of how they have revised state policy and law to create a path for all learners to be recruited and admitted in high-quality CTE programs in their state. 

It was great to hear and learn from state leaders and funders who believe and are invested in the CTE Without Limits vision. State leaders were inspired to innovate, be bold and take action to execute the vision without limits in their respective states.”  – Nithya Govindasamy, Senior Advisor 

5. Connecting Federal Policy to State Action: Fall Meeting attendees had the opportunity to receive updates on the latest federal policies and supports from senior officials at the U.S. Department of Labor (DOL) and the U.S. Department of Education’s Office of Career, Technical, and Adult Education (OCTAE). 

“The highlight of the Fall Meeting for me was the opportunity to facilitate a discussion with DOL on the lasting effects of the pandemic on the labor force and the future of work. The discussion elevated the necessity for alignment across secondary, postsecondary and the workforce and the opportunity for CTE to bridge that alignment. It was clear that DOL is supportive of the work our members are conducting in all states. and that the administration wants to continue to fund initiatives that support the economic recovery of our nation and challenge our limits on innovative programming and learner engagement in high-quality career pathways.” – Jeran Culina, Senior Policy Associate

Legislative Update: Short-term Extension of the Debt Limit, Newly Approved State ARP Plans and ECF Applications

Over the past two weeks, Congress approved a short-term extension of the nation’s borrowing authority and made further progress on Fiscal Year 22 (FY22) appropriations. Federal agencies have also advanced efforts to approve new state American Rescue Plan (ARP) funding proposals and distribute additional funding for broadband connectivity efforts. More recently, the Senate has advanced additional U.S. Department of Education (USED) nominees while President Biden issued an Executive Order aimed, in part, at advancing economic and educational opportunities for Black Americans. 

Short-term Debt Limit Deal Enacted 

During the week of October 11, the House formally considered and approved a short-term increase of the nation’s borrowing authority, known as the debt limit. Lawmakers passed this measure along party lines by a margin of 219-206. Following passage, President Biden signed the legislation into law, which provides $480 billion in additional borrowing authority for the U.S. Treasury Department. This extension is estimated to provide sufficient borrowing authority through early December—a time when Congress must also act to pass a full-year funding measure for the current federal fiscal year (FY22) for programs like the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). 

Prior to this vote, however, Minority Leader Mitch McConnell (R-KY) sent a letter to President Biden making clear that his party will likely filibuster future Congressional efforts to pass a longer-term measure to extend or suspend the current debt limit. 

Make Your Voice Heard

The short-term agreement on the debt limit provides more time to Congressional Democrats who are currently debating the size and scope of a forthcoming domestic spending package, modeled off of President Biden’s Build Back Better agenda that could potentially provide $4 billion in additional funding for Perkins V. 

At this stage in the negotiations, it is critical that the Career Technical Education (CTE) community makes its voice heard to ensure a Perkins funding increase is included in a final agreement. Senate Release Remaining FY22 Spending Bills 

On October 18, the Senate Appropriations Committee released drafts of the remaining nine FY22 spending bills that had not been considered by the committee. Among these was the Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS-ED) appropriations bill, which provides funding for USED and the related federal programs it oversees. Overall, the proposal would, if enacted, provide $98.4 billion for USED—an increase of $24.9 billion compared to the previous fiscal year. Most of this proposed increase would be devoted to nearly doubling the size of Title I formula funds for the Every Student Succeeds Act (ESSA). 

Significantly, the bill proposes a $50 million increase for the Perkins V basic state grant program. This proposal aligns with House legislation passed earlier this year by the lower chamber which, if enacted, would provide a total increase of roughly $1.385 billion. 

The proposal is not expected, however, to be formally marked up by the Senate. Rather, these bills will be used as the basis to begin bicameral and bipartisan negotiations for full-year FY22 funding—legislation that must be completed by December 3 when current short-term funding is set to expire. As these efforts progress, Advance CTE will continue to advocate for a robust investment in Pekins V’s basic state grant program as part of the wider FY22 process.

FCC Approves Additional Emergency Connectivity Fund Applications

The Federal Communications Commission (FCC) announced $1.1 billion in new commitments as part of the Emergency Connectivity Fund (ECF)’s second wave of funding distribution. The funding will cover 2.4 million devices and 1.9 million broadband connections. The approved projects will benefit learners and staff at 2,471 schools, and the patrons of 205 libraries. The FCC has approved over half of the applications filed during the program’s first application window and it is expected that the remaining qualified applications will be approved in the coming weeks. Securing initial funding for the ECF was a key advocacy priority for Advance CTE, at the start of the COVID-19 (coronavirus) pandemic, as part of wider efforts to close the ‘homework gap.’ 

USED Approves Four More State ARP Plans 

This past spring, Congressional Democrats passed ARP legislation), which authorized $122 billion in supplementary funding for K-12 school districts. Since that time, USED distributed two-thirds of this funding via formula to help schools and states respond to the ongoing coronavirus pandemic. The Department, however, held back the remaining third of this funding requiring that states and territories submit plans detailing how these new financial resources would be used to support learners coping with the impacts of the public health crisis and related disruptions to schooling. 

As part of this ongoing effort, USED has been periodically reviewing and approving state ARP plans for this purpose. On October 14, the Department approved four more of these plans for Guam, Maryland, Nebraska, and Virginia. Seven states and Puerto Rico are still awaiting approval from the Department, along with the release of these remaining ARP funds. President Biden Issues Executive Order to Advance Educational Equity

On October 19, President Biden issued an Executive Order (EO) creating a new White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans. The order enumerates several actions that the Biden Administration has already taken or plans to take to provide greater economic opportunity for Black families and communities, close educational achievement gaps for Black learners, improve health outcomes for these communities, and outlines a number of steps the administration plans to take regarding criminal justice reform among other elements. Importantly, the EO envisions CTE as being a key way to achieve some of these objectives stating, in part, that it will “[advance] racial equity and economic opportunity by connecting education to labor market needs through programs such as dual enrollment, career and technical education, registered apprenticeships, work-based learning . . .”

The order goes on to note that, “Eliminating these inequities requires expanding access to work-based learning and leadership opportunities, including mentorships, sponsorships, internships, and registered apprenticeships that provide not only career guidance, but also the experience needed to navigate and excel in successful careers.” In addition, the order establishes an interagency governmental working group, inclusive of federal CTE representatives from USED, to support the initiative’s broad remit. Senate Confirms OCR Leader While Setting Sights on OCTAE Nomination Next Week 

On October 20, Catherine Lhamon was narrowly approved by the Senate to become the next Assistant Secretary for USED’s Office for Civil Rights (OCR). The vote was evenly split along partisan lines, requiring a tie-breaking vote from Vice President Kamala Harris. Lhamon previously led OCR under President Obama where she oversaw a controversial overhaul of Title IX regulations—a move that has continued to be a primary source of opposition for Republican lawmakers. 

In addition to Lhamon’s confirmation, the Senate Health, Education, Labor, and Pensions (HELP) Committee is scheduled to consider the nominations of two other USED officials, including Amy Loyd, to serve as the next Assistant Secretary for the Office of Career, Adult, and Technical Education (OCTAE) along with Sandra Bruce to be the Department’s next Inspector General next week. Advance CTE has strongly supported Loyd’s nomination and looks forward to a swift confirmation process in the coming weeks and months ahead.

This week we extend congratulations to the 57th class of U.S. Presidential Scholars! Of the 161 high school seniors selected, 20 outstanding learners from CTE programs have been awarded this honor for their accomplishments. The 2021 class of U.S. Presidential Scholars in CTE represent the following states: Arizona, Delaware, Florida, Iowa, Maryland, Massachusetts, Michigan, Missouri, Pennsylvania, Puerto Rico, Texas, Utah, Washington, West Virginia and Wisconsin.

Each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem

This week career tech centers in Ohio received a visit from Lieutenant Governor Jon Husted, who serves as the Director of the Governor’s Office of Workforce Transformation. During the site visits, learners shared reasons for participating in career pathways and early postsecondary opportunities (EPSOs). 

Reflecting on his visits Lt. Gov. Husted stated, “We have to have more students who are taking their career seriously at an earlier age, gaining some real world experience, preparing for work, earning college credits without having to run a bunch of debt, and make the education affordable and effective.”

Each learner skillfully navigates their own career journey

North Carolina CTE students competed this past week at Skills Rowan, a skills-based competition where Rowan-Salisbury schools showcase their industry skills. Despite the challenges due to the pandemic in hosting a competition that mimics years past, students were still able to feel value from competing and receiving the opportunity to be the true navigator of their career journey.

Each learner’s skills are counted, valued, and portable

State of CTE: Career Advisement in Perkins V State Plans

In October 2020, Advance CTE released “The State of Career Technical Education: An Analysis of States’ Perkins V Priorities,” which examines how states have leveraged the development of the Strengthening Career Technical Education for the 21st Century Act (Perkins V) state plans to expand quality and increase equity within their Career Technical Education (CTE) systems. 

Perkins V includes an increased focus on career development and advisement, which is critical for ensuring that each learner can learn about, access and be successful in high-quality CTE programs. Career development and advisement is also a crucial component of states’ equity strategies because they help learners navigate increasingly complex education and workforce development systems on their way to a rewarding career, as well as support the broader social-emotional needs of CTE learners.

Perkins V plans indicate that states are undertaking a number of efforts, at both the secondary and postsecondary levels, to provide robust advisement and related supports for learners. Based on Advance CTE’s analysis of state Perkins V plans:

Another trend is the widespread state use of individual career academic plans (ICAPs) at the secondary level. While the degree that Perkins V funds directly support these efforts remains unclear, the fact that many states include references to their ICAPs in their state plans indicates that states are increasingly working toward more clearly connecting ICAPs to their CTE systems.

The Work Ahead

Many state plans do not distinguish between initiatives that are specifically driven by Perkins V and other efforts that states may already be undertaking to expand career development and advisement efforts. The work ahead lies in ensuring strong connections between CTE and advisement at the state, district, school and institutional level to collectively support each learner. 

States must also attend to providing robust career development and advisement for learners at all levels. For example, while 90 percent of states are allowing Perkins V funds to be used for middle grades, most are leaving the decision of whether and how to support middle grades to local districts. There is a clear state role in supporting the expansion of middle grade advisement efforts so that learners can be fully aware of the opportunities available to them when exploring career paths and be better prepared for success by the time they enroll in a high school CTE program. 

Additionally, given their role in helping learners transition to the workplace, postsecondary advisement activities are an especially important area that many state Perkins V plans do not address in any way. Ensuring that there are more robust support systems for learners at every level of CTE will help close opportunity gaps and position more learners for success.
