States Enhancing Career Preparation through Work-based Learning, Accountability and Graduation Pathways

It is possible that 2017 will be a pivotal year for Career Technical Education (CTE). With planning underway to implement the Every Student Succeeds Act (ESSA) and a bill to reauthorize the Carl D. Perkins Career and Technical Education Act of 2006 recently introduced in the House, states are taking advantage of a policy window to advance new legislation and enhance CTE quality. 

At the moment, Advance CTE is tracking more than 200 bills, regulations and actions across the states that are relevant to the CTE community. Although it is too early to identify major trends — or even know for certain if the proposals we are tracking will ever cross the finish line — what is clear is that there is an evident and growing interest in strengthening CTE at the state level. Recently, new laws in Maryland, Indiana and Arizona aim to strengthen apprenticeships, accountability and alternative pathways to graduation.

Maryland Aims to Expand Apprenticeships and Measure Completion through Accountability System

In Maryland, Governor Larry Hogan approved the More Jobs for Marylanders Act of 2017. A jobs Act, the legislation aims to strengthen the state workforce by

Additionally, the law requires the state board of education to establish career readiness performance goals for CTE program completion, industry-recognized credential attainment and completion of a registered or youth apprenticeship. The state board must also work on a method to value apprenticeship completion in the state accountability system. Under the legislature’s recommendations, completion of a state-approved apprenticeship would be valued the same as earning a 3 or higher on an Advanced Placement exam.

The More Jobs for Marylanders Act is part of Gov. Hogan’s Maryland Jobs Initiative, which aims to strengthen Maryland’s workforce and create new jobs. Under the initiative, Gov. Hogan also plans to expand Maryland’s Pathways in Technology Early College High Schools (P-TECH) program, which was launched last year with the opening of two locations in Baltimore. Another bill passed by the legislature this year specifies requirements for the program and establishes a planning grant to help districts design and launch P-TECH programs.

Arizona State Board Approves Seventeen Measures of College and Career Readiness

Over in the Grand Canyon State, the Arizona State Board of Education approved a comprehensive (albeit somewhat confusing) college and career readiness indicator to include in the state’s accountability system. The indicator (details start on p. 75 of the state board’s meeting minutes) will make up 20 percent of the overall accountability score and will include no less than seventeen separate measures of college and career readiness. Measures will include (but are not limited to)

The indicator will also include college readiness measures such as earning a passing score on the SAT or earning dual credit. The total college and career readiness score for a school will be calculated across the entire graduating student cohort, with schools able to earn additional points for students who complete both college and career readiness activities.

Indiana Students Will Have More Graduation Options Starting in 2018

Meanwhile, Indiana’s newly-elected Governor Eric Holcomb ushered in a few CTE reforms during his inaugural legislative session. SB198 restructures the state’s CTE funding schedule using a three-tiered classification system that recognizes wages and industry demand for the specified pathway. The law requires the Department of Workforce Development to set the wage threshold and classify the types of CTE programs eligible to receive funding at each level.

Furthermore, the bill creates a pilot program to integrate career exploration activities into the eighth grade curriculum using the state’s Career Explorer system. The program will be piloted in 15 schools, with the aim of expanding statewide beginning in the 2018-19 school year.  

Gov. Holcomb also signed HB1003, which, in addition to replacing the state’s ISTEP test with a new program (ILEARN will be implemented in the 2018-19 school year), establishes alternative pathways to graduation. Starting June 30, 2018, students that meet the Indiana Core 40 requirements and demonstrate college and career readiness — to be determined by the state board of education — will be eligible to receive a high school diploma. Previously, students were required to complete a graduation examination. Former State Superintendent Glenda Ritz praised the measure, saying it would give “students many options to achieve an Indiana diploma tailored to their graduation goals.”

Salmon, Maryland’s Newest State CTE Director, Looks Towards Preparing Students for College and Career

Dr. Karen Salmon, the newest State CTE Director in Maryland and the current interim Deputy State ksalmonSuperintendent, has deep roots in Career Technical Education (CTE). She spent most of her career in Maryland serving roles that span the education sector, including teacher, an evaluator and coordinator to support people with disabilities at a CTE center, administrator, and assistant superintendent. From working on the ground as an educator to serving as a superintendent in both New York and Maryland, Salmon has a breadth of expertise and knowledge about how CTE works from the classroom to the state level.

In taking over as the State CTE Director, Salmon is focused on fine tuning the programs in the state. This includes further developing programs of study in the STEM Career Cluster, which resulted in an almost $1 million grant to promote biomedical programs in Maryland.

Additionally, the state is honing in on what it means for their students to be college and career ready, in which CTE will play a large role. To that end, Salmon is working on an initiative in response to a Senate bill requiring all students to be college and career ready by their junior year. When looking to the future, Salmon believes there needs to be a shifting of priorities of students, parents and the education system. “What we need to tell our kids is that everyone needs to be preparing for a career,” said Salmon. “College is not a career. College is the most expensive career development program we could ever have. We have to confront this idea that everyone is going to go to college.”

Despite CTE’s strength in preparing students for both college and careers, like many states, Maryland is facing a perception challenge. “We have to change the mindsets of many parents, teachers, and counselors all the way up the line about what the goals of CTE programs of study are. While it remains difficult, we’re constantly working on how to market ourselves more strategically and positively,” said Salmon. One of the ways this is being accomplished is through stronger student organizations, which help communicate the value of CTE to not only students, but also their parents.

CTE Research Review

Research Image_6.2013As talk of data increasingly dominates education and employment conversations across the country, 37 states are working to track the employment outcomes of participants in education and workforce programs, according to a new report from the Workforce Data Quality Campaign (WDQC).

WDQC promotes a 13-point state blueprint for inclusive, aligned and market-relevant education and workforce data systems that identifies key features of high-quality data infrastructure to provide useful information for policymakers, educators, employers and more. NASDCTEc is a WDQC partner.

The report surveyed 40 states and the District of Columbia about their progress implementing the 13 indicators including:

The results found a majority of states had achieved or were progressing toward establishing cross-agency councils to oversee statewide data collection, capturing employment outcomes such as graduates’ employment status and cross-state data sharing, and creating scorecards for students and workers. More than half of states, however, reported not having starting initiatives related to industry-recognized credentials such as increasing the range of credentials being counted or developing a process for industry validation of credentials.

WDQC highlighted several standout states such as Utah, Maryland, Florida, North Carolina and Maine. Be sure to check out the report for many more outstanding state examples.

CTE Month Special: Celebrating CTE Superheroes

Continuing with our CTE Month series on CTE Superheroes with our partners at the National Technical Honor Society, this week we have the privilege to highlight CTE students getting out into the field to get hands on experience and improve their community.

A group of NTHS students from Maryland’s Dr. James A. Forrest Career and Technology Center put their CTE experience to the test, coming together across a number of areas of expertise to construct an oyster habitat on the St. Mary’s River. Their hard work paid off; by the time the students left, they had constructed a column in the oyster sanctuary and helped to place 3,000 oysters.

Efforts to protect and grow the oyster population were carried out in partnership with Marylanders Grow Oysters, a local conservation group. NTHS’s full profile of the students’ efforts and their implications for oysters in the St. Mary’s can be found here.

CTE Month Special: What Do the State of the States Mean for CTE? (Part II)

mapYesterday, we released a summary of several state of the state addresses, focusing on their implications for CTE in the year ahead. Below is the second installment in this CTE Month special series, highlighting more governors who took time out of their state of the state address to endorse programs for high-quality CTE in their state.

During the State of the State Address in Connecticut, Governor Dannel Malloy embraced “hands-on learning,” committing his administration to working with private-sector partners and educators to provide for early college and dual enrollment initiatives. He also commended the P-Tech program, a collaboration between IBM and a number of New York City high schools that guides students through high school and provides for an additional two years of instruction. Graduating students complete the P-Tech program with advanced credentials and Governor Malloy expressed his desire to emulate this in Connecticut by offering a comprehensive, skill-centered pathway for students to credentials above and beyond a high school diploma.

Georgia Governor Nathan Deal touted the state’s High Demand Career Initiative, designed to bring together leaders of the University System of Georgia, technical colleges and schools, and state industry leaders to understand labor market needs, as well as a $10M loan program for students attending technical colleges.

In Indiana, Governor Mike Pence outlined his desire to make CTE an option for every Hoosier student. He encouraged not only the development of programs to allow secondary students an easier path into postsecondary CTE programs, but also for adult education that would allow professionals to seek retraining to improve their skills and competencies making them more competitive in today’s labor market.

Governor Terry Branstad of Iowa promoted his Iowa Apprenticeship and Job Training Act, entailing a number of initiatives to increase student access to apprenticeships by tripling funding for apprenticeships under the state’s 260F worker training program.  He also cited his state’s recent success expanding STEM education, anticipating 60,000 or more students will have access to STEM programs in the state as a result of the efforts of the STEM Advisory Council, an initiative led by Vermeer CEO Mary Andringa and Lieutenant Governor Kim Reynolds.

Governor Sam Brownback of Kansas touted a 75 percent increase in enrollment in CTE since the state launched its Career Technical Education Initiative. The sweeping plan from 2012 included $8.75 million for CTE programs, covering tuition for students taking postsecondary CTE courses, $1.5 million to high schools that encourage students to earn industry recognized credentials and allotting funds to spread the word about job opportunities for CTE graduates.

In Maryland, Governor Martin O’Malley announced his desire for every high school student in Maryland to graduate with a modern technical skill and a year of college credit already earned.

Governor of New Hampshire Maggie Hassan embraced developing STEM education in the Granite State as a response to the needs of the state’s high-tech industry. Governor Hassan cited restoring previously cut funds to New Hampshire higher education as a strategy to entice business to the state, and indicated that a well-trained and career-ready workforce was key to economic development in the granite state.

In the Oklahoma State of the State Address, Governor Mary Fallin called education beyond high school “the new minimum” for Oklahomans entering the workforce, and expressed her desire to increase the number of graduates seeking qualifications beyond a high school diploma “…either by attending college or a career technology center.” She also cited increasing numbers of Oklahomans seeking degrees or certificates as a result of collaboration with CareerTech in the Complete College America initiative.

In South Dakota, Governor Dennis Daugaard focused heavily on CTE, which he labeled “…the intersection of education and economic development.” In a series of proposals to enhance CTE and draw more students into technical fields the governor advocated for $5 million in Governor’s Grants for CTE to improve collaboration between secondary schools offering CTE courses, along with $3.8 million in Future Fund grants to technical institutes for workplace priority areas and extra funds for scholarships for students in high need fields.  He also touted Building South Dakota, the economic development fund that incorporates infrastructure, housing, and development funds along with CTE funding.

Continuing with his year-old Drive to 55 initiative, (a program to ensuring 55 percent of his state’s citizens possess credentials above a high school diploma by 2022), Governor Bill Haslam of Tennessee voiced his support for expanded CTE and career readiness programs. Adding onto Drive to 55’s expanded dual enrollment, workforce readiness and curriculum alignment initiatives, Governor Haslam announced the “Tennessee Promise” program. Tennessee Promise will provide Tennessee secondary graduates with the opportunity to go to two years of community college or college of applied technology education free of charge. Continuing his push for expanded educational opportunity, Governor Haslam included in his address further funding for college expansion and renovation across the state, including $65 million for expanding two of the largest community colleges in Tennessee.

Fall Meeting Recap: Common Core State Standards & Career Technical Education

CCSS LogoLast week, the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) held its annual Fall Meeting,  which featured a panel of state CTE leaders sharing their strategies for implementation the Common Core State Standards (CCSS).

Kicking off the panel was Meredith Liben, Director of Literacy at Student Achievement Partners (SAP), who described the three major instructional shifts within the CCSS in English Language Arts/Literacy, which in essence boil down to “texts worth reading, questions worth answered and work worth doing.” Liben highlighted the challenge among CTE teachers who often don’t have a literacy background in internalizing such shifts within their classrooms, and gave a sneak peek into the work SAP plans to take on in this space moving forward.

Next up was Katharine Oliver, Assistant State Superintendent of Career and College Readiness at the Maryland State Department of Education who described the state’s efforts to identify ways to measure student growth in CTE through the development of student learning objectives (SLOs), as well as the professional development that brings interdisciplinary teams of teachers together to collaborate to understand and identify complex texts. An early lesson learned is the importance of keeping teachers in “like groups,” as CTE teachers want to be able to see literacy through the lens of their own content areas rather than for all CTE subjects. Oliver also mentioned a new Blackboard site where the state will be posting lessons in “those difficult to teach areas” including CTE.

Russ Weikle, Director of Career and College Transition Division at the California Department of Education framed much of the work in his state as “deliberate” alignments to the CCSS. The approach California took when modifying their CTE standards framework was to create anchor standards (a term borrowed from the CCSS’s ELA/Literacy standards) that are consistent across all Career Clusters, making them “CTE standards that CTE teachers can own, while still teaching CCSS.” Under the anchor standards are performance indicators that are specific to the state’s Career Pathways. Next, the state convened educators to review the Career Pathway-level standards and look for “substantial and natural alignment” between them and the CCSS. The task put before them was to determine if a pathway standard would enhance, reinforce or apply a specific core subject standard.” The result of this effort are Academic Alignment Matrices for each of the state’s 15 Career Clusters.

In addition, 500 educators in California have gone through a train the trainer module around disciplinary literacy and are not replicating the training in their schools and districts. The module can be found here.

Sharing Wisconsin’s efforts to date, Sharon Wendt, Director of Career and Technical Education at the Wisconsin Department of Public Instruction discussed the state’s efforts around literacy, jumpstarted by the adoption of the CCSS and the launch of a Governor’s Task Force on literacy in 2010. With CTE engaged in the task force from the get-go, it has allowed for that work to inform the revision of the state’s CTE standards and for CTE to inform the broader statewide discussion of college and career readiness.   One major takeaway Wendt shared is how the CCSS are helping core academic teachers better understand what happens within CTE classrooms through such inter-disciplinary professional development and resources being developed. Most of the conversation was focused around the ELA/Literacy standards and the panelists did admit much less work had been done in mathematics to date in part because they are not technically required for CTE educators and because there is more resistance from the mathematics community to integrate. Maryland is working to develop senior year transition courses in mathematics, particularly for students who do not meet the college- and career-ready determination on the state test, with a heavy emphasis on mathematics applications. Another idea on the table in Maryland is to identify where a CTE course or sequence of courses with enough math may count as a fourth-year math requirement.

While it is too early to measure results with implementation still underway, all of the panelists noted “appreciative teacher”s and “positive feedback” from core academic educators as early signs of success.
