Today’s global economy demands a better-educated and more highly-skilled workforce. In communities across the country, career and technical education (CTE) programs are making a difference in meeting that demand by engaging students in authentic learning with real-world application, preparing them for further study and a career, and helping to fill jobs. Yet too many CTE programs are not results driven and lack the relevance and rigor students need to prepare for lifelong learning and a successful career.

In April 2012, the Obama administration released a blueprint for reauthorizing the Carl D. Perkins Career and Technical Education Improvement Act of 2006, which is the largest federal program targeted to high schools. The proposal calls for a transformation of CTE around four core principles: effective alignment between CTE programs and labor market needs; collaboration among secondary schools, institutions of higher education, employers, and industry partners to improve the quality of programming; accountability for improving academic outcomes; and systemic reform of state policy to support innovation at the local level.

Join the Coalition for a College- and Career-Ready America on Thursday, May 31, from 2:00 p.m. to 3:00 p.m. (ET) for a webinar featuring CTE and other education experts who will discuss the proposed blueprint, the appropriate role of federal policy in supporting high-quality CTE and what it takes—at the local level—to create programs that expand opportunity for students to be successful in college and a career while also strengthening the nation’s economy. Webinars Focus on New CTE Courses, Global Partnership Strategies

Our partners at the Association for Career and Technical Education (ACTE) this week  is inviting the CTE community to join in on two free webinars. The webinars will offer insight into new developments in CTE courses and global partnership strategies.

Project Management for CTE—Life Skill, Job Skill, Certification Skill (Mar. 27 at 12:30 p.m. ET/9:30 a.m. PT): This webinar shares the latest in the development of PMforCTE, an initiative connected to one of the newest approved CTE courses in the state of Washington. Beginning with a pilot high school class involving Rotary and local businesses and a state-level program advisory committee, PMforCTE is responding to current learning needs driven by industry demand and the importance of 21st-century skills. Stakeholders will share their experiences implementing PMforCTE in a pre-engineering classroom, a summer work training program and a Jobs for America’s Graduates program. Register for this free event now.

New FERPA Regulations Seek to Balance Privacy with Flexibility

Late last week the U.S. Department of Education released new regulations for the Family Educational Rights and Privacy Act (FERPA). These long anticipated regulations seek to “safeguard student privacy while giving states the flexibility to share school data that can be helpful in judging the effectiveness of government investments in education.” The amended regulations will take effect on January 3, 2012.

The new FERPA regulations expand access to data in a variety of ways. First, they broaden the types of individuals or entities that can receive data for evaluation or audit purposes. This will allow states to link data across sectors, such as education and workforce, so that state departments of education can disclose data to state departments of labor or workforce to be used to evaluate education programs such as those supported by the Perkins Act.

Second, the regulations allow postsecondary institutions to disclose data to K-12 agencies with the purpose of evaluating how well the K-12 system has prepared students for postsecondary education. This is a change from the previous interpretation of FERPA which held that data could be disclosed only to evaluate or audit programs of the disclosing agency.

Finally, the new regulations broaden the definition of “education program” in the context of evaluation and auditing to mean any program that is principally engaged in the provision of education, including, career and technical education, adult education, and job training. Note that this definition includes not only programs administered by an education agency, but education programs administered by any entity. This reinforces the reality that not all education programs are administered by a state education agency, but may be overseen by a state labor or workforce agency.

NASDCTEc Webinar: The Ins and Outs of Advocating

Recent cuts to the Perkins Act and the threat of further cuts to all discretionary programs reinforces the need to let Congress know that CTE programs are vitally important to preparing individuals for careers and turning around the economy.

Join NASDCTEc’s Public Policy Manager, Nancy Conneely, as she walks you through how to be an effective advocate for Perkins and CTE. While many use the terms “lobbying” and “advocating” interchangeably, there is a difference. So, even if your state prohibits you from lobbying, there are still things you can do to bring attention to the importance of CTE at a time when it is needed more than ever.

California Partnership Provides College- and Career-Ready Curricula

NASDCTEc President Serves as Expert Panelist

NASDCTEc President Patrick Ainsworth will serve as an expert panelist in College and Career Readiness, Part 3: The Practitioner Perspective, a webinar that highlights a model college- and career-readiness program in California.

The Alliance for Excellent Education will host the webinar Tuesday, May 31 from 3 p.m. – 4 p.m. ET during which the efforts of a particularly-innovative school, the Center for Advanced Research and Technology (CART), will be featured. CART demonstrates how a partnership with the Fresno and Clovis Unified School Districts in California “provides college- and career-preparatory curricula and project-based experiences that mirror the realities of today’s workplace,” according to the Alliance.

Patrick Ainsworth, also Assistant Superintendent and Director of Secondary, Career, and Adult Learning Division, California Department of Education, joins other state representatives during the webinar:

How To Develop a Statewide Program of Study: 5 States Model Process

Career technical education (CTE) is dedicated to preparing students to succeed in life and work.  However, exactly how CTE programs prepare students vary and consequently so do students’ levels of success. To encourage consistency and offer the best learning experiences for students, some states are spearheading efforts to build systems structured by commonly-defined programs of study (POS).

NASDCTEc has been following five states over the last year as they work to answer the question: what is the best way for our state to develop a statewide model POS?

The National Research Center for CTE, the Academy for Education Development, MPR Associates and NASDCTEc, collaborated to provide technical support for states working toward statewide implementation of POS. Those states are Georgia, Illinois, New Jersey, Ohio and Oregon. Through multiple interviews with team leads and facilitators and attendance at major meetings, NASDCTEc has compiled the following report:

Developing a Statewide Model Program of Study: Five States Share Insights.

The report begins by outlining the overall shared process the states went through. It goes on to highlight each particular state and their achievements, challenges, what worked, and their insights on how to bring together an effective team.

We hope you will find this report to shine a light on some of the speed-bumps that can obscure your path as you work on POS in your own state, as well as provide examples of how to be successful in developing a statewide model POS.
