In order for our members to know the individuals who serve them at the national level, the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) is sharing a blog series called “Meet Your Board Members;†today we are featuring Dr. Kathy Shibley, Region V representative. Region V encompasses Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin.
Kathy Shibley is the Senior Executive Director for Student Support and Education Options at the Ohio Department of Education (ODE). Her responsibilities include oversight and direction of statewide policies and services for career-technical education, community schools, school sponsorship, voucher programs, school funding, child nutrition and family and community support.
As director of the Office of Career-Technical Education for six years, Dr. Shibley focused on implementing Ohio’s Perkins Plan for career-technical education, as required by federal Carl D. Perkins legislation, and aligned with 2lst century needs, including the necessary link between workforce education and the economy. These efforts were done in collaboration with multiple local and state partners, including the Ohio Board of Regents and the Ohio Department of Development. The hallmark of the Ohio Perkins Plan she spearheaded is the conversion of 100% of Ohio’s workforce development pathways to Programs of Study built on Tech Prep standards of rigorous academics, postsecondary articulation and federal accountability measures.
Dr. Shibley earned a degree in Social Work from The Ohio State University and a Ph.D. in human development, also from OSU. Her doctorate work included concentrations in adult education and family and consumer sciences education. Before coming to the Ohio Department of Education in September, 2000, Dr. Shibley was a private practitioner in the field of parenting education. She founded two non-profit parenting education organizations serving parents and parent-serving professionals working in public and private organizations.
When first arriving at the Ohio Department of Education, Dr. Shibley developed the standards and teacher resources for Ohio’s workforce development program, Career Paths for the Teaching Professions. She also served as the initial technical writer for the national Education and Training Career Cluster.
When asked for her goals as a Board member, Dr. Shibley said “To consistently examine the “why†behind NASDCTEc action in hopes that we can identify clearly and articulate well our collective purpose and belief system regarding CTE; to raise issues to the Board that will encourage CTE to act as a leader in school reform; and to support NASDCTEc, which I consider to be an exemplar among professional organizations.â€
