Final Program Integrity Rules Issued

This summer the U.S. Department of Education released draft changes to the Higher Education Act that seek to ensure program integrity in federal financial aid programs, as well as draft changes to the gainful employment definition. The final rules for program integrity were released yesterday, and will go into effect on July 1, 2011. These rules are aimed at strengthening federal student aid programs at for-profit, nonprofit and public institutions by “protecting students from aggressive or misleading recruiting practices, providing consumers with better information about the effectiveness of career college and training programs, and ensuring that only eligible students or programs receive aid.”

“These new rules will help ensure that students are getting from schools what they pay for: solid preparation for a good job,” Secretary of Education Arne Duncan said in a statement.

Final rules on a gainful employment definition will be released in early 2011 and will go into effect on July 1, 2012. The Department plans to hold several stakeholder meetings during the next several weeks, as well as public hearings on November 4th and November 5th. These meetings will allow individuals to clarify the comments they submitted and respond to questions from Department officials.

Community College Grant Solicitation Expected This Month

Last year, the American Recovery and Reinvestment Act amended the Trade Act to authorize a new Trade Adjustment Assistance Community College and Career Training Grant Program, which was then funded at $2 billion over four years by the healthcare bill in March. These grants will be available to institutions of higher education to expand their capacity to provide education and career training to TAA for Workers program participants and other individuals to upgrade their knowledge and skills so that they can find family-sustaining employment. The grant solicitation is expected to be released later this month.

The Department of Labor has released a fact sheet on the grant program outlining key issues and questions for colleges interested in applying for funds. Additional information can be found in the most recent issue of the Association of Community College Trustees’ Trustee Quarterly magazine, which features Q&A with Department of Education Under Secretary Martha Kanter and Department of Labor Assistant Secretary Jane Oates.

Education and Skills Are Key Components to Economic Recovery Action Plan

Community college and business leaders must make deliberate efforts to partner and develop the capacity to train individuals with skills and provide them with relevant degrees because employers are demanding “more practical skills and education” in this competitive economy, according to a recent report released by Business Champions, Inc.

Business Champions, Inc. — a group of more than 30 business, education and philanthropy leaders — last week submitted an action plan, How to Create High-Impact Partnerships for Jobs & Economic Vitality in the U.S., to the White House Summit on Community Colleges. The plan outlines action steps for two key groups: employers/leaders from the business community and community college boards.

The report, focusing on moving from “analyzing America’s skilled workforce problem to implementing solutions,” includes principles aligned or mirrored to NASDCTEc’s vision for CTE. For instance, the report notes that employers must make employee acquisition of career technical skills and credentials a priority and a possibility for individuals. Other areas of alignment include focused on the importance of encouraging the attainment of degrees beyond four-year degrees such as industry-based certifications, two-year credentials, and apprenticeship programs.

Business Champions outline the major initiatives the two groups must make to implement change.

Employers and leaders from the business community can make a difference by:

• Investing in individuals and workers

• Partnering with community colleges to strengthen program relevance and performance

• Making community colleges a focus of corporate philanthropy and corporate social responsibility efforts

• Taking the lead in advocacy for public policies to strengthen community colleges

Community college boards can make a difference by:

• Making workforce development a top priority

• Planning for success and measuring results

• Following the money: Ensuring incentives align with intended outcomes

• Using data-based decision making

• Working effectively with the college president to build the workforce development and partnership agenda

White House Launches “Skills for America’s Future”

At a meeting before the President’s Economic Recovery Advisory Board (PERAB) yesterday, President Obama announced a new initiative, Skills for America’s Future, which focuses on improving industry partnerships with community colleges to ensure that students obtain the skills and knowledge they need to be successful in the workforce.

President Obama said, “We want to make it easier to join students looking for jobs with businesses looking to hire. We want to put community colleges and employers together to create programs that match curricula in the classroom with the needs of the boardroom. Skills for America’s Future would help connect more employers, schools, and other job training providers, and help them share knowledge about what practices work best. The goal is to ensure there are strong partnerships between growing industries and community college or training programs in every state in the country.”

To reach these goals, the President has asked members of PERAB to reach out to business and industry and ask them to partner with their local community colleges. The following businesses have already committed to being partners:

The goals of this initiative will help make the United States number one in terms of college graduates by 2020, by ensuring that 5 million community college students graduate and earn certificates by the end of the decade. Legislative Update: Linked Learning, Green Workforce Development, Republican Pledge to America

Linked Learning Pathways to College, Career, and Citizenship Success Act

On September 22, Rep. Judy Chu (CA) introduced H.R. 6174, the Linked Learning Pathways to College, Career, and Citizenship Success Act, along with co-sponsor Rep. Barbara Lee (CA). The bill is aimed at preparing students for college and careers through the Linked Learning, or multiple pathways, approach. More specifically, the bill would award grants to school districts in partnership with local stakeholders, including businesses, unions, parent organizations, and other community members. At the district level, grants would be used for planning and implementation of a system of pathway schools around career themes designated as high pay, high growth, and high skill industries. At the school level, students would be exposed to four components: a rigorous academic core aligned to the state’s postsecondary requirements; career technical education; work-based learning, and supplemental services.

Green Workforce Development Through Community Colleges Act

Rep. Paul Tonko (NY) introduced H.R. 6142, the Green Workforce Development Through Community Colleges Act, which gives authority to the Secretaries of Labor, Energy and Education to jointly develop a workforce training and education program to prepare workers for careers in alternative energy and energy efficiency industries. The bill would award grants to community colleges to reach this goal.

Republican “Pledge to America”

Yesterday, Congressional Republicans issued their election policy platform, “A Pledge to America.” Education issues are not mentioned, but the document does include a plan to create jobs and make America more competitive if Republicans take control of the Congress in November. Their plan would include ending all tax increases, giving tax deductions to small businesses and repealing mandates that harm small businesses. The pledge also outlined a plan to cut spending by reducing discretionary spending to FY 2008 levels, rescinding unused ARRA funds, imposing hard caps on discretionary spending and sunsetting outdated and duplicative programs.

White House to Host Community College Summit

On October 5, 2010 Dr. Jill Biden will host a White House Summit on Community Colleges. The summit will bring together community colleges, business, philanthropy, federal and state policy leaders, and students to discuss how community colleges can help meet the job training and education needs of the nation’s workforce, as well as the critical role community colleges play in achieving the President’s goal to lead the world with the highest proportion of college graduates by 2020.

Education is Critical to Economic Development, IBM Director Says

Even in tough economic times, education remains the best way for students to ensure a prosperous future and steer away from lower-skilled, lower-wage jobs, said the Director of IBM Corporate Citizenship and Corporate Affairs in a recent Huffington Post editorial.

At a minimum, Diane Melley of IBM said that students should strive to develop basic and vital skills that will be of value in all industries: creative thinking, the ability to think analytically, entrepreneurial and leadership. For those with advanced skills, a range of new opportunities are opening.  Individuals who have the skills to work with “intelligent technologies” such as those used to efficiently manage water and power resources; or can create modern systems to conserve resources for a sustainable future, are ripe for employment opportunities today and in the future.

Overall, helping students stay in school, attain college education and develop employment skills they will help to assure a successful future for them and their community, she said.

“Preparing our young people for the jobs of the future is the first and most important step in our economic development.”

Alaska Develops Action Plan for New CTE

Recognizing the link between education and career readiness, heads of Alaska’s education and workforce development systems published in August a joint call to action report that pledges their intent to improve CTE.

Alaska’s Education & Early Development, and Labor and Workforce Development departments, and the University of Alaska teamed to develop the Alaska Career and Technical Education Plan, their strategy to prepare students to be lifelong learners who can contribute to and succeed in their economy. Most significant is the plan’s assertion that it proposes a CTE system that is not a separate ‘track’ designed for students who are not college bound. “The CTE system described in the plan ensures that all students – whatever their ultimate career goals – have the employability skills that are necessary for success in life as well as employment.”

Degree Programs Develop “Technically Trained Leaders”

Demand for highly-educated and skilled workers has fueled a rise in a specialized graduate science education degree for “technically trained leaders,” according to a recent article in The Chronicle of Higher Education. The trend burgeoning in higher education illustrates the demand for workers with a strong academic background buttressed with real-world skills in all sectors of the job market.

The number of professional science master’s (P.S.M.) degree programs in American universities has grown over the past two years and is now available at nearly 100 universities. “The degrees represent a response from academe to repeated calls from corporate and political leaders for better articulation of American graduate education with the country’s work-force needs,” the article said. Industry wants workers who have in-depth knowledge and the know how to apply it.

Companies, government agencies and nonprofits seek P.S.M. graduates with the expectation that they help be innovative and contribute to the knowledge-based global economy.  P.S.M. degree programs include rigorous course work in science or mathematics for fields with high career demand. In addition, courses require students to obtain a background workplace in areas such financial and project management, communication, teamwork, ethics, and regulatory affairs. The universities coordinate with employers to ensure that the programs are equipping students with real and timely economic demands.

As P.S.M. degrees grow in demand, the need for individuals — of all ages and across all job sectors — to obtain both academic and technical skills will likely be more apparent.

Education Jobs Clears the Senate

The Senate voted yesterday to pass the Murray-Harkin amendment, which includes $10 billion for education jobs and $16.1 billion for federal Medicaid payments. The amendment passed 61-39, with Senators Collins and Snowe the only Republicans to join all Democrats in voting for it. The House is scheduled to convene at 10 a.m. on Tuesday for a vote on the bill..

Veteran Employment Assistance Act

The Senate Committee on Veterans’ Affairs approved S. 3234, Veteran Employment Assistance Act of 2010, which would improve employment, training, and placement services furnished to veterans, especially those serving in Operation Iraqi Freedom and Operation Enduring Freedom. The bill will now be reported to the full Senate for consideration.

Senate HELP Hearing on For-Profit Schools

On Wednesday the Senate Committee on Health, Education, Labor and Pensions held a hearing on “For-Profit Schools: The Student Recruitment Experience.” The Committee heard from Gregory Kutz of GAO who recently conducted an investigation into the recruitment process at proprietary schools and found that the abuses are systemic and that oversight is lax. Joshua Pruyn, a former admissions representative at Westwood College, also testified about enrollment quotas imposed on reps, awards given for enrolling students, and the psychological games they were encouraged to play with prospective students.

21st Century STEM for Girls and Underrepresented Minorities Act

Rep. Lynn Woolsey (CA) introduced H.R. 6078, the 21st Century STEM for Girls and Underrepresented Minorities Act. This bill would amend ESEA to provide grants to LEAs to encourage girls and underrepresented minorities to pursue studies and careers in STEM.
