Exploring Area Technical Centers: Elevating ATCs in a National Economic Recovery

The transformative workforce changes resulting from the COVID-19 (coronavirus) pandemic have made it more urgent than ever for states to have a comprehensive strategy for reskilling and upskilling that unites stakeholders across education, workforce development and economic development. Advance CTE has been vocal that investment in secondary and postsecondary Career Technical Education (CTE) is critical to a national recovery strategy. 

ATC Positioning in the Workforce Development System 

The COVID-19 pandemic has disrupted many things in our way of life, including the education or training path most Americans will pursue to return to work. A typical economic recovery would have millions of Americans flocking to traditional higher education programs but instead, in this post-pandemic economic recovery, the majority of Americans say they will seek non-degree and skill-based education and training programs to reskill or upskill their way back to a good job.

Area technical centers (ATCs) should be part of this solution – helping more Americans secure non-degree credentials of value. Our national analysis found that in the states where ATCs serve an adult population, these institutions provide short-term credentials and programs below the level of an associate’s degree, and  are uniquely positioned to be nimble and responsive to changing workforce needs. Further, these institutions are accessible, by design serving a region, and low-cost, with few or no barriers to admission for adult learners and affordable tuition rates as low as $2.00 per seat hour. ATCs can and should be better leveraged to serve those who have been disproportionately impacted by job losses associated with the pandemic, particularly Black and Latinx workers, workers with a high school education or less, and female workers.  

Leveraging Federal Funding 

Funding matters, and in states that have leveraged federal funds, we see ATCs being key players in meeting the state’s short- and long-term workforce priorities.  

For example, all of Ohio’s Ohio technical colleges (OTCs) and selected programs in Delaware’s ATCs are eligible training providers under the Workforce Innovation and Opportunity Act. Many ATCs are eligible for federal financial aid under Title IV of the Higher Education Act, including institutions in Florida, Ohio and Utah most commonly accredited by the Council on Occupational Education.

Some states have utilized 2020 federal stimulus funding to reinforce their ATCs as valuable institutions in an economic recovery. Delaware leveraged $10 million of its federal Coronavirus Aid, Relief, and Economic Security (CARES) Act economic relief funding to support its Forward Delaware initiative, a set of rapid training and credentialing programs focused on in-demand occupations and skills in the state. Florida’s governor designated Governor’s Emergency Education Relief Fund (GEER) funds provided through the CARES Act to award grants to its ATCs, known as technical colleges, to establish or enhance rapid credentialing programs that lead to a short-term certificate or industry-recognized certification as part of its statewide Get There campaign. 

Utilizing ATCs in Statewide Workforce Training Programs 

ATCs have strong connections to their local communities and employers by design and often offer customized training programs to meet those needs. 

To recover from the devastation of the coronavirus will require persistence, creativity and leveraging all public assets to ensure a full and equitable economic recovery. States should be learning from one another – what worked and what didn’t  – and leveraging their public assets, including ATCs to every learner with the opportunity to access a career pathway that leads to sustained, living-wage employment in an in-demand field.

State of CTE: CTE Instructors in Perkins V State Plans

In October 2020, Advance CTE released “The State of Career Technical Education: An Analysis of States’ Perkins V Priorities,” which examines how states have leveraged the development of the Strengthening Career Technical Education for the 21st Century Act (Perkins V) state plans to expand quality and increase equity within their Career Technical Education (CTE) systems. 

Attracting and retaining qualified and diverse CTE instructors remains one of the most persistent challenges facing states. Last year, ACTE held a Teach CTE Summit to more closely examine teacher pipeline challenges, surfacing numerous key issues and recommendations. According to previous Advance CTE research on this issue, 86 percent of State Directors reported a moderate or severe CTE teacher shortage in at least one Career Cluster at the secondary level, and a further 60 percent indicated the same at the postsecondary level. 

The underlying causes for these shortages most often relate to the difficulties CTE programs have in competing with the private sector for the same pool of qualified instructors, along with the fact that many universities have closed their CTE teacher preparation programs in recent years. As is the case in other sectors of the economy, the CTE teacher workforce is also aging rapidly.

At the same time, the demands on CTE instructors are rigorous. CTE instructors need strong technical knowledge and industry expertise, effective classroom management and pedagogical skills, and cultural competency to support and engage each learner on an individual basis.

Without a qualified pool of CTE professionals, one that is responsive to the needs of each learner, our country cannot effectively educate learners and prepare the future workforce. Attracting, retaining and fully developing a strong cadre of CTE professionals is therefore a crucial ingredient CTE systems need for success, and this need is reflected throughout states’ Perkins V plans.

The Work Ahead

One area of future work is ensuring that the CTE instructor workforce is representative of the learners they serve. Only five states included any explicit recruitment activities focused on diversifying the CTE teaching field in their Perkins V plans.

Recruiting, developing and retaining qualified teachers and faculty are critical for CTE programs to be successful. As noted previously, instructors are among the most important in-school factors that contribute to the success of learners. No single policy or strategy will fully address the challenges facing states with regards to this issue. Some of these challenges have to do with issues outside the realm of CTE, such as broader terms negotiated by labor and management (e.g., teacher/faculty pay scales or tenure requirements), lack of teacher preparation programs at universities, and accreditation requirements or limitations. Only through a coordinated set of approaches can states begin to make progress on this critically important topic. Through the Perkins V planning process, states have certainly started to make significant progress in this area.

The State of CTE: Advancing Quality Credentials Through Perkins V

In October, Advance CTE released “The State of Career Technical Education: An Analysis of States’ Perkins V Priorities” which examines how states have leveraged the development of the Strengthening Career Technical Education for the 21st Century Act (Perkins V) state plans to expand quality and increase equity within their CTE systems. One finding of this report is the emerging state focus on credentials of value.

Perkins V introduces a new secondary program quality indicator as one method available to states to ensure program quality. States can choose from three options — work-based learning, recognized postsecondary credentials (credentials of value) and postsecondary credit attainment (dual enrollment and articulation) — all of which are components of a high-quality CTE program of study, in addition to other critical elements like rigorous standards, quality assessments and alignment to high-skill, high-wage and in-demand career opportunities. States’ increasing focus on credentials shows up in many aspects of their Perkins V plans, as shown in the chart below. That should come as little surprise. Credentials that are valued in the labor market can serve as an important component of any quality CTE program. They serve as anchors for the exit and re-entry points within CTE programs and career pathways, providing learners with a valuable way to signal their knowledge and skills to prospective employers and other postsecondary educational institutions.

Despite their popularity, credentials are not all created equally. As ExcelinEd found in its research, states are in very different places in terms of the ways that they identify, align, prioritize and measure credentials of value earned by learners across secondary and postsecondary systems. Consider that prior to Perkins V state plan approval:

While these findings show that all states can improve their policies related to credentials of value, Perkins V offers states a platform to increase their focus on credentials of value as a critical component of high-quality CTE programs of study that lead to high-skill, high-wage and in-demand careers.

The Work Ahead

It is promising that states have included various references to credentials of value in their Perkins V plans. To help ensure they address core issues of quality and alignment, Credentials Matter offers six high-level recommendations for all states to develop statewide systems and processes that prioritize high-value credentials. 

States should be lauded for making plans to include and improve access to industry credentials as part of comprehensive CTE offerings. Their next step is to execute on the implementation strategies that will ensure these offerings pay dividends to learners and families, while maintaining a steadfast commitment to quality and equity.

Endorsements, Electives & More: CTE & State Graduation Requirements

With Career Technical Education (CTE) in the spotlight and a priority among state leaders across the country, high school graduation requirements are a common leverage point for policies that aim to increase assess to, incentivize participation and recognize success in CTE programs of study.

In 2013 and 2014 alone, 23 different states made adjustments to their high school graduation requirements with some direct impact on Career Technical Education (CTE) course taking or credentials. It should come as no surprise that the requirements look very different from state to state.

NASDCTEc’s newest policy brief, Endorsements, Electives & More: CTE & State Graduation Requirements, explores common approaches to offering or requiring CTE courses and assessments within a statewide set of graduation requirements, offers illustrative examples of state-level policies and elevates implementation issues for consideration.

So what did we find?

Regardless of the approach, some common implementation considerations emerged, such as having processes in place for ensuring equality of rigor and quality across pathways and assessments; providing flexibility to allow students to engage in CTE programs of study without having to give up other areas of interests, such as the arts, foreign languages or other academic courses; ensuring students have the opportunity to take the full range of courses that will prepare them for college and careers; and publicly reporting the percentage of students earning the various endorsements to understand their value.

CTE & Upward Mobility

Earlier this week, the Thomas B. Fordham Institute hosted a day-long conference on “Education for Upward Mobility.” Over the course of the day, researchers, writers and thought leaders shared reflections on how education can move students out of poverty – and how lack of a quality education essentially shuts the door on economic success.

What was perhaps most remarkable is that no matter what topic each presenter and panel covered was that the conversation kept coming back to the role of Career Technical Education (CTE) in breaking the intergenerational cycle of poverty. Tamar Jacoby from Opportunity America, Bob Lerman from the Urban Institute, and Bob Schwartz from Harvard University were on hand to talk about industry credentials and certifications, apprenticeships and Pathways to Prosperity, respectively, but many of their peers also championed CTE, work-based learning, career academies and related efforts.

CTE Research Review

Research Image_6.2013Yesterday, results from the 2012 Program of International Student Assessment (PISA) were released. PISA assesses literacy in mathematics, science and reading for over 500,000 15-year olds from across over 60 countries. The major takeaway is that U.S. students’ scores have remained flat from the last assessment, released in 2009, although scores are largely remained unchanged since 2000. However, as the U.S. stood still, other countries demonstrated progress, surpassing the U.S.

On the math portion, 28 countries tested better than the United States, including Shanghai, Singapore, Hong Kong, Taipei, Korea, Japan, Latvia, the United Kingdom, Poland, France, Germany, Slovenia and others. In reading, 19 countries had higher scores than U.S. students, while 22 countries posted better results than the United States in science.

For the first time, three states — Massachusetts, Connecticut and Florida — participated in the test and were ranked as if they were individual countries to see how their students compared internationally. Students in Massachusetts and Connecticut scored above the U.S. and PISA average in all three content areas, while students in Florida lagged in math and science and was on par with the U.S. and PISA average in reading.

A new report out of the Manhattan Institute for Policy Research by Tamar Jacoby, President and CEO of ImmigrationWorks USA calls on the private sector to engage in Career Technical Education (CTE). Vocational Education 2.0: Employers Hold the Key to Better Career Training makes the case that CTE can provide reliably effective pathways to skilled and well-paying careers, but only with strong engagement and support from the business community. The policy paper tracks the evolution of CTE from old-school vocational education to a more rigorous career-focused set of programs and explores the role CTE is playing as more attention is put on middle-skill jobs, or those that require some education and training beyond high school, but less than a four-year degree.The paper lays out a few models for business engagement in CTE; from Germany’s apprenticeship model and ProStart, which is supported by the National Restaurant Association among other companies, to the National Center for Construction Education and Research, which provides standardized assessments and credentials in the construction trades.

The Data Quality Campaign (DQC), of which NASDCTEc is a partner organization, released its annual state progress report: Data for Action 2013. Data for Action tracks states’ progress on the adoption and implementation of its 10 State Actions to Ensure Effective Data Use, which include linking data systems across the K-12, postsecondary and workforce systems; developing funding and governance structures; implementing systems to provide timely access to information for stakeholders; creating progress reports using individual student data to improve student performance; among others. For the first time, two states (Arkansas and Delaware) have met all 10 Actions, while most other states continue to make progress, including 15 states that have met eight or nine Actions.

However, only 19 states have linked their K-12 and workforce data, leaving the majority of states limited in their ability to measure districts’ and schools’ success at supporting students’ career readiness.

The College & Career Readiness & Success Center at the American Institutes for Research has developed the CCRS Interactive State Map, which provides snapshots of each state’s key college and career readiness initiatives, including CTE programs of study, dual enrollment and early college high schools, progress on state longitudinal data system and many others.

Research Image_6.2013Over the past few weeks, a number of critical reports and research papers came out with wide-spreading implications for Career Technical Education (CTE). Below are summaries of a few that caught our attention.

The Center for Great Teachers and Leaders released 21st Century Educators: Developing and Supporting Great Career and Technical Education Teachers, a new special issue brief focusing on the human capital management policies impacting CTE educators: certification, performance evaluation and professional learning opportunities. The issue brief, which NASDCTEc had an opportunity to review, provides a comprehensive overview of the current policies in place across the country and raises issues for greater consideration as states refine their certification, evaluation and professional development systems. The brief also contains a useful glossary of key terms.

The Center for Education Policy issued Career Readiness Assessments across States: A Summary of Survey Findings, the result of a survey of 46 State CTE Directors on the range of assessments used in their states to measure students’ career readiness and how those assessments are used, which NASDCTEc also had the opportunity to review. Some key findings from the report include:

U.S. States in a Global Context: Results from the 2011 NAEP-TIMSS Linking Study offers an analysis that allows state scores on the National Assessment of Education Progress (NAEP) and the Trends in International Mathematics and Science Study (TIMSS) to be compared. In short, the study found that 36 states were above the TIMSS average in mathematics (with only six states lower) and 47 were above the TIMSS average in science for 8th-grade students. While this is heartening, it’s also important to note that Massachusetts was the only state to reach the “high benchmark” rating on TIMSS, defined as “students can apply their understanding and knowledge in a variety of relatively complex situations,” joined by five high-performing countries.

Similarly, in science, eight states (Maine, Massachusetts, Minnesota, Montana, New Hampshire, North Dakota, Vermont and Wisconsin) reached the “high benchmark,” defined as “students can reason with information, draw conclusions, make generalizations and solve linear equations.”

The first of its kind OECD Skills Outlook 2013: First Results from the Survey of Adult Skills presents the initial results of the Survey of Adult Skills (PIAAC), which evaluates and compares the skills of 166,000 adults from 24 countries. A major component is the direct assessment of key information-processing skills: literacy, numeracy and problem solving in the context of technology-rich environments.

A new report by the Brookings InstituteStandardized Testing and the Common Core Standards: You Get What You Pay For? – explores the (very minimal) impact states leaving either the Smarter Balanced Assessment Consortium or Partnership for Assessment of Readiness for College and Careers have on the price of those assessments per student. The paper makes a strong case to states to not sacrifice test quality by presumably leaving either consortia, in order to save $10 or $20 per student – a drop in the bucket of an education system that spends more than $10,000 per student annually.

The Hamilton Project, out of the Brookings Institute, released a policy brief on Redesigning the Pell Grant Program for the Twenty-First Century, calling for three major structural reforms to a policy that has largely remained unchanged over the past forty years since it was first launched:

  1. Augmenting the Pell program’s financial support with tailored guidance and support services that have been shown to improve academic and/or labor-market success (which has implications for One-Stop Career Centers);
  2. Simplifying the eligibility and application process to ensure that the program reaches those who need it most;
  3. Strengthening incentives for student effort and timely completion, including providing more flexibility for when and how students earn credits

Fall Meeting Recap: State Policy Update

Earlier this week, the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) held its annual Fall Meeting, which had a strong focus on state policy. To lay out some of the major trends being led by legislatures, state agencies and state boards across the country impacting Career Technical Education (CTE), Amy Loyd, from the Pathways to Prosperity Network at Jobs for the Future, Jennifer Dounay Zinth, from the Education Commission of States, and Robin Utz, from the Office of Vocational and Adult Education (OVAE) at the U.S. Department of Education participated in the State Policy Update session.

Dale Winkler, Associate Commissioner, Kentucky Office of Career and Technical Education, moderated the panel and opened by describing three major pieces of legislation passed over the last few years in Kentucky impacting CTE, strengthening the state’s CTE standards and accountability, pathways and governance. Jennifer Dounay Zinth provided an overview of cross-state legislation and governors’ agendas citing five overarching trends: career-ready performance indicators, governance structures to facilitate better CTE and industry alignment, finance through accountability and incentives, CTE pathways or industry-based credentials being embedded into high school graduation requirements, and greater coordination between K-12, postsecondary and workforce development/industry.

Amy Loyd shared some highlights from the eight states working within the Pathways to Prosperity Network to better connect their education and workforce development systems to support more seamless student transitions. An early takeaway from that work is the importance of cross-agency efforts. The most successful states are those that bring together the major state agencies – such as state departments of education, higher education commissions, workforce development boards, governors’ offices, and economic development commissions – to develop common language, common goals and metrics, and even common funding as possible.

Finally, Robin Utz discussed some of the work OVAE is supporting in states and trends emerging around career pathways and programs of study. Specifically, she mentioned performance-based funding, graduation requirements recognizing or even requiring programs of study, legislative support for Career Technical Student Organizations, and dual and concurrent enrollment as some of the major levers being pulled across states in support of CTE. She, along with the other panelists, all agreed that this widespread interest in CTE and improving career pathways is the result of the economic uncertainly and persistent skills gap, along with the broader support for the college- and career-ready agenda, which has led to CTE being “invited to the adults’ table.”

Among the common themes that emerged as policy areas that still need more attention were dual/concurrent enrollment, credit transfer and articulation agreements, career guidance and counseling, and structures and incentives for more work-based learning experiences.
