New Mini-Brief Series Highlights Progress Towards Cohesive, Learner-Centered Postsecondary Data Systems in Five States

Two years ago, Advance CTE launched the Advancing Postsecondary CTE Data Quality Initiative (PDI), supported by ECMC Foundation. Through the initiative, five grantees have received funding, technical assistance and access to a national peer learning network to:

1) Examine critical problems of practice and;

2) Implement innovative solutions to improve the quality, and use of postsecondary CTE data.

Grantee states and agencies include the: Alabama Community College System (ACCS); Delaware Department of Education; University of the District of Columbia Community College; Florida Department of Education, and; Oregon Higher Education Coordinating Commission.

By supporting states to improve their postsecondary Career Technical Education (CTE) data quality and use, Advance CTE is attending to a foundational commitment – actionable, transparent and trustworthy data – in Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits). Each of the five foundational commitments are critical to states’ abilities to enact the Vision principles. Actionable, transparent and trustworthy data underlies a coordinated, learner-centered career preparation ecosystem. 

About the Briefs

In the coming months, Advance CTE will release a series of four briefs to share strategies put in place by the PDI states to advance postsecondary CTE data quality and use. The first brief explores how postsecondary CTE data can be used in support of state education and workforce goals, and features Alabama and Florida.

The second brief advances a theory of change for centering learners in postsecondary CTE data collection and use, featuring the District of Columbia and Oregon. The topics of briefs three and four will be fostering a positive culture of data use among CTE stakeholders and building a strong data infrastructure across systems and silos, respectively. 

Shared Challenges

As with many projects underway over the last two years, states’ implementation of their PDI action plans were challenged by staff-level capacity constraints due to the coronavirus pandemic. However, many of the grantees’ plans were validated by the context of the pandemic, which demonstrated the critical nature of effective – and data-driven – career preparation systems to meet states’ education and workforce goals. 

An evergreen challenge that the PDI states wrangle with is how best to build well-integrated data systems across the silos of state agencies and in collaboration with postsecondary institutions. Further, examining and implementing ways to more effectively communicate CTE data continues to be a priority. 

Common Strategies for Success

Despite these challenges, each of the grantees has demonstrated a commitment to improving postsecondary CTE data to improve learner outcomes. All five states have used stakeholder engagement processes to drive the development and use of new data elements or reports. And each has invested in professional development strategies to foster a strong culture of data use.

Welcome Kevin O’Farrell as the New State CTE Director in Florida!

The Florida Department of Education recently named Kevin O’Farrell as its new Chancellor of Career and Technical Education (CTE). He brings a wealth of experience from the higher education and postsecondary sector, which will illuminate his new strategy for CTE in the Sunshine State. 

Kevin’s work in education has ranged from being an instructor in political science to serving as provost at Pasco-Hernando State College, Porter Campus. He spent many years designing curricula, with particularly close work with health science. The arts were also on his priority list, and he led the creation of a new instructional performing arts center that offered programs beyond stagecraft, including theater technical arts. 

Florida has set the bold goal to be the top state for workforce education by 2030 – and Kevin is all in on this goal! He notes the state’s great potential, illustrated by the fact that Florida is the fifteenth-largest economy in the world. He plans to focus on workforce partnerships, with special attention to improving the entire pipeline of talent, including adult education and apprenticeships. He also has his eyes on the teacher pipeline shortage in his state, and notes that as a major challenge he wants to overcome. “CTE shouldn’t be an afterthought,” Kevin said, “It should be at the forefront.”

Kevin is excited by CTE because of the “multi-faceted benefits, in terms of earning potential and career exploration,” which he said he and his classmates weren’t exposed to in high school. That’s part of his overall belief that schools need to introduce the concept of CTE earlier in the educational system. And the benefits, he said, will expand beyond individual classrooms and learners: CTE can be the cornerstone of building stronger communities. 

Summarizing his approach, Kevin said, “I want to learn as much as I can, and do as much good as I can.”

Kevin earned a Ph.D. in curriculum and instruction from the University of South Florida, a Master of Arts in political science and a Master of Public Administration from the University of Central Florida, and a Bachelor of Science in interpersonal and organizational communication from Toccoa Falls College, GA. Today, Kevin is married with three children between the ages of two and six, is an avid fan of ancient Egyptian history, and participates regularly in tennis and running. Legislative Update: Congress Returns With Funding Deadline Looming

The Senate returned to a snow-covered Capitol Hill this week, while the House is due to return next week. By mid next month, lawmakers must once again act on FY22 appropriations along with a slew of other agenda items for 2022. In addition, federal agencies have unveiled new broadband connectivity efforts, updated equity requirements for educational aid provided last year, and sought to address bus driver shortages plaguing school districts across the nation.

Congress Returns With Funding Deadline Looming

Earlier this week, the Senate formally reconvened to begin the second session of the 117th Congress. The House is scheduled to follow suit next Monday, January 10. As lawmakers return to Capitol Hill this week and next, they will be confronted with a number of important agenda items, including determining a path forward for Democrats’ domestic spending package, known as the Build Back Better Act (BBBA). However, first among these is the fast-approaching date of February 18, which is when funding for the current 2022 federal fiscal year (FY22) is set to expire. Last year, Congress enacted a short-term extension of FY21 funding levels to keep the federal government open and related federal programs funded. This extension was intended to provide lawmakers additional time to find agreement on a full-year FY22 funding bill, which would last through September 30 of this year. As these efforts get underway, Advance CTE will continue to advocate for the significant funding needs of the Career Technical Education (CTE) community. 

FCC Launches New Connectivity Program and Grants New Waiver Flexibilities

On December 31, 2021, the Federal Communications Commission (FCC) officially launched the Affordable Connectivity Program—an initiative authorized by the recently enacted bipartisan infrastructure legislation (known also as the Infrastructure Investment and Jobs Act). The program allots $14.2 billion in supplementary funding for eligible individuals to acquire subsidies for internet service bills and one-time discounts for certain internet capable devices. More on the announcement can be found here.

In addition to these efforts, the FCC also issued an order on Tuesday, responding to seven requests to waive the Emergency Connectivity Fund’s (ECF) $400 cap for the purchasing of connected devices. The $7.2 billion ECF program was authorized as part of the American Rescue Plan and was a key Advance CTE legislative priority to help respond to the “homework gap.” The ECF allows eligible schools and libraries to apply for financial support to purchase connected devices like laptops and tablets, Wi-Fi hotspots, modems, routers, and broadband connectivity to serve unmet needs of students, school staff, and library patrons at home during the ongoing pandemic. This week’s order granted five out of the seven requested waivers capping the allowable cost of these devices. 

ED Unveils New Proposed MOEq Requirements

On Monday,  the U.S. Department of Education (ED) published updates to requirements for states and local school districts regarding the implementation of “Maintenance of Equity” (MOEq) provisions contained in the American Rescue Plan (ARP). This announcement follows earlier guidance from USED on this topic. Published in the Federal Register, the proposal details a series of new reporting requirements that states and school districts would need to complete by December 31, 2022. The Department is seeking feedback from the public on this proposal and comments are due to the Department by February 2, 2022. Additional information on the announcement can be found here.

School Bus Driver Certification Waivers Announced

Also on Tuesday, ED and the U.S. Department of Transportation (DOT) announced a series of actions to address the nation’s ongoing shortage of school bus drivers. Among these planned responses, ED and USDOT jointly committed to waiving certain requirements from commercial driver’s licenses (CDLs) to reduce the entry requirements to train new bus drivers. The waiver took effect Monday, January 3, and is set to expire March 31 of this year. Bus operators receiving a CDL under this temporary waiver will only be permitted to work within a single state. ED Approves Last Round of State ARP Plans

The American Rescue Plan (ARP), passed last spring, authorized $122 billion in additional pandemic aid funding to be disbursed to K-12 schools over the last year. The U.S. Department of Education (ED) distributed two-thirds of this funding to states via a formula detailed in the legislation during 2021. However, ED held back the remaining third of these funds until states and territories submitted plans detailing how they would make use of these resources to support students as they recover from the impacts of the ongoing COVID-19 pandemic. Over the last few weeks in December, the Department approved the remaining state ARP plans that were awaiting review by ED, including those for Florida, Mississippi, and Vermont. Coronavirus Relief Funds: States Leverage Federal Funds to Enhance CTE Program Quality

This blog series examines trends in state uses of federal stimulus funding for Career Technical Education (CTE). Stimulus funds were appropriated for emergency relief related to the coronavirus pandemic through the federal Coronavirus Aid, Relief and Economic Security (CARES) Act; the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA); and the American Rescue Plan (ARP) Act. The five major stimulus funding streams for states and educational institutions include the Coronavirus Relief Fund (CRF), the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor’s Emergency Education Relief (GEER) Fund, the Higher Education Emergency Relief Fund (HEERF), and Coronavirus State and Local Fiscal Recovery Funds.

CTE program quality is key for ensuring that learners have access to necessary skills and competencies, meaningful experiential learning opportunities and strong career pathways. Alignment across workforce development systems and both secondary and postsecondary education institutions is essential for connecting learners and employers, as well as promoting experiential and work-based learning opportunities. As states continue to adapt to the challenges posed by the coronavirus pandemic, many are focusing on program quality and investing federal relief funds to strengthen industry alignment and work-based learning initiatives. 

Some states have already directed federal relief funding to align CTE programs to industry needs and high-skill, high-wage, in-demand jobs. Florida made a $35 million GEER allocation for the state Department of Education to partner with state and technical colleges to expand and improve short-term programs leading to in-demand technical certificates, career certificates and industry-recognized certifications. Through providing additional resources to these critical CTE programs, the state hopes to “reimagine its postsecondary CTE offerings as a mechanism for economic and social mobility.” Florida made an additional $2.5 million GEER investment to develop the Pathway to Job Market Dashboard, an online platform to compile and centralize data on CTE programs across the state. The dashboard will provide an accessible, comprehensive view of CTE program performance and alignment to labor market needs.

Massachusetts directed $10.4 million in CRF funding to expand workforce partnerships with employers in the state’s target sectors. The investment will create aligned training-employment pathways statewide. The state also made an additional $300,000 CRF allocation to expand a project to transform career/vocational technical high schools into Career Technical Institutes that also serve adult learners. These Institutes will run three shifts a day and train 20,000 new workers over four years in technical fields and skilled trades. The CRF funds were used to supplement the $8.4 million state investment to expand skills training and align programs to industry needs. 

Other states are prioritizing expanding high-quality work-based learning opportunities that connect learners with employers and industry. Delaware invested $8.3 million in ARP state fiscal recovery funds as part of a public-private partnership to expand the Delaware Pathways program, which provides rigorous, industry-aligned career pathway opportunities for high school students. The funding will allow the program to reach over 80 percent of high school learners in the state, as well as over 6,000 new middle school learners. Support will be targeted for workforce development and “earn and learn” apprenticeship programs in high-growth, high-wage target industries such as health care, engineering, finance and information technology.

Iowa made a $10 million CRF allocation to create two Registered Apprenticeship grant opportunities. Apprenticeships follow an employer-driven, “earn and learn” model that connects classroom learning with on-the-job experience and culminates in an industry-recognized credential. One grant opportunity is available for high schools, nonprofit organizations and small businesses, while the other is open to postsecondary institutions and healthcare employers. Grants can be used to purchase equipment or instructional materials to create or expand apprenticeship programs that also provide for online learning. 

As states look to education and workforce development as avenues for mitigating the effects of the pandemic, coronavirus relief funds provide a key opportunity to enhance CTE program quality. Industry-aligned programs that provide work-based learning and pathways to high-quality credentials will be essential to ensure that learners are prepared for a continually shifting labor market.

This week we extend congratulations to the 57th class of U.S. Presidential Scholars! Of the 161 high school seniors selected, 20 outstanding learners from CTE programs have been awarded this honor for their accomplishments. The 2021 class of U.S. Presidential Scholars in CTE represent the following states: Arizona, Delaware, Florida, Iowa, Maryland, Massachusetts, Michigan, Missouri, Pennsylvania, Puerto Rico, Texas, Utah, Washington, West Virginia and Wisconsin.

Each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem

This week career tech centers in Ohio received a visit from Lieutenant Governor Jon Husted, who serves as the Director of the Governor’s Office of Workforce Transformation. During the site visits, learners shared reasons for participating in career pathways and early postsecondary opportunities (EPSOs). 

Reflecting on his visits Lt. Gov. Husted stated, “We have to have more students who are taking their career seriously at an earlier age, gaining some real world experience, preparing for work, earning college credits without having to run a bunch of debt, and make the education affordable and effective.”

Each learner skillfully navigates their own career journey

North Carolina CTE students competed this past week at Skills Rowan, a skills-based competition where Rowan-Salisbury schools showcase their industry skills. Despite the challenges due to the pandemic in hosting a competition that mimics years past, students were still able to feel value from competing and receiving the opportunity to be the true navigator of their career journey.

Each learner’s skills are counted, valued, and portable

Advance CTE’s newly released communications research indicates that learners who participate in CTE are more prepared for and more likely to plan to complete college. Research Review: Promising Practices for Reducing Racial Disparities in Academic Outcomes

Gaps in academic outcomes between learners of color and their White peers is a challenge that continues to perplex education leaders. Two new studies highlight promising practices for how states can begin to narrow racial disparities in academic outcomes and better prepare learners for the transition to postsecondary education through strong academic support and quality career and academic advising. 

Removing Barriers to Gateway Courses 

Academic and technical proficiency are both essential for career readiness. Career Technical Education (CTE) secondary learners who pursue postsecondary education are required to demonstrate academic proficiency while completing technical coursework. However, traditional postsecondary placement models can be a barrier to learners, extending both the time and costs of completing a program of study, and ultimately serve as a deterrent for learners pursuing a postsecondary degree. 

In a recent study, researchers at Florida State University examined how Florida reformed its introductory college-level course placement policies and the impact the reform had on learners of color. Prior to 2013, Florida postsecondary students scoring below college-ready on a statewide placement test were required to take at least one developmental education course. Nearly 70 percent of first-time-in-college learners were required to take these developmental education courses based on their placement test scores, with Black and Latinx learners being overrepresented compared to White learners. Learners had to pay tuition to enroll in these courses without  receiving credits, and the courses did not count towards degree requirements. Furthermore, learners were required to successfully complete developmental education courses before they were allowed to enroll in for-credit gateway courses such as English and math. 

After the Florida legislature passed Senate Bill 1720 (SB 1720) in 2013, learners who entered a Florida public high school in the 2003-2004 school year or later and graduated with a standard high school diploma were presumed to be college-ready, were exempt from college placement testing and developmental coursework, and could enroll directly into gateway English and math courses. The passage of SB 1720 also reformed developmental education courses overall by requiring colleges to design them in a way that better meets the needs of learners in the following ways:

These reforms allowed learners who choose to enroll in developmental courses the opportunity to complete them faster, only enroll in the courses they needed, and complete their education on-time. Additionally, under SB 1720 colleges were required to reform their advising services, which increased learner awareness of developmental course options along with other academic services such as tutoring.  

Comparing three cohorts of learners who had enrolled in a Florida postsecondary institution prior to SB 1720 (Fall 2011 – Fall 2013) and three cohorts of learners after SB 1720 (Fall 2014 – Fall 2016), researchers found that after the passage of SB 1720, the percentage of first-time college students enrolled in gateway math and English courses increased overall for learners; however, gains were most significant for learners of color and outpaced the growth of White enrollment by 15 percentage points. 

Similarly, the percentage of learners who passed the introductory college-level courses increased across the board; however, the gains were much more pronounced for learners of color when compared to their White peers. 

The findings from this study indicate that traditional postsecondary placement models may be underestimating the ability of learners to be successful in college-level courses, particularly learners of color who are overrepresented in developmental education.

STEM Dual Enrollment Leading to College Persistence

Another study by the Community College Research Center (CCRC) illustrates the importance of dual enrollment courses in reducing racial/ethnic gaps in Science, Technology, Engineering and Mathematics (STEM) program outcomes. About one-third of CTE high school concentrators pursue a program of study in the STEM Career Cluster, reaffirming that high-quality CTE programs can provide a strong foundation for and serve as a delivery system of STEM competencies for a broader range of learners. 

CCRC found that when Florida high school learners enrolled in college-level algebra courses through dual enrollment, they were more likely to pursue and persist in STEM programs in their first year of college compared to learners who did not participate in dual enrollment. When disaggregated by race/ethnicity, the study found that, even though dual enrollment algebra learners were much more likely to be White, Black and Latinx learners who enrolled in dual enrollment courses were much more likely than White learners to enroll and persist in STEM programs in college. 

Conclusion

Taken together, these studies suggest promising practices that can narrow racial/ethnic academic achievement and opportunity gaps and prepare learners for success along their career pathway. The research demonstrates how increased access to introductory college-level courses, strong academic supports, quality career and academic advising, and access to college in high school programs can have significant access and equity implications and begin reducing disparities in outcomes for Black and Latinx learners.

Exploring Area Technical Centers: Elevating ATCs in a National Economic Recovery

The transformative workforce changes resulting from the COVID-19 (coronavirus) pandemic have made it more urgent than ever for states to have a comprehensive strategy for reskilling and upskilling that unites stakeholders across education, workforce development and economic development. Advance CTE has been vocal that investment in secondary and postsecondary Career Technical Education (CTE) is critical to a national recovery strategy. 

ATC Positioning in the Workforce Development System 

The COVID-19 pandemic has disrupted many things in our way of life, including the education or training path most Americans will pursue to return to work. A typical economic recovery would have millions of Americans flocking to traditional higher education programs but instead, in this post-pandemic economic recovery, the majority of Americans say they will seek non-degree and skill-based education and training programs to reskill or upskill their way back to a good job.

Area technical centers (ATCs) should be part of this solution – helping more Americans secure non-degree credentials of value. Our national analysis found that in the states where ATCs serve an adult population, these institutions provide short-term credentials and programs below the level of an associate’s degree, and  are uniquely positioned to be nimble and responsive to changing workforce needs. Further, these institutions are accessible, by design serving a region, and low-cost, with few or no barriers to admission for adult learners and affordable tuition rates as low as $2.00 per seat hour. ATCs can and should be better leveraged to serve those who have been disproportionately impacted by job losses associated with the pandemic, particularly Black and Latinx workers, workers with a high school education or less, and female workers.  

Leveraging Federal Funding 

Funding matters, and in states that have leveraged federal funds, we see ATCs being key players in meeting the state’s short- and long-term workforce priorities.  

For example, all of Ohio’s Ohio technical colleges (OTCs) and selected programs in Delaware’s ATCs are eligible training providers under the Workforce Innovation and Opportunity Act. Many ATCs are eligible for federal financial aid under Title IV of the Higher Education Act, including institutions in Florida, Ohio and Utah most commonly accredited by the Council on Occupational Education.

Some states have utilized 2020 federal stimulus funding to reinforce their ATCs as valuable institutions in an economic recovery. Delaware leveraged $10 million of its federal Coronavirus Aid, Relief, and Economic Security (CARES) Act economic relief funding to support its Forward Delaware initiative, a set of rapid training and credentialing programs focused on in-demand occupations and skills in the state. Florida’s governor designated Governor’s Emergency Education Relief Fund (GEER) funds provided through the CARES Act to award grants to its ATCs, known as technical colleges, to establish or enhance rapid credentialing programs that lead to a short-term certificate or industry-recognized certification as part of its statewide Get There campaign. 

Utilizing ATCs in Statewide Workforce Training Programs 

ATCs have strong connections to their local communities and employers by design and often offer customized training programs to meet those needs. 

To recover from the devastation of the coronavirus will require persistence, creativity and leveraging all public assets to ensure a full and equitable economic recovery. States should be learning from one another – what worked and what didn’t  – and leveraging their public assets, including ATCs to every learner with the opportunity to access a career pathway that leads to sustained, living-wage employment in an in-demand field.

Exploring Area Technical Centers: Best Practices for Aligning ATCs to Advance Postsecondary Attainment Goals

Advance CTE’s recent report on area technical centers (ATCs), Building Better Futures for Learners: A 50-State Analysis of Area Technical Centers, revealed that ATCs have a notable footprint in credential and non-degree programs for postsecondary learners and an active role in contributing to state postsecondary attainment goals. However, the extent of their impact varies across states and territories and is strongly influenced by policymaker awareness and systems alignment.  

At the time of our report, forty-five states had set a goal to increase postsecondary attainment. This trend is largely inspired by the work of Lumina Foundation, a national leader in advancing access and outcomes in postsecondary education that set a national goal of equipping at least 60 percent of the working age population with a postsecondary degree or credential by 2025. Expanding access to and providing seamless transitions for learners in their journey to postsecondary attainment is critical to an equitable national economic recovery. 

This post will focus on highlighting several states that offer best practices to elevate the role of ATCs in postsecondary attainment through state oversight, the role of ATCS in statewide postsecondary attainment plans, and statewide systems alignment.

One of the report’s key policy recommendations is for states to improve the awareness, accountability, and alignment of ATCs through the restoration or enhancement of state oversight of these institutions. 

Utah and Oklahoma provide strong examples of the benefits of robust state oversight and positioning of ATCs. Utah’s area technical centers, known as technical colleges, were recently elevated and designated as eight of the state’s 16 postsecondary institutions under the Utah System of Higher Education. This positioning was a solution to years of legislative changes that had created two systems of higher education, leading to legal and learner navigation difficulties that limited the potential of ATCs. This new position for ATCs enhances learner equity by providing well-aligned pathways from ATCs to four-year postsecondary institutions and uniform credit transfer policies. 

Oklahoma has a separate state agency, known as CareerTech, that oversees all aspects of their CTE delivery system, including 29 ATCs known as technology centers. In addition to serving as the fiscal agent for the state’s robust allotment of CTE funding, the agency also provides oversight of program quality. CareerTech partners with other state agencies to ensure that the needs of underserved populations, including the Indian Education Board and Tribal Reintegration Program and the Department of Veteran Affairs are met. 

The Role of ATCs in State Postsecondary Attainment Plans

While most states reported that ATCs were not specifically mentioned in postsecondary attainment plans, the vast majority strongly agreed or agreed that their ATCs were active contributors to postsecondary attainment goals. 

Delaware’s ATCs have a significant role in supporting the state’s postsecondary attainment goal through the administration of the state Registered Apprenticeship program. This program constitutes almost 70 percent of the state’s vocational/technical school district postsecondary and adult population and allows ATCs to be strongly connected and responsive to state workforce needs despite predominantly local oversight. 

Florida’s ATCs, known as technical colleges, are strongly tied to the state’s attainment goals. Because Florida’s ATCs are accredited by the Council on Occupational Education, they must maintain a 60 percent learner completion rate and 70 percent licensure exam pass rate, effectively exceeding the state’s postsecondary attainment goal. Technical colleges are the focal point of a statewide Get There campaign that combines program grants colleges with a public relations campaign to promote postsecondary attainment through a short-term credential of value. 

High-quality and timely state-level data collection is key to accurate measurement and evaluation of the impact of ATCs on postsecondary attainment. In Oklahoma, the state’s technology centers contributed over 19,000 industry-recognized credentials with an 88 percent adult learner program completion rate in FY2018. Florida reported over 9,000 earned industry certifications and over 14,400 full program completers through its technical colleges for the 2019-2020 academic year. 

Statewide Systems Alignment

While 27 states reported providing some level of programming at ATCs to postsecondary learners, their responses also indicated that ATCs are often disconnected from the larger postsecondary system. A few states stand out as exemplars in intentional alignment between ATCs and higher education systems. 

Ohio includes its ATCs, known as Ohio technical centers (OTCs), in a statewide articulation and transfer agreement established in 2007 known as Career-Technical Credit Transfer. When combined with Career-Technical Assurance Guides that advise learners through the transfer process, these tools give learners and their credits seamless and equitable pathways from OTCs to other postsecondary institutions. Numerous OTCs have also partnered with regional community colleges to design coursework sequences that span both institutions for improved program quality and alignment. 

Florida’s technical colleges are required to achieve seamless articulation and transfer agreements under state law. Technical and state colleges must create regional career pathway articulation agreements that align a technical college program with a degree program at a state college. Clock hours must also be transferable to the aligned state college degree program. 

Effective alignment practices also extend to the relationship between ATCs and workforce development systems. In Delaware, ATCs are members of a statewide CTE alliance that includes representatives from vocational/technical school districts, the technical and community college system, and other state agencies and workforce partners. Collaborative efforts from this alliance expanded the state’s Registered Apprenticeship programs to include pre-apprenticeship and secondary learners, and more career pathways that span multiple institutions.

Getting to Know Advance CTE’s Work in Scaling Work-Based Learning Opportunities

The “Getting to Know” blog series will feature the work of State CTE Directors, state and federal policies, innovative programs and new initiatives from the Advance CTE staff. Learn more about each one of these topics and the unique contributions to advancing Career Technical Education (CTE) that Advance CTE’s members work on every day.

Meet Brian Robinson! Brian is a policy associate for Advance CTE’s state policy team. Brian supports our data and knowledge management work, the Advancing Postsecondary CTE Data Quality Initiative (PDI), funded by ECMC Foundation, research and data collection around the nation’s area technical centers and leads communities of practice where we bring together states in the cohort to share best practices and work through data challenges and needs. 

Brian also manages our Learning that Works Resource Center which is a resource repository of all things CTE with over 500 reports, case studies, and more spanning 14 different topic categories.

Q: How would you define work-based learning, and the role it plays in high-quality Career Technical Education?

A: Work-based learning is pretty broad in definition; it is the opportunity for learners to develop awareness and exposure to different careers, explore different career paths, make connections between classroom learning and programs of study, and demonstrate their skills in an authentic real-world setting.

Work-based learning has the power to make the abstract real for learners, providing the opportunity to apply industry skills in the field and learning directly from practitioners. Work-based learning also has the power of building social and cultural capital for learners that we know is important for career advancement. Learners have the opportunity to build professional networks, find mentors, and learn soft skills like how to show up to work on time, how to interact with colleagues and clients, how one dresses for work or an interview, how to develop a resume, etc. All of this matters when we’re thinking about high-quality CTE and equitable career development.

Q: During the pandemic and distance learning, in what innovative ways have states continued to provide work-based learning opportunities for learners? 

A: This has been one of the most challenging aspects of CTE during the pandemic – work-based learning. A lot of businesses were closed, businesses nor schools wanted to take on the liability of having a student working during the pandemic, and of course parents did not want their children being exposed either. Many states turned to virtual experiences for work-based learning opportunities on the lower end of the spectrum because those were easier. Work-based learning coordinators in South Carolina created virtual tour videos for learners in place of “field trips”. Many states and local school districts partnered with for-profit companies to create experiences such as live industry chats with industry professionals. In some limited cases students were able to engage in virtual internships. In Miami-Dade, Florida, they turned their summer youth internship program into a virtual experience. Almost 3,000 learners worked in South Florida this summer in a wide range of industries. However, most programs of study are very difficult to deliver virtually and even when you can, there’s the issue of the digital divide that’s been exacerbated by COVID-19 (coronavirus). 

Q:  What are some ways states can continue to think boldly about scaling their work-based learning opportunities across their CTE programs?

A: Advance CTE is currently rewriting our work-based learning guide with a focus on approaches states can take to ensure equitable access to high-quality work-based learning experiences regardless of race, socioeconomic status, ability, or geography. There are five – that provide the basis for the guide- approaches states can take to boldly scaling work-based learning opportunities:

  1. Establish a clear and ambitious statewide vision for equitable access and create the policy environment and infrastructure to support this vision. 
  2. Create and/or support statewide and local/regional intermediaries who do the on-the-ground work of recruiting learners and employers, helping to facilitate work-based learning experiences, and supporting both learners and employers through the process. 
  3. Use data to advance equity and program quality. It’s not enough to just collect data, but leverage that data to track learner participation and success in high-quality work-based learning opportunities. Use the data to identify opportunity gaps and create a plan to close those gaps. 
  4. Engage with employers to meet the needs of the labor market while expanding opportunities to traditionally underrepresented learner populations and maximizing learning outcomes. 
  5. Lastly, identify successful programs or create pilot programs that can be scaled to create more opportunities for all learners

This career development continuum highlights career exploration in the early learning years and ensures there are transitions from secondary education to postsecondary attainment to the workforce. 

LEGISLATIVE UPDATE OF THE WEEK

Advance CTE and the Association for Career and Technical Education (ACTE) are continuing to advocate for direct funding for CTE and workforce programs to be included in the next relief package. This would ensure learners are prepared for labor market needs, particularly as the economy begins to rebuild after the pandemic. We need your help to emphasize this message with Congress. Click here to ask your representatives in Congress to support the inclusion of funding for CTE, as provided in the Relaunching America’s Workforce Act, in the next relief package.

RESOURCE OF THE WEEK

Business partnerships are critical to the success of delivering high-quality CTE programs of study, yet building and sustaining meaningful partnerships remains one of the biggest challenges faced by state and local CTE leaders. Advance CTE and Ford Next Generation Learning partnered to host two roundtable discussions (in Nashville, Tennessee and Pinellas County, Florida) with employers, big and small, who are deeply involved in CTE in their communities to learn more about why and how employers can support and strengthen CTE programs.
