ECMCF Fellow Feature: Nancy Ligus

In September 2022, Advance CTE and ECMC Foundation announced the second cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE) that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. This month, we’re excited to highlight two members of Advance-CTE’s second cohort of Postsecondary State CTE Leaders Fellows. ECMCF Fellow Nancy Ligus (WV) is passionate about finding proactive and equity-focused solutions to reverse the current education and workforce trends in the state.

Tell me more about your journey to the Fellowship.

I learned of the Advance CTE Fellowship through a colleague at the West Virginia Community & Technical College System last summer. We’d both previously attended one of Dr. Johnson’s information sessions to learn more about the content of the Fellowship and how participating would give us insight and the tools needed to address the diversity and equity challenges we face in post-secondary education in WV. In my role as Director of Workforce and Economic Development for the WV CTCS, I was connected to all nine WV Community Colleges and their efforts in developing training and meeting the workforce needs in their regions. Although I recognized there were gaps in access and inclusion to Career and Technical Education throughout the state, I hadn’t been involved in any initiatives to address the deeper racial inequities and barriers to career pathways. When I transitioned to my current leadership role at Pierpont Community College in north central WV, I realized that I needed the right tools to address these challenges. I saw the Fellowship as a way that I could gain those skills, knowledge, and significantly greater understanding that I could put into action.

What skills or areas have you experienced the most growth in the program?

Through my experience in the Fellowship, I’ve grown my understanding of how systemic policies play a huge role in creating and perpetuating barriers of access to high-quality CTE programs for marginalized populations. Our state has the lowest labor participation rate, low education attainment, and generally a perception of poor educational performance and outcomes, but my new knowledge has allowed me to feel more confident sharing my ideas with other workforce development leaders and collaborating on proactive approaches to reverse these trends.

As I oversee the workforce programs at my college and collaborate on career pathways, I look at each one with a new lens. I feel empowered to anticipate some of the challenges and understand how to overcome them to create more possibilities for people. I’m also bringing what I’ve learned to my staff and other leaders in my college as we are moving out of a transitional period since the pandemic. It seems so timely; we’re sort of starting over to recapture our community’s awareness of what the college’s role is within our region, and it’s a good time to incorporate policies to reflect our commitment to equity.

Have you been tapped for new or more advanced roles within your organization as a result of your experience in the Fellowship? 

While I currently only represent one region in WV, I’ve been invited to participate in several state-wide initiatives which will be very important to the state’s future workforce and economic development. When I’ve had the opportunity, I connect relevant learnings and resources from Advance CTE and the Fellowship to inform my work. I feel like these insights are appreciated and I feel proud to be the person introducing others to innovative ideas from our workshop speakers and discussions. 

One of my objectives for participating in the Fellowship was to pass on my knowledge to future potential leaders and mentor others to continue this important work. That’s certainly been the case at Pierpont Community & Technical College, where I am currently working with the academic leadership to develop more career pathways and create strategies for addressing equity gaps. I serve on several grant committees, and having this experience has given me more appreciation for incorporating my Fellowship-based understanding of racial equity into the planning and implementation of funding.

How has your experience in the fellowship helped you explore new spaces or positions in postsecondary state CTE leadership?

I’ve always been the type of person to seek out opportunities to take my experience and knowledge to a new level. Since participating in the Fellowship, I feel I’m gaining a whole new skill set to add to my range of knowledge in the workforce development space. In my previous position at the WV CTCS, my team and I worked hard to advocate for high-quality CTE programs. While I wasn’t always able to see this labor come to fruition, I feel more confident that I could bring both my post-secondary leadership roles together; knowing what it takes for a community college to put an effective training program together at ground level, with the big-picture knowledge and experience driving and supporting the effort. If I could create my own position, it would be something like Director of Workforce Projects or a role that allows me to serve in a DEI advisory capacity to develop equity-minded practices and policies across the college system and lead a council with representation from each college to share ideas and challenges that may be unique to their area of service.

How has the Fellowship expanded your network?

As a member and Fellow, I am grateful for the wide breadth of the Advance CTE network and resource access. Not only are the resources provided to us through the workshops and speakers, etc. incredibly informative, but the Fellows themselves are exceptional leaders and resources in their own right!  This exposure has revealed where there are still many opportunities for growth in postsecondary education. Seeing and hearing what other colleges are doing to address these challenges through this network, especially through the lens of racial equity, reinforces to me that changes need to be implemented now.

Advance CTE and ACTE Release 10th Annual Year in Review Report

This month, Advance CTE, in partnership with the Association for Career and Technical Education (ACTE,) has released the 2022 Year In Review, the tenth report of its kind. This report is a snapshot of Career Technical Education (CTE) legislation around the country, passed in 2022 through states’ respective legislatures. Designed to support state policymakers and other interested stakeholders, the Year In Review report offers the opportunity to see what solutions to common themes have been implemented and where. 

Containing 123 policies enacted in 36 states, the report elevates innovative and particularly effective legislation across common policy themes, with healthcare being particularly prevalent with policymakers. As per previous reports, the Year In Review also lists highlights from the top five policy areas from 2022 which are:

For a more in-depth look at all of the enacted policies for this year, we have provided this accompanying online tracker, which allows users to search and filter for the policies they are looking for. 

CTE leaders are encouraged to use the tracker and state highlight to consider how to apply these innovations in their states and communities to realize the CTE Without Limits vision framework. The following policies align with two principles where state leaders have expressed interest in increased action policy in both policy and practice: 

Principle 4: Each learner’s skills are counted, valued, and portable

West Virginia mandated that the State Board of Education shall establish, develop, and maintain a program where students can earn up to six elective course credits for extended learning opportunities that take place outside of the traditional classroom setting. These experiences must be approved by the State Board of Education, and all teachers are required to have a background check. Each extended learning program will be evaluated at the end of its first year; if it meets the requirements, it may be approved for an additional five years. Students may receive transfer credits for extended learning programs.

Principle 5: Each learner can access CTE without borders

Kentucky established a virtual computer science career academy, implemented by nonprofit group WeLeadCS, to prepare high school students for careers in computing, particularly in the field of data science. The program will be delivered by teachers in a virtual, synchronous manner and will provide opportunities related to dual college credit, industry certifications and work-based learning. WeLeadCS must recruit and train certified teachers; collaborate with the Kentucky Center for Statistics to define workforce needs and opportunities; partner with employers, K-12 and postsecondary educations to develop initiatives to raise awareness of the program; and advise students in the academy about postsecondary degree opportunities, among other responsibilities.

To celebrate this milestone, Advance CTE will be taking a look back at some of these policies and analyzing their effect on their CTE landscapes specifically through our CTE Without Limits vision framework throughout the year.

Getting to Know the 2022- 2024 Advance CTE – ECMCF Fellows Part 4

The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE)  that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement.

Over the next several weeks, this blog series will introduce each Fellow participating in the second cohort of emerging leaders from 14 states, including 12 professionals of color.

Dr. Angela Lawhorne – Virginia

Dr. Angela Lawhorne has more than 15 years of experience supporting career development grants for two-year institutions and serving in regional and state leadership roles for workforce programs. Her passion for workforce development began during her service in the United States Air Force, where she supported diet therapy training programs. Currently, she serves as Director of Career Education Programs & Workforce Partnerships at the Virginia Community College System Office, adjunct Assistant Professor with Old Dominion University and Chair of the Southampton County Public Schools CTE Advisory Committee. Dr. Lawhorne holds an executive master’s degree in Business Administration from Texas A&M University and a doctorate in Community College Leadership from Old Dominion University.

Nancy Ligus – West Virginia

Nancy Ligus leverages her unique experience as a former small business owner, industry manager, and workforce educator to design curricula for industry development and work-based learning. Currently, she serves as Director of Workforce, Continuing Education and Economic Development for Pierpont Community & Technical College in West Virginia. She earned both a Human Resource Management Certificate and an associate degree in business marketing from Community College of Allegheny and a bachelor’s degree in business administration from Seton Hill University.

Leisa Mathews – Wyoming

Leisa Mathews’ career began her career in the industry sector in human resources and workforce training roles for the oil and gas industry, including designing an international competency-based training curriculum. Her path eventually led to postsecondary administration and workforce development, where she currently serves as the Workforce Development Coordinator and Perkins Coordinator for Western Wyoming Community College.

State CTE Policy Update: Examining CTE Instructor Compensation Strategies

The National Council on Teacher Quality (NCTQ) released its report “State of the States 2022: Teacher Compensation Strategies” earlier this month. This report takes a deep dive into the compensation strategies each state and the District of Columbia use to continue to recruit and retain talented instructors.

Instructors are the backbone of high-quality Career Technical Education (CTE) and are essential to ensuring that each learner is fully supported by the career preparation ecosystem of their state. “Teacher Compensation Strategies” divides compensation strategies into three different categories: 1) Differentiated pay; 2) Performance pay, and 3) Pay for prior work. While the first two offer their own merit, and all can perhaps be used in some combination, pay for prior work may offer an elegant solution for staffing CTE teachers.

A common barrier to CTE teacher recruitment and retention is matching instructor salaries, which are historically lower than industry salaries talented CTE instructors often transfer from. In an effort to reduce the gap, states can offer instructors an increase in pay based on experience from non-school related careers relative to the subject matter they are teaching. This strategy embraces the promise to capture and value all learning that occurs, wherever and whenever it occurs. Below are some highlights from the report on the current application of this strategy::

 

 

 

 

 

 

 

 

 

 

Of the states currently using pay for prior experience strategies, North Carolina and Louisiana took two different approaches. North Carolina, per the report, awards one year of credit per two years of relevant, non-education work experience pre-bachelor degree, and a one-for-one exchange post attaining a bachelor’s. Louisiana school districts are required to develop compensation plans that take into account effectiveness, experience, and demand with no one factor being given a weight of more than 50 percent. The report highlights that language surrounding this particular strategy is often vague which makes it hard to track if it is being enacted.

With teacher attrition at unprecedented levels and teacher recruitment levels dropping, state CTE leaders have the opportunity to provide innovative solutions to teacher compensation. Legislative Update: Lawmakers Return to Capitol Hill as Advance CTE Hosts Assistant Secretary Amy Loyd and the Biden Administration Works to Address Teacher Shortages

Over the last two weeks, lawmakers have returned from their annual August recess to address upcoming federal funding deadlines. Meanwhile, Advance CTE hosted Assistant Secretary Dr. Amy Loyd to launch its fall policy conversation series while the Biden Administration makes a series of announcements related to teacher shortages, new U.S. Department of Education (ED) nominees, and more. 

Lawmakers Return to Capitol Hill

Federal legislators have been in home states and districts since early August as part of Congress’ annual summertime recess. This week lawmakers returned to Capitol Hill and are facing a fast-approaching deadline at the end of the month to pass federal fiscal year 2023 (FY23) funding legislation. For most of the year, Democrats and Republicans have been unable to find consensus on the 12 individual spending bills that compose the federal government and which are due annually by September 30. Given this lack of agreement, lawmakers have re-focused their attention this week on negotiating shorter-term, stop gap funding legislation, known as a Continuing Resolution (CR). This legislative measure will simply extend current FY22 funding levels for all federal operations and programs, like the Carl D. Perkins Career and Technical Education Act (Perkins V), for a specified amount of time. 

At the moment, lawmakers are negotiating the length of time this CR will cover and what, if any, additional provisions—beyond the extension of FY22 funding levels—will be included. Advance CTE currently anticipates that this CR will last until after the upcoming midterm elections set for November. As these talks continue, Advance CTE will continue to advocate for robust investments in Perkins V’s basic state grant program and other programs of interest to the Career Technical Education (CTE) community. 

Advance CTE Hosts Discussion with Assistant Secretary Dr. Amy Loyd 

On Wednesday, September 6, Advance CTE’s Executive Director Kimberly Green hosted Dr. Amy Loyd — the recently confirmed Assistant Secretary for the Office of Career, Technical, and Adult Education (OCTAE) at ED — for a wide ranging discussion regarding her pathway to CTE and her plans for the office’s future direction. The conversation highlighted Dr. Loyd’s unique career and educational experiences, which began in New Mexico, and her wider work on CTE policy as a state, local, and national leader. In particular, Loyd emphasized the importance of culturally responsive instruction and the need for CTE programs to reflect the communities they serve. President Biden Nominates New Head for RSA

Late last Friday, September 2, President Biden announced his intent to nominate Danté Quintin Allen to be the next Commissioner of the Rehabilitative Services Administration (RSA) at ED. The RSA is tasked with supporting states to deliver vocational rehabilitation and related services for individuals with disabilities to ensure they are able to find and sustain employment, live independently, and integrate with the wider community, and fully participate in the labor market. Allen currently serves as the Executive Director for CalABLE—a statewide program in California that provides savings and investment plans for individuals with disabilities. More information on the announcement can be found here. A date for further consideration in the Senate of Allen’s nomination has not yet been set. 

Cardona Announces Back-to-School Tour

On Wednesday, September 7, the U.S. Department of Education announced that the department will be undertaking a back-to-school bus tour beginning next week. U.S. Secretary of Education Miguel Cardona, First Lady Jill Biden, Second Gentleman Douglass Emhoff, and a number of other high-ranking USED officials will be participating in the week-long, multistate bus tour which will includes stops in Tennessee, North Carolina, Virginia, West Virginia, Pennsylvania and New Jersey. Starting September 12, the tour is intended to highlight a number of the Administration’s efforts to support states, schools, students and families during the new school year. Biden Administration Announces Additional Actions to Address Teacher Shortages

Late last month,  the Biden Administration announced a series of additional actions aimed at addressing persistent nationwide teacher shortages. These efforts include new partnerships with the private sector to help increase awareness about career pathways leading to the teaching profession and the creation of new jobs portals to help facilitate connections between prospective candidates and teaching opportunities. In addition, the Administration highlighted  “Grow Your Own” CTE programs to prepare the next generation of educators as a key recommended strategy for more states and communities to consider when addressing teacher shortages. 

Notably, the Administration also announced that the next round of apprenticeship expansion grants—  $100 million in discretionary funding provided to DOL to promote and expand registered apprenticeship programs for priority populations and targeted economic sectors—will focus primarily on programs providing pathways to the teaching profession. DOL Announces New Community College Grants 

Earlier this week, the U.S. Department of Labor (DOL) unveiled the most recent round of Strengthening Community Colleges Training (SCCT) grants. Administered by DOL’s Employment and Training Administration (ETA), these grants are intended to bolster community colleges’ ability to deliver high-quality skills development programs that lead to in-demand industries and related careers. “These grants are designed to empower community colleges to ensure their curriculum meets the needs of employers in their communities and equips workers with valuable skills,” U.S. Secretary of Labor Marty Walsh stated as part of this announcement. Each learner engages in a cohesive, flexible, and responsive career preparation ecosystem

This week we extend congratulations to the 57th class of U.S. Presidential Scholars! Of the 161 high school seniors selected, 20 outstanding learners from CTE programs have been awarded this honor for their accomplishments. The 2021 class of U.S. Presidential Scholars in CTE represent the following states: Arizona, Delaware, Florida, Iowa, Maryland, Massachusetts, Michigan, Missouri, Pennsylvania, Puerto Rico, Texas, Utah, Washington, West Virginia and Wisconsin.

Each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem

This week career tech centers in Ohio received a visit from Lieutenant Governor Jon Husted, who serves as the Director of the Governor’s Office of Workforce Transformation. During the site visits, learners shared reasons for participating in career pathways and early postsecondary opportunities (EPSOs). 

Reflecting on his visits Lt. Gov. Husted stated, “We have to have more students who are taking their career seriously at an earlier age, gaining some real world experience, preparing for work, earning college credits without having to run a bunch of debt, and make the education affordable and effective.”

Each learner skillfully navigates their own career journey

North Carolina CTE students competed this past week at Skills Rowan, a skills-based competition where Rowan-Salisbury schools showcase their industry skills. Despite the challenges due to the pandemic in hosting a competition that mimics years past, students were still able to feel value from competing and receiving the opportunity to be the true navigator of their career journey.

Each learner’s skills are counted, valued, and portable

Advance CTE’s newly released communications research indicates that learners who participate in CTE are more prepared for and more likely to plan to complete college. When states build more cohesive systems where early EPSOs such as dual enrollment are fully counted, valued and portable, learners have more equitable paths to college and career success.

CTE Completers of the Week

The Southern Regional Education Board (SREB) recognized eight North Carolina CTE high school graduates as Advanced Career (AC) STEM Pathway completers or scholars. The AC program of study has prepared these graduates for college and career opportunities in a high-demand STEM field critical to the nation’s economy. You can learn more about the qualifications these learners met to be recognized here.

Learners were recognized at their school’s graduation ceremony and received the distinguished SREB Advanced Career STEM Pathway Academy certificate of completion, AC Scholar recognition and graduation chords specially made for this unique honor.

Legislative Update of the Week

U.S. Secretary of Education Betsy DeVos announced this week the approval of the final wave of Strengthening Career and Technical Education for the 21st Century Act (Perkins V) state plans by the Department of Education. In this wave, we celebrate the approval of the following states and territories: Alaska, Connecticut, New Jersey, New Mexico, North Carolina, West Virginia and Puerto Rico. Resource of the Week

Enrollment in CTE programs has remained stagnant over the last decade while demand soars for skilled employees in today’s global economy. If we are to prepare all learners for success in the careers of their choice, more parents and students need to understand all that CTE has to offer them.

Advance CTE, with support from the Siemens Foundation, commissioned focus groups and a national survey to explore the attitudes of parents and students currently involved in CTE, as well as prospective CTE parents and students, to better understand the promise and opportunity of CTE.  View the results here.

Middle Grades CTE: Work-based Learning

There is widespread agreement that high school is too late to begin to expose learners to careers and the foundational skills needed to access and succeed in careers, but there remains a lack of consensus about what CTE and career readiness should entail at the middle grades level.

Advance CTE, with support from ACTE, convened a Shared Solutions Workgroup of national, state and local leaders to identify the core components of a meaningful middle grades CTE experience. This collaboration resulted in Broadening the Path: Design Principles for Middle Grades CTE and a companion blog series exploring each of the core programmatic elements of middle grades CTE defined in the paper. In this fourth entry in the blog series, we will examine the core programmatic element of experiential learning, which includes work-based learning (WBL).

To reach students at their developmental level, middle grades CTE must be based in experiential experiences that engage students and get them excited to learn about careers. One common approach is offering early experiences on the WBL continuum (e.g., career fairs, guest speakers and job shadowing). These WBL experiences provide students with opportunities to engage directly with employers and gain skills and knowledge about careers and about themselves, as they seek to develop an occupational identity.

A number of states, districts and schools have demonstrated a commitment to delivering WBL in the middle grades. West Virginia is piloting middle school empowerment academies at several middle schools in the state. These academies are experimenting with flexible, innovative models for career exploration, project-based learning and workplace environments in the middle grades. For instance, at Peterstown Middle School, students have organized a lunch for local business leaders, met with employers in various craft industries and created promotional materials for the local Chamber of Commerce. At Westwood Middle School, students have conducted phone interviews with police officers and others who serve in the community, visited the local news station and welcomed a radio station to broadcast from the school. These academies also serve as incubators for the Simulated Workplace model that is expanding across the state. Through Simulated Workplace, students transform their classrooms into business to create an authentic workplace environment; industry partners assist in development and act as company inspectors.

In Utah, middle school students must take the College and Career Awareness course, which requires a minimum of six WBL experiences across multiple career fields, including career fairs, field studies, guest speakers and job shadows. These experiences emphasize career awareness and exploration, help students understand how what they’re learning applies to careers, and teach and reinforce positive work habits. Work-based learning coordinators in each district can help facilitate these experiences.

On the local level, Denver Public Schools CareerConnect provides opportunities for K-8 learners to begin exploring their interests and passions, and how these connect to the world of work. One option, Spark Industry Introduction, enables students in grades 6-8 to visit workplaces, where they meet industry professionals and engage in hands-on projects. Spark aspires to motivate students to pursue high-demand, high-wage careers they may never have considered before.

Getting to Know….West Virginia

State Name: West Virginia

State CTE Director: Dr. Sarah Tucker, Chancellor, West Virginia Community and Technical College

Before becoming the Chancellor of West Virginia’s Community and Technical College System (WVCTCS), Dr. Tucker was a self-proclaimed “data geek” who worked in policy and planning. Dr. Tucker analyzed data that examined who was attending college, who wasn’t and what happened to students once they arrived at college. From that work, Dr. Tucker soon realized that West Virginia’s state workforce needs would not be met if low graduation rates persisted. Dr. Tucker applied for and received a grant that allowed her to play a role in revamping the state’s approach to development education, which resulted in a full scale corequisite redesign of remedial education. As Chancellor of the of the WVCTCS, and now Interim Chancellor of the state’s four-year system of higher education, Dr. Tucker has played a key role in promoting high-quality Career Technical Education (CTE) programs.

About West Virginia: CTE in West Virginia is delivered through secondary institutions, nine community and technical colleges, 24 CTE centers and seven multicounty centers. Historically, CTE in West Virginia functioned separately at the secondary and postsecondary levels. One of the priorities for Dr. Tucker when she became Chancellor was to address this lack of alignment, which she did through working with the State Superintendent of Schools at the West Virginia Department of Education.

In addition to secondary and postsecondary alignment, the quality of CTE programs in the state are bolstered by strong industry partnerships. West Virginia has longstanding, strong relationships with partners, particularly at community colleges. The community colleges in West Virginia work with more than 700 companies across the state. Colleges take a sector based approach to workforce development, meeting with industry sectors throughout the year to get buy-in from companies and to ensure programs align with employer needs.

The state recognized that core to quality programs is ensuring access and equity. West Virginia has a high poverty rate, with 17.8 percent of the population experiencing poverty. To address socioeconomic gaps, in 2019, the State Legislature passed legislation to create West Virginia Invests, which is a last-dollar-in grant program that covers the cost of tuition and associated fees for a certificate or associate degree programs aligned with high-demand fields at public two-year or four-year institutions. Notably, enrollment of first-time freshmen in the state’s nine community and technical colleges increased 9.9 percent from fall 2018 to fall 2019 after the creation of West Virginia Invests.

CTE and Workforce Systems Alignment: Lessons Learned from States

Aligning systems is one of five key principles of the shared vision, Putting Learner Success First. System alignment can ensure a shared vision and commitment to seamless college and career pathways for every learner; by maximizing resources, reducing inefficiencies and holding systems accountable, every learner can have the supports they need to find success.

The recent enactment of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), the reauthorization of the Carl D. Perkins Career and Technical Education Act (Perkins IV), presents new opportunities to align Career Technical Education (CTE) and state workforce systems to strengthen and expand opportunities for learners. States have taken different approaches to align CTE and the workforce systems, from submitting Workforce Innovation and Opportunity Act (WIOA) combined state plans with Perkins IV as a partner program to establishing strong connections between CTE and the workforce systems via strategic partnerships and plans. As states think about improving the effectiveness of this connection, it’s critical to reflect on and learn from states’ efforts to enhance CTE and workforce system alignment.

To inform this post, Advance CTE interviewed several State CTE Directors to learn about how they align CTE and workforce systems in their respective states. Below are key takeaways from those conversations and highlights of a few state examples.

Approaches to Promoting CTE and Workforce Systems Alignment
While states take different approaches to aligning CTE and workforce systems depending on their needs, some common approaches to aligning CTE and workforce systems emerged.

Systems Alignment Sustainability
Trend data from Advance CTE surveys since 2005 suggests that coordination between CTE and other state initiatives is more common when there is an external forcing event, such as state or federal legislation that triggers a statewide planning process. As states expand upon or strengthen their work to align CTE and workforce systems, they must consider how they will sustain systems alignment even when these statewide planning processes conclude.

Some states, such as West Virginia, established CTE and workforce systems alignment sustainability through building partnership infrastructure. West Virginia has a WIOA combined state plan with Perkins IV as a partner program, which helps to promote collaboration between the CTE and workforce systems. Representatives from the West Virginia Division of Technical, Adult and Institutional Education (WV-CTE) serve on the WIOA State Board and helped to develop the state goals articulated in the WIOA combined state plan. Representatives attend a quarterly WIOA group that meets to ensure that the state is making progress on the goals articulated in its WIOA plan.

Additionally, WV-CTE has a Governor’s Economic Initiative office within it that ensures CTE programs of study are aligned to industry needs and developed collaboratively between business, industry and education. West Virginia is able to sustain its CTE and workforce systems alignment through establishing statewide goals via the WIOA combined state plan, clearly defining roles through committees and establishing routine accountability checks.

Conclusion
CTE and workforce systems alignment is necessary to ensure that learners are on a path to securing in-demand, high-wage careers. While the state examples in this resource showcase the importance of elevating partnerships and collaboration to achieve alignment, CTE and workforce systems alignment can take many different forms. A state’s approach to CTE and workforce systems alignment should be guided by its state vision, goals and infrastructure.
