Staff Reflections from 2021 Spring Meeting Part 2: Expanding CTE’s Potential to meet the needs learners and stakeholders

Elevating Learner Voice in Shaping the Future of CTE 

The future of Career Technical Education (CTE) is only a success when learner voices are truly centered as state CTE leaders develop new innovative strategies and equitable policies while implementing their state Perkins V plans under the new vision: Without Limits: A Shared Vision for the Future of Career Technical Education

Advance CTE’s 2021 Spring Meeting provided stakeholders of the CTE community the opportunity to hear directly from learners on their experiences navigating through the career preparation ecosystem and what they hope to see for the future of CTE. 

Learners are engaged in a career preparation ecosystem when, “CTE provides opportunities for networking skills and connections to speak with industry partners and business professionals,”  said Dianna Serrano, SkillsUSA National Region 4 Vice President.

Each learner has the supports and skills to succeed in the career preparation ecosystem when, “Work-based learning opportunities cultivate personal and professional networks,”  said Rafael Bitanga, Director of Bitanga Productions, Member of Family Career and Community Leaders of America (FCCLA). 

Each learner can access CTE without borders when, “Every school offers CTE pathways where learners are developing skills that continue to prepare them for future careers,” said Dhruv Agarwal, National Technology Student Association (TSA) Reporter.

Looking ahead, the future of CTE is bright, it is bold, it is equitable and it is learner-centered. Wherever learners are in their career journey, they feel welcomed and supported with the necessary tools to succeed.

Elevating CTE in Federal Economic and Learning Recovery Policy 

Just as the past year was unconventional in nearly every way, it was also an unconventional time for federal policy. For the better part of the year “business as usual” was put on hold and the Congressional and Administration focus was on COVID-19 (coronavirus) response and relief packages. During this year’s Spring Meeting it was evident that state CTE leaders had a greater connection than usual to federal actions because they are in the midst of implementation of pandemic stimulus bills, as well as implementation of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). This means there is a larger space for joint advocacy. 

During the panel on 2021 Congressional Priorities, featuring the Democratic and Republican staff on the House Committee on Education and Labor and the Senate Committee on Health, Education, Labor and Pensions (HELP), each panelist encouraged meeting participants to contact their representatives in Congress to advocate for the CTE community. It was exciting to hear Congressional staff validate the power of each individual’s voice!

The presidential and Congressional elections in 2020 also provided a new opportunity to elevate CTE at the federal level. Not only was this brought up by the Congressional panelists, but also in the remarks provided by U.S. Secretary of Education Miguel Cardona. Secretary Cardona shared that as a proud CTE graduate he understands the value of CTE for each learner, especially during this time of economic recovery.

I am looking forward to continuing to bring state CTE leaders together with federal leaders so that we can advocate for high-quality and equitable CTE!

Reimagining CTE Program Design through the National Career Clusters® Framework 

Without question, the 2021 Spring Meeting was very different from the first Advance CTE meeting I attended in the spring of 2008. What was not different was the valuable opportunity for state leaders of CTE to reconnect, reset and reimagine! 

During the breakouts on the second day of the meeting, I was pleased to help host a reimagining conversation with state leaders centered on The National Career Clusters® Framework. State leaders concurred that the world of work continues to change rapidly and it is time to modernize The Framework’s structure and design to ensure its relevance for current and future needs of learners at all levels and of the workplace. One participant noted that students have skills that can cross into multiple industries, and asked, “How do we create fluidity between all of the areas?”

To that end, this effort is not designed to tinker around the edges, adding a new Career Cluster or renaming one of the existing Career Clusters. The work is seeking to completely reimagine the way The Framework is organized to reflect the current and future world of work.  All that we are committed to at this stage is the purpose statement, which has been approved by the Advance CTE Board of Directors, which you can read on the project web page

Reconnecting with Families on the Value of CTE

Achieving a robust national recovery will require a diverse and skilled workforce, not only through upskilling and reskilling displaced workers but also giving learners the tools to explore careers and prepare for lifelong skill building. While CTE has the tools to lead the way to fill this need, recruitment into CTE programs has stagnated for the past decade and significant awareness gaps remain, particularly among populations historically marginalized from participating in CTE. 

Our 2021 Spring Meeting explored how to improve messaging about CTE to families to increase program recruitment and address equity gaps to ensure CTE can meet future workforce needs. Director of Communications and Membership Katie Fitzgerald and myself gave a preview of updated communications research on what parents/guardians and learners say is most important in their education, what messages and messenger resonate with them to consider and stay in CTE, and what message tailoring and program quality considerations should be taken to effectively reach populations historically marginalized from participation in CTE. 

Members were excited to hear that many of the previously tested messages still resonate across racial, ethnic, and income categories, and that what families are looking for in their education closely aligns with what CTE can offer. Attendees were also very engaged in asking questions about equity gaps in satisfaction and messenger trust that were found in the research. We look forward to many more presentations to share this important information with stakeholders and utilizing tools to assist states in refreshing their communication plans to prioritize our key messages and equity considerations.

CTE & College-Going: One Advocate’s Read on the New Research

Last week, a new research study made its way through the edu-sphere, exciting a lot of CTE advocates. The AERA study – Linking the Timing of Career and Technical Education Coursetaking with High School Dropout and College-Going Behavior – validated some long-held truths about CTE, most notably that it boosts high school graduation rate.

In brief, the study found that taking a greater number of CTE courses was associated with a lower chance of dropping out, estimated at a decreased probability of dropout of 1.2% per CTE course completed across high school.  The probability of not dropping out – or probability of graduating – increases to 1.6% for every CTE course taken during 11th grade or 12th grade.

This jives well with existing data showing higher graduation rates for CTE concentrators – and survey data that shows CTE students are simply more satisfied with their educational experience than students not involved in CTE.

However, some of the coverage of this new study left me scratching my head. For example, Education Week’s blog was titled “Career and Tech Ed. Courses Don’t Boost Chances of College-Going, Study Finds focusing on the research finding that CTE completion is generally not linked to college going, except for a small positive (but statistically significant) link between 11th grade CTE coursetaking and both probability of enrollment within two years (0.8%) and probability of ever enrolling in postsecondary education (0.8%).

To quote the researchers: “These results imply that CTE may not be strongly associated with later college-going behaviors, but it also does not appear to have any negative influence on a student’s decision to pursue further education beyond high school.”

Now, for a CTE advocate, this is actually a game changer!

Consider the change in postsecondary enrollment over the last 25 years:

So, to summarize the chart above, the direct postsecondary enrollment rate for CTE concentrators increased by 28 percentage points between 1992 and 2004, while the postsecondary enrollment rates stayed stagnant for non-CTE students, which is a pretty huge jump. Now, we have new data showing that students engaging in CTE are just as likely to go on to college as those not taking CTE coursework! (As an FYI, the data shared above is from the same dataset used by AERA, NCES’ Education Longitudinal Study).

For years, CTE leaders have been talking the talk on the value of CTE, and developing policies, programs and frameworks to ensure our programs also walk the walk. The bottom line is that the quality of CTE programs and policies are on the rise and the data is showing a very positive upwards trajectory.

Some of the light criticism following this report is that we “still have work to do” to ensure CTE is a successful college preparation program. But, honestly, CTE hasn’t been designed with college preparation as its core purpose. Rather, it’s designed to support career readiness, with college readiness as a byproduct – and is now doing a pretty impressive job of offering equally rigorous pathways to high school students.

Look, I’m not sugarcoating the fact that we still have a long way to go to ensuring every CTE program is of the highest quality and provides meaningful post-high school pathways for every learner. And, I join the researchers in calling for more research on the impact of CTE, particularly around how CTE coursetaking impacts the drop out and completion rate for 9th grade students, who are often a higher drop out risk, something that has not received adequate focus. We also know college enrollment is not a particularly strong indicator of success, when compared to college retention and completion. But this study validates the impressive and difficult work undertaken by states and local leaders to up the rigor and quality of CTE programs and should be celebrated as such.

Historically, the world’s focus around sustainability has been on environment and natural resources. But in a time of unprecedented unemployment, combined with critical talent shortages, there is also a great need and opportunity for the world to shift its focus to talent as a critical resource for sustainability. At Manpower, this is at the core of what we do – connecting people to jobs to improve a person’s employability, which also builds communities, countries and the lives of individuals.

Part of talent sustainability is equipping people with the tools, opportunities and training they need to achieve their goals. For many years, we have been telling our young people that the training they need to achieve their goals is only in the form of a four-year degree. Unfortunately, we’ve been doing our young people a disservice with this advice. As a result, many young professionals are graduating from college with astronomical student loan debt and diminished career prospects due to the high unemployment still lingering from the recession.

It’s Time for a Mindset Shift
According to ManpowerGroup’s 2013 Talent Shortage Survey, 39 percent of U.S. employers are having difficulty finding staff with the right skills. In the same survey, employers report that the most difficult jobs to fill are skilled trades positions. Drivers, technicians and mechanics also make the list. There is at least one thing each of these positions has in common – all require technical or vocational training, not a four-year college degree. Knowing the skills that are in demand, why are we guiding the vast majority of students toward a university education?

There needs to be a collective mindset shift in how society views Career Technical Education (CTE). We have to acknowledge that the four-year university experience is not for everyone, and we’ve made the mistake of steering too many kids in that direction in the past. There was a perception that the jobs accessible to students who did not go the four-year college route, like manufacturing jobs, were dirty and dangerous. That’s an outdated idea, and we need to bring honor back to manufacturing and the skilled trades. Parents, teachers, guidance counselors and students themselves need to understand what it’s really like to work in a modern manufacturing environment – it’s clean, it’s high tech, there is upward mobility. It’s very rewarding – personally, professionally and monetarily – for those who choose this path.

Getting back to CTE – it is a critical component of the educational system. We need CTE because it prepares students for both college and career readiness. CTE is focused on preparing students for their career path of choice, with the understanding that most careers require some postsecondary education and training. Right now, this country needs students to be made aware of the demand for careers that call for skilled training as plumbers, welders, carpenters, machinists and the like. Students need to know that these career paths offer employment security at a time when job security is no longer a guarantee. It’s time to reinvent the image of technical training and associated technical careers so we can move toward talent sustainability.

Sequestration in Three Minutes

NDD United  is a coalition of organizations and associations committed to saving nondefense discretionary (NDD) programs, such as education, health care, research and others, from additional cuts at the federal level.  The coalition, of which the National Association of State Directors of Career Technical Education Consortium (NADSCTEc) is a member, has recently released a clever and effective video describing sequestration in just under three minutes.

Congress Releases Six Month Funding Bill

This week the House Appropriations Committee released a six month continuing resolution that will fund government programs until March 27, 2013 at FY12 levels plus an across-the board increase of 0.612%. This increase is the result of the bill adhering to the spending levels set forth in the Budget Control Act, as well as unanticipated revenues in FY12 that will carry forward to FY13.  The House is scheduled to vote on the bill tomorrow, with the Senate voting on it next week. The bill is expected to pass both chambers easily.

While this is good news, passage of this bill does not mean that Perkins will not see cuts in FY13. Cuts could still be included in the final spending bill to be worked out after Congress returns in January. With the uncertainty of the election and what impact it will have on the balance of power in both the White House and Congress, we do not know if Perkins will be targeted for cuts in 2013. This means that we must remain diligent in our efforts to educate Members of Congress on the value of CTE.

Workforce Wednesdays: Get Involved!

Join NASDCTEc and the more than 40 other national organizations that make up the Campaign to Invest in America’s Workforce for “Workforce Wednesdays,” each Wednesday in August.

CTE and workforce development programs are an important part of the nation’s economic recovery and job creation effort, yet our nation’s investments in the skills of its people are at risk. Non-defense discretionary programs—including education and workforce programs—face at least $55 billion in funding cuts as of January 2013 due to the Budget Control Act, and efforts to protect funding for defense programs could double the size of these cuts. Key policymakers have even proposed eliminating dozens of federal workforce programs. It is critically important that we help policymakers understand why investments in CTE and workforce development programs are important and how these investments impact their local communities.

Participate in Workforce Wednesdays by taking action—it can be as simple as calling your Senators or Representative or, even better, arranging a site visit  — but just take action on one or more Wednesdays during the month of August. Stand united with NASDCTEc and the Campaign to Invest in America’s Workforce in support of adequate funding for CTE, adult education and workforce training programs!

Members of Congress will be in their home districts during the month of August.  Contact your Senators and Representative today to arrange an in-district meeting, a site visit, or engage in a direct conversation with in-district staff to let them know where you stand on funding for CTE and training programs. Or let your local community know why these investments matter by submitting an op-ed or letter to the Editor to your local paper. What you do isn’t as important as that you do something, so take action as part of Workforce Wednesdays in August!

Sequestration: Resources and New Information

The information surrounding the impact and logistics of sequestration is continually in flux. With little guidance from the Office of Management and Budget, a number of policy groups are speculating about what will happen in 2013. We also know that states and locals are bracing for the worst, and trying as best they can to prepare for an approximately 8 percent cut to federally funded programs. To help you better understand the potential impact of sequestration, we have pulled together a number of resources from various sources.

Based on estimates from the Center on Budget and Policy Priorities and the National Education Association, an 8.4% cut to Perkins in FY13 would amount to a $94 million cut. A cut of this magnitude would bring funding down to 1999 levels at time when there are 2.5 million more students enrolled in CTE than there were in 1999. There is however, some good news. We had originally believed that sequestration would cut Perkins advance appropriations immediately on January 3, 2013, but the Department released a clarifying memo on Friday that read in part:

If Congress does not act to avoid sequestration, and assuming the 2013 appropriations for these four accounts are structured similarly to past appropriations (which they are under the pending House and Senate appropriations bills), the Department will take the sequester from funds that would become available in July 2013 for school year 2013-14, not from the 2012 advance appropriations available in October 2012. The amount of the reduction will be calculated by applying the sequester percentage (to be determined by the Office of Management and Budget) to the fiscal year 2013 budgetary resources from both the 2012 advance appropriations and the 2013 regular appropriations that are available for the four accounts. The calculated sequester amount will then get subtracted from the July 2013 funding. The net effect will be to cut the funding level for the programs in the four accounts with advance funding by the same percentage as all other programs, projects, and activities.

We also want to bring to your attention the results of a survey conducted by the American Association of School Administrators (AASA) on the impact of sequestration on schools. The overwhelming majority of respondents (90 percent) said that neither their state nor their district would be able to absorb or offset the sequestration cuts. Fifty-four percent said that they have built in the potential cuts to their 2012-2013 school year budgets. The areas that are most likely to be affected, according to survey respondents, are: professional development, after-school programs, laying off instructional staff, and increasing class size.

Legislative Update: Appropriations, NCLB Waivers

Victory for Perkins Funding in House Spending Bill

The House Appropriations Labor, Health and Human Services, and Education Subcommittee approved its FY13 bill this week by a vote of 8-6. We are happy to announce that Perkins was level funded in this bill! Thank you to everyone who contacted their Member of Congress in support of CTE and Perkins.

Because the House and Senate bills are approximately $7 billion apart, there is still a lot of work to be done in the coming months before the two chambers can agree on final spending levels. However, because Perkins was level funded in both the House and Senate bills, we are optimistic that it will remain level.

The bill will now move to the full House Appropriations Committee, likely on Wednesday July 25.

Six Additional States and the District of Columbia Receive NCLB Waivers

The Obama Administration announced this week that six more states – Arizona, Kansas, Michigan, Mississippi, Oregon and South Carolina – and the District of Columbia have received NCLB waivers that give them flexibility in meeting performance targets under NCLB. This latest round of recipients brings the total number of states with NCLB waivers to 32 plus the District of Columbia.
