New Report: 5 Strategies to Strengthen Equity in Early Postsecondary Opportunity Participation and Completion

Every year, more than 5.5 million secondary learners take advantage of Early Postsecondary Opportunities (EPSOs), including dual and concurrent enrollment and exam-based courses, like International Baccalaureate (IB) and Advanced Placement (AP). EPSOs aim to provide high school learners with an intentionally designed authentic postsecondary experience leading to officially articulated and transferable college credit toward a recognized postsecondary degree or credential. Career Technical Education (CTE) courses make up approximately one-third of all EPSO enrollments and are a critical component of a high-quality CTE program of study, bridging secondary and postsecondary learning. 

Advance CTE’s vision, Without Limits: A Shared Vision for the Future of Career Technical Education, calls on states to ensure that each learner’s skills are counted, valued and portable. At the state level, systems are needed to translate competencies and credentials into portable credit and to ensure that all learners have the opportunity to participate in high-quality and equitable EPSO programs. To this end, Advance CTE, in partnership with the College in High School Alliance, surveyed State CTE Directors to better understand state policies that support EPSOs in CTE. The survey revealed key findings, which subsequently led to recommendations for steps to better advance and support CTE EPSOs, ensuring equity and access to EPSOs for all CTE learners. To better ensure equitable access for all learners, particularly in CTE EPSO programs, states can take the following actions:

1.Identify and highlight equity goals in statewide EPSO programs and target specific learner populations for recruitment. States with statewide EPSO programs, particularly those with targeted equity goals, have been able to reduce equity gaps by adjusting funding and tuition models, standardizing entrance requirements, providing statewide navigational supports and centralizing articulation agreements. A critical review of state-level data, including conducting opportunity gap analyses, can allow states to target historically marginalized populations for participation while simultaneously ensuring that these learners have access to high-quality EPSOs. Utah has a long-standing statewide concurrent enrollment program that focuses on continuous improvement, particularly for learners of low income, who attend postsecondary institutions at more than twice the rate of learners of low income who do not participate in the program.

2.Increase publicly available and actionable information for learners and their families. Access to high-quality EPSOs for every learner is just one part of equity; equally important is ensuring that every learner is successful by increasing transparency around opportunities and outcomes in EPSOs, including providing state-level outcome data, navigation assistance and career advising throughout the EPSO experience. Increasing communication with parents and learners about available EPSOs, their requirements and available supports will help first-generation learners and under-served groups not familiar with the postsecondary process access these programs and know how the associated credit transfers. States like Indiana, Maryland, and Kentucky all have public dashboards that share both enrollment and outcome data, disaggregated by learner population and program type. Other states, like Massachusetts, aggregate their EPSO programs through an online catalog, with filters for subpopulations, to demonstrate the range of opportunities available statewide.

3.Identify and remove barriers to access, including restrictive costs or entrance requirements, and target specific learner populations for recruitment. Data demonstrates significantly higher gains for learners of color in dual enrollment programs compared to their peers not enrolled in EPSO opportunities. While states noted that scholarship and tuition supports reduce barriers to entry, burdensome entrance requirements and a lack of information about EPSOs limit a learner’s ability to participate. For example, Tennessee’s statewide EPSO program offers grants that allow learners to take up to 10 dual enrollment courses for free. As states look to increase postsecondary attainment goals, they can leverage enrollment and outcome data to identify opportunity gaps and examine root causes, such as restrictive admissions requirements that may affect learners disproportionately. 

4.Increase supports for learners enrolled in EPSOs to ensure completion. While capacity challenges do exist, research indicates the value of early warning systems, counseling programs, and financial supports that remove or overcome barriers to completion. Statewide incentives can encourage districts to expand these types of systems that allow secondary learners to be successful in EPSOs. Alaska’s Acceleration Academy helps high school learners complete math or science courses over the summer to prepare them for participation in the Alaska Native Science and Engineering Program, an EPSO partnership with the University of Alaska-Anchorage. 

5.Expand statewide and inter-state articulation agreements to account for all types of CTE EPSOs. Statewide agreements can help guarantee recognition of CTE EPSO credit and facilitate automatic transfer between a secondary institution and a corresponding postsecondary institution of the learner’s choice. Ensuring that the transfer of credit is as frictionless as possible is vital to supporting learners as they transition into postsecondary education and continue in a degree program. As states work to ensure that each learner’s EPSO experiences consistently are counted toward articulated credit, they should also ensure that this credit contributes to core credits in a CTE program of study and not just elective credit. States can develop additional guidelines and legislation that ensures the connection between an EPSO and a program of study. Ohio has Career-Technical Assurance Guides (CTAGs) that provide automatically articulated and transferable credit upon completion of CTE coursework.

State Policies Impacting Industry-Recognized Credentials

State education agencies, legislators and educators faced significant challenges from the coronavirus pandemic, including adapting to remote and hybrid delivery of hands-on learning, and responding to local and national skilled labor shortages. The number of state-level CTE policies enacted that affect Career Technical Education (CTE) fell to the lowest number in 2020 since Advance CTE and the Association for Career and Technical Education (ACTE) began publishing these annual Year in Review reports.

However, with a new commitment to upskilling and reskilling American learners and a CTE without limits, 41 states enacted 138 policies impacting CTE and career readiness in 2021. Advance CTE and ACTE have witnessed the return of pre-pandemic numbers in state policy actions in 2021 with policies affecting the secondary, postsecondary, adult and/or workforce systems, and including legislation, executive orders, and budget provisions that significantly changed funding.

Each year, Advance CTE and ACTE publish a yearly state policy tracker and categorize each state policy action by topic. In 2021, the top five topics that state policy most frequently addressed were:

  • Funding;
  • Access and equity;
  • Data, reporting and/or accountability;
  • Industry partnerships and work-based learning; and
  • Industry-recognized credentials.

Industry-recognized Credentials
Policies that address the attainment of credentials recognized by industry, including micro-credentials, such as badges, and educational Degrees are categorized by this topic. Nineteen states enacted 33 policies affecting industry-recognized credentials. Policies in this area are designed to increase or incentivize the attainment of certifications, credentials or degrees aligned with labor market information or industry need. Below are a few state policy actions from this category: 

  • Idaho established a workforce readiness and CTE high school diploma. The law outlines the requirements for learners to earn the diploma, such as passing technical skills assessments and workplace readiness assessments, demonstrating CTE competency standards, and earning a badge or an industry-recognized credential.
  • Louisiana created the M.J. Foster Promise Program, which provides financial assistance of up to $3,200/year to a learner enrolling in a two-year or shorter postsecondary program aligned to a state-recognized in-demand, high-wage occupational field and leading to an industry-recognized credential. 
  • Texas established the Texas Reskilling and Upskilling through Education (TRUE) program. This program awards grants to an eligible agency, such as a junior college, technical institute or local chamber of commerce, to create, redesign or expand training programs that lead to industry-recognized credentials and create pathways to employment for learners in accordance with local workforce needs.

Access and Equity

Policies that address each learner gaining access to and being successful in high-quality CTE programs have been categorized by this topic. Twenty-seven states enacted 45 policies related to access and equity that implement changes aimed to expand access to CTE for historically marginalized learners, including learners of color and learners with special population status such as learners with disabilities, learners who are economically disadvantaged, participants in fields of study that are non-traditional for their gender, single parents and out-of-workforce individuals. This category also includes middle school CTE programming and diversity in the CTE educator workforce. Below are a few state policy actions aligned to access and equity:

  • Illinois directed districts and community colleges to ensure access for individual learners with disabilities to postsecondary CTE and dual credit courses. The law requires that dual credit opportunities be supported under the learner’s Section 504 plan or in their Individualized Education Plan.
  • Virginia expanded the conditions for receiving benefits under the Virginia Initiative for Education and Work, a program for Temporary Assistance for Needy Families recipients, and benefits under the Supplemental Nutrition Assistance Program to include participation in educational activities that lead to a postsecondary credential from an accredited institution of higher education or other postsecondary school.
  • Washington required that all state community and technical colleges develop, in collaboration with diverse stakeholders, strategic plans to achieve diversity, equity and inclusion. In addition, the State Board for Community and Technical Colleges must develop a model faculty diversity program to aid in the recruitment and retention of faculty from diverse backgrounds.

Braiding Funding in Career Pathways Supports CTE Without Limits

Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) calls on leaders to build a cohesive, flexible and responsive career preparation ecosystem and work across systems to align funding streams and resources. One initiative Advance CTE is supporting to advance this work is the New Skills ready network, a JPMorgan Chase & Co. funded initiative, which draws on cross-sector partnerships in six cities, each composed of state, regional and local partners. This work of building sustainable, equitable career pathways systems at each level requires braiding funding and other resources by combining or leveraging funding streams to share costs for employees, equipment or systems outright between entities. As gaps continue to widen between well-resourced and under-resourced communities and institutions, state and local leaders should identify opportunities for flexible funding streams, target new sources of funding and resources and build upon and leverage partnerships to ensure that funding and resources go to the learners that need them most. 

In support of this effort, Advance CTE recently published Braiding Funding to Support Equitable Career Pathways, which also includes key steps to effectively braiding funds and resources. Here are some examples of promising practices from states, how they align with CTE Without Limits and considerations states can take to implement this type of practice in their own state.

  • One foundation of CTE Without Limits is a commitment to meaningful public/private partnerships with industry partners deeply invested and involved in the design, delivery and success of the CTE system. Delaware leverages these types of partnerships and their connected funding streams through Delaware Pathways, which coordinates and organizes education and workforce development systems for youth and adult learners. Because this initiative brings together dozens of national, state and local partners, a named priority of the strategic plan is to coordinate financial support for career pathways and to braid funding to ensure long-term success. Recently, the state used ESSER funds braided with GEER and philanthropic funds to help launch a $15.8 million expansion called Delaware Pathways 2.0. The investment will reach 6,000 middle school learners and more than 12,000 additional secondary learners and specifically targets career pathways in health care, information technology, finance and engineering. As states consider long-term program sustainability, they can institutionalize this type of stakeholder engagement and partnership and create champions to carry work through periods of transition.
  • The first principle of CTE Without Limits calls for established shared, statewide goals for a cohesive career preparation ecosystem. Alabama aligned multiple agencies and initiatives around Governor Kay Ivey’s goals for education and workforce development. The Governor’s Office of Education and Workforce Development, the Alabama Department of Labor, the Alabama Workforce Council, and the Alabama Department of Education partner on and financially support multiple initiatives, including a statewide longitudinal data system and alignment around equity and access goals. Braiding funding and resources requires political will and support from leadership across the spectrum, including state and local administrators. This alignment was organized through legislative support and gubernatorial direction for initiatives that can affect the futures of all Alabamians. States can engage leaders at all levels to ensure consistency and credibility needed to achieve goals through a singular, coordinated effort.
  • Another action step of Principle One of CTE Without Limits is that leaders must design equitable funding models that direct funding to where it is needed most. Underutilized federal funds like the U.S. Department of Health and Human Services’ Temporary Assistance for Needy Families (TANF) and the U.S. Department of Agriculture’s Supplemental Nutrition Assistance Program (SNAP) can be used to support adult education and workforce training programs. Arkansas uses SNAP and TANF funding in part to support its Career Pathways Initiative (CPI), which supports educational and workforce training while providing additional non-academic supports. The initiative requires coordination and support from the Arkansas Division of Higher Education (ADHE), the Arkansas Department of Workforce Services and the state’s 22 two-year colleges and three technical centers. ADHE directly allocates CPI funding to each of the institutions based on a formula of enrollment of students with low income, completion rates, credential attainment and employment outcomes. Since 2005, the Arkansas CPI has provided services to more than 30,000 qualifying students enrolled in career-oriented programs in community and technical colleges. With intentionality,  states can ensure that funding goes toward the populations who most need the support to address opportunity gaps and increase access.

Recommendations for State CTE Leaders: The Impact and Promise of the Comprehensive Local Needs Assessment

Advance CTE was a fierce advocate for the inclusion of the Comprehensive Local Needs Assessment (CLNA) in the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). By law, the CLNA is called to support data-driven decisionmaking and more closely align planning, spending and accountability activities under Perkins V. At that time,  Advance CTE released a guide to help states identify the major decision points that would impact the design, development and implementation of their CLNA and related local needs application.

Now that we are nearing the end of the first two-years of the CLNA  and as states begin to ramp up their second process, Advance CTE and the Association for Career and Technical Education (ACTE) interviewed state and local Career Technical Education (CTE) leaders to identify exemplar states and their journey through implementation. Lessons in Collaboration and Innovation: The Impact and Promise of the Comprehensive Local Needs Assessment presents findings on state successes, challenges and recommended refinements. 

In the months ahead Advance CTE will continue to provide states with technical assistance, state resources and other ongoing supports. Today, Advance CTE and ACTE released the below recommendations for state CTE leaders as they begin to update their CLNA processes.

  • Recommendation: Fully Commit to Putting Equity at the Center of the CLNA
    One of the most powerful benefits of the CLNA is the ability to identify access and performance gaps across learner populations, enabling CTE programs to better serve special populations and historically marginalized learners and break down inequities. Advance CTE’s Making Good on the Promise series defines the key challenges these learners face today and provides promising solutions.
  • Recommendation: Continue to Invest in Data Capacity
    High-quality data — and the ability to read and understand data — is the backbone of a robust CLNA process. Advance CTE’s Career Readiness Data Quality and Use Policy Benchmark Tool describes six core elements of a high-quality career readiness data ecosystem and highlights recommended actions state leaders can take to improve the quality and effective use of career readiness data across education levels.
  • Recommendation: Support Local Stakeholder Engagement
    One area for improvement identified by state and local leaders is the depth and breadth of stakeholders engaged. Advance CTE and ACTE recently published tips on engaging learners in With Learners, Not for Learners: A Toolkit for Elevating Learner Voice in CTE and earlier released relevant resources to support the engagement of representatives of learners with special population status and industry partners
  • Recommendation: Plan Ahead to Ease Capacity and Timing Burdens
    State leaders can help local recipients with this lift by aligning the CLNA, as much as possible, across the secondary and postsecondary levels and with other required activities, while also building in opportunities to update the CLNA when needed.
  • Recommendation: Balance a Focus on Process with a Focus on Progress
    As the process becomes more established in states and local areas over time, state leaders and local recipients should also be attentive to progress toward the goal of improved alignment to needs and improved programs and services for learners.
  • Recommendation: Frame the CLNA as an Opportunity
    To encourage local recipients, state leaders should frame the CLNA as an opportunity, rather than merely a compliance exercise. This will require thoughtful communications, messaging and outreach efforts.

Five Strategies to Scale Individual Career and Academic Planning

When the Oklahoma Department of Education launched Individual Career and Academic Planning (ICAP) in 2017, the intent was to support learners along their entire career journey to make informed choices about their future academic and career goals. Today, ICAP is firmly rooted in policy and practice. Beginning in the 2019-20 school year, learners entering the ninth grade in Oklahoma must complete an ICAP to graduate from a public high school.

What is remarkable about Oklahoma’s ICAP process is that the process supports learners to and through high school graduation, helping them transition to postsecondary education or into the workforce. Learners who enroll at the University of Oklahoma can identify a major by comparing their ICAP personal interest survey results or Career Clusters survey results from high school with the university’s career pathways major planning tools. Too often, career and academic planning is siloed between secondary and postsecondary education, but Oklahoma is working to break down these silos and ensure ICAP supports learners even after they graduate from high school. 

ICAPs have different names in different states, including Individual Learning Plans (ILPs) and Individual Graduation Plans (IGPs). They refer to both the process of engaging in individualized academic and career development activities as well as the product: a living, usually online, portfolio that is created by each learner and regularly updated as they advance through school and transition into the workforce.

While ICAPs have been adopted by at least 38 states, they are often layered on top of the myriad other commitments that under-resourced and under-staffed schools and districts are responsible for, making them more of a box-check activity than a meaningful career planning process. When implemented with fidelity, ICAPs can enable learners to skillfully navigate their own career journeys and build occupational identities that span their lifetimes. State leaders play a critical role in ensuring that ICAPs are implemented effectively, that academic and career planning is integrated into state-level initiatives, and that each learner is provided coordinated supports to help them navigate their career journey. Specifically, state leaders can support ICAP implementation by: 

  • Integrating ICAPs into their career pathways systems, using the planning process to help learners identify and pursue work-based learning and early college experiences that are aligned to their career interests.
  • Taking a system-wide approach to implementing ICAPs and ensuring each learner has access to a caring adult — whether they are a school counselor, a teacher, an administrator or a community member — who can guide their academic and career planning. 
  • Building local capacity to support school ICAP delivery by providing tools, resources and funding to ensure local leaders can implement ICAP successfully. 
  • Leveraging ICAPs to support learner transitions and designing tools and processes that seamlessly connect and transfer from secondary to postsecondary education. 
  • Ensuring equity in ICAP implementation by monitoring disaggregated data and ensuring the planning process is customized to address the specific needs of learners who have been historically marginalized.

RFP: States Advancing CTE Without Limits

Today, Advance CTE released its primary implementation tool and Request for Proposals (RFP) to support states in transitioning from the education and awareness phases of the past six months to evaluation and implementation phases of Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits)

Pushing the Limits: A Roadmap for Advancing CTE Without Limits is a step-by-step guide to help states conduct an initial alignment test of current policies and practice with vision principles, identify top areas for action, and develop an action plan of near and long-term implementation strategies for one or multiple vision principles. 

The States Advancing CTE Without Limits RFP allows states to be early leaders in deeper implementation work of 1-2 vision principles and related actions through funding, intensive technical support, and a community of practice with other state teams. 

The following Q&A with Executive Deputy Director Kate Kreamer provides guidance on how states of all capacities can leverage the roadmap and RFP opportunity to make meaningful first steps towards implementation. 

Let’s explore the roadmap, which is going to be a useful tool for states for years to come as they work to realize CTE Without Limits. What was the idea behind the roadmap design, and how is it tailored for use by any state? 

CTE Without Limits is intentionally ambitious, and we knew it may be difficult for states to determine the best place to start in transforming their systems. We listened to Advance CTE’s Board of Directors and our vision kitchen cabinet of thirteen state leaders committed to bringing the vision to life – they asked for a step-by-step process to evaluate their current systems against the vision, as well as an action plan down to the month and week as a manageable means to carry out the work. We heard loud and clear that our members wanted a “roadmap” to help them accomplish the principles and actions within the vision.

Advance CTE is proud to serve all 50 states, DC and territories. The roadmap is designed to meet states at their capacity. For example, states can choose to tackle just one principle or all of them. The tool is broken down by action area, which is a more manageable grain size than a principle, and allows for deeper reflections. Importantly, we kept each set of questions limited to no more than ten to allow states to work at their own pace and collaborate without getting too overwhelmed. Additionally, we combined scoring with the qualitative evaluations to make it easier for states to identify the most urgent and/or achievable areas for action. 

At first glance, the roadmap can seem a little overwhelming. What are some easy first steps that state leaders can take to prepare to conduct the self-assessment in this tool? 

I want to be candid that the roadmap is just the first step of what will be a long road towards implementation for both states and the more than 40 vision partners. This roadmap is meant to be returned to and used in multiple ways over time. 

That being said, one of the easiest steps states can take is to conduct partner mapping. Who do they need to have at the table to conduct a complete, honest assessment of systems through this roadmap? 

Next, states can determine how this roadmap connects to pre-existing evaluation checkpoints. Use those checkpoints to create a schedule where pieces of the roadmap can be incorporated into existing meetings about a state vision, strategic plan, Strengthening Career and Technical Education for the 21st Century Act (Perkins V) planning, etc. 

Finally, we understand that most states will address one or two principles at a time, not all five – or even just some of the highest impact actions within the vision. Advance CTE’s CTE Without Limits State Capacity Tool is part of our grant application for vision implementation assistance, but it is also a great first step for any state whether or not they apply to quickly determine which principles are most attainable and which principles require the most urgent action. 

Speaking of the grant application, let’s discuss States Advancing CTE Without Limits, which is an opportunity for states to apply for more direct and intensive vision support. What is the time commitment and expectation for states in the cohort? 

This RFP is open to any state and is intended to provide a dedicated, collaborative space to receive intensive vision through a cohort of up to five states. I’m really excited about this cohort because they will be the early adopters and national models for vision success with a lot of lessons learned along the way. 

The grant is a significant time commitment – work must be completed between December 2021 and October 2022, but it is designed to empower the state to continue the work for years to come.  States must provide a single point of contact for the project who is expected to attend monthly and bi-monthly calls. Collaboration is also a key focus of this grant – we expect states to not only develop a cross-sector team within their state for this work, but also be active participants in cross-state spaces to ensure the models developed from this work can be utilized by all members. 

I want to emphasize that states are not expected to conduct implementation activities for all five principles. Part of the application process is using the capacity tool to determine one to two principles and the related actions that will be the focus of the project during the grant period. 

Can you give a little more detail about the supports participating states will receive? 

We know states struggle with capacity building across all facets of systems transformation, so this grant focuses on providing intense, individualized support while also facilitating broader knowledge-building across all five vision principles through the cross-state community of practice. 

Selected states will receive funding up to $25,000; a dedicated coach with monthly check-ins and intensive technical assistance; one in-state or virtual visit; dedicated spaces to connect with other states in the cohort and complete the vision roadmap; and opportunities for national recognition and presentations to share the work with members and stakeholders. New Advance CTE Research Provides Key Insights to Expand Employer Partnerships

Today, Advance CTE released findings from a national survey of more than 300 employers on the top skills desired by employers, their attitudes toward Career Technical Education (CTE), and their current involvement in CTE partnerships. The respondents were full-time company employees who were actively involved in hiring decisions. 

Shifting the Skills Conversation: Employer Attitudes and Outcomes of Career Technical Education is highly encouraging for the growth of employer engagement with CTE programs – not only do employers of all sizes have an overwhelmingly positive view of CTE, but are enthusiastic about increasing involvement in CTE partnerships in a variety of ways. Employers also strongly support increased investments in CTE and see a direct benefit to such investments to their business, industry and the economy overall.

This research provides state leaders with impactful data points and messages that shift the skills conversation with employers to intentionally pursue CTE as a proven strategy for hiring talent, enhancing business’ bottom line and growing their business and industry

Key Findings 

  • Employers view CTE very positively and see CTE as a value-add. Employers view learners with CTE experience as attractive job candidates for both meeting skill needs and business growth, and employers hiring from CTE were more likely to report positive industry growth and trends. Eighty-three percent of respondents agree that hiring employees with CTE experience would improve their business’ bottom line.
  • Employers value skills more than degrees, and believe CTE will help meet their skills-based hiring needs. One of the most encouraging findings from this research indicated positive progress in employers favoring competencies over academic degrees, a key metric to advance equity in hiring processes. Employers chose categories such as flexibility, adaptability and job-specific skills as the most important traits for recent graduates by a margin of 20 percent over degrees. Additionally, employers saw robust alignment with their skill needs and the traits found in job candidates with CTE experience.
  • Employers overwhelmingly want to expand their partnerships with CTE programs. While almost every employer survey expressed interest in expanding CTE partnerships, only around 25 of employers were currently involved in these partnerships, and just slightly more than 50 percent reported recruiting through CTE channels. The findings demonstrate there is a great opportunity to expand partnerships at all levels with industry.
  • Employers strongly favor increased public funding for CTE. Over 90 percent of employers reported that increased funding for CTE would have a positive impact on their business, industry and the overall economy.

Next Steps

There are several communication-focused steps states can take to put this research into action to shift the skills conversation with employers and stakeholders that work with employers: 

  1. Utilize and share messaging resources: Advance CTE has created a fact sheet and key messages tool that provide ready-made visuals and data points to use when communicating with employers and policymakers about the value of investing in and partnering with CTE programs. 
  2. Evaluate and develop consistent routines for communicating partnership and advocacy opportunities with employers. Employer enthusiasm for involvement in CTE programs increased with repeated exposure to messages about the impact for CTE on learner and business growth. Among employers who reported already hiring from CTE programs, favorable perceptions of CTE increased from 69 percent to 79 percent after viewing a video about CTE. 
  3. Serve as capacity-builders to build and sustain local employer partnerships: When asked about preferences for learning more about opportunities to participate in CTE programs, local CTE programs were chosen as the top four out of 11 outreach options. States can provide local CTE leaders tools and infrastructure for relationship-building, such as Hawaii’s ClimbHI Bridge initiative or Colorado’s CareerWise initiative, or simply creating communication tools featuring employer champions for CTE, such as South Carolina’s promotional videos featuring learners in in-demand sectors.
  4. Leverage state-level business and industry partnerships: State-level partnerships provide another avenue to access local capacity-building beyond CTE-centric avenues, such as the partnership between the NJ Business & Industry Association and  New Jersey Council of County Vocational-Technical Schools to launch the New Jersey Employer Coalition for Technical Education. CTE Without Limits Summer Lunch and Learn #5 Recap: Rethinking Challenges as Opportunities to Build CTE Without Borders

Advance CTE wrapped up its five-part summer lunch and learn series delving into each of the five principles of Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits). Each session features a panel of leading voices from organizations across learning and work followed by interactive group discussions on the information shared and next steps.

The fifth principle of CTE Without Limits aims to advance policies and actions that enable mobility and access to high-quality education experiences for each learner, with a particular focus on interstate compacts and investment in research and development to advance quality and equity in virtual learning. The August 31 panel featured Stephen Pruitt, President of Southern Regional Education Board (SREB); Dale Winkler, Vice President of Student Improvement for SREB; and Christina Sedney, Director of Policy Initiatives and State Authorization, Policy Analysis and Research for the Western Interstate Commission for Higher Education (WICHE). 

Both organizations named CTE Without Limits as a valuable opportunity to apply a CTE lens to decades of work with states to remove geographic and policy barriers to expand education opportunities for each learner in their respective regions. 

Key Themes 

Establish shared goals with individual value – Sedney and Pruitt acknowledged that expanding the borders of CTE delivery both within and beyond state borders is complex and involves the input and commitment of many stakeholders. Sedney offered several tangible tips to build effective interstate stakeholder collaboratives, including establishing shared goals early in the process with an extra step – communicating the value of the goals to each stakeholder to encourage long-term commitment. Winkler reinforced the value of shared goals as a means to change how this work is approached from a limited, barrier-based mindset to a transformative, goals-centered mindset. 

Leverage challenges as inter- and intrastate opportunities – In the breakout session, Pruitt pointed to the potential of this principle to address some of the most pressing issues facing the field, including instructor shortages and program access for rural learners. He provided the example of an instructor living in a border town that with effective interstate agreements could split teaching time between multiple states. Sedney named the recent influx of federal investment in broadband access as a “real moment of opportunity” to allow populations historically marginalized from accessing more flexible and virtual program delivery in both urban and rural areas to be able to do so. 

Keep quality and equity at the forefront –  Pruitt and Winkler elevated the importance of robust professional support for instructors to ensure that the current “crisis delivery model” of many virtual CTE offerings can transition to meaningful, high-quality programming for each learner. They also called out the need for further data analysis and research on outcomes from virtual learning to determine optimal curriculum structure and engagement models as well as to measure the impact of models on program completion and credential attainment.  Disaggregation of this data is pivotal to learning the full story of these outcomes.

Brave Dialogues to Advance CTE Without Limits

Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits), calls on leaders in Career Technical Education (CTE) to identify and dismantle the institutional and systemic barriers that limit access, opportunity and outcomes for learners, particularly those who have been historically marginalized and excluded from high-quality CTE programs. While the field has come a long way from the days of tracking learners into terminal vocational programs that denied their full potential, CTE still has work to do to ensure each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem. 

State CTE leaders have made commitments to advancing equity in CTE, most notably in their Strengthening Career and Technical Education for the 21st Century Act (Perkins V) plans. However, there is often a disconnect between these commitments and the data which show persistent opportunity gaps for learners with special population status, learners from low-income families and learners of color. In order to understand this disconnect, state CTE leaders and CTE practitioners must engage in brave dialogues about the systemic and structural challenges facing learners who have been historically marginalized and excluded in order to take bold steps in developing effective policies, programs and practices rooted in equity. 

Brave Dialogues: A Guide to Discussing Racial Equity in Career Technical Education is a resource designed to support state CTE leaders and practitioners in these efforts. Structured around a framework towards critical self-reflection, this guide asks participants to reflect on how they are positioned within organizations that have historically marginalized learners and consider ways they can actively dismantle the systems and structures that still persist today. As part of critical self-reflection, leaders critically examine the role of school programs, departments, hiring practices, enrichment courses and other school structures. In CTE, that may include examining entrance requirements for certain programs of study or whether all learners have equitable access to all programs of study offered by a school or district. 

The primary audience for this guide is state CTE leaders who are encouraged to use this as a resource with their staff and local practitioners including teachers, faculty, counselors, career advisors, principals, deans, instructional staff, work-based learning coordinators, learner support staff, etc. This guide can be used in various contexts including professional development; diversity, equity and inclusion training; exploration of opportunity gaps; data-driven decisionmaking and funding initiatives; and the Perkins V comprehensive local needs assessment. 

Participants in brave dialogues explore important concepts such as identity awareness, implicit bias, privilege, equity vs equality, structural racism, and how to approach policy and practice with an equity-minded lens. This guide recognizes that there is often great discomfort in discussing race, particularly racial inequities. Ultimately, the goal is for users of this guide to become better equipped and motivated to advance anti-racist CTE policies and practices. Anti-racist policies and practices are not race neutral; rather, they are crafted in recognition that historically, CTE — and education more broadly — has systematically perpetuated inequities among certain learner populations. Thus, anti-racist policies and practices are designed to actively dismantle those systems and create an environment where all learners have the resources and opportunities needed to thrive.

Advance CTE hopes this guide can support state CTE leaders in furthering their commitment to advancing equity in CTE. Through brave dialogues, CTE leaders can truly create a career preparation equity system without limits that is fully flexible and responsive to the diverse needs of each learner.
