Welcome Jon Wickert as the New State CTE Director in Delaware!

The Delaware Department of Education recently named Jon Wickert as its new Director, Career and Technical Education (CTE) and Science, Technology, Engineering, and Mathematics  (STEM) Initiatives. His path to state CTE leadership reflects the power of career exploration and social capital that will sustain ‘The First State’s’ strong record of innovation and transformation of CTE systems. 

Jon’s wide-ranging career began working with justice-connected youth in outdoor programs for the Maryland Forest Service. After a year in procurement in the nuclear power industry, he pursued his passion for ecotourism and water-based recreation by launching and operating a kayaking  business. However, Jon missed working with learners and returned to the classroom as a high school social studies teacher. This led to his introduction to CTE through his support of Career Technical Student Organization (CTSO) competitions, volunteerism with Junior Achievement of Delaware, and supporting professional learning communities that allowed him to reconnect with his knowledge of natural systems and entrepreneurship. 

Jon’s desire to expand his impact led him to the Delaware State Park System, where he led public and private programs, nature centers and exhibits, the visitor and customer experiences. strategy. During this time, he remained connected to CTE through curriculum review and STEM program development. He joined the Delaware CTE team three years ago where he led postsecondary system development, work-based learning, and registered apprenticeship initiatives. 

Jon has been a very active member of Advance CTE prior to his promotion to State Director, participating in the Postsecondary Data Initiative, contributing to Advance CTE’s research on area technical centers and developing an environmental literacy framework through the Bay Watershed Education Training (BWET) initiative. He emphasized the immense value of Advance CTE’s support in helping him to “connect the dots” in his work and connect to leaders in other states. 

Jon is most enthusiastic about continuing current work to equitably update the statewide programs of study, which will focus on centering program requirements with labor market information and wage data, identifying metrics for credential recognition and alignment course mapping with Advanced Placement, dual enrollment courses, and other early postsecondary opportunities. Not surprisingly, Jon’s list of other priorities was quite extensive – internal role realignment, middle grade CTE standard development and a statewide framework for Credit for Prior Learning, among others- , and his enthusiasm for all of them is apparent. Jon is committed to ensuring each Delawean has access to high quality education that centers individual identity within a recession-resistant career, is efficient and affordable, and results in a wealth-generating wage.

Jon encourages fellow new State Directors to be patient with themselves, especially with new work, and use it as an opportunity to facilitate collaboration: “You don’t need to have the answer right now. Start slowly so you can go faster later — this is an opportunity for more voices to be heard.” 

Jon earned a Doctorate of Education in curriculum, instruction and assessment from Walden University. He earned both a master’s degree in education and a bachelor’s degree in social science and secondary education from Frostburg University. Jon and his wife, Sinead, have a 10 year old son named Sean.  They love hiking, camping, kayaking, and enjoying the outdoors as much as possible.  Please join us in welcoming Jon to Advance CTE!

New Mini-Brief Series Highlights Progress Towards Cohesive, Learner-Centered Postsecondary Data Systems in Five States

Two years ago, Advance CTE launched the Advancing Postsecondary CTE Data Quality Initiative (PDI), supported by ECMC Foundation. Through the initiative, five grantees have received funding, technical assistance and access to a national peer learning network to:

1) Examine critical problems of practice and;

2) Implement innovative solutions to improve the quality, and use of postsecondary CTE data.

Grantee states and agencies include the: Alabama Community College System (ACCS); Delaware Department of Education; University of the District of Columbia Community College; Florida Department of Education, and; Oregon Higher Education Coordinating Commission.

By supporting states to improve their postsecondary Career Technical Education (CTE) data quality and use, Advance CTE is attending to a foundational commitment – actionable, transparent and trustworthy data – in Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits). Each of the five foundational commitments are critical to states’ abilities to enact the Vision principles. Actionable, transparent and trustworthy data underlies a coordinated, learner-centered career preparation ecosystem. 

About the Briefs

In the coming months, Advance CTE will release a series of four briefs to share strategies put in place by the PDI states to advance postsecondary CTE data quality and use. The first brief explores how postsecondary CTE data can be used in support of state education and workforce goals, and features Alabama and Florida.

The second brief advances a theory of change for centering learners in postsecondary CTE data collection and use, featuring the District of Columbia and Oregon. The topics of briefs three and four will be fostering a positive culture of data use among CTE stakeholders and building a strong data infrastructure across systems and silos, respectively. 

Shared Challenges

As with many projects underway over the last two years, states’ implementation of their PDI action plans were challenged by staff-level capacity constraints due to the coronavirus pandemic. However, many of the grantees’ plans were validated by the context of the pandemic, which demonstrated the critical nature of effective – and data-driven – career preparation systems to meet states’ education and workforce goals. 

An evergreen challenge that the PDI states wrangle with is how best to build well-integrated data systems across the silos of state agencies and in collaboration with postsecondary institutions. Further, examining and implementing ways to more effectively communicate CTE data continues to be a priority. 

Common Strategies for Success

Despite these challenges, each of the grantees has demonstrated a commitment to improving postsecondary CTE data to improve learner outcomes. All five states have used stakeholder engagement processes to drive the development and use of new data elements or reports. And each has invested in professional development strategies to foster a strong culture of data use.

Top Recommendations from Coalition for Career Development Center’s Inaugural Report to Improve State Career Readiness

In May, the Coalition for Career Development Center released the first annual The Condition of Career Readiness in the United States. The 129-page report evaluates key states’ career readiness policies, investments and outcomes across all 50 states, including personalized career and academic plans (PCAP), funding, curriculums, accountability, and Career Technical Education (CTE) program outcomes. Accompanying the report is an interactive national map that links available PCAP resources, work-based learning (WBL) toolkits, Perkins V plans, social-emotional learning (SEL) toolkits and ESSA plans for each state to allow state leaders to assess and enhance their career readiness systems 

The report finds that  “[to] become a Career Ready Nation we all have work to do. And, cost-effective solutions and strategies used by many states or regions within states offer a way forward.” As a 50-state landscape of key components of career readiness, this report gives state Career Technical Education (CTE) leaders valuable findings and guidance to better align and interconnect career readiness systems that are responsive to the needs of each learner across their entire career journey. 

Here are several recommendations and state highlights that state CTE leaders can consider to make that alignment possible;

GAO Report Highlights Strategies to Support CTE Programs and Ongoing Challenges

On March 30th, the Government Accountability Office (GAO) released a report reviewing Career Technical Education (CTE) programs funded by the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). Following a congressional authorization of $1.3 billion for Perkins V in fiscal year 2021, GAO conducted a series of interviews with state education officials and representatives from CTE program providers in Delaware, Georgia, Ohio and Washington, as well as additional CTE stakeholders including business representatives, in order to study service and funding strategies and challenges. 

According to the study, state officials, program providers and stakeholders reported a variety of strategies to support different learner populations in CTE:

Despite these successes, however, respondents highlighted challenges related to the delivery of CTE programs, the replication of effective models and program accessibility for learners.

Challenges for program delivery revolved around limited funding and capacity, troubles with attracting and retaining racially diverse CTE educators, and negative perceptions of CTE programs, largely due to a lack of shared knowledge on program purposes and outcomes. The report highlighted outreach activities such as reaching out to school counselors as beneficial for raising awareness of the benefits of CTE, as well as the creation of Grow-Your-Own (GYO) teacher programs to recruit underrepresented educators from the community.

State leaders and program providers also reported that it can be a struggle to replicate effective models due to insufficient data on long-term outcomes, as well as a lack of information on evidence-based strategies. These limitations, combined with funding constraints, make it hard to scale successful programs such as Washington’s I-BEST model, which provides additional support services and a team-teaching model that requires hiring two teachers per course. The state of Delaware is attempting to address data limitations by developing a postsecondary data system that connects different sources of information in order to develop a better understanding of learner needs and outcomes.

Additionally, learners experienced two major challenges in accessing high-quality CTE. First, many learners are unable to participate in work-based learning opportunities, often due to a lack of communication between schools and employers, as well as transportation barriers that make it difficult to travel to work sites. The GAO report suggests business and industry engagement as a key strategy to address these issues. Second, learners may lack support services they need to succeed, including language accommodations, child care, flexible scheduling and financial aid. Tests are a barrier to entry for many learners, and accessing financial assistance for postsecondary non-degree programs can also be difficult. The report emphasized efforts to hire translators and provide flexible online instruction as possible methods for making CTE more supportive and accessible for learner populations.

With the shared commitment to Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) and a continual effort to meaningfully collaborate across workforce and education systems, state CTE leaders can create innovative approaches to program outreach to build support for CTE programs among diverse constituencies, as well as advocate for expanded investment in additional services and supports that allow each learner to reach career success.

In Delaware, Building a Youth Apprenticeship Data System Means Looking to the Future

This is the third blog in a series published in partnership with New America through the Partnership to Advance Youth Apprenticeship (PAYA). The blog series highlights how PAYA network sites are using data to improve youth apprenticeship quality and equity. 

In Delaware, youth apprenticeship is a critical pillar of the state’s career readiness initiatives and is a truly collaborative project. While administration of the state’s youth apprenticeship programs falls under the Delaware Department of Labor, related technical instruction is handled by the Delaware Department of Education (DDOE). This requires a significant amount of coordination and partnership across state agencies. 

In 2020, Delaware received a grant through the U.S Department of Labor to enroll 400 youth apprentices in the areas of construction, hospitality and Information Technology. This opportunity, and the expansion of youth apprenticeship in the state, enabled Delaware to focus on improving the quality and use of its youth apprenticeship data. 

Tackling Youth Apprenticeship Data Challenges 

As Delaware works to strengthen and scale youth apprenticeship, the state encountered a few challenges with accessing quality data. For one, state leaders confronted some inflexibilities with the federal Registered Apprenticeship Partners Information Database System (RAPIDS), which includes nationwide data on Registered Apprenticeship participation but does not differentiate youth and adult apprenticeships. 

Another challenge was coordinating and systematizing partnerships among agencies and organizations. Delaware first had to create and adopt shared definitions for youth apprenticeship data and then work to break down silos to enable timely inter-agency data sharing. 

And finally, state leaders wanted to make sure youth apprenticeship data could fuel program improvement, equity initiatives and storytelling, and made sure to shift from a compliance to a continuous improvement mindset. 

To tackle these challenges, DDOE assumed a coordinating role, leveraging its scale as a statewide agency to convene partners, reach consensus on important decisions, and establish data sharing agreements. In this role, DDOE was able to compile and match data, including education records, employment records and social services records, “behind the curtain” before pushing de-identified data back out to partners. 

Equipped with relevant and timely data, DDOE is now positioned to support local youth apprenticeship programs to make data-informed decisions. For example, DDOE can identify learners who would be a good fit for youth apprenticeship and provide that information to school counselors ahead of youth apprenticeship recruitment cycles. 

This data also enables DDOE to craft a story about youth apprenticeship, targeting policymakers and members of the public with stories about the impact of high-quality programs.

Lessons Learned

One important lesson from Delaware is the critical need for qualitative data from learners. Partners are developing a new case management system to ensure qualitative data is collected, considered, and utilized as part of a continuous program improvement process.  To fully understand the story behind the numbers, data must be connected to the learners’ voices and experiences. 

Delaware also learned that the goal of youth apprenticeship data systems should not be sustainability alone but rather evolution. Data systems should be flexible, always moving towards the next set of questions the state is looking to explore and answer. If states and youth apprenticeship intermediaries can anticipate the questions they will want to answer in the future, they can begin to build data systems that address those needs. 

Delaware’s advice to state and local youth apprenticeship intermediaries is to concentrate first on the initial strategy, coordination of effort, systems building and partner relationships. This will ensure there are suitable conditions for collecting and using youth apprenticeship data effectively. Partners should also establish a shared system of values that emphasize partner action and innovation and are reinforced by established data routines.

State Policies Impacting Funding

State education agencies, legislators and educators faced significant challenges from the coronavirus pandemic, including adapting to remote and hybrid delivery of hands-on learning, and responding to local and national skilled labor shortages. The number of state-level CTE policies enacted that affect Career Technical Education (CTE) fell to the lowest number in 2020 since Advance CTE and the Association for Career and Technical Education (ACTE) began publishing these annual Year in Review reports.

However, with a new commitment to upskilling and reskilling American learners and a CTE without limits, 41 states enacted 138 policies impacting CTE and career readiness in 2021. Advance CTE and ACTE have witnessed the return of pre-pandemic numbers in state policy actions in 2021 with policies affecting the secondary, postsecondary, adult and/or workforce systems, and including legislation, executive orders, and budget provisions that significantly changed funding.

Each year, Advance CTE and ACTE publish a yearly state policy tracker and categorize each state policy action by topic. In 2021, the top five topics that state policy most frequently addressed were:

Funding
Policies that address significant changes in CTE funding, such as increasing or decreasing allocations, creating a scholarship or grant program, or investing in a pilot program have been categorized by this topic. Twenty-four states enacted 51 policies in 2021 that affected CTE funding, making funding the most common policy category for the ninth year in a row. Below are a few state policy actions from this category: 

State Policies Impacting CTE: 2021 Year in Review marks the ninth annual review of CTE and career readiness policies from across the United States conducted by Advance CTE and ACTE. This report does not describe every policy enacted within each state but instead focuses on national policy trends.

Braiding Funding in Career Pathways Supports CTE Without Limits

Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) calls on leaders to build a cohesive, flexible and responsive career preparation ecosystem and work across systems to align funding streams and resources. One initiative Advance CTE is supporting to advance this work is the New Skills ready network, a JPMorgan Chase & Co. funded initiative, which draws on cross-sector partnerships in six cities, each composed of state, regional and local partners. This work of building sustainable, equitable career pathways systems at each level requires braiding funding and other resources by combining or leveraging funding streams to share costs for employees, equipment or systems outright between entities. As gaps continue to widen between well-resourced and under-resourced communities and institutions, state and local leaders should identify opportunities for flexible funding streams, target new sources of funding and resources and build upon and leverage partnerships to ensure that funding and resources go to the learners that need them most. 

In support of this effort, Advance CTE recently published Braiding Funding to Support Equitable Career Pathways, which also includes key steps to effectively braiding funds and resources. Here are some examples of promising practices from states, how they align with CTE Without Limits and considerations states can take to implement this type of practice in their own state.

Coronavirus Relief Funds: States Leverage Federal Funds to Provide Re-Skilling, Up-Skilling, and Job Training for Displaced Workers

This blog series examines trends in state uses of federal stimulus funding for Career Technical Education (CTE). Stimulus funds were appropriated for emergency relief related to the coronavirus pandemic through the federal Coronavirus Aid, Relief and Economic Security (CARES) Act; the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA); and the American Rescue Plan (ARP) Act. The five major stimulus funding streams for states and educational institutions include the Coronavirus Relief Fund (CRF), the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor’s Emergency Education Relief (GEER) Fund, the Higher Education Emergency Relief Fund (HEERF), and Coronavirus State and Local Fiscal Recovery Funds.

During a time of mass economic disruption caused by the coronavirus pandemic, preparing displaced workers and learners for high-quality, long-term job opportunities is essential to close the skills gap and address shifting labor market demands. Job and income losses resulting from the pandemic have disproportionately impacted women, Black and Latinx workers, and low-wage and non-college educated workers. These populations will be key to target with federal coronavirus relief funds. 

Some states are already investing federal funds in establishing and expanding credential and training programs to address critical skills shortages and build a highly-skilled, resilient workforce for the future. South Dakota invested $2.2 million in GEER funding to launch UpSkill, a program to support workers displaced by the pandemic through 24 fully- or partially-funded certificate programs within the state’s four technical colleges. There is a clear pathway for participants to earn an Associate of Applied Science or bachelor’s degree, and the programs are offered in virtual, in-person or hybrid modalities and aligned with labor market demand.

Similarly, Delaware leveraged $10 million of the state’s CRF allocation to create the Rapid Workforce Training and Redeployment Initiative, which creates a process for establishing fully-funded training and certification programs for individuals who are unemployed or underemployed. These programs, developed by the Delaware Workforce Development Board in consultation with the state Department of Labor, will provide necessary skills for in-demand occupations and connect learners to employers and open opportunities in the state labor market.

Finally, Texas created new and innovative credential programs. The state used GEER to fund $25 million in Texas Reskilling and Upskilling for Education (TRUE) Institutional Capacity Grants for community, state and technical colleges to support efforts to create, expand or redesign high-value postsecondary workforce credential programs. Proposed programs must be under six months long, aligned to industry needs, and developed alongside key stakeholders to qualify for these competitively-awarded grants. Texas also focused on re-engaging learners through a $46.5 million GEER allocation toward financial aid for individuals enrolled in programs centered on up-skilling or re-skilling displaced workers for in-demand fields. The initiative targets learners who have earned some college credit to ensure that they remain on track to attain a postsecondary credential.

These state efforts will ensure that displaced workers and learners who have been disproportionately impacted by the pandemic can connect with meaningful CTE opportunities and career pathways. What is notable about these initiatives is that they not only connect displaced workers with job opportunities, addressing immediate unemployment concerns, but help workers access better opportunities that are in demand and offer high wages. By strategically investing federal relief funds to build and scale short-term training programs that are driven by labor market demand, states can leverage the current crisis to build a stronger workforce and more economic opportunity for the future. Coronavirus relief funds continue to provide a valuable means of investment in establishing and expanding high-quality CTE programs for long-term learner success in a continually shifting labor market.

Coronavirus Relief Funds: States Leverage Federal Funds to Enhance CTE Program Quality

This blog series examines trends in state uses of federal stimulus funding for Career Technical Education (CTE). Stimulus funds were appropriated for emergency relief related to the coronavirus pandemic through the federal Coronavirus Aid, Relief and Economic Security (CARES) Act; the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA); and the American Rescue Plan (ARP) Act. The five major stimulus funding streams for states and educational institutions include the Coronavirus Relief Fund (CRF), the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor’s Emergency Education Relief (GEER) Fund, the Higher Education Emergency Relief Fund (HEERF), and Coronavirus State and Local Fiscal Recovery Funds.

CTE program quality is key for ensuring that learners have access to necessary skills and competencies, meaningful experiential learning opportunities and strong career pathways. Alignment across workforce development systems and both secondary and postsecondary education institutions is essential for connecting learners and employers, as well as promoting experiential and work-based learning opportunities. As states continue to adapt to the challenges posed by the coronavirus pandemic, many are focusing on program quality and investing federal relief funds to strengthen industry alignment and work-based learning initiatives. 

Some states have already directed federal relief funding to align CTE programs to industry needs and high-skill, high-wage, in-demand jobs. Florida made a $35 million GEER allocation for the state Department of Education to partner with state and technical colleges to expand and improve short-term programs leading to in-demand technical certificates, career certificates and industry-recognized certifications. Through providing additional resources to these critical CTE programs, the state hopes to “reimagine its postsecondary CTE offerings as a mechanism for economic and social mobility.” Florida made an additional $2.5 million GEER investment to develop the Pathway to Job Market Dashboard, an online platform to compile and centralize data on CTE programs across the state. The dashboard will provide an accessible, comprehensive view of CTE program performance and alignment to labor market needs.

Massachusetts directed $10.4 million in CRF funding to expand workforce partnerships with employers in the state’s target sectors. The investment will create aligned training-employment pathways statewide. The state also made an additional $300,000 CRF allocation to expand a project to transform career/vocational technical high schools into Career Technical Institutes that also serve adult learners. These Institutes will run three shifts a day and train 20,000 new workers over four years in technical fields and skilled trades. The CRF funds were used to supplement the $8.4 million state investment to expand skills training and align programs to industry needs. 

Other states are prioritizing expanding high-quality work-based learning opportunities that connect learners with employers and industry. Delaware invested $8.3 million in ARP state fiscal recovery funds as part of a public-private partnership to expand the Delaware Pathways program, which provides rigorous, industry-aligned career pathway opportunities for high school students. The funding will allow the program to reach over 80 percent of high school learners in the state, as well as over 6,000 new middle school learners. Support will be targeted for workforce development and “earn and learn” apprenticeship programs in high-growth, high-wage target industries such as health care, engineering, finance and information technology.

Iowa made a $10 million CRF allocation to create two Registered Apprenticeship grant opportunities. Apprenticeships follow an employer-driven, “earn and learn” model that connects classroom learning with on-the-job experience and culminates in an industry-recognized credential. One grant opportunity is available for high schools, nonprofit organizations and small businesses, while the other is open to postsecondary institutions and healthcare employers. Grants can be used to purchase equipment or instructional materials to create or expand apprenticeship programs that also provide for online learning. 

As states look to education and workforce development as avenues for mitigating the effects of the pandemic, coronavirus relief funds provide a key opportunity to enhance CTE program quality. Industry-aligned programs that provide work-based learning and pathways to high-quality credentials will be essential to ensure that learners are prepared for a continually shifting labor market.

Advance CTE 2021 Fall Meeting Staff Reflections

On October 27 and 28, over 270 state Career Technical Education (CTE) leaders gathered for Advance CTE’s 2021 Fall Meeting. Through timely plenary discussions, breakout and networking sessions, members and supporters were able to reflect on the transformations of the COVID-19 (coronavirus) pandemic, gain knowledge on the latest research and promising practices in states, and create community by building networks with leaders in similar roles. 

Advance CTE staff departed the meeting feeling energized and excited about the many ways our members are going above and beyond to advance the event theme, “Meeting CTE’s Moment”. This post shares top outcomes of Fall Meeting with reflections from Advance CTE staff. 

1. Highlighting High-Quality, Equitable State Practices: Speakers from 22 states and 19 national organizations highlighted innovative state practices, and more importantly provided tangible lessons learned and first steps for leaders to implement the initiatives in their own state. 

“The amazing work being shared by CTE leaders across the country was truly inspiring. The statewide mentorship program and New Teacher Institute in Missouri are best practices models for the nation to emulate. Allowing Local Education Agencies (LEA) to serve as an Educator Preparation Program (EPP) is an outstanding example of out-of-the-box thinking. Despite the crippling disparity in pay compared to the surrounding states, the program has yielded high retention rates by providing new teachers with the supports necessary to be effective practitioners. The jewel of the Fall Meeting, in my opinion, was South Carolina’s presentation on the combined efforts between the state’s CTE and Special Education departments to provide access to high-quality programs of study. The innovative process of evaluating the enrollment and performance of students with disabilities by specific disabilities is a model for developing equitable systems for all learners. I’m excited to see the strategies for improving academic success developed from the analysis and I hope the methodology becomes a national trend.” – Dr. Kevin Johnson, Sr., Senior Advisor

“One of my favorite parts of the Fall Meeting was the opportunity state leaders had to share challenges they were facing with top of mind topics and directly problem-solve with national CTE leaders. In a breakout session sharing the latest research on employer engagement, Director of Public Policy James Redstone from the Society of Human Resource Management (SHRM) offered advice to states on how to structure programs and outreach to better meet employer needs. In a session on connecting Social Emotional Learning (SEL) and CTE, renowned national SEL leader Dr. Scott Solberg was able to share best practices and common challenges gained from a network of over 20 states led by Collaborative for Academic, Social, and Emotional Learning (CASEL). Despite limits to capacity, our members are always so eager to keep innovating. Hearing lessons learned in states from a national perspective is so valuable in order to make the most of the resources and take the work on these topics and more to the next level.” – Stacy Whitehouse, Senior Associate, Communications and State Engagement

2. Elevating Learner Voice and Learner-Center Systems: Fall Meeting featured a dedicated    series of breakout sessions focused on elevating high-quality examples of national tool and state initiatives that centered learners in policy and practice. Sessions on Advance CTE’s recently released learner voice toolkit  and social capital featured CTE learners.

“The 2021 Fall Meeting intentionally focused on leveraging the learner voice within state CTE decisionmaking. I was thrilled to witness Advance CTE being joined by two esteemed learners over the two-day meeting: Autumn Steffens and Daraja Brown. Secondary learner Autumn shared her hopes for future learner engagement, “It makes me feel seen as a learner and will help with my decisionmaking in the future.” Postsecondary learner Daraja shared how she has leveraged her social capital to advance through career pathways, “It is important for me to find the different professionals, teacher and mentors that I connect with on a personal level…someone that is in my corner and cares about me and my professional development.” Ultimately, it is important that state and local CTE leaders with the ability to influence CTE policy and programming leverage stakeholders from all levels, including learners. By these actions, state and local CTE leaders are taking every opportunity to advance CTE, particularly under the new shared vision, to ensure each learner achieves career success.” – Brittany Cannady, Senior Associate, Digital Media

“Beyond reconnecting with so many familiar faces, I always love the opportunity to hear from national researchers and partners about exciting or important work in the field, especially those that highlight inequities or illustrate how to better leverage the work we all do to support all learners. Timely research from Strada Education Network and the Urban Institute really demonstrated for me the importance of reaching out to learners at the margins of education, whether they are learners disrupted by the pandemic or learners who don’t have access to high quality postsecondary CTE due to gaps in technology access. At the same time, our members bring these learners to the forefront and are working to design CTE programs that are high-quality and equitable. 3. Building Community: Fall Meeting not only provided an engaging chat feature where attendees routinely shared ideas and celebrated their peers, but also featured two role-alike sessions where leaders networked by professional role, identity and stakeholder level. For the first time, leaders of color also had a dedicated space to connect.

“Advance CTE members are no strangers to virtual meetings, and yet no one felt like strangers to each other. The sense of community and camaraderie was apparent via warm “good to see you” chats and among presenters who were meeting for the first time or reconvening for the hundredth time in a breakout session. We know that members have missed being in person together, but I find encouragement and meaning in the Fall Meeting as a culmination of building a virtual community over the past two years.” – Sara Gassman, Senior Associate, Member Engagement & Professional Learning

“The highlight for me was watching our members shout out each other and other members of their team for their incredible work to advance high-quality and equitable CTE! It was heartening and refreshing to see so many old and new colleagues and peers recognize their fierce commitment to CTE and innovative practices for a wide array of policies, such as establishing standing up new advisement systems, expanding equitable early postsecondary opportunities, building local capacity for identifying and closing opportunities gaps, and recruiting and retaining a more diverse CTE workforce, to name a few! 4. Advancing CTE Without Limits and Exploring the Future of CTE: Fall Meeting was grounded in the five principles that comprise Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits), and each series of breakout sessions sought to challenge the limits of state leaders to transform systems so that each learner can achieve success in the career of their choice. 

“Just seven months after CTE Without Limits was released, it was incredible to see how state CTE leaders are thinking about operationalizing the principles. I had the privilege of listening in on Lisa Stoner-Torbert’s session on Delaware’s PIPEline for career success program for learners with disabilities, which demonstrates how flexible career pathways, aligned funding and cross-sector partnerships can provide historically marginalized learners the means to succeed in their chosen career pathways.” – Austin Estes, Data & Research Manager

“Another standout moment was during the Ensuring Access to CTE for All Learners Through Equitable Recruitment and Admissions Requirements session. The speaker, Ms. Tiara Booker-Dwyer, Assistant State Superintendent, Maryland State Department of Education, so eloquently shared the importance of diversity in advancing our vision for CTE through a visual “band” analogy. She explained the need to have “all instruments” represented in order to produce great music and how the lottery system in their state was not allowing for “all instruments” to have a chance to be part of the band. Her example provided the why behind the work as she shared policy and practices their state edited to create more equitable access to programs. The co-presenters for the session from the state of Massachusetts’ Department of Elementary and Secondary Education, Cliff Chuang, Senior Associate Commissioner and Elizabeth Bennett, Associate Commissioner of CCTE, also incorporated CTE Without Limits in their concrete examples of how they have revised state policy and law to create a path for all learners to be recruited and admitted in high-quality CTE programs in their state.

5. Connecting Federal Policy to State Action: Fall Meeting attendees had the opportunity to receive updates on the latest federal policies and supports from senior officials at the U.S. Department of Labor (DOL) and the U.S. Department of Education’s Office of Career, Technical, and Adult Education (OCTAE). 

“The highlight of the Fall Meeting for me was the opportunity to facilitate a discussion with DOL on the lasting effects of the pandemic on the labor force and the future of work. The discussion elevated the necessity for alignment across secondary, postsecondary and the workforce and the opportunity for CTE to bridge that alignment. It was clear that DOL is supportive of the work our members are conducting in all states. and that the administration wants to continue to fund initiatives that support the economic recovery of our nation and challenge our limits on innovative programming and learner engagement in high-quality career pathways.” – Jeran Culina, Senior Policy Associate
