Getting to Know the 2024-2025 Advance CTE – ECMCF Fellows (Part 1)

Advance CTE and ECMC Foundation are excited to introduce the Fellows of the third cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE) that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. 

Over the next few days, this blog series will introduce each Fellow participating in the third cohort of emerging leaders from across 16 states and one U.S. territory.

Dr. Kisha Aites serves as the interim department chair/associate professor of engineering technology education in the College of Education at Savannah State University. She holds degrees in technology education from North Carolina A&T State University and a doctorate degree in workforce education from Penn State. Dr. Aites was part of the 2022–2023 USG Executive Leadership Institute and served as Vice Chair of Faculty Senate from 2019-2021. In 2015, she served as editor for the publication Introduction to Critical Issues in Education and was honored by the Georgia Association for Engineering & Technology Education in 2015 and 2016. She has traveled globally, including to Ghana (Fulbright-Hays Fellow) in 2016 and China (GA Education Delegation) in 2017, to explore and promote educational and cultural exchanges. Dr. Aites is dedicated to addressing equity issues in engineering technology, workforce development, and critical issues in education.

NiñaFe Awong is an experienced CTE professional with over 19 years of experience in workforce development, educational leadership, and project management.  NiñaFe’s primary mission has been to align CTE programs with industry needs. She has developed and implemented robust statewide initiatives, policies, and programs that drive student achievement and prepare learners for high-wage, high-skill, and in-demand careers.  NiñaFe has also effectively managed federal and state funding, while successfully navigating complex legislative and regulatory landscapes, ensuring compliance and delivering measurable outcomes. NiñaFe has helped to refocus organizational lenses to recognize and reprioritize CTE at local and state levels. As a product of CTE education, she strongly advocates student-centered learning, supports instructor development, and believes in forging strategic partnerships that enrich educational experiences.  NiñaFe is passionate about removing barriers and creating opportunities for learners to thrive and excel in their chosen careers.

Terryn Batiste leadership of administration and daily operations of third-party accreditations, along with industry-recognized credentials.  Her career includes working in the areas of public policy, enrollment management, accreditation, and compliance.  Batiste holds two degrees from Southern University and A&M College — a Bachelor of Arts degree with honors in mass communications and a Master of  Public Administration from the Nelson Mandela  School of Public Policy. She holds a project management professional (PMP) certification from the Project Management Institute and a Developing a Curriculum (DACUM) certification from The Ohio State University.  She is married with two children (boy/girl twins).  

Renee Blackshear is an esteemed professor specializing in computer networking at Texas State Technical College. With degrees in networking, e-commerce and security, her research focuses on the security and scalability of network infrastructures, addressing critical issues in data transmission and internet protocols. Ms. Blackshear’s career spans over 15 years, during which she has continuously helped develop curriculum for emerging technology and has presented at a number of national conferences. Her passion for teaching extends beyond the classroom, where she mentors students and collaborates with industry experts to innovate network technologies. Recognized for her expertise in network design and optimization, she actively contributes to shaping the next generation of networking professionals. Ms. Blackshear’s commitment to bridging theory with practical application has earned her accolades for fostering a dynamic learning environment and preparing students for the evolving challenges of the digital age.

Ignacio Chaparro is a Pre K-16 equity-focused educational professional with a robust background in leadership, systems building, and strategic policy development and implementation. He is currently pursuing his doctorate in educational leadership and policy studies at Boston University. Ignacio also holds a Master of Public Administration from Northeastern University, and a Bachelor of Arts in Political Science from the University of Massachusetts Boston.  As the College and Career Readiness & Pathways Liaison at the Massachusetts Department of Elementary and Secondary Education (DESE), Ignacio provides direct support to districts across the state with implementation of high-quality college and career pathways. His previous roles include serving as the director of equity and accountability at Boston Public Schools, and as project specialist for the Massachusetts Department of Higher Education.

State Innovations in Career Technical Education: Building a Clean Energy Workforce

To solve pressing climate-related challenges including droughts, forest fires, sea level rise and others, the nation needs a workforce prepared to address those challenges. The clean energy sector, in particular, helps provide solutions for the future of the planet, and the economic case for expanded investment in clean energy jobs is clear: in 2022, clean energy jobs grew in every state and, with a national 3.9% job growth, outpaced national employment growth.1 To prepare young people for the future of this emerging economy, states and local education agencies are turning to Career Technical Education (CTE) to develop both the technical and academic skills needed while providing specialized training to ensure learners are environmentally aware and can enter into environmentally-focused careers.

Some states focus on a broad strokes approach that expands access to the sector as a whole. Last year, Massachusetts created a Clean Energy Innovation Career Pathway, to “inspire the next generation of clean energy experts in Massachusetts by providing students experiential learning opportunities in the field.” In September 2023, six high schools began piloting this pathway. The state also announced multiple financial investments in the development of training opportunities, including a $2.5 million grant to Benjamin Franklin Cummings Institute of Technology to create their Center for Energy Efficiency and the Trades and achieve a goal of connecting 50% of graduates to climate-connected occupations by 2026.

Other states developed more focused career-specific pathways in close collaboration with industry partners. Georgia, for example, developed an electric vehicle career pathway in response to a $5 billion investment from electric vehicle manufacturer Rivian, who seeks to hire 7,500 workers across four counties in Georgia. This type of approach reveals the importance of employer partners who can demonstrate and speak to the value of CTE training programs for the clean energy sector.

Local education agencies are also adopting hyperlocal programs in response to hyperlocal need. The Urban Assembly New York Harbor School focuses on preparing learners specifically for maritime careers, and is focused heavily on careers centered on the clean workforce, including in marine biology research, aquaculture, and ocean technologies, among other pathways. They have partnered with the Billion Oyster Project to provide learners with hands-on experiences and direct connection to mentors in the industry, in turn developing young practitioners eager to engage in this space. The Billion Oyster Project reports engaging with over 11,000 New York City students since 2014.

Environmental education, climate literacy, and exposure to workforce opportunity are vital to recruitment and retention of young people in the clean energy space. To prepare for the economic future of this emerging space, high quality and equitable CTE needs to remain at the forefront to ensure that all young people can find, decide on and engage in these types of future careers.

As a state Career Technical Education (CTE) leader, you’ve likely heard the phrase “skills gap” many times. We hear it often at SkillsUSA, too, especially from our current and prospective industry partners looking to secure their future workforce. At more than 400,000 student and teacher members, SkillsUSA is the largest Career and Technical Student Organization (CTSO) in the U.S. devoted to the skilled trades, and that’s one of the reasons we describe ourselves as “the #1 workforce development organization for students.” Another reason is our approach to closing the skills gap, one that focuses on the development of more than technical skills alone.

Yes, most discussions around the skills gap center around the need for hands-on technical skills, and understandably so. After all, the manufacturing industry alone forecasts more than 2.1 million unfilled jobs by 2030, and other industries offer their own daunting predictions. In fact, according to a recent report from McKinsey and Company, 87% of companies worldwide claim to either be experiencing a skills gap now or expecting to experience one in the next few years. Viewing the skills gap as mainly a shortage of technical skills is so pervasive because that shortage is such a clear and present threat to our global economy.

But there’s another aspect of the skills gap that’s just as big a threat. When we speak with industry, we hear repeatedly that entry-level employees also lack what are often called “employability” or “soft” skills. These are skills such as communication, teamwork, integrity, professionalism, and more that set employees apart as leaders, achievers, and difference-makers, which can foster success in any career… and in life itself.

Those are exactly the types of skills we work to develop in our SkillsUSA students as we accomplish our mission: to empower students to become skilled professionals, career-ready leaders, and responsible community members. When students combine those life skills with their hands-on skills, their potential is truly limitless.  

One of our teachers, Amanda McClure of Union Grove High School in McDonough, Georgia, says it best: “SkillsUSA transforms timid students into leaders, disinterested students into competitors and self-centered students into team players. I have seen the positive changes SkillsUSA makes in my students’ lives and witnessed their success in college and careers as a result of involvement.”

According to the recent “SkillsUSA Advantage Report,” released by the Student Research Foundation in 2022, SkillsUSA members consistently outperform their peers not enrolled in a CTSO in seven essential areas: earning a license or certification, meeting potential employers, being excited about their chosen career, gaining work experience, understanding the work environment, being excited about school, and connecting school to the real word. 

Those results are further proof that CTE is at its strongest and most impactful when it’s shaping the whole student into a confident, focused leader and contributor, one who’s uniquely skilled to succeed both personally and professionally. Showing the nation that CTE is unrivaled when it comes to setting students up for fulfilling, successful futures is how we put—and keep—“CTE at the Forefront” of workforce development discourse. In fact, many are already catching on about the amazing opportunities CTE programs provide. SkillsUSA’s membership numbers—the highest in our nearly 60-year history—are a testimony to that fact, and that’s thanks in large part to the life-changing work our state SkillsUSA directors perform each and every day on behalf of their student members. I know that same dedication is shared by all state CTE leaders, and as we commit ourselves to developing the whole student in all our programs, we make it clear—through the inspiring success of our students—what “CTE Without Limits” truly means.

In recent years, middle school career exploration has gained traction as a foundational element of Career Technical Education (CTE). As many State CTE Directors and leaders know, the Carl D. Perkins Career and Technical Education Act (Perkins V), signed into law in July 2018, for the first time permitted Perkins funding to be used on career exploration programming as early as fifth grade. Here are four strategic actions that states can take to expand and enhance career exploration programs that prepare learners for postsecondary education and career success, based on a recent nationwide study of middle school career exploration programs, commissioned by American Student Assistance® (ASA).

Clearly define middle school career exploration and ensure a unified definition is adopted across relevant agencies and partners, including K-12, postsecondary, workforce, and relevant community-based organizations. A quality definition clearly defines middle school career exploration as a strategy that will help learners build their understanding of career interests and expand awareness and understanding of career opportunities, including through hands-on, applied experiences. 

Once a clear definition is established, coordinate related and supporting efforts across state leadership, including departments driving academics and instruction, school counseling, CTE, and workforce training. Establish routines for collaboration between programmatic leaders who should be working together to support an overall vision for learner success with elements from each of their programs.

Integrate career exploration into your accountability and data collection systems. The last two years of high school are insufficient for dramatically increasing learners’ readiness for postsecondary and career opportunities. States can leverage program quality indicators in Perkins V and the Every Student Succeeds Act (ESSA) state plans to formally set measurable goals for middle school career exploration, integrating them into existing college and career readiness (CCR) targets. States can also utilize their data collection systems to not only identify middle school career exploration participants and determine their positive placement within high school CTE programs, but also to ensure the quality of programming through evaluations or learner-based software platforms.

The report also highlights seven states that have distinguished themselves by instituting formal accountability mechanisms to influence district and school focus on meaningful career exploration. Although federal changes made through the reauthorization of ESSA allowed states to exercise flexibility in the indicators used to assess districts and schools, only two states—Pennsylvania and Georgia—have used this flexibility to include career exploration as a component in their federal accountability systems. Five additional states—Missouri, Kansas, Utah, South Carolina, and Michigan—have incorporated middle school career exploration into their state accountability mechanisms to assess the quality of delivery of career advisement services or activities.

Assess and address state policies that have the potential to limit learners’ ability to access different career exploration opportunities, including restricting CTE course enrollment by grade level or grade point average minimums. 

It’s important to provide innovative and comprehensive career exploration that includes CTE. Only 33 states facilitate exploration via a course or set of courses that can serve as an on-ramp to a CTE pathway, according to ASA’s report. In contrast, the study highlights Utah’s College & Career Awareness Program, which requires a course that enables learners in grades 7-8 to explore high school, college, and career options based on individual interests, abilities, and skills. A team of CTE teachers, school counselors, and work-based learning coordinators teach the course and provide instruction in career development. 

This well-rounded, effective approach equips all learners with the information they’ll need to understand their options and make informed, confident decisions about their futures.

Funding Career Technical Education: Incorporating Elements Into Funding Models to Address CTE Access, Completion and Program Quality

Advance CTE released the 2023 State of CTE: An Analysis of State Secondary CTE Funding Models to highlight how states and the District of Columbia provide high-quality Career Technical Education (CTE) through various secondary CTE funding models and approaches. This blog, the third in a series, describes ways states have incorporated elements into their funding models to address CTE access, completion and program quality. 

Overview

Advance CTE’s vision for the future of CTE calls on states to design equitable funding models that direct funding to where it is needed most. Funding is not just about budget sheets but about investing in and fostering an environment where every learner’s potential is unleashed. A state’s commitment to CTE is reflected in their financial decisions, and states are making changes to secondary CTE funding models to better serve and offer opportunities for all learners.

Background

Advance CTE conducted a survey with State CTE Directors in summer 2022 to better understand the extent to which states are currently incorporating elements into funding models to address CTE access, completion and program quality. Forty-six state leaders responded to the survey, and Advance CTE followed up with select state leaders in interviews to gather additional information about dimensions of equity.

Some of the most salient findings from the survey of State CTE Directors include:

65 percent reported state funds supported access to secondary CTE programs for all learners, 56 percent reported state funds supported completion of secondary CTE programs of study for all learners, 54 percent reported state funds supported access to equipment and resources in CTE classrooms, 47 percent reported state funds supported access to college and career advisement, and 44 percent reported state funds supported attainment of CTE certifications while in high school.

There remains room for innovation in states’ secondary funding models as almost half of states are not supporting funding in one or several of the dimensions of equity. Additionally, almost a fifth of State CTE Directors indicated their state funding does not reflect any of the dimensions of equity. States should continue to evaluate and incorporate changes to secondary CTE funding models to ensure all learners have access and success through CTE.  

Highlighted Practices

States such as Kansas, Michigan, New Mexico and Texas are linking state funding to state-approved CTE programs meeting quality standards. This move ensures access for learners regardless of their geographical location. 

Other states, including Delaware, Florida, Georgia, Idaho, Indiana, Ohio, Tennessee and Texas, are incentivizing learner enrollment and success in certain CTE courses or programs aligned with state labor market needs. These states use varying weights (i.e., multipliers) based on program types or course levels, aligning educational goals with workforce demands. For example, Indiana allocates amounts based on the number of CTE credit hours generated by districts and the enrollment in apprenticeship programs or work-based learning.1

Recent shifts in foundational education formulas or bonus structures have also resulted in positive change. Massachusetts, for instance, introduced incremental funding to its formula for Chapter 70 (i.e., the major program of state aid to public elementary and secondary schools) under the Student Opportunity Act, benefitting English language learners and learners experiencing low income, including those in CTE programs.2 You can learn more about Massachusetts in the state case study accompanying this release.

In Texas, local education agencies (LEAs) can earn outcomes bonuses for learners meeting the state’s college, career or military readiness measures. This bonus is weighted for learners who are considered economically disadvantaged or who are enrolled in special populations thereby tailoring additional funds to cater to learner needs, especially within CTE programs.3 You can learn more about Texas in the state case study and read about additional examples in the Research Report accompanying this release.

Recommendations

State leaders should consider the following recommendations if they plan to leverage funding incentives and/or prioritize geographies, learner or program characteristics and/or program areas:

Funding structures must continually evolve to bridge resource gaps among different learners. State CTE Directors can help shape funding conversations so learners thrive in an ever-evolving CTE landscape.

In the next decade, job seekers in manufacturing will find plenty of openings. It’s projected that nearly 3.5 million manufacturing jobs will need to be filled in the next 10 years. The challenge, however, is that there aren’t enough qualified workers to fill the positions. An aging workforce, changing technologies and misperceptions about the industry all contribute to the shortage. This has serious consequences for the manufacturing industry, which is overwhelmingly not prepared. It is important for industry and education to partner together to bring industry-relevant knowledge and skills to the classroom. Aside from learners, manufacturers are the most important customers of CTE programs, and programs should be aligned with the skills manufacturers need and want.  

It’s critical to embed manufacturers into the education process to ensure the curriculum and equipment align with their needs, asking questions such as: What is the market need? Which positions need to be filled? Which machines are you using? Which skills do you require? Which type of training programs do you use? Which certifications do you need?

Matching your state’s programs to local industry needs will ensure well-trained learners from your schools are in demand. Moreover, it can also lead to other opportunities like on-site tours, mentoring, equipment donations, internships, jobs, and even funding. 

Organizations like the SME Education Foundation are valuable partners in such a process. The Foundation’s signature program, SME PRIME®, is predicated on partnering private industry with educators to build transformational hands-on manufacturing education experiences.  Informed by private industry, SME PRIME® builds customized manufacturing and engineering programs in high schools across the country, providing equipment, curriculum, teacher training, student scholarships and funding for extra-curricular activities and program sustainability. SME PRIME® is tailored to meet the needs of local manufacturers and is aligned with over 30 industry-recognized certifications.

Research Round-up: Micro-credentials as a Lever for Social Mobility in Rural Postsecondary Communities

Advance CTE’s “Research Round-Up” blog series features summaries of relevant research reports and studies to elevate evidence-backed Career Technical Educational (CTE) policies and practices and topics related to college and career readiness. This month’s blog highlights the impact that micro-credentials have had on different populations of learners in rural postsecondary institutions. Ensuring that each learner’s skills are counted, valued, and portable supports Advance CTE’s vision for the future of CTE where each learner has access to the means to succeed in the career of their choice.

In their 2022 report, Micro-Credentials for Social Mobility in Rural Postsecondary Communities: A Landscape Report, Digital Promise explored the impact of earning micro-credential attainment on individuals’ transitions into the workforce, promotions, and economic outcomes (e.g., salary increase, prioritizing learners impacted by poverty). Micro-credentials are digital certifications that verify an individual’s competence with a skill or set of skills. They can be earned asynchronously and stacked together to demonstrate readiness for in-demand jobs. Micro-credentialing is growing in popularity as state CTE leaders consider expanding their credential spectrum to include micro-credentials as a cost-effective option to connect learners with certifications for their skills. 

While common themes emerged across the four rural micro-credentialing initiatives evaluated in the report, overall impressions were that micro-credentials can — and in some cases, do — lead to job promotions, higher wages, and an increase in self-confidence for rural learners.

Research Objectives

To better understand their impact, researchers selected four rural micro-credentialing initiatives that are being used to create career pathways for rural learners. The report focused specifically on outcomes for Black, Latinx, and indigenous populations, as well as women. 

A primary objective of this project was to identify existing and emerging instances of micro-credentials in rural industry, education, and training initiatives to inform the field about the value and use of micro-credentials as a tool for equitable economic recovery. Additionally, this research sought to understand how micro-credentials are being leveraged to reduce systemic biases, signal worker readiness to employers and promote social mobility in rural communities.

The four communities featured in this work include:

This report features both qualitative and quantitative data collected through focus groups and individual interviews, program enrollment, retention, credential attainment, and salary outcomes.

Learner Perceptions of Micro-credentials

 

Overall, micro-credential earners interviewed for this study perceived their experiences favorably and believed that efforts to earn such credentials would result in economic mobility through higher education and income levels. Earners indicated that micro-credentials allowed for more timely feedback and that each credential motivated earners to continue their progression. While stakeholders remain optimistic about the value of micro-credentials, many earners are still unsure of how earning micro-credentials may or may not impact their long-term employment trajectories.

 

Program Design Considerations

As a result of their analysis, five themes emerged across the micro-credential sites:

  1. Partnerships
    • All initiatives emphasize a need for developing regional, sustainable partnerships across sectors and increasing efforts to engage communities of color. Successful initiatives included universities, adult education, prison education, and reentry programs and employers. 
    • State-level example: In Tennessee, several organizations and networks are working to promote online learning and micro-credentialing for early childhood education professionals across the state.
  2. Employer Recognition
    • Program administrators and learners want to ensure that prospective employers recognize and value skills demonstrated through micro-credentials. 
    • State-level example: In Georgia, the way that program leaders build relationships with employers ensures a quick transition into the workforce for those completing the 8-week program to earn their micro-credentials.
  3. Program Sustainability
    • As the three university-based pilots are in the process of scaling up into more robust statewide programs, efforts to maintain programming were thought to depend on several factors:
      • A desire for more robust data collection methods and data interoperability across multiple institutions. 
      • Administrators also recognized the need to improve messaging to potential learners, employers, and funders about the value of micro-credentials.
  4. Program Appeal/ Feasibility
    • Across all initiatives, program appeal was influenced by affiliations with the respective educational institutions. Perceived use and value of micro-credentials were the most important reasons for motivation for program developers and earners. 
    • State-level example: In Kentucky, some teachers earning micro-credentials were able to increase their rank and wages.
  5. Potential for Learner/ Higher Education Attainment
    • An ability to earn new skills, obtain credit for prior knowledge, and access varied content were significant factors of the perceived value of micro-credentials among rural learners. Earners perceive micro-credentials as beneficial to include on resumes given that they may set them apart from other candidates. 
    • State-level example: In Maine, earners, which included women in state correctional facilities, sought to ensure that micro-credentials were readily transferable to college credit.

Advancing Equity in CTE: Elevating the Knowledge of a New Generation of Leaders

Advance CTE is excited to introduce a collection of briefs that feature the original research conducted by select Fellows from our inaugural cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship – Sponsored by ECMC Foundation (Fellowship). These briefs cover different topics within the CTE landscape and alignment with Advance CTE’s CTE Without Limits’ principles for advancing equitable, high-quality CTE programs for every learner. 

The Fellowship strives to address the growing shortage of state postsecondary CTE leadership by closing racial representation gaps and removing equity barriers to leadership advancement. Through individualized supports, intentional networks and a real-world fellowship project, Advance CTE-ECMCF Fellows gain the skills and network to pursue leadership positions and advance high-quality, equitable state postsecondary CTE systems. The Real-World Project is a capstone of the Fellowship. By highlighting selected projects and citing Fellows’ research as contributions to the national CTE landscape, we aspire to elevate a new generation of CTE leaders. 

The first brief, Career and Technical Education and the Justice System: State Strategies to Improve Outcomes for Justice-Involved Learners in CTE Programs, features research from Fellows alumni Richard Crosby and Janelle Washington.

High-quality education opportunities for justice-involved learners have demonstrated a strong economic return; a study produced by the RAND Corporation found that, for every $1 invested in prison education programs, there is a $4-5 reduction in incarceration costs during the first three years post-release of a prisoner. Despite these benefits, only seven states are currently opting to allocate the maximum allowable amount of state leadership set-aside funds to improving outcomes for this population of learners. This brief offers actionable recommendations for state leaders to address systemic barriers through changes to funding, administrative and program quality policies to have a long-term and lasting reduction impact on recidivism.

 

The second brief, a Policy Review of the Impact of House Bill 444 on Career and Technical Agricultural Education Dual Enrollment at Technical College System of Georgia (TCSG) Institutions, highlights the research of Fellowship alumni Dr. Kristin Corkhill.

Dual enrollment is a popular education initiative that has contributed to increased postsecondary enrollment across the Technical College System of Georgia. These programs represent early opportunities for learners to gain industry-aligned skills and develop confidence and awareness of how to be successful in postsecondary programs and generate a highly skilled workforce pipeline to continue to grow the state’s economy. This brief offers recommendations for state leaders on how to continue to support improved enrollment trends.

 

The third brief, Non-Traditional Learner Participation in Postsecondary Career and Technical Education Programs features research by Fellowship alumni Jean Claude Mbomeda.

The non-traditional gender occupational divide weakens state economies by decreasing economic productivity and reducing diversity in decision-making. By creating gender parity in which “women participate in the labor force at the same rate as men, work the same number of hours as men, and are employed at the same levels as men across sectors,” the United States would see an estimated $4.3 trillion increase in the gross domestic product in 2025.1 Check out this brief to learn ways that state leaders can strengthen policies to ensure equitable access and outcomes for every learner and better meet the needs of the state’s economy and labor market. 

These briefs are the first part of the larger Building a Diverse Leadership Pipeline series, set to be released later this year, that aims to increase leadership stability and achieve more demographically representative state CTE leadership, by providing resources, tools and examples to help state leaders establish a talent pipeline and provide training, mentorship and opportunities for aspiring CTE leaders.

Advancing Equity in CTE: The Equity-Minded Leadership Framework

This is the third blog in a series of four blogs about the Postsecondary State Career Technical Education Leaders Fellowship at Advance CTE – Sponsored by ECMC Foundation (Fellowship) and provides Career Technical Education (CTE) leaders with a framework by which to develop equitable CTE ecosystems, a foundational approach to ensuring all learners have access to high-quality programs aligned to in-demand high-wage occupations. 

Overview

The Postsecondary State Career Technical Education Leaders Fellowship at Advance CTE – Sponsored by ECMC Foundation is anchored in the construct of “Equity-Minded Change Leadership” which posits that in order to transform education systems and engage the operations of and organizational structure of education institutions, a lens of “equity-mindedness” has to be clearly defined and used to evaluate learner outcomes. To clearly determine a challenge, adaptive leadership is necessary. The combination of the adaptive leadership theory and the concept of equity-mindedness is the foundation of equity-minded change leadership. Advance CTE chose this framework of equity-minded change leadership because it can support CTE leaders in fostering change and addressing the effects of inequitable systems on learners who have been underserved by education institutions.  

 

Defining the Challenge 

In order to transform or mitigate the effects of an inequitable system, the problem has to be clearly defined and categorized to determine the approach leaders should take and which solutions to apply to enhance learner success. “Adaptive challenges linked to differences in how students experience and benefit from education, systematically advantaging some while disadvantaging others, must be recognized and addressed to change education in ways that reduce and eventually resolve systemic equity gaps”.1 Equity-minded change leadership. Retrieved on April, 12, 2018.[/efn-note] As part of a mandatory real-world research project, each fellow identified a challenge, collected data to describe the scope of the challenge, applied a solution to the challenge, reported on the impact of the intervention, as well as offered recommendations using the adaptive change leadership theory. 

A few examples of research topics explored include: 

Analyzing the Gap

How challenges are initially framed are important and essential to applying the appropriate solution to a problem. Equity-mindedness takes into account the current systems, policies, cultural norms and everyday practices being applied in an education institution or agency and evaluates the impact, intentional or unintentional, on individuals or groups. A starting point for the Fellows was to disaggregate data by the special populations and subgroups identified in the Carl D. Perkins Career and Technical Education Act (Perkins V) and analyze learner outcomes for a subset of this group. This analysis revealed gaps in access and outcomes, which were then mapped to root causes that likely require systemic interventions and remedies.

Building Solutions

Equity-minded change leadership offers state leaders an evidence-based approach to deliberately and systematically evaluate impact for learners. In doing so, it holds the potential to be a transformational lever to achieve, fully, the aspirations of CTE Without Limits. During the Fellowship, Fellows applied this framework to their real-world projects with much success. Fellows evaluated equitable access to CTE programming for justice-involved learners, Black males in South Carolina’s technical college system and women in rural communities, among others. CTE has always been a system that was required to be responsive to the needs of industry. As state leaders strive to build high-quality CTE systems, they must also be responsive to the needs of our nation’s increasingly diverse learner population.

College in High School Series: a Look at CHSA’s State Policy Roadmap

Advance CTE serves as a steering member of the College in the High School Alliance,a coalition of national, state, and local organizations collaborating to enable high school students to enroll in authentic, affordable college pathways toward postsecondary degrees and credentials offered with appropriate support. This blog, the second in a series, highlights the CHSA’s Unlocking Potential guide that elevates findings and work states are doing to design and deliver high-quality college in the high school programs. 

Resource Overview

College in High School Alliance (CHSA)’s Unlocking Potential: A State Policy Roadmap for Equity & Quality in College in High School Programs provides a comprehensive set of policy recommendations for states looking to expand equitable access to college and high school programs. This guide provides policy recommendations as well as actionable items for state and local administrators and concludes with other examples of state tools and resources.

Background:

College in High School Alliance defines college in high school programs as dual enrollment, concurrent enrollment, and early college high school. These programs are formed via partnerships between school districts and accredited institutions of higher education to provide high school-age students postsecondary experiences that lead to college credentials or degrees. 

The number of students participating in College in High School Programs has increased to provide opportunities to more than 5.5 million secondary learners, with Career Technical Education (CTE) courses making up one-third of enrollments (1). While these programs have proven popular and in high demand, enrollment demographics do not reflect the full diversity of the learner population. Significant opportunity exists for reducing barriers to accessing College in High School Programs for all learners, especially those in low-income communities, learners of color, learners from rural communities and first-generation college-goers.

Unlocking Potential provides recommendations and highlights work for state policies that advance the goals of equity and quality for college in high school programs in six categories:

The policy recommendations are presented along a continuum: foundational, advanced, and exceptional policies. Foundational policies are those that every state must have to best support its learners.

For example, under the Equity Goal and Public Reporting, Every Student Succeeds Act (ESSA) data reporting requirements would be considered a foundational policy. On the other end of the spectrum, states can enhance these same data reporting requirements by creating tool kits and providing technical assistance to empower local use of data to remove barriers for learners and create more equitable programs.
