Five Strategies to Scale Individual Career and Academic Planning

When the Oklahoma Department of Education launched Individual Career and Academic Planning (ICAP) in 2017, the intent was to support learners along their entire career journey to make informed choices about their future academic and career goals. Today, ICAP is firmly rooted in policy and practice. Beginning in the 2019-20 school year, learners entering the ninth grade in Oklahoma must complete an ICAP to graduate from a public high school.

What is remarkable about Oklahoma’s ICAP process is that the process supports learners to and through high school graduation, helping them transition to postsecondary education or into the workforce. Learners who enroll at the University of Oklahoma can identify a major by comparing their ICAP personal interest survey results or Career Clusters survey results from high school with the university’s career pathways major planning tools. Too often, career and academic planning is siloed between secondary and postsecondary education, but Oklahoma is working to break down these silos and ensure ICAP supports learners even after they graduate from high school. 

ICAPs have different names in different states, including Individual Learning Plans (ILPs) and Individual Graduation Plans (IGPs). They refer to both the process of engaging in individualized academic and career development activities as well as the product: a living, usually online, portfolio that is created by each learner and regularly updated as they advance through school and transition into the workforce.

While ICAPs have been adopted by at least 38 states, they are often layered on top of the myriad other commitments that under-resourced and under-staffed schools and districts are responsible for, making them more of a box-check activity than a meaningful career planning process. When implemented with fidelity, ICAPs can enable learners to skillfully navigate their own career journeys and build occupational identities that span their lifetimes. State leaders play a critical role in ensuring that ICAPs are implemented effectively, that academic and career planning is integrated into state-level initiatives, and that each learner is provided coordinated supports to help them navigate their career journey. Specifically, state leaders can support ICAP implementation by:

It was developed through JPMorgan Chase & Co.’s New Skills ready network, a partnership of Advance CTE and Education Strategy Group. Advance CTE 2021 Fall Meeting Staff Reflections

On October 27 and 28, over 270 state Career Technical Education (CTE) leaders gathered for Advance CTE’s 2021 Fall Meeting. Through timely plenary discussions, breakout and networking sessions, members and supporters were able to reflect on the transformations of the COVID-19 (coronavirus) pandemic, gain knowledge on the latest research and promising practices in states, and create community by building networks with leaders in similar roles. 

Advance CTE staff departed the meeting feeling energized and excited about the many ways our members are going above and beyond to advance the event theme, “Meeting CTE’s Moment”. This post shares top outcomes of Fall Meeting with reflections from Advance CTE staff. 

1. Highlighting High-Quality, Equitable State Practices: Speakers from 22 states and 19 national organizations highlighted innovative state practices, and more importantly provided tangible lessons learned and first steps for leaders to implement the initiatives in their own state. 

“The amazing work being shared by CTE leaders across the country was truly inspiring. The statewide mentorship program and New Teacher Institute in Missouri are best practices models for the nation to emulate. Allowing Local Education Agencies (LEA) to serve as an Educator Preparation Program (EPP) is an outstanding example of out-of-the-box thinking. Despite the crippling disparity in pay compared to the surrounding states, the program has yielded high retention rates by providing new teachers with the supports necessary to be effective practitioners. The jewel of the Fall Meeting, in my opinion, was South Carolina’s presentation on the combined efforts between the state’s CTE and Special Education departments to provide access to high-quality programs of study. The innovative process of evaluating the enrollment and performance of students with disabilities by specific disabilities is a model for developing equitable systems for all learners. I’m excited to see the strategies for improving academic success developed from the analysis and I hope the methodology becomes a national trend.” – Dr. Kevin Johnson, Sr., Senior Advisor

“One of my favorite parts of the Fall Meeting was the opportunity state leaders had to share challenges they were facing with top of mind topics and directly problem-solve with national CTE leaders. In a breakout session sharing the latest research on employer engagement, Director of Public Policy James Redstone from the Society of Human Resource Management (SHRM) offered advice to states on how to structure programs and outreach to better meet employer needs. In a session on connecting Social Emotional Learning (SEL) and CTE, renowned national SEL leader Dr. Scott Solberg was able to share best practices and common challenges gained from a network of over 20 states led by Collaborative for Academic, Social, and Emotional Learning (CASEL). Despite limits to capacity, our members are always so eager to keep innovating. Hearing lessons learned in states from a national perspective is so valuable in order to make the most of the resources and take the work on these topics and more to the next level.” – Stacy Whitehouse, Senior Associate, Communications and State Engagement

2. Elevating Learner Voice and Learner-Center Systems: Fall Meeting featured a dedicated    series of breakout sessions focused on elevating high-quality examples of national tool and state initiatives that centered learners in policy and practice. Sessions on Advance CTE’s recently released learner voice toolkit  and social capital featured CTE learners.

“The 2021 Fall Meeting intentionally focused on leveraging the learner voice within state CTE decisionmaking. I was thrilled to witness Advance CTE being joined by two esteemed learners over the two-day meeting: Autumn Steffens and Daraja Brown. Secondary learner Autumn shared her hopes for future learner engagement, “It makes me feel seen as a learner and will help with my decisionmaking in the future.” Postsecondary learner Daraja shared how she has leveraged her social capital to advance through career pathways, “It is important for me to find the different professionals, teacher and mentors that I connect with on a personal level…someone that is in my corner and cares about me and my professional development.” Ultimately, it is important that state and local CTE leaders with the ability to influence CTE policy and programming leverage stakeholders from all levels, including learners. By these actions, state and local CTE leaders are taking every opportunity to advance CTE, particularly under the new shared vision, to ensure each learner achieves career success.” – Brittany Cannady, Senior Associate, Digital Media

“Beyond reconnecting with so many familiar faces, I always love the opportunity to hear from national researchers and partners about exciting or important work in the field, especially those that highlight inequities or illustrate how to better leverage the work we all do to support all learners. Timely research from Strada Education Network and the Urban Institute really demonstrated for me the importance of reaching out to learners at the margins of education, whether they are learners disrupted by the pandemic or learners who don’t have access to high quality postsecondary CTE due to gaps in technology access. At the same time, our members bring these learners to the forefront and are working to design CTE programs that are high-quality and equitable. 3. Building Community: Fall Meeting not only provided an engaging chat feature where attendees routinely shared ideas and celebrated their peers, but also featured two role-alike sessions where leaders networked by professional role, identity and stakeholder level. For the first time, leaders of color also had a dedicated space to connect.

“Advance CTE members are no strangers to virtual meetings, and yet no one felt like strangers to each other. The sense of community and camaraderie was apparent via warm “good to see you” chats and among presenters who were meeting for the first time or reconvening for the hundredth time in a breakout session. We know that members have missed being in person together, but I find encouragement and meaning in the Fall Meeting as a culmination of building a virtual community over the past two years.” – Sara Gassman, Senior Associate, Member Engagement & Professional Learning

“The highlight for me was watching our members shout out each other and other members of their team for their incredible work to advance high-quality and equitable CTE! It was heartening and refreshing to see so many old and new colleagues and peers recognize their fierce commitment to CTE and innovative practices for a wide array of policies, such as establishing standing up new advisement systems, expanding equitable early postsecondary opportunities, building local capacity for identifying and closing opportunities gaps, and recruiting and retaining a more diverse CTE workforce, to name a few! 4. Advancing CTE Without Limits and Exploring the Future of CTE: Fall Meeting was grounded in the five principles that comprise Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits), and each series of breakout sessions sought to challenge the limits of state leaders to transform systems so that each learner can achieve success in the career of their choice. 

“Just seven months after CTE Without Limits was released, it was incredible to see how state CTE leaders are thinking about operationalizing the principles. I had the privilege of listening in on Lisa Stoner-Torbert’s session on Delaware’s PIPEline for career success program for learners with disabilities, which demonstrates how flexible career pathways, aligned funding and cross-sector partnerships can provide historically marginalized learners the means to succeed in their chosen career pathways.” – Austin Estes, Data & Research Manager

“Another standout moment was during the Ensuring Access to CTE for All Learners Through Equitable Recruitment and Admissions Requirements session. The speaker, Ms. Tiara Booker-Dwyer, Assistant State Superintendent, Maryland State Department of Education, so eloquently shared the importance of diversity in advancing our vision for CTE through a visual “band” analogy. She explained the need to have “all instruments” represented in order to produce great music and how the lottery system in their state was not allowing for “all instruments” to have a chance to be part of the band. Her example provided the why behind the work as she shared policy and practices their state edited to create more equitable access to programs. The co-presenters for the session from the state of Massachusetts’ Department of Elementary and Secondary Education, Cliff Chuang, Senior Associate Commissioner and Elizabeth Bennett, Associate Commissioner of CCTE, also incorporated CTE Without Limits in their concrete examples of how they have revised state policy and law to create a path for all learners to be recruited and admitted in high-quality CTE programs in their state.

5. Connecting Federal Policy to State Action: Fall Meeting attendees had the opportunity to receive updates on the latest federal policies and supports from senior officials at the U.S. Department of Labor (DOL) and the U.S. Department of Education’s Office of Career, Technical, and Adult Education (OCTAE). 

“The highlight of the Fall Meeting for me was the opportunity to facilitate a discussion with DOL on the lasting effects of the pandemic on the labor force and the future of work. The discussion elevated the necessity for alignment across secondary, postsecondary and the workforce and the opportunity for CTE to bridge that alignment. It was clear that DOL is supportive of the work our members are conducting in all states. and that the administration wants to continue to fund initiatives that support the economic recovery of our nation and challenge our limits on innovative programming and learner engagement in high-quality career pathways.” – Jeran Culina, Senior Policy Associate

Highlighting Equity in State Policy

State leaders, particularly state legislators, have a unique role to play in ensuring equitable access to high-quality Career Technical Education (CTE). As the COVID-19 pandemic continues, access and technology gaps have been laid bare, revealing inequities in opportunities for marginalized learner populations. While policies addressing access and equity concerns remained a high priority for legislators in years past, 2021 has been no different; this year to date, almost 30 pieces of state legislation have passed in 17 states addressing this issue. Enacted policies focus on elevating learner voice, examining historically inequitable systems and removing barriers to entry, or providing financial support for historically underrepresented populations. The following policies represent a small sample of equity-focused policies already passed in 2021:

Advance CTE’s 2021 Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) commits to “All dimensions of equity, including educational, racial, socioeconomic, gender and geographic, and meeting the unique needs of each individual learner,” and promotes many of the same actions connected to these legislative outcomes, including elevating learner voice, supporting equity audits and realigning systems to increase access and funding for marginalized learners. Communicating CTE: Strategies and Message Tailoring to Reach Historically Marginalized Learners and Families

Recruiting learners into CTE programs should not be limited to class registration season; repeated exposure to messages about the value and benefit of Career Technical Education (CTE) help each learner feel welcome and seen. This is especially true for programs that have historically marginalized some populations from full access and participation. The start of the school year is an ideal touch point to raise awareness about CTE as learners begin new academic experiences and explore paths to career and college success. 

Advance CTE released updated national research in April 2021 on messages and messengers about the value of CTE that resonate with middle and high school families both participating in and considering CTE. This update intentionally focused on exploring equity in tested messages, with an oversample of Black and Latinx families and families experiencing low income. 

Several key findings resonated across gender, race/ethnicity, income and participation, including confirmation of the value of real-world skills as the top prevailing message for families about CTE; a strong interest in career exploration and skillbuilding as priorities for families’ education experience; and significant higher levels of satisfaction by those participating in CTE with their overall education experience. 

While the findings provide evergreen, consistent messages that can reach all families, it is important to remember that these messages and dissemination methods should be tailored to address the needs, aspirations and potential access barriers of each family, particularly historically marginalized populations. 

Several equity considerations emerged from this research for Black and Latinx families and families experiencing low income, including: 

These findings have important implications for how CTE can close equity gaps, as well as what aspects of CTE should be elevated when conducting outreach to historically marginalized populations. Communications should be specific about the equitable opportunities provided through CTE to prepare for and jumpstart postsecondary education, as well as to gain visibility and networks through connections and hands-on experiences with like-minded educators, peers and employers . 

Historically marginalized families will be empowered to make informed decisions that lead to college and career success when they encounter communications that include specific programmatic offerings, are easily accessible to supplement in-person sources with language, and include visuals that reflect the intended audiences. Additionally, careful consideration should be given to confirming messages shared with families match the quality and outcomes of CTE programs provided in the region or locality. 

Advance CTE provides ready-made resources for local and state CTE leaders to evaluate and refresh their messages and recruitment materials. Back to school month is a great opportunity to utilize fast digital graphics in presentations and on social media with persuasive and impactful statistics on how CTE delivers for families. It is also an ideal checkpoint to utilize Advance CTE’s parent engagement tool to start or maintain engagement strategies with historically marginalized families, including developing processes to receive feedback from learners and parents/guardians on recruitment practices and CTE programs, utilizing CTE alumni in recruitment materials, and equipping trusted sources with tested messages to share in spaces beyond the classroom.

Translating Insights to Action: Using Data to Identify and Address CTE Opportunity Gaps

State and local leaders should always center equity when making decisions related to Career Technical Education (CTE) to ensure that each learner feels welcome in, is supported by and has the means to succeed in the career preparation ecosystem. This approach is called using an equity lens. But without access to reliable, comprehensive and disaggregated data, it can be challenging to understand when and where equity gaps occur.

To help state and local leaders better access and understand their data, Advance CTE developed a suite of tools — including a dynamic and customizable dashboard — that can be used to facilitate a comprehensive CTE opportunity gap analysis process. After more than a year of development and piloting, Advance CTE is accepting applications for a Train-the-Trainer workshop on conducting an opportunity gap analysis in September. Registration for the training program closes this Thursday, August 12.

Opportunity Gap Analysis Dashboard ScreenshotThe CTE opportunity gap analysis training was piloted last summer in partnership with Minnesota State Colleges and Universities. Minnesota is organized into 26 consortia to implement the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), each representing the community or technical college and school districts in their service area. Each consortium sent secondary and postsecondary representatives to the pilot workshop.

The training was conducted in two parts. In the first session, participants learned about the CTE opportunity gap analysis process, a four-step, inquiry-based process to unearth, prioritize and address the most urgent CTE opportunity gaps.

Reflective Approach to Equity in CTEIn the second session, participants reviewed their own dashboards — which they prepared in advance with data from the state office — in order to identify learner subgroups that were over- or under-represented across different CTE programs compared to the overall learner population. Participants used a fishbone diagram to identify and map underlying root causes and reviewed intervention strategies and supporting evidence to target recruitment, enrollment and inclusivity of diverse learner populations in CTE. Using this information, they began to develop equity-focused action plans. The workshop, which was aligned with Minnesota’s Perkins V professional development series, was designed to help participants center equity in their Perkins V applications and action plans.

One lesson participants learned from the workshop is that too much data can be overwhelming. The dashboard helped local district and college leaders focus their attention on the data that matters the most and use that data to glean insights and take action.

Next month, Advance CTE is offering the CTE opportunity gap analysis training to state CTE leaders, free of charge. Selected participants will receive a five-hour training, access a suite of materials, and conduct their own opportunity gap analysis process in their own states. A stipend and technical support will be provided to support implementation.

Applicants should be state CTE leaders with responsibility and influence over Perkins V administration, program design and approval, equity and inclusion, special populations, methods of administration and/or CTE data. Vision Commitments ‘Vlog’ Episode 1: Prioritizing Diversity, Equity, and Inclusion in CTE Without Limits

This summer, Advance CTE is pleased to partner with experts from supporting organizations of Without Limits: A Shared Vision for the Future of Career Technical Education to conduct video panels to delve into four of the five foundational commitments that connect the vision principles. 

Our first blog panel covered dimensions of equity, discussing where the field of CTE stands today in successfully achieving equity in program design and learner support; what additional resources and areas of focus are needed to advance equity; and innovative initiatives being conducted by each organization to facilitate progress. 

Much of the discussion centered around intentionality around actions to address equity, messaging about CTE in ways that meet the needs of learners, and the need for organizations to move beyond creating tools to creating consistent space to build community towards courageous action and continuous improvement. Staff Reflections from 2021 Spring Meeting Part 3: Celebrations and Challenges in Advancing Equity in CTE

Using Data to Identify and Close Opportunity Gaps in Career Technical Education (CTE) Advance Equity in CTE

This year marked my fourth Advance CTE Spring Meeting, but it was not a typical spring meeting by any means. The backdrop of the COVID-19 (coronavirus) pandemic was present throughout, not just in the technology and virtual set up, but also in the conversations and session topics. The past year has thrown into stark relief the inequities across race, ethnicity, gender identity and socioeconomic status that have long been present in CTE. From the plenary panels down to breakout sessions and networking discussions, the question on top of everyone’s mind was how can we improve equity in CTE during and beyond the pandemic?

I had the pleasure of partnering with Jeralyn Jargo and Robb Lowe from the Minnesota State Colleges and Universities system office on a presentation about data and equity in CTE. Last year, Advance CTE worked with Minnesota to develop and conduct a multi-part workshop with consortium leaders — who represent both secondary and postsecondary CTE — to identify and act on opportunity gaps in their data. We worked with consortium leaders to develop data dashboards, conduct a root cause analysis, and review and select evidence-based strategies for action. As a result of the workshops, one consortium is now working on a pilot program to recruit Black men into the teaching profession, targeting a critical shortage of diverse educators. Later this year, Advance CTE plans to roll out the workshop training to its broader membership to help CTE leaders understand how to identify and address opportunity gaps in their own data.

Brave Dialogues for Equity in CTE 

As someone driven by equity in education, I was very excited that my first Advance CTE Spring Meeting was focused on equity in CTE. I had the opportunity to lead a workshop on facilitating brave dialogues in CTE. Brave dialogues encourage participants to be courageous and show vulnerability to engage in conversations focused on race and racism. These conversations are always important, but even more so today considering that issues related to systemic racism have dominated the national discourse over the past year. Within CTE, state leaders are anxious to address opportunity gaps that have long persisted in CTE along with tackling stigmas associated with CTE given its history of tracking marginalized learner groups into low-quality vocational programs. To address opportunity gaps and CTE stigmas, state leaders need to create the space for brave dialogues.

In the equity workshop, state CTE leaders shared challenges to engaging in brave dialogues within their state. Some common challenges include a hesitancy to acknowledge or confront CTE’s history with systemic racism or not having the language or resources to confidently speak about the challenges facing historically marginalized learners. In other cases, leaders are engaging in these conversations but are unsure of what actions to take in order to address equity related challenges. To support state CTE leaders, Advance CTE is developing an equity discussion guide to support these conversations. Built around a critical self-reflection framework, the guide supports state CTE leaders in helping their staff and local practitioners in building awareness of their own values, assumptions and biases; knowledge of how learner identities can impact their experience in CTE programs; and skills to apply their awareness and knowledge into equitable policy and practice. The equity discussion guide, due to be released in early summer 2021, will be accompanied by training workshops to support state CTE leaders in facilitating these brave dialogues.

Leading with an equity lens 

This year was my first Advance CTE Spring Meeting and first ever virtual conference experience. This past year highlighted the inequities that continue to exist in CTE, education and workforce development and has left states with many questions about how to best increase equity in their CTE programs. 

Many of the sessions at Spring Meeting had an emphasis on the importance of increasing equity in CTE. My session, Leading with an equity lens, specifically went into depth about this topic and how to apply an equity lens so that all state CTE decisions, policies and practices attend to the individualized needs of learners and tackle systemic and institutional barriers to success. 

This session featured Jacque Treaster, Director of Dual Enrollment and Career & Technical Education, Montana University System and Jennell Ives, Director of Secondary Postsecondary Transitions, Oregon Department of Education who led participants through their work to improve CTE data systems and examine state policies and practices to ensure learners of all ages, races, genders and abilities are positioned for lifelong success.

When asked to share their equity successes, states mentioned creating a diversity, equity & inclusion group at the state level to offer professional development to state department of education employees and schools; emphasizing equity in legislation as a driver while also addressing it in the CLNA applications; and using special populations data to drive program and funding decisions. 

Despite these promising strategies, many equity challenges still remain for states, including challenges with hiring personnel representative of the learner population, how to best use data in decision-making and how to get others on board with seeing equity as an important state issue. 

Next, Jacque spoke about Montana’s work with their data to try and break down where their American Indian, rural, and economically disadvantaged learners are taking postsecondary courses and which program areas they are most likely to enroll in to ensure these populations are entering high-wage, high-skill career pathways. They are hoping that by continuing to take a closer look at the data, they will be in a better position to figure out where to pool more resources for those students.

Jennell then presented on Oregon’s equity work and how the support from the Governor and other top agencies in the state to focus on antiracism in education has encouraged a focus on identifying inequities in their data and stakeholder feedback, collaborating directly with communities and learners impacted directly by CTE decisions and creating an internal review process to check their work for an equity and antiracism lens.

Although there is still much work to be done, hearing from these speakers about their state’s approaches to equity left the audience with tangible ideas to further incorporate equity into their own work and priorities.

Advancing Equity Through Research Initiatives

In my first year as an Advance CTE staff member, I was excited to hear from a wide range of experts and panelists in our first virtual spring meeting. Despite the modified format, each person celebrated the successes our community has achieved this past year and highlighted obstacles and barriers that we have acknowledged and worked through. Through each of the panels and presentations, I heard a common theme of ensuring equitable access and participation from minoritized and marginalized populations. 

One presentation I moderated was a conversation with state and local leaders based on Advance CTE research regarding the importance of area technical centers (ATCs)- CTE-focused, non-degree granting institutions that often bridge the gap between secondary and other postsecondary institutions. Our research illustrated the role that ATCs could play, especially in post-secondary attainment, upskilling and reskilling as largely open-access, low-cost program options. A significant portion of the conversation focused on the unique opportunity these institutions have of increasing access to CTE programming for all learners. Both speakers highlighted how their institutions work to improve outcomes for minoritized groups and celebrate the diverse perspectives that come with recruitment and retention of a variety of populations.

Despite the research focus on equity for these institutions, and on equity in other sessions, it was also clear there is still work to be done. Each panelist I heard speak on equity offered challenges about centering equity as a key component of our work to ensure that each learner, regardless of race or background, can access CTE. For area technical centers, one particular challenge highlighted by speakers was the difficulty in recruitment and retention practices for marginalized groups. In future research initiatives, it is vital that we examine our data with an equity lens, asking probing questions about what it means for practices, policy, and programs to be equitable. We also plan to specifically feature best practices that elevate equity as a core component. While these steps will work towards our goal of highlighting diversity, equity, and inclusion in each of our research initiatives, it is vital we continue to have conversations, like those held regularly at our Spring Meeting, to ensure that equity is not just highlighted, but celebrated.

Advancing Equity Through Career Advisement 

At this year’s Spring Meeting, equity was explored through a variety of lenses. My session facilitated a conversation on our vision to empower students to navigate their career journey through career advisement, featuring panelists from the Washington State Workforce Board and the Arkansas Department of Education discussing best practices to provide dedicated supports to historically marginalized populations. 

Sonja Wright-McMurray, the Senior Associate Director of the Division of Career and Technical Education (CTE) at the Arkansas Department of Education shared about one opportunity in Arkansas that aligned equity with career advisement systems, the College and Career Coach program. The College and Career Coach Component is designed to motivate and support Arkansas students and adults achieve their goals as it relates to college and career planning through intensive hands-on, programs and services. As part of the application process the state requires applicants to pay close attention or give “high priority” to students who are classified as “Special Populations”, as defined by the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). 

At the time the state was looking to launch their career coach program, Arkansas was also engaged in the development of a statewide partnership with the National Technical Assistance Center on Transition, which created collaborative relationships with agencies supporting special education, transition services and rehabilitation services. As a result, the state pushed all Career Coach programs to provide targeted services to students with disabilities as well as at least two other special population categories. 

The insights shared by the panelists reinforce the importance of collaboration to address learner needs as well as strong accountability processes for local systems to document equity-focused reforms and processes.. As state leaders continue their work on aligning career advisement systems I am excited to see how they integrate equity throughout the continuum.

Research Review: CTE Course Taking Is the Norm Among High School Graduates, but Equity Gaps Remain

Eighty-eight percent of high school graduates earned Career Technical Education (CTE) course credit in 2013. That’s the major takeaway from a new data brief published by the National Center for Education Statistics (NCES). The data brief provides a glimpse into how course taking patterns have changed over time and how participation in CTE varies by race, ethnicity, gender, disability and English learner status.

While states publicly report information on CTE participation, concentration and performance, the methods states use to identify CTE concentrators and categorize programs can differ, making an apples-to-apples comparison across states and over time challenging. The data brief from NCES cuts through some of the noise by coding student transcripts using the School Courses for the Exchange of Data (SCED) and Secondary School Course Taxonomy (SSCT) codes. The research uses comparative longitudinal data from the National Education Longitudinal Study of 1988, the Education Longitudinal Study of 2002 and the High School Longitudinal Study of 2009. 

CTE Course Taking Is the Norm for High School Graduates in the U.S.

The major finding from the research is that CTE course taking is the norm for high school graduates in the U.S. However, while 88 percent of high school students graduate with some CTE credit, this has declined from 95 percent in 1992. The most popular subject area is business, finance and marketing. 

Additionally, high school students are more likely to sample CTE courses as elective credits than concentrate in a specific program. Approximately two in five high school students graduated with at least two credits in a specific CTE area, and only one in five completed at least three aligned CTE credits. 

Equity Gaps Remain 

The data brief also illuminates disparities in CTE course taking by subgroup. For decades, CTE — historically called “vocational education” — prepared learners who were determined not to be “college material” for dead-end jobs after high school. Overwhelmingly, learners of color and learners from low-income families were tracked into these programs and shut out from the opportunity for postsecondary education and a pathway to career success. 

Tracking continues to take place in some schools across the country today, but as CTE has strengthened in quality and rigor, access to high-quality CTE programs in some cases have been closed off to learners from diverse backgrounds through “gatekeeping” practices such as the use of admissions requirements or the placement of programs in affluent communities. 

According to the NCES data brief, learners with an Individualized Education Plan (IEP) and learners whose parents had lower levels of education earned more CTE credits than their peers. Conversely, the report found lower levels of CTE course taking among English learners, female learners and learners of color compared to learners whose first language was English, male learners and White learners respectively.

Unfortunately, the report does not include information about program enrollment by subgroup or the quality and rigor of different programs, which would illuminate whether these patterns are cause for concern or celebration. Under enrollment could be an indication of gatekeeping policies and practices, just as over enrollment could be an indication of tracking.

The data brief from NCES illuminates a trend, but more investigation is needed to understand whether there are disparities by discipline or quality of the program and to what degree course taking patterns result from specific policies or practices at the state or local level.

How States Are Pushing the Envelope on Postsecondary CTE Data Quality

Advance CTE Announces New State-led Initiative

Even before the passage of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) in 2018, nearly every State CTE Director said that improving the quality and use of CTE data was a top priority in their state. Now, with Perkins V implementation fully underway and COVID-19 (coronavirus) impacting education delivery, it is more important than ever for states to have access to high-quality, actionable CTE data. 

In this environment, Advance CTE is excited to announce the Advancing Postsecondary CTE Data Quality Initiative (PDI), generously supported by the ECMC Foundation. Through the initiative, five grantees will receive grant funding, technical assistance and access to a national peer learning network to examine critical problems of practice and implement innovative solutions to improve the quality and use of postsecondary CTE data. Participating states and agencies include: 

Each of the five grantees is well positioned to either accelerate existing work around CTE data quality or push the envelope in new and creative ways. Alabama aims to improve the accuracy of postsecondary CTE enrollment data through the use of its new P20W data system. Delaware strives to implement a new performance accountability model to enhance data linkages and expand access to postsecondary career pathways statewide. Florida is focusing on developing new data models and collection procedures for postsecondary work-based learning programs. The District of Columbia will maximize peer and specialist support to advance its postsecondary CTE data system, which is in its early stages. Oregon will focus on improving data collection and sharing to monitor outcomes for learners in short-term credentialing programs, particularly groups severely impacted by the Coronavirus.  

Over the next two years, grantees will work together as a peer learning network to develop, test and scale innovative strategies. Throughout the initiative, Advance CTE will share promising practices and lessons learned with the field through a series of blogs, webinars, presentations, publications and tools. 

Data is a powerful tool to improve equity and access and strengthen program quality. But it takes leadership and a coordinated strategy to make data work for learners. How COVID-19 is Impacting Young People’s Academic and Career Plans

New Survey Data Illuminates the Impact of the Pandemic on Black and Latinx Youth and Youth from Low-Income Families

In the early spring, the COVID-19 (coronavirus) pandemic was often referred to as “The Great Equalizer.” After all, pandemics are equal opportunity threats and we all have to wear masks and attend meetings and classes on Zoom. But as the pandemic wore on, it became immediately clear that it would have disproportionate impacts, exacerbating racial and economic inequities that have long existed in the public education system and in the workforce. Without action from state and local leaders, the pandemic could have long-lasting impacts on young people, particularly Black and Latinx youth and youth from low-income families.

The Great Recession of 2008 provides some insights into the threat of the current coronavirus economic crisis. Five years after the Great Recession, youth unemployment was at an all-time high, impacting the career success of Millennials through the present day. Back in 2013, the Center for American Progress projected that young people would lose out on more than $20 billion in earnings over the next 10 years – and many are still struggling with debt and underemployment as a result of the recession.

Today, an emerging generation of young people – often referred to as Generation Z or “Gen Z” – stands at a similar precipice. We are already seeing early warning signs that the pandemic and related economic recession will impact their plans for education and career success.

How Are Young People Responding to the Pandemic?

New research from Goodwin Simon Strategic Research, funded by Equitable Futures, a project of the Bill & Melinda Gates Foundation, illuminates the impact the coronavirus pandemic is having on young people. In September, the organization released results from the first of four national surveys examining the pandemic’s impact on Black and Latinx youth and youth from low-income families.

One alarming takeaway from the research is that young people are taking on additional economic burdens as a result of the pandemic. Sixteen percent of respondents reported losing income due to decreased work hours or less business, and eight percent have lost an internship, apprenticeship or similar opportunity.

At the same time, young people are taking on additional responsibilities at home. Thirty-two percent of respondents say they are providing care for a younger member of their household, such as a younger sibling, with Black and Latinx youth responding at the highest rates.

As a result, young people are reconsidering their future academic and career plans. More than half of respondents say they value college differently now, with 28 percent reporting that they used to think college would be worth it but now think college is not worth it. Additionally, fewer young people have clarity about their goals and ideas for their futures than they did before the pandemic. In 2019, 43 percent of respondents said they felt clear about their future goals, compared to 27 percent in 2020 — a drop of 16 percentage points.

The coronavirus may not be the great equalizer, but it is the great disrupter. It may be years before we know the full impact of the pandemic and related economic crisis, but we know enough now to see that young people have been interrupted in their pursuit of education and career success in ways that will likely impact credential attainment, employment and earnings for years to come.

Trying Times Require Strong State Leadership

As a nation, we are at a crossroads, and states have a critical role to play in minimizing the impact of the Coronavirus on Black and Latinx learners and learners from low-income families. What can state leaders do to support young people in this time of crisis?

For one, they can provide clear information and guidance to help learners make informed decisions about their academic and career goals. This includes providing clear, transparent information about high-skill, high-wage and in-demand careers, the credentials needed to access those careers, and affordable opportunities to earn those credentials.

Additionally, with many young people experiencing loss of income as a result of the pandemic, state leaders can strengthen earn and learn opportunities so young people are not forced to choose between education and work. Paid work-based learning opportunities like youth apprenticeships are a proven way to build technical and employability skills on the job.

And finally, states can monitor data — including additional research from Goodwin Simon — to understand how Black and Latinx youth and youth from low-income families are being impacted by the pandemic and respond accordingly.

Early data is already illuminating the disastrous effects of the pandemic. State and local leaders can act now to pave the road to economic recovery and well-being for those who have been most impacted by the crisis.
