Legislative Update: Congress Announces a Flurry of Education and Workforce Development Legislation

This week, the Senate introduced a legislative proposal that would make significant updates to legislation that authorizes federal research and data functions, while lawmakers in the House introduced new bipartisan proposals that would reform the Pell Grant program to make shorter-term Career Technical Education (CTE) programs eligible for funding as well as a comprehensive reauthorization proposal for the Workforce Innovation and Opportunity Act (WIOA). 

HELP Committee Unveils Bipartisan Education Sciences Reform Act Reauthorization

Earlier this week the Senate Health, Education, Labor and Pensions (HELP) Committee unveiled the Advancing Research in Education Act (AREA) — bipartisan legislation that would reauthorize and update the Education Sciences Reform Act (ESRA). ESRA authorizes many critical federal education data and research functions and this proposal would make significant updates to many aspects of this legislation. Specifically, AREA would make education research more responsive to the needs of learners, teachers and other education stakeholders while increasing the use of rigorous evidence to better support teaching and learning. Of note for the CTE community, this legislation would broaden the scope of these activities to include a stronger focus on learners’ labor market and workforce outcomes. 

Advance CTE has been engaged throughout this wider reauthorization process, including by supporting the introduction of the Data for American Jobs Act (DAJA) earlier this year. Encouragingly many aspects of this proposal have been incorporated in the current committee draft proposal. A mark-up of AREA is scheduled for next week on Tuesday, December 12 at 10 a.m. ET. House Leaders Release New Workforce Pell Proposal 

On Tuesday, December 5, Reps. Stefanik (R-NY) and DeSaulnier (D-CA), along with House Education and Workforce Committee Chair and Ranking Member Foxx (R-NC) and Scott (D-VA), introduced H.R. 6586, the Bipartisan Workforce Pell Act (BWPA). This legislation is a compromise proposal that combines aspects of previously introduced short-term Pell Grant legislative proposals sponsored by Chair Foxx and Ranking Member Scott respectively. The BWPA would establish a number of eligibility criteria that would be overseen and implemented by state workforce development boards, higher education accreditors and the U.S. Department of Education intended to ensure program quality and rigor. Advance CTE is encouraged to see additional bipartisan movement on this critical issue and is continuing to analyze the bill for implications for the CTE community. House Committee Introduces Comprehensive WIOA Reauthorization Proposal

Yesterday, December 7, the House Education and Workforce (E&W) Committee introduced H.R. 6655, A Stronger Workforce for America Act (ASWA). The legislation would comprehensively reauthorize WIOA and make significant changes to core aspects of this legislation including related to eligible training provider lists and the provision of training services provided by the system. Encouragingly, the proposal would make significant improvements to workforce data infrastructure and linkages, codify grant programs for community college training initiatives and would strengthen alignment between career pathways and CTE programs of study among other aspects of the legislation. Advance CTE and partners are continuing to review this proposal and anticipate further consideration of the legislation sometime early next week. 

FY24 Funding Negotiations Make Little Progress

As shared previously, Congress recently passed another short-term extension of federal fiscal year 2023 (FY23) funding just before Thanksgiving. This continuing resolution (CR) created a “laddered” approach to funding federal operations with Labor, Health and Human Services, Education, and Related agencies (Labor-HHS-ED) appropriations extending funding through February 2, 2024 (along with seven other funding bills), while four other bills expire January 19, 2024. 

Since that time, however, lawmakers have struggled to make meaningful progress toward negotiating full-year FY24 appropriations legislation. This includes a lack of agreement on “topline” levels for the federal budget needed to develop individual sub-allocations for each of the 12 individual spending bills that compose federal operations, including the Labor-HHS-ED measure which provides funding for the Carl D. Perkins Career and Technical Education Act (Perkins V) and other programs of interest to the CTE community.

As a reminder, conservative lawmakers in the House have spent most of the calendar year seeking to advance legislation that would significantly and dramatically cut funding for the entire federal budget, including for many workforce development and education programs. Most recently, this faction of House Republicans now appears to be softening demands for steep cuts to federal spending, including these investments. Despite this modest progress, agreement between lawmakers on this critical topline issue still appears to be out of reach this week. House Speaker Mike Johnson (R-LA) recently floated the idea of a year-long CR if agreement could not be reached soon. However, leaders in the Senate have vocally opposed this idea.

As these efforts continue to take shape, Advance CTE will continue to advocate for robust and strengthened funding for Perkins V’s state grant program and other funding priorities of the CTE community.

Legislative Update: Congress Set to Return Next Week to a Busy Agenda

Over the last two weeks both chambers of Congress have remained on spring recess and are expected to return next week. Meanwhile, leaders in the Senate are seeking input regarding the Education Sciences Reform Act (ESRA) while the Biden Administration announces new grant opportunities and regulatory proposals. 

Secretary Cardona Set to Testify Next Week

The House and the Senate are expected to return next week following a two-week recess. When lawmakers return to Capitol Hill, they will likely turn their attention to the fiscal year (FY24) budget and appropriations process among several other priority areas, including the need to raise the nation’s borrowing authority.

As part of this process, U.S. Secretary of Education Miguel Cardona is scheduled to testify before the House Appropriations Committee next Tuesday, April 18. The hearing will focus on the Biden Administration’s recent FY24 budget request to Congress and will provide an opportunity for committee members to examine the proposals contained in the request. This hearing will be the first of several committee discussions on this topic expected to take place over the coming weeks and months as Congress deliberates about the FY24 budget.  

ED Seeks Peer Reviewers

The U.S. Department of Education (ED) recently published a request for peer reviewers for a slew of upcoming competitive grant programs administered by the agency. These efforts include upcoming grant competitions authorized by the Carl D. Perkins Career and Technical Education Act’s (Perkins V) Innovation and Modernization (I&M) grant program– a competitive grant initiative overseen by ED’s Office of Career, Technical, and Adult Education (OCTAE).  Peer reviewers serve a critical function of objectively reviewing grant applications for various discretionary grants that ED oversees each year, including these forthcoming I&M grants. First Lady Highlights Career Pathway Efforts in Vermont

Last week, First Lady Jill Biden visited an electric aerospace company based in Vermont to highlight the company’s ongoing work in the clean energy sector and its efforts to provide career pathways for local students. The First Lady was joined by U.S. Secretary of Education Miguel Cardona, Vermont Governor Phil Scott, and other federal, state, and local officials. In particular the visit highlighted North Country Career Center, an area technical center serving K-12 students and adult learners in the area, and provides a number of Career Technical Education (CTE) pathways to growing, in-demand sectors of the state’s economy. “What you are doing in this community is the future of our workforce and how we grow our economy from the bottom up and the middle out. These aren’t red ideas or blue ideas. They’re American ideas,” said Biden during the visit. Additional coverage can be found here.

DOL Announces $80 Million in New Grant Funding for Infrastructure Jobs 

Last week the U.S. Department of Labor (DOL) announced $80 million in new funding for the Building Pathways to Infrastructure Jobs grant program– an initiative intended to support recent Congressional investments in the nation’s infrastructure, advanced manufacturing, and clean energy sectors. Postsecondary institutions, state and local governments, and other related stakeholders are eligible to apply for grants ranging from $500,000 to $5 million to develop career pathways programs that lead to jobs in these critical sectors of the American economy. Senate HELP Committee Seeks Input on ESRA

Senate Health, Education, Labor, and Pensions (HELP) Committee Chair Bernie Sanders (I-VT) and Ranking Member Bill Cassidy (R-LA) recently issued a request for information (RFI) regarding the Education Sciences Reform Act (ESRA), Educational Technical Assistance Act, and the National Assessment of Education Progress Authorization Act. In particular, the HELP Committee is seeking input from the public and stakeholders on a range of issues that should be addressed in a potential reauthorization of these laws. Among other aspects, these pieces of legislation authorize a wide range of education-related research, technical assistance, and statistical collections. ED Proposes New Title IX Rule

The U.S. Department of Education (ED) proposed a new rule regarding student athletic eligibility under Title IX—a longstanding federal civil rights law that is intended to prevent sex-based discrimination. The proposal specifically seeks to address the issue of transgender athletes’ eligibility to play on sports teams in accordance with their gender identity. The proposed rule would prevent schools and institutions from adopting or implementing policies that broadly ban transgender students from athletics participation but leaves additional flexibility for schools and institutions to make further determinations based on their unique circumstances. The proposal comes as House Republicans continue to advance legislation (H.R. 734) that would broadly restrict transgender students from participating in school sports. Advance CTE Legislative Update: Secretary King Continues to Make Rounds on Capitol Hill as a Bipartisan Group of 150 Lawmakers Express Support for Perkins Funding

cherry-blossoms-at-jefferson-150x150Although Congress is out of session until the first week of April, lawmakers continued to examine the Obama Administration’s proposed Fiscal Year (FY) 2017 budget just before their “Easter Recess” was set to begin late last week.

Newly confirmed U.S. Secretary of Education John King appeared before the House Labor, Health and Human Services, and Education Appropriations Subcommittee last week to discuss his department’s proposed spending priorities contained in the President’s FY 2017 budget.

As we have shared previously, the Obama Administration proposed flat-funding for the Carl D. Perkins Act’s (Perkins) basic state grant program— approximately $1.118 billion at current levels. Rather than proposing to fully fund the core formula grants that compose Perkins (which are still $5 million below “pre-sequester” levels) the Administration renewed its call for a new competitive grant program known as the “American Technical Training Fund” (ATTF).

Thus far Congressional lawmakers have met this proposal with measured skepticism. Members have been raising a number of concerns related to the ATTF and the U.S. Department of Education’s (USDE) other proposed CTE-related spending priorities, all of which would be made at the expense of fully investing in the Perkins Act.

During the House hearing last week Rep. Roby (R-AL) echoed these sentiments saying, “Rather than funding a large competitive grant, it seems to me that these funds would be better used to support state formula grants which would ensure more students are able to benefit from the CTE experience.” Rep. Womack (R-AR) also reiterated these concerns, questioning why USDE was proposing to fund a “new and unproven program” while failing to fully invest in its existing CTE commitments like Perkins.

Although the CTE-related spending priorities in the President’s FY 2017 budget have been disappointing, a group of 150 lawmakers have taken the opportunity to champion Perkins funding in the upcoming budget and appropriations cycle. In the House 118 members of Congress signed on in support of “pre-sequester” funding levels for the Perkins basic state grant program— a record number of signatures from both sides of the aisle. In the Senate, 32 Senators signed-on in support of a similar letter calling for the same funding levels in the upcoming appropriations process.

Advance CTE applauds these lawmakers for formally expressing their support of Perkins funding and a special note of thanks goes to House CTE Caucus Co-Chairs Rep. Glenn Thompson (R-PA) and Rep. Jim Langevin (D-RI), along with Sen. Richard Blumenthal (D-CT) who lead these efforts in their respective chambers.

Perkins Reauthorization Efforts Continue

As we shared last October, the Senate Health, Education, Labor, and Pensions (HELP) Committee began to formally consider the reauthorization of the Perkins Act. While these efforts have been overshadowed by higher profile issues such as the federal budget, the Supreme Court nomination process, and the upcoming Presidential elections, the committee’s consideration of Perkins has continued behind-the-scenes for much of this year. HELP Committee members have been working to expand upon the bipartisan Perkins reauthorization principles they released last fall and it is possible that this work could culminate in a draft bill as soon as the next few weeks.

In the House, formal consideration of Perkins is still in the early stages but it remains a significant priority for the House Education and the Workforce Committee this year.

As this work continues, Members of Congress have been working on smaller pieces of legislation that they hope will inform the wider reauthorization process. One such bill, the CTE Equity and Excellence Act (S. 2718), introduced by a handful of Senators on and off the HELP Committee proposes to amend Title II of Perkins to fund high school reform efforts by harnessing the potential of CTE to support greater student achievement. Advance CTE looks forward to working with these offices on a wider reauthorization effort where proposals such as this can be thoughtfully considered in the context of the entire legislation.

Legislative Update: Senate CTE Caucus Examines Rural CTE, Senators Re-introduce CTE Legislation as ESEA Continues to Dominate Congressional Education Debate

CapitolYesterday afternoon, the Senate Career Technical Education (CTE) Caucus held its first event of the year which explored a variety of issues facing CTE in rural communities. Titled “Investing in America’s Heartland: The Role of Career Technical Education in Rural Communities,” the event consisted of a panel discussion between four experts in the fields of CTE and rural issues:

Caucus co-Chair Senator Tim Kaine (D-VA) kicked things off, sharing his personal experiences with CTE and describing his time as Governor of Virginia where the state incorporated CTE into its Governor’s Academies initiative. The Senator also highlighted the recent re-introduction of the Educating Tomorrow’s Workforce Act of 2015— legislation that was co-sponsored by fellow Caucus co-Chair Senator Rob Portman (R-OH). NASDCTEc was supportive of this bill last year and has applauded the renewed effort in this Congress to ensure students have access to high-quality CTE programs of study throughout the country. Following these remarks, the panelists discussed core issues facing rural communities within the context of CTE including challenges in teacher recruitment and retention, technical infrastructure, adequate funding, and rural employer capacity. Nearly a quarter of all U.S. students live in an area defined as rural making these issues all the more pressing. As panelist Lucy Johnson, former Mayor of Kyle, Texas pointed out, “CTE meant progress and prosperity for my constituents.”

Throughout the event, the importance of the Carl D. Perkins CTE Act (Perkins) to rural CTE was highlighted. In particular, panelists emphasized specific provisions in the law that have helped to support CTE in rural communities and underscored the significance of this critically important federal investment.

Kline Talks Perkins Reauthorization, Outlines Priorities

Early yesterday morning, Chairman Kline addressed the American Enterprise Institute outlining his priorities for education reform in the 114th Congress and his plans for the House Education and the Workforce Committee (HEW).

Although the majority of the hour long event focused on the reauthorization of the Elementary and Secondary Education Act (ESEA), Kline devoted a portion of his formal remarks to call for the reauthorization of the Perkins Act. Calling CTE programs supported by the law “valuable” and “important” the Chairman declared that, “The jobs are there, people need the skills, CTE education will help, but the law needs reform— my colleagues are passionate about improving this law.” He outlined three areas of priority for the Committee in reauthorization:

Although the Chairman did not elaborate further on these priorities, it is encouraging to see that CTE remains a central issue for the 114th Congress, particularly at a time when lawmakers are predominately engrossed with reauthorizing ESEA. No formal timeline for the reauthorization of the Perkins Act was offered during his remarks, although the Chairman did lay out an ambitious plan for ESEA reauthorization which mirrors that of the Senate’s.

Senate HELP Committee Holds ESEA Hearing

On Wednesday, the Senate Health, Education, Labor and Pensions (HELP) Committee held its first hearing of the 114th Congress. Titled “Fixing No Child Left Behind: Testing and Accountability,” the hearing focused on the annual testing provisions contained in current law which mandates 17 tests— one in math and reading in grades 3 through 8, and once for each subject in high school, along with semi-regular  assessments in science in elementary, middle and high school.

Six witnesses provided expert testimony regarding this issue and a majority (four out of the six) overwhelming supported maintaining these provisions. HELP Committee Ranking Member Patty Murray (D-WA) came out in support of the provisions as well saying, “Assessments help parents and communities hold schools accountable. . . If a school is failing students year after year, parents and communities deserve to have that information and be assured the school will get the resources it needs to improve.” Yet, fellow Democrats and even some Republicans on the Committee remained divided or somewhere in the middle on the contentious issue.

For the time being, HELP Committee Chairman Lamar Alexander (R-TN) has sided with the latter camp, saying after the hearing that, “I think it’s OK to have an open mind on some questions, and mine is still open.” Nevertheless, the Chairman’s recently released discussion draft seeking to reauthorize the Elementary and Secondary Education Act (ESEA) would give states two options when it comes to testing: either maintain the current assessment scheme in current law with the ability to slightly modify the types of assessments, or allow states to come up with any testing scheme of their choosing.

The HELP Committee is planning another ESEA hearing next week, on teachers and school leaders and has an ambitious timeline for reauthorization— a bill out of committee by the end of February and up to two weeks of floor time following that. Both Chairman Alexander and Chairman Kline, his counterpart in the House, have publicly stated they hope to have full ESEA reauthorization bills done by the end of March.

HEW Holds Organizational Meeting

The House Education and the Workforce (HEW) Committee held its organizational meeting on Wednesday where Chairman John Kline (R-MN) announced chairs of the various Subcommittees. Both Representatives Virginia Foxx (R-NC) and Todd Rokita (R-IN) will remain chairs of the Higher Education and Workforce Training and the Early Childhood, Elementary and Secondary Education Subcommittees respectively. Both have oversight responsibilities of interest to the CTE community, including the reauthorization of the Perkins Act.

Committee Democrats, now led by Ranking Member Bobby Scott (D-VA), have yet to announce their assignments, although they did lay out some of their priorities in Scott’s prepared remarks.

The Committee also adopted its Oversight Plan which, among other things, outlines areas of particular interest for oversight and investigation in the new Congress, including the U.S. Department of Education’s ESEA waiver authority, various federally funded K-12 programs, regulations pertaining to costs and transparency in higher education as well as the implementation of the Workforce Innovation and Opportunity Act (WIOA).

As we shared earlier this week, President Obama delivered his annual State of the Union address to Congress. The White House recently released a supplemental document outlining and expanding on several aspects of the speech. The document can be found here.

The Senate HELP Committee has announced it will mark-up the Educational Sciences Reform Act (ESRA) on January 28. The legislation funds SLDS grants and helps build state and local data capacity among other positive aspects of the law.

Legislative Update: House Moves Several Education Bills Forward, Appropriations Committee Sets FY 15 Spending Level

CapitolLast week, the House approved through voice vote the Strengthening Education through Research Act (SETRA). The bipartisan vote and legislation reauthorizes the Education Sciences Reform Act (ESRA), which supports educational research programs such as the National Center for Education Statistics (NCES), National Assessment of Educational Progress (NAEP) exams and state longitudinal data systems.

“The Strengthening Education through Research Act will improve education research and help ensure more schools and students can benefit from effective educational practices,” said Rep. Rokita (R-IN) upon passage of the legislation.

Of particular interest to the CTE community is SETRA’s authorization for state longitudinal data system (SLDS) grants which encourage the alignment of data across K-12, postsecondary and workforce programs. These grants support the capacity of states and programs to report on post-program employment outcomes for CTE graduates. Additionally, the bill strongly emphasizes the importance of using data effectively for continuous program improvement. As Rep. Rokita pointed out during debate on the House floor, “what good does the data do us if it can’t be used?”

NASDCTEc is very supportive of this legislation and looks forward to SETRA’s future progress in the Senate. The text of the bill, fact sheets, and other useful information can be found here.

In addition to moving forward on SETRA, the House also passed the Success and Opportunity through Quality Charter Schools Act (H.R. 10), which streamlines two existing charter school programs into a single $300 million annual program to support the development and expansion of high-quality charter schools — a $50 million increase over current funding levels.  The bill passed with overwhelming bipartisan support on a margin of 360-45. House CTE Caucus Co-Chairs Rep. Glenn “GT” Thompson (R-PA) and Rep. Jim Langevin (D-RI) also successfully passed an amendment to the bill before its final passage, which added comprehensive career counseling to the criteria the Secretary of Education must consider when making grants under this legislation.

“This amendment recognizes that career counseling is a critical tool we must promote in order to assure that students are informed and prepared to meet their next educational or career challenge,” Rep. Thompson said upon the amendment’s adoption.

Rep. Langevin echoed these sentiments saying, “Investments in education are repaid many times over through the creation of a skilled, educated workforce. That investment is made exponentially stronger when we provide young people with career counseling programs that enable them to make smart decisions about their futures.”

House Appropriations Committee Sets Levels for FY 15

Late last week the House Committee on Appropriations passed a measure confirming the topline spending cap for Fiscal Year (FY) 2015 at $1.014 trillion for the entire federal discretionary budget. This figure conforms to the spending caps put in place by the Bipartisan Budget Act of 2013. The committee also set about dividing up this figure into 12 separate allocations — known as 302(b)s — to be used by each of the relevant subcommittees as they craft the necessary spending bills to fund the various departments, agencies and programs that compose the federal government.

Discouragingly, the 302(b) allocation for the Departments of Labor, Health and Human Services, and Education — under which the Carl D. Perkins Act’s basic state grant program falls— was set at $155.7 billion. This figure is roughly $1 billion below what was allocated in FY 2014 and will put additional pressures on appropriators as they decide how to divide that sum among the various programs under the jurisdiction of the Labor-HHS-ED bill. As this process unfolds, NASDCTEc will be working with appropriators in both Chambers to ensure that adequate investments are made in our nation’s CTE system. The Senate is expected to undertake this process in the next several weeks.

The CREDIT Act

Yesterday, Sen. Tim Kaine (D-VA) introduced the Credentialing Improvement for Troop Talent (CREDIT) Act of 2014 to help members of the armed services acquire credentials for use in the civilian labor market. The bill would expand the authority of the Tuition Assistance program currently available to servicemembers by allowing the program to cover expenses stemming from obtaining a civilian credential. Under the program’s current rules, the program only provides financial assistance for postsecondary programs and does not cover fees from certification or licensing programs.

“The CREDIT Act will provide servicemembers with the resources they need to obtain civilian credentials while on active duty, easing their entry into the civilian workforce and improving their chances of getting quickly hired by a private sector employer,” said Sen. Kaine upon the introduction of his bill. NASDCTEc strongly supports this legislation and applauds the Senator’s commitment to expanding federal financial aid eligibility for CTE programs that help prepare students in all walks of life for further education and careers.  More information on the bill can be found here.

Legislative Update: House Appropriators Question Administration’s FY15 Priorities, New Proposals on Perkins Emerge

CapitolOn Tuesday, Secretary of Education Arne Duncan testified before the House Labor, Health and Human Services and Education Appropriations Subcommittee regarding the Obama Administration’s FY 2015 budget request for education.  As we shared previously, the Administration requested $1.117 billion for the Carl D. Perkins Career and Technical Education Act’s (Perkins) basic state grant program— a figure that would maintain the same level of funding as in FY 2014, but would keep the program below pre-sequestration levels. The request also proposed to use a portion of these funds for a competitive “innovation fund” similar to what the Administration has previously proposed in its 2012 Blueprint for Career Technical Education (CTE).

During the subcommittee hearing, members from both parties strongly questioned these aspects of the budget request, asked why additional funds were not requested for the Perkins Act and voiced strong opposition to the Administration’s other proposals for new competitively funded programs.

“The concern is that these proposals would be made at the expense of meeting our current obligations,” Rep. Lucille Roybal-Allard (D-CA) said. The ranking Democrat on the subcommittee, Rep. Rosa DeLauro (D-CT), echoed these sentiments and emphasized the importance of the overall federal investment in education. The full hearing and testimony transcripts can be found here.

Martha Roby (R-AL) questioned the Secretary further on these issues asking, “Why does the Administration continue to propose competitive grants that only benefit a few students rather than investing in proven programs like CTE that help to further the goal of career readiness for all students?”

Secretary Duncan did point out that 89 percent of the funds from his department actually go to formula programs and that the Administration on the whole has invested heavily in CTE via alternative funding streams such as the Youth CareerConnect program.

However, there was genuine skepticism from many of the members present for how these proposals would negatively impact the ability of students to equitably access CTE programs throughout the country. As Rep. Roby pointed out, “We have yet to fulfill our commitment to fully fund existing formula-driven programs.”

To that end, members of Congress on and off the subcommittee have been hard at work over the past several weeks to push for additional investments for the Perkins Act ahead of the Congressional FY 2015 appropriations process. Two Dear Colleague letters, one in the House and the other in the Senate, were supported on a bipartisan basis by 93 Representatives and 25 Senators respectively, calling for a restoration of the Perkins Act basic state grant program to pre-sequester levels.

NASDCTEc encourages its members and those in the CTE community to reach out to all of the lawmakers who supported these efforts and thank them for their strong support for the Perkins Act and CTE. Special recognition must go to Sens. Blumenthal (D-CT), Kaine (D-VA), Baldwin (D-WI) and also Reps. Thompson (R-PA) and Langevin (D-RI) who lead these efforts in both Chambers.

Perkins Amendment Introduced in the House

Earlier this week Reps. Joe Kennedy III (D-MA), Adam Kinzinger (R-IL), Rodney Davis (R-IL) and Jared Polis (D-CO) introduced the “Perkins Modernization Act of 2014,” which seeks to more closely align CTE programs with labor market needs. Specifically it would substitute all references to “high skill, high wage, or high demand occupations in current or emerging professions,” currently found in the Perkins Act and substitute them with “employment in current or emerging in-demand industry sectors or occupations.” A definition for an “in-demand industry sector or occupation” is also proposed, which would be informed to a greater extent by labor market information culled from various sources at the local, state and national levels.

As the House Committee on Education and the Workforce (HEW) along with the Senate Committee on Health, Education, Labor and Pensions (HELP) continue to work to reauthorize the Perkins Act, it is important to note that the above proposal is not a comprehensive reauthorization bill. Instead the Perkins Modernization Act introduces into the reauthorization discussion an issue important to these members of Congress.  NASDCTEc appreciates Reps. Kennedy, Kinzinger, Davis, and Polis’ recognition that CTE programs are crucial components to the nation’s economic competitiveness and agrees that a greater availability and use of labor market information is needed to ensure that CTE programs prepare students for success in the workforce.

NASDCTEc looks forward to working constructively with Congress to thoughtfully reauthorize the Perkins Act and to ensure that programs are empowering students with the necessary skills and knowledge demanded by today’s employers and affording graduates the opportunity to secure family-sustaining wages.

House Education and the Workforce Committee Moves on ESRA

The House Education and the Workforce Committee (HEW) moved forward on the Strengthening Education through Research Act (H.R. 4366). This bill, introduced by Representatives Todd Rokita (R-IN) and Carolyn McCarthy (D-NY), reauthorizes the Education Sciences Reform Act (ESRA). Currently, ESRA supports educational research programs such as the National Center for Education Statistics (NCES), NAEP exams, and state longitudinal data systems. “Quality education research is critical to successful schools,” Rep. Rokita said upon the Committee’s approval of the bill by voice vote.

A particularly promising aspect of the bill would amend the authorization for state longitudinal data system grants to encourage the alignment of data across K-12, postsecondary and workforce programs. This would greatly support efforts to report on post-program employment outcomes for CTE graduates. Moreover, H.R. 4366 emphasizes the importance of using data effectively and lays out a more thoughtful approach to its use. The Workforce Data Quality Campaign, of which NASDCTEc is a national partner, supported this bill. The text of the bill, fact sheets, and other useful information can be found here.

Senators Introduce Bipartisan Apprenticeship Bill

On Wednesday Sens. Cory Booker (D-NJ) and Tim Scott (R-SC) introduced the Leveraging and Energizing America’s Apprenticeship Programs (LEAP) Act, a bill that incentivizes employers to increase the number of apprenticeships available to young people. Specifically the LEAP Act would grant companies a $1,500 tax credit for hiring new registered apprentices under the age of 25. A $1,000 tax credit would also be offered to employers hiring apprentices older than 25 years of age. The bill would also incent the expansion of existing apprenticeship programs

The Workforce Investment Act

Both Chambers of Congress have continued discussions on the Workforce Investment Act (WIA) this week. According to recent reports, the Chairman of the Senate HELP Committee, Tom Harkin (D-IA) and Chairman of the House HEW Committee, John Kline (R-MN), have publicly stated that they have “resolved nearly all differences” and hope to complete the legislation when Congress returns from recess in late April.

“The likelihood is that the staff will be able to hammer out what is left while we are gone,” Chairman Kline said. “Hopefully, by the time we come back, we’ll have it all put together,” Chairman Harkin was reported as saying.

There has also been speculation that the reauthorization of WIA could possibly be attached to Congress’ consideration of extending unemployment insurance benefits. NASDCTEc will monitor this process as it evolves and will continue to work with policymakers to ensure that a thoughtful reauthorization of the law emerges from these negotiations.
