New Skills ready network Year 1 Reports Highlight Early Innovations and State Support to Advance Quality and Equity in Career Pathways

Today, Advance CTE and Education Strategy Group (ESG) released an annual report and site snapshots for the first year of the New Skills ready network initiative.  The five-year initiative, part of JPMorgan Chase and Co.’s $350 million global New Skills at Work program and $30 billion commitment to advance racial equity, aims to improve student completion of high-quality, equitable career pathways to gain skills needed for the future of work, particularly among learners of color and other historically marginalized learners. 

The New Skills ready network focuses on six domestic sites as illustrated in the graphic below. As a partner in this initiative, Advance CTE strives to elevate the role of state capacity and resources in advancing project priorities and gain a unique perspective on promising practices to strengthen state-local partnerships across the country. 

One key step highlighted across the snapshots is each site’s approach to connecting systems and creating a common vision and definitions. Boston, Massachusetts, centered on a shared definition of cultural wealth as a framework to discuss equitable practices in career pathway design. Denver, Colorado created the Pathways Data Framework, a shared process for defining, collecting and analyzing data across partners to fully measure progress in achieving equitable career pathways. 

Dallas, Texas, is leveraging their Dallas Thrives initiative to draw on capacity from across their region to work towards a common vision. As an early step, Nashville, Tennessee’s leadership team agreed upon common definitions of systemic racism, implicit bias, educational equity and more and has provided racial equity training to over 300 stakeholders to ground their work in a foundational understanding in what racial equity really means in their community and institutions. 

The report and snapshots also explore how sites are utilizing state leadership, capacity, and existing initiatives to guide the focus of their first year and to map future work. For example, several schools in Indianapolis, Indiana will serve as pilots for the state’s Next Level Program of Study initiative, which aims to improve quality and consistency of CTE program instruction as part of Indiana’s Strengthening Career and Technical Education for the 21st Century Act (Perkins V) implementation strategy. 

Columbus, Ohio will leverage statewide articulation and transfer agreements as well pre-existing statewide programs to advance equity and access to postsecondary opportunities in career pathways, including the College Credit Plus program, Career-Technical Assurance Guides, the Choose Ohio First scholarship program. The Ohio Department of Higher Education has also established an internal project team to provide state support to the larger cross-sector project team. Nashville, Tennessee’s local efforts are tapping into the state’s Tennessee Pathways’ Designation Process

This Week in CTE

This Week in CTE: May 17-21, 2021

 

Each learner engages in a cohesive, flexible and responsive career preparation ecosystem

“Tennessee is investing $30 million to encourage school districts to reimagine the possible and create innovative, high-impact high school experiences for all students by developing strategic partnerships with business and industry in their local community,” said Education Commissioner Penny Schwinn.

21 school districts in Tennessee will receive grants for the new Innovative High School Models program. The goal of this new program is to intentionally connect Tennessee public school districts, postsecondary institutions and local employers to work together and create  a career preparation ecosystem for each learner. 

This grant program is funded with federal Elementary and Secondary School Emergency Relief Fund (ESSER) stimulus funding. 

 

Each learner feels welcome in, is supported by and has the means to succeed in the career preparation ecosystem

Congratulations to the Partnership to Advance Youth Apprenticeship (PAYA) 2021 grant recipients! Advance CTE is proud to be a PAYA National Partner and excited to watch the grantees launch opportunities that build more inclusive local and regional economies.

Youth apprenticeships will be an extremely important strategy in ensuring each learner has the skills and supports needed to succeed in the career preparation ecosystem and the career of their choice. Not only do they provide opportunities for young people to access affordable postsecondary credentials, they also allow employers to tap into a rising generation of talent. The 17 PAYA grantees will expand their programs over the next 18 months as they develop ambitious strategies, accelerate implementation and connect with partners to expand and strengthen the field of youth apprenticeship.

Advance CTE recently published the first blog in a series in partnership with New America through the PAYA network. The blog series will highlight how the PAYA sites are using data to improve youth apprenticeship quality and equity. 

 

Each learner skillfully navigates their own career journey

Culper Technical Education Center (CTEC) in Virginia has an intentional focus on preparing each learner for their future careers through hands-on instruction and authentic workplace experiences. Learners enrolled as a CTEC student commute from their home school to participate in CTE programs, on-site, for half of their school day.

This week, we congratulate learners who have made the decision to begin the next step in their career journey at CTEC! 

 

Each learner’s skills are counted, valued, and portable

Last week, the U.S. Department of Education announced the 57th class of U.S. Presidential scholars. This week we continue to celebrate the accomplishments of those receiving this honor, particularly the 20 U.S. Presidential Scholar in Career Technical Education. 

This year, Raymond A. Slifer of Quakertown Senior High School became Pennsylvania’s first-ever CTE student to receive the award.

“I am proud of Raymond for becoming Pennsylvania’s first U.S. Presidential Scholar in Career and Technical Education since the inclusion of CTE in the Presidential Scholars program in 2015,” said PDE’s Director of the Bureau of Career and Technical Education Lee Burket. 

“Raymond demonstrated his academic accomplishments, ingenuity, and problem-solving, and is being recognized at the national level. I congratulate him for being an outstanding student who demonstrates excellence in CTE.”

 

Each learner can access CTE without borders

Four mentoring programs based in California, Iowa, Massachusetts and Minnesota have been an asset for learners amidst barriers presented by the pandemic. Regardless of social distancing guidelines and mandates, virtual mentoring opportunities still provided learners with access to networking, financial literacy, training for workplace skills and more.

Getting to Know: Advance CTE’s work to build better career pathways

The “Getting to Know” blog series will feature the work of State CTE Directors, state and federal policies, innovative programs and new initiatives from the Advance CTE staff. Learn more about each one of these topics and the unique contributions to advancing Career Technical Education (CTE) that Advance CTE’s members work on every day.

Meet Jeran Culina! Jeran serves in the role of Senior Policy Associate for Advance CTE, supporting state policy and technical assistance work. Jeran’s work has a focus on supporting states and communities to create, share, use and manage information about national efforts to expand high-quality and equitable career pathways. She also supports the development of policy tools and resources leveraged by state and local leaders, national partners and other key stakeholders to help ensure each learner has access to supports, resources and skills needed to be successful in the careers of their choice. 

Q: What is the New Skills ready network initiative and how does it inform your work at Advance CTE? 

A: New Skills ready network is a five-year initiative, part of JPMorgan Chase’s $350 million global New Skills at Work program, which aims to improve student completion of high-quality career pathways. The six New Skills ready network sites are: Boston, Massachusetts; Columbus, Ohio; Dallas, Texas; Denver, Colorado; Indianapolis, Indiana; and Nashville, Tennessee

A key feature of the New Skills ready network is the makeup of the leadership teams. Each site’s team brings together a cross-sector group of partners representing local school systems, two-year and four-year postsecondary institutions, intermediary organizations, industry, and state and workforce development agencies. These unique state-and-local, cross-sector leadership teams were developed to align systems; incubate innovative solutions; and ultimately, scale equitable career pathways for all learners. This piece of the New Skills ready network has been significant in informing the rest of my state policy work. It showcases the strengths and challenges that local and state partnerships bring to the table, but it also offers best practices from six local sites to better inform state policy work around engaging stakeholders, bridging secondary and postsecondary, aligning pathways, closing equity gaps, and many other areas that haven’t even been explored yet.   

Q: How would the New Skills ready network define high-quality career pathways?

A: High-quality career pathways are ones that successfully prepare learners for a variety of educational opportunities while supporting effective and meaningful collaboration between secondary schools, postsecondary institutions, and employers to provide students with experience in, and understanding of, all aspects of an industry, and ensure equal access to all learners. Within the New Skills ready network, all sites are developing or expanding their definition of what high-quality career pathways means to them. For example, the Indianapolis, IN team has aligned their definition of high-quality career pathways to match the state’s new next level programs of study (NLPS) model. The shift to NLPS provides learners with:

  1. An increase in the consistency of CTE course offerings to ensure all CTE students have the same opportunity to learn essential skills regardless of the location they are taking a course;
  2. Intentionality by directly aligning secondary courses to postsecondary competencies, providing students who have discovered their passion the opportunity to earn more postsecondary credentials and make progress towards postsecondary degrees while in high school; and
  3. Quality programs because new course standards will increase the rigor in many CTE courses and provide greater benefits to students.

Q: How can state CTE leaders leverage the work coming out of the New Skills ready network to ensure labor market information (LMI) is used to define high-skill, high-wage and in-demand career pathways?

A: States should follow the recommendations laid out in the recently released Advance CTE research brief on aligning labor market data which suggests:

  1. Continuing to make data-informed decisions about which career pathways to build and support and which ones to transform or phase out. In the face of major economic upheaval, while responding to real-time changes may be tempting, focusing on the longer-term trends and consulting multiple data sources and stakeholders are critical.
  2. Address equity within any LMI tools, supports and decisions. As states and institutions invest in their labor market systems and platforms, presenting the data with an equity lens is critical to better inform investments and arm learners with actionable information
  3. Take the opportunity to streamline existing labor market data to make it more usable and accessible for policymakers, local partners, instructors and learners themselves.
  4. Build capacity within the system to improve labor market data literacy. With the complexities of labor market data and increased frequency of the data being reviewed at the state, region and community levels, leaders at all levels — including counselors and advisers — need a better understanding of what they are looking at and how they should interpret the data to best support learners. 

Q: What can we expect next from the New Skills ready network?

A: The New Skills ready network has previously released three research briefs focused on work-based learning, aligning career pathways to labor market data and state strategies for scaling early postsecondary opportunities (EPSOs) in career pathways. In the next month, expect one additional research brief on strengthening state and local partnerships. In addition to the policy briefs, the New Skills ready network team will be releasing an annual report on the lessons learned during the first year of the grant as well as snapshots of each site and the work they have accomplished. As the work progresses, we will have innovations, best practices and lessons learned from each site to share that can be adopted and scaled across the nation.

This week we extend congratulations to the 57th class of U.S. Presidential Scholars! Of the 161 high school seniors selected, 20 outstanding learners from CTE programs have been awarded this honor for their accomplishments. The 2021 class of U.S. Presidential Scholars in CTE represent the following states: Arizona, Delaware, Florida, Iowa, Maryland, Massachusetts, Michigan, Missouri, Pennsylvania, Puerto Rico, Texas, Utah, Washington, West Virginia and Wisconsin.

This week career tech centers in Ohio received a visit from Lieutenant Governor Jon Husted, who serves as the Director of the Governor’s Office of Workforce Transformation. During the site visits, learners shared reasons for participating in career pathways and early postsecondary opportunities (EPSOs). 

Reflecting on his visits Lt. Gov. Husted stated, “We have to have more students who are taking their career seriously at an earlier age, gaining some real world experience, preparing for work, earning college credits without having to run a bunch of debt, and make the education affordable and effective.”

Each learner skillfully navigates their own career journey

North Carolina CTE students competed this past week at Skills Rowan, a skills-based competition where Rowan-Salisbury schools showcase their industry skills. Despite the challenges due to the pandemic in hosting a competition that mimics years past, students were still able to feel value from competing and receiving the opportunity to be the true navigator of their career journey.

Advance CTE’s newly released communications research indicates that learners who participate in CTE are more prepared for and more likely to plan to complete college. When states build more cohesive systems where early EPSOs such as dual enrollment are fully counted, valued and portable, learners have more equitable paths to college and career success.

LEGISLATIVE UPDATE OF THE WEEK

U.S. Secretary of Education Betsy DeVos announced this week that the Federal Work Study (FWS) Experimental Sites will receive additional funding. This initiative seeks to increase earn-and-learn opportunities by removing barriers to off-campus jobs, allowing increased work hours and allowing institutions to pay students for work-based learning. The increased funds will be used for FWS salaries and to develop Job Location and Development (JLD) programs. Further information can be found here.

Nebraska CTE has welcomed back their CTE teachers, virtually, with great appreciation and gratitude.

CAREER DEVELOPMENT CONTINUUM OF THE WEEK

Johnson County Public Schools in North Carolina has published and shared their new career development continuum during their recent CTE symposium held for new and returning CTE teachers. This career development continuum highlights career exploration in the early learning years and ensures there are transitions from secondary education to postsecondary attainment to the workforce. 

LEGISLATIVE UPDATE OF THE WEEK

Advance CTE and the Association for Career and Technical Education (ACTE) are continuing to advocate for direct funding for CTE and workforce programs to be included in the next relief package. This would ensure learners are prepared for labor market needs, particularly as the economy begins to rebuild after the pandemic. We need your help to emphasize this message with Congress. Click here to ask your representatives in Congress to support the inclusion of funding for CTE, as provided in the Relaunching America’s Workforce Act, in the next relief package.

RESOURCE OF THE WEEK

Business partnerships are critical to the success of delivering high-quality CTE programs of study, yet building and sustaining meaningful partnerships remains one of the biggest challenges faced by state and local CTE leaders. Advance CTE and Ford Next Generation Learning partnered to host two roundtable discussions (in Nashville, Tennessee and Pinellas County, Florida) with employers, big and small, who are deeply involved in CTE in their communities to learn more about why and how employers can support and strengthen CTE programs.

Welcoming Elizabeth Bennett to Massachusetts

Elizabeth Bennett has been working in Career Technical Education (CTE) for twenty years in Massachusetts and, as of early April 2020, is now serving as the state’s Associate Commissioner for College, Career and Technical Education. Most recently, Elizabeth was Director of Grants, Workforce Development and Community Outreach at the Greater Lawrence Technical School outside of Boston, MA, developing programming with local employers for under- and unemployed community members, people returning from prison, and out of school youth. The school boasted a long waitlist for these notably successful programs. 

Recently, Elizabeth completed studies in Urban Justice and Sustainability at Tufts University, spending time thinking critically about access to CTE programs in her state and piloting an innovative “After Dark” program, where learners would arrive at the Greater Lawrence Technical School for CTE instruction between 2:30 and 5, providing access to CTE to those who may not be available during traditional school hours. Based on this successful pilot, Elizabeth earned grant funding and expanded the After Dark program state-wide.

These days, Elizabeth is looking forward to the state’s implementation of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) , after having worked on Perkins at the local level, and having written Perkins grants at the local level in her previous jobs. She also looks forward to elevating high quality CTE programs in MA.

As Elizabeth was an English major and taught English literature early in her career, we asked her what fictional world she might like to be magically transported to. Her answer? England during Shakespearean times to act in one of his plays. Welcome, Elizabeth to the State CTE Director community!

Middle Grades CTE: Policy

There is widespread agreement that high school is too late to begin to expose learners to careers and the foundational skills needed to access and succeed in careers, but there remains a lack of consensus about what Career Technical Education (CTE) and career readiness should entail at the middle grades level. 

Advance CTE, with support from ACTE, convened a Shared Solutions Workgroup of national, state and local leaders to identify the core components of a meaningful middle grades CTE experience. This collaboration resulted in Broadening the Path: Design Principles for Middle Grades CTE and a companion blog series exploring each of the core programmatic elements of middle grades CTE defined in the paper. In this last entry in the blog series, we will examine effective middle grades CTE policy.

Policy actions often play a critical role in expanding access to high-quality middle grades CTE opportunities. Through effective policy actions, state CTE leaders can remove barriers that may prevent learners from accessing middle grades CTE opportunities, ensure there is adequate funding to support middle grades CTE, and create environments to incubate and scale middle grade CTE opportunities.

In 2014, H.B. 487 was enacted into law in Ohio, requiring schools to provide CTE courses in seventh and eighth grades by the 2015-16 school year. As a result, Ohio became one of the only states that requires the availability of CTE courses to middle school students at scale. Districts that do not want to offer middle school CTE must submit a public waiver to the Ohio Department of Education. Since the passage of the law, Ohio has seen a dramatic increase in access to CTE programs, with 21,551 students participating in middle grades CTE in 2015 and more than 73,728 students participating in middle grades CTE in 2017.

Similarly, In 2017, the Maine Legislature passed L.D. 1576, which updated the state’s definition of CTE to include language about middle school, effectively allowing middle school students in grades six through eight to participate in CTE. To expand access to middle grades CTE, the Maine Department of Education developed a Middle School CTE Pilot program, which allows institutions to apply for grants to pilot CTE opportunities that provide hands-on and interactive activities to middle grades students, as further described in an earlier entry in this blog series. 

Numerous states plan to leverage the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), which allows states to use Perkins funding to support CTE as early as the fifth grade, to expand access to CTE opportunities for middle grades students. For instance, Massachusetts is awarding Perkins V reserve funds to eligible agencies to better integrate career planning from the middle school through the high school levels. In its Perkins V state plan, Florida provides guidance to include aligned middle grades CTE programs within programs of study and allow middle grades students to take high school-level CTE courses early.

Learning from CTE Research Partnerships: Using Data to Address Access and Equity Barriers in Massachusetts

As part of our ongoing blog series aimed at increasing state research on Career Technical Education (CTE), Corinne Alfeld, Research Analyst at the Institute of Education Sciences (IES) and Austin Estes, Manager of Data & Research at Advance CTE, are conducting interviews with individuals who are part of successful CTE State Director research partnerships. The third interview was with Cliff Chuang at the Massachusetts Department of Education and Shaun Dougherty of Vanderbilt University. [Note: this interview, from February 5, 2020, has been edited for length and clarity].

Could you start by talking about the projects that you’ve worked on, your research questions, and how you settled on those research questions?

Shaun – It grew out of my dissertation work that was using some of the school data and then some of the statewide data from Massachusetts. It started pretty narrowly but the director of research was happy enough with what I was able to do that she talked about whether we could address some additional questions, and more data was becoming available. That more or less triggered the expansion, and then with Cliff coming into the role it became a two-way conversation that was more explicitly about what’s of academic interest and what’s of interest or of need on the practice and policy side for CVTE [career/vocational technical education].

Cliff – I would say that the particular catalyst for our most recent partnership is our desire as an agency to understand the waitlist demand issues related to chapter 74 CVTE in Massachusetts. If I recall correctly, we put out an RFR (request for responses)* for a research partner to help us analyze different aspects of who is and is not getting access to CVTE programs in Massachusetts. And Shaun and his partner Isabel at Harvard, a grad student there, their bid was selected. From that project there have been a lot of offshoots through the CTEx exchange collaboration that Shaun and others have established. We’ve been engaged in a lot of informal research inquiry as well as additional formal research that uses that data.

Could you talk a little bit about what the findings were from that project and what have been implications in the academic space but also on the policy front, how are you using those findings to change policy in Massachusetts?

Shaun – The basic findings were that in fact there is much more interest in these high-quality CTE programs, these chapter 74-approved programs in these standalone technical high schools, than can be met by current supply. This was more confirmatory evidence with a little more granularity and maybe confidence in the figures than was possible previously.

Cliff – Shaun’s team also helped us look at just the straight enrollment data comparisons, which is still not as ideal as looking at applicant data. It was helpful to have a more rigorous definition of what data protocols are needed around application and admissions. We have now made the decision to collect waitlist data systematically at the state level to allow researchers like Shaun to more rigorously analyze across the board the attributes of who’s interested in voc tech, who’s getting in, who’s applying, etc.

I think it also stimulated a variety of program initiatives on the part of state government in Massachusetts to increase access to CVTE programs through collaborative partnerships like After Dark, which is an initiative that seeks to utilize shop space in our technical schools after the regular school day paired with academics provided by a partner academic school to get more kids the technical training that we are unable to do in the standard day program structures.

I would also add that Shaun is continuing other aspects of the research now that we’re very excited about, based in part on some of the research they did do to look at longer term trends of students and their outcomes post high school.

Shaun – The first order concern is that lots of people want [access to CVTE programs] and there’s a limited amount of it, so should we have more?

The second order concern – but certainly not secondary question – is one about equity and whether or not the students who were applying and the students who were getting access look like a representative cross-section of the community at large.  We know that students who choose CTE or select a lot of it are maybe different than those who don’t, but we don’t know a ton about whether and how we expect students who are making those investments to look like the overall population or whether or not access concerns lead to equity concerns.

Cliff – We would like to look more closely at whether the gaps are simply due to application gaps – which is still an issue in terms of kids not applying – or whether there are actual gaps related to who is applying and getting in. That was the data gap that we haven’t quite been able to close yet. But Shaun was able to create some comparative data that is just based on enrollment that has allowed us to engage in these conversations. We’re having the conversation about trying to expand the number of seats available so there’s less of a waitlist, but also to ensure that access into the existing seats is equitable and doesn’t disadvantage certain subgroups over others.

Over the course of the partnership, what have been some of the major challenges and hurdles that you’ve faced? What are some of the speedbumps that you’ve hit getting things formalized up at the front?

Shaun – Fortunately, one thing that we didn’t face, although I know it’s an obstacle in many places, is processes related to how one gets permissions and access to the data. In fact, as the process has evolved, having those structures in place has made it really easy, so that if Cliff and I say “hey, we’d like to add this,” it’s a pretty easy amendment of the MOU [memorandum of understanding]. And then the people who deliver the data get approval and then they deliver it through a secure portal.

Cliff – I would also say that researchers left on their own probably would have had much less success in getting district participation in the survey study we did together. I, on the other hand, am someone with positional authority at the state level and established relationships that I can leverage to get that participation. And then I can pass it off to the research team that actually has the expertise and bandwidth to execute on the very labor-intensive data collection, both quantitatively and qualitatively.

It seems like you have a good partnership and a good synergy between the state office and the research team. If you were talking to CTE leaders and other researchers, what are some strategies and practices to make sure that partnership runs effectively and can be as impactful as possible?

Cliff – I think it’s important to have someone in the role of a researcher director type person whose job it is to facilitate these partnerships and to do some of the nitty gritty around data sharing, MOUs, etc. The other thing I would say is to have a commitment to an evidence base in terms of policymaking, and have people in the programmatic leadership who see the value of that and have enough knowledge of how research functions to parlay whatever policy or relational capital they have to support the research agenda.

Shaun – I think sometimes overcoming the incentives related to purely academic publishing restricts some of the willingness of some academic researchers to invest or to think about important questions in practice and policy. It’s being willing to realize that strong partnerships with local and state agencies means that more and better work can be done, and the work can have impact in real time. There is something very fulfilling and useful and practical about taking that approach from a research standpoint and then, if you come from practice like I did, then it helps ground the work.

States Passed At Least 208 Policies to Support CTE in 2019

On the federal and state levels, 2019 was an important year for Career Technical Education (CTE). In addition to creating their four-year state plans for the federal Strengthening Career and Technical Education for the 21st Century Act (Perkins V), at least 45 states and Palau enacted at least 208 policy actions related to CTE and career readiness.

Today, Advance CTE, the Association for Career and Technical Education (ACTE) and the Education Commission of the States released the seventh annual State Policies Impacting CTE: Year in Review report, examining 2019 legislative activity, including legislation, execution orders, board of education actions and budget provisions. To develop the report Advance CTE, ACTE and Education Commission of the States reviewed state activity, cataloged all finalized state action and coded activity based on the policy area of focus. In 2019, states most frequently addressed the following topics:

In total at least 41 states enacted policies that affected CTE, making funding the most common policy category for the seventh year in a row. Illinois increased funding for CTE programming by $5 million, while Massachusetts and Delaware both invested in work-based learning programs. For the second year in a row, industry partnerships and work-based learning was the second most common policy category with at least 35 states taking action in this area. In Connecticut, the legislature passed a law to require the Connecticut Department of Labor and the Board of Regents for Higher Education to jointly establish nontraditional pathways to earning a bachelor’s degree through apprenticeships, while Colorado enacted a law to launch a statewide resource directory for apprenticeships.

Most states have taken action relevant to CTE since the Year in Review report was launched and in total more than 60 policies passed in 2019 than 2018. This indicates a continued commitment from state leaders to advance CTE. To view previous years’ Year in Review reports, click here.
