We have compiled a list of highlights in Career Technical Education (CTE) from this week to share with you.

VIDEO OF THE WEEK 

Postsecondary institutions in Kentucky have reported an increase in dual-enrollment over the past five years. Other notable gains include higher grades for enrolled secondary learners and a higher rate of continuance on to postsecondary education.

COMMUNITY SERVICE OF THE WEEK

New Mexico CTE students delivered COVID-19 (coronavirus) care packages to first responders in their community to complete their service hours for their certification program. The Community Health Workers program offered to these students is the result of a partnership between the New Mexico Public Education Department, Forward NM National Network of Area Health Education Centers and Western New Mexico University.  Read more in this article published by Silver City Sun News.

WEBINARS OF THE WEEK

Wisconsin CTE hosted a CTE Back-to-School Webinar Series, featuring CTE leaders from across the state. Topics discussed included, but not limited to, standards-aligned and integrated curriculum, student assessment, access and equity, prepared and effective program staff, and business partnerships. The webinar recordings are now available and can be accessed here

RESOURCE OF THE WEEK

Despite increased interest in CTE by students and businesses, states and school districts are struggling to maintain or expand CTE programs due to limited federal, state and local funding. Area technical centers are an especially viable option for districts wanting to provide students with high-quality CTE in a cost-effective way.

Area CTE Centers: Conquering the Skills Gap through Business and Industry Collaboration provides information on the history, benefits and cost effectiveness of area technical centers. Several examples of best practices are highlighted including from Ohio and Oklahoma.

State CTE Director of the Week

CTE Completers of the Week

The Southern Regional Education Board (SREB) recognized eight North Carolina CTE high school graduates as Advanced Career (AC) STEM Pathway completers or scholars. The AC program of study has prepared these graduates for college and career opportunities in a high-demand STEM field critical to the nation’s economy. You can learn more about the qualifications these learners met to be recognized here.

Learners were recognized at their school’s graduation ceremony and received the distinguished SREB Advanced Career STEM Pathway Academy certificate of completion, AC Scholar recognition and graduation chords specially made for this unique honor.

Video Competition of the Week

JFF hosted the Horizons Virtual Conference a few weeks ago and announced the winner of their  “Why I Apprentice” national youth apprenticeship video competition. Congratulations Brenden Rohland of Wisconsin! View his video submission here.

Legislative Update of the Week

U.S. Secretary of Education Betsy DeVos announced this week the approval of the final wave of Strengthening Career and Technical Education for the 21st Century Act (Perkins V) state plans by the Department of Education. In this wave, we celebrate the approval of the following states and territories: Alaska, Connecticut, New Jersey, New Mexico, North Carolina, West Virginia and Puerto Rico. Resource of the Week

Enrollment in CTE programs has remained stagnant over the last decade while demand soars for skilled employees in today’s global economy. If we are to prepare all learners for success in the careers of their choice, more parents and students need to understand all that CTE has to offer them.

Advance CTE, with support from the Siemens Foundation, commissioned focus groups and a national survey to explore the attitudes of parents and students currently involved in CTE, as well as prospective CTE parents and students, to better understand the promise and opportunity of CTE.  View the results here.

Virgina, New Mexico Take Steps to Expand CTE Opportunities for Learners; Colorado Expands CTE Funding Options

In Virginia and New Mexico, the state legislatures have taken action to expand opportunities for CTE learners. In Virginia, on March 5, SB1434 was signed into law. The law directs the Virginia Board of Education to revise its Career and Technical Education Work-based Learning Guide to expand opportunities for learners to earn credit for graduation through high-quality work-based learning experiences. The law directs the Board of Education to consult business and diverse stakeholders to inform its revision of the guide.

In New Mexico, on March 9, HB91 was signed into law. The law establishes a seven-year pilot project to fund CTE programs and monitor their effects on student outcomes, including graduation rates and achievement scores, among other outcomes. The law allows the New Mexico Department of Education to provide grants to school districts to establish CTE programs as part of the pilot project and professional development to CTE teachers in the pilot project. The law outlines the requirements CTE programs funded through the pilot must meet, such as that the programs must lead to an industry-recognized credential at the postsecondary level and require training in soft and social skills.

The Colorado legislature passed a bill that opens a previously restricted funding stream to CTE. On March 7, Colorado Governor Jared Polis signed HB1008 into law, which amends the “Building Excellent Schools Today Act” to allow the public school capital construction board to provide grants to support CTE capital construction, which includes construction of public school facilities and equipment for CTE programs.

Welcome to Elaine Perea, New Mexico’s State CTE Director!

When Elaine Perea was studying ancient Greek philosophers at St. John’s College in 1990, she never imagined she would one day become the State Director for Career Technical Education (CTE) in New Mexico.

Yet, her first job after graduating was as a bookkeeper, and she soon realized she had a knack for numbers and finance. This led into varied career in business including accounting and eventually to an investment company where she bought commercial office buildings. Over time, however, this began to wear, she said. So Perea decided to return to college once more; this time, to earn her doctorate in social psychology and enter the next phase of her professional career – as a college professor in Florida, where she taught for three years.

But New Mexico was home, so when a position became available over two years ago in the state’s Public Education Department, she was able to leverage her unique blend of business experience and teaching to get hired as an Education Administrator. Shortly after joining the department, she assumed additional responsibilities as the Deputy Director of CTE.

After being named as the State CTE Director in January, Perea said she intends to continue focusing on how to increase secondary students’ access to CTE. In New Mexico, roughly half of school districts have fewer than 200 students and many struggle to offer a three-course program of study due to enrollments and resources.

Perea also said another of her top priorities is to increase the use of dual credit courses in secondary CTE programs, and to encourage students to take such courses as part of their program sequence. To do this, Perea said she is working closely with the state bodies that govern higher education enrollment policies.

“We believe dual credit is an important tool in supporting rigorous CTE programs and helping students get the credentials they need for entering into the workforce,” Perea said.

State Policy Updates: Massachusetts Governor Calls for Major CTE Investment

Another 15 governors have issued their budgets or State of the State addresses since January 19. You can catch up on our analysis of the first 15 speeches here.

Here are a few CTE highlights from the most recent round:

Following his first State of the Commonwealth address, Massachusetts Gov. Charlie Baker called for an $83.5 million investment in the career technical education, including the state’s technical high school system, which has long enrollment waiting lists. The investments are proposed to come from the governor’s Fiscal Year 2017 budget, a capital grant funding bill and a portion of the state’s federal Perkins allocation.

Additionally, a group of Massachusetts employers, community organizations and educators announced the formation of the Alliance of Vocational and Technical Education, which aims to increase access to high-quality CTE in Massachusetts. The group commissioned Northeastern University to conduct a comprehensive study about public perceptions of CTE in the state. You can read the full report here.

Delaware Gov. Jack Markell praised the state’s new Pathways to Prosperity initiative, which he announced during his 2015 State of the State address and now involves 29 high schools and 5,000 students across 10 pathways including manufacturing, computer science and health care. He also announced the state’s newest pathway to support the agriculture and food production industries.

Along with joining the call to raise teachers’ salaries, New Mexico Gov. Susana Martinez asked the legislature to support a “Students Work” internship portal. This online portal would allow New Mexico employers to post internships through a shared website to connect them with college and university students.

Coordinated with his State of the State address, Wisconsin Gov. Scott Walker announced a legislative package aimed at college affordability. The package includes:
