Funding Career Technical Education: Making State-Level Investments to Support Unique Elements of CTE

Advance CTE released the 2023 State of CTE: An Analysis of State Secondary CTE Funding Models to highlight how states and the District of Columbia provide high-quality Career Technical Education (CTE) through various secondary CTE funding models and approaches. This blog, the fourth in a series, describes ways states invest in CTE programs through line item appropriations to support unique elements of CTE. This blog unveils new information not available in the State of CTE Funding release.

Overview

States make significant contributions to CTE programs through non-categorical, line item appropriations. Programmatic funding is distributed through periodic, legislatively established authorizations that are contingent on the availability of funds. States often place conditions on how money should be spent or used to promote state priorities. Additionally, a programmatic line item appropriation can be a recurring or a one-time investment. This blog highlights appropriations in industry-recognized credentials, Career Technical Student Organizations (CTSOs), career advisement, and educator preparation for fiscal year (FY) 2022. These key state investments often pilot new programs, sustain existing programs, provide training to educators and professionals, or allow purchases for needed equipment and supplies. These investments certainly allow Local Education Agencies (LEAs) to scale and improve program quality, which aligns with Advance CTE’s vision for the future of CTE where continuous improvement is needed at all levels within systems.  

Investing in Unique Elements of CTE

State funding through non-categorical, line item appropriations is incredibly common; 80 percent of state leaders surveyed in summer 2022 reported some line items for CTE programs. 

Industry-recognized Credentials

Helping learners have access to and earn industry-recognized credentials can make them more competitive for future work and educational opportunities. States may offer reimbursements to the learner, educator, or local institutions for the completion of credentials. There are expenses associated with industry-recognized credentials such as exam fees, materials, books, or supplies. 

Thirteen state leaders reported appropriations for industry-recognized credentials in FY 2022. 

CTSOs

CTSOs allow learners to gain academic, workplace, and technical skills, build networks, and pursue leadership experiences that are needed to succeed in today’s global workforce. 

Twelve state leaders reported line item appropriations for CTSOs, with appropriations ranging from $125,000 to $2.52 million per year in FY 2022. Most states allocated the funds toward one or more of the 11 CTSOs specifically authorized in the Carl D. Perkins Career and Technical Education Act (Perkins V). 

Career Advisement

Offering comprehensive and connected career advisement systems helps all learners get the support and guidance to gain skills and explore future careers. 

Nine state leaders reported line item appropriations for career advisement in FY 2022. 

Other states have made one-time investments to help pilot programs and offerings. 

Other states focused on providing resources for professionals who help with career advisement and planning. 

CTE Educator Preparation

There remains room for improvement in CTE educator preparation as only Georgia, Minnesota, and Virginia reported line item appropriations for CTE educator preparation in FY 2022.

Alignment and Intentional Equity: Two Priorities for District of Columbia’s First Area Technical Center

For this blog, Senior Policy Associate Dan Hinderliter and Communications Manager Stacy Whitehouse interviewed Washington DC’s State CTE Director Richard Kincaid. 

The 2022 school year heralded the start of another new initiative for the District of Columbia’s Office of the State Superintendent of Education (OSSE)- the Advanced Technical Center (ATC), the first DC area technical center to serve secondary students from public and public charter schools across the District. This development was inspired by Advance CTE’s 2021 50 state report on structure and outcomes in the nation’s area technical centers 

The planning process began in July 2021 when OSSE received an influx of coronavirus relief funds after Mayor Muriel Bowser directed funds from the American Recovery Plan Act (ARPA) to Career Technical Education (CTE)  and work-based learning plans. While OSSE is still working to secure long-term funding for the ATC, ARPA funds will keep the school open for at least five years. The ATC initially opened with three programs of study — General Nursing, Cybersecurity and Health Information Technology — on the campus of Trinity Washington University, but will move to a new building shortly after renovations are complete. During the design process, DC CTE Director Richard Kincaid noted two areas vital to the success of the ATC: systems alignment and partnership and an intentional focus on equity, both foundational commitments of Without Limits: A Shared Vision for the Future of Career Technical Education.

Systems Alignment and Partnership

When planning the future of the ATC, systems alignment and partnership was a must-have, especially considering the vast and complicated educational landscape in the District of Columbia. Kincaid and his team convened four initial stakeholder meetings, involving partners from the Deputy Mayor for Education’s office, administrators from DC Public Schools (DCPS) and DC Public Charter Schools (DCPCS), and potential employer partners. These stakeholders helped to calibrate on what the core purpose of the ATC is, who it should serve and how to limit duplication with other area programs. Kincaid shared that working from a partnership perspective instead of from a compliance angle served initial work well, especially where there were already places area principals needed to coordinate services on, such as scheduling or transportation. Given the complex dynamic across agencies in DC, this stakeholder group was vital to ensuring buy-in from and alignment to sending institutions. The group also coordinated an initial list of potential programs, leveraging labor market information and opportunity gap analyses. After a series of community input sessions, the group ultimately narrowed the list to the three programs currently offered. 

This lens of partnership also contributed to early programmatic successes. Significant conversations with local postsecondary institutions led to memorandums of understanding (MOUs) allowing learners to receive dual credit for all courses (five credits for every semester a learner is enrolled at the ATC). These courses are applied to aligned credit in the learner’s program of study, not just general education requirements. Postsecondary institutions also share instructors with the ATC to teach advanced coursework. Employer partners also support the program through site visits and career exploration conversations with learners; proximity to federal agencies means federal partners like the White House’s National Cybersecurity Initiative have visited the ATC. Future years will see employers supporting on- and off-site work-based learning initiatives, and Kincaid hopes to one day see an employer co-located with the ATC to provide daily hands-on training.

Intentional Focus on Equity

Kincaid also stressed that the main intent behind the ATC was to close equity gaps, in particular for learners from wards historically underserved by DC’s educational programs. He and his team intentionally designed the ATC’s supporting infrastructure to limit barriers to access for learners. For example, OSSE contracted with a local cab company to provide transportation to learners to and from the ATC, to limit unsafe walks or undue travel burdens for learners. While he noted this was a logistical hurdle, Kincaid noted this was a permanent focus of the ATC to always ensure learners could access the ATC’s programs. Programming for the ATC is also open-access, limiting cost or grade barriers for learners. There are no entrance exams- to earn the aforementioned dual credit, learners must simply achieve a C or higher in each to receive college credit above a final grade. Finally, future plans will continue to center equity initiatives, including paid internship opportunities and the development of future programs that advance historically marginalized learners, particularly learners of color, in historically underrepresented fields.

What’s Next for DC’s ATC

Within the next two years, the Advanced Technical Center looks to make big strides by moving into a permanent home and expanding the student population served. In 2022, approximately 130 learners were enrolled; by 2025, Kincaid hopes to have 600 learners regularly attend. The hope is also for learners regardless of age and program to participate in school-time, paid year-round internships, including some with industry partners co-located with the ATC. Through the changes, equity and partnership will remain at the heart of the ATC’s focus.

New Mini-Brief Series Highlights Progress Towards Cohesive, Learner-Centered Postsecondary Data Systems in Five States

Two years ago, Advance CTE launched the Advancing Postsecondary CTE Data Quality Initiative (PDI), supported by ECMC Foundation. Through the initiative, five grantees have received funding, technical assistance and access to a national peer learning network to:

1) Examine critical problems of practice and;

2) Implement innovative solutions to improve the quality, and use of postsecondary CTE data.

Grantee states and agencies include the: Alabama Community College System (ACCS); Delaware Department of Education; University of the District of Columbia Community College; Florida Department of Education, and; Oregon Higher Education Coordinating Commission.

By supporting states to improve their postsecondary Career Technical Education (CTE) data quality and use, Advance CTE is attending to a foundational commitment – actionable, transparent and trustworthy data – in Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits). Each of the five foundational commitments are critical to states’ abilities to enact the Vision principles. Actionable, transparent and trustworthy data underlies a coordinated, learner-centered career preparation ecosystem. 

About the Briefs

In the coming months, Advance CTE will release a series of four briefs to share strategies put in place by the PDI states to advance postsecondary CTE data quality and use. The first brief explores how postsecondary CTE data can be used in support of state education and workforce goals, and features Alabama and Florida.

The second brief advances a theory of change for centering learners in postsecondary CTE data collection and use, featuring the District of Columbia and Oregon. The topics of briefs three and four will be fostering a positive culture of data use among CTE stakeholders and building a strong data infrastructure across systems and silos, respectively. 

Shared Challenges

As with many projects underway over the last two years, states’ implementation of their PDI action plans were challenged by staff-level capacity constraints due to the coronavirus pandemic. However, many of the grantees’ plans were validated by the context of the pandemic, which demonstrated the critical nature of effective – and data-driven – career preparation systems to meet states’ education and workforce goals. 

An evergreen challenge that the PDI states wrangle with is how best to build well-integrated data systems across the silos of state agencies and in collaboration with postsecondary institutions. Further, examining and implementing ways to more effectively communicate CTE data continues to be a priority. 

Common Strategies for Success

Despite these challenges, each of the grantees has demonstrated a commitment to improving postsecondary CTE data to improve learner outcomes. All five states have used stakeholder engagement processes to drive the development and use of new data elements or reports. And each has invested in professional development strategies to foster a strong culture of data use.

Aligning to Opportunity: State Approaches to Setting High Skill, High Wage and In Demand

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) places a strong emphasis on the alignment of Career Technical Education (CTE) programs of study with state, regional and local economies. The legislation requires Perkins-funded programs to prepare students for “high-skill, high-wage, or in-demand occupations.” These terms — high skill, high wage and in demand — are foundational to Perkins V, appearing in both the purpose of the law and the definition of CTE.

As with many Perkins V requirements, the responsibility of defining these terms rests solely with states, providing them with a major opportunity to set a meaningful bar for determining which career opportunities anchor their CTE programs. The stronger focus on labor market alignment compels state CTE leaders to ensure that all program offerings are relevant to today’s economy and that learners will participate in CTE programs with data-driven and validated labor market value.

Advance CTE newest paper, Aligning to Opportunity: State Approaches to Setting High Skill, High Wage and In Demand, describes some approaches that states are taking to partner across agencies to access and review labor market information; develop definitions for high skill, high wage and in demand; provide local flexibility, while maintaining guardrails; and disseminate the information widely to key audiences.

DC, Texas Improve Data Systems; Colorado, Ohio’s Community Colleges Offer Bachelor’s Degrees

As the legislative session moves forward, many states have passed bills that will help to improve data systems and expand opportunities for learners.

Data System Improvements

Recently, data system improvements have been a focus of policy efforts in order to better support and hold accountable districts, institutions and programs, as well as allow learners, employers and policymakers to stay informed.

In the District of Columbia, the Council of the District of Columbia passed the Workforce Development Systems Transparency Act, which requires the District’s Workforce Investment Council to detail the District’s spending on adult education programs and workforce development education programs, as well as the performance outcomes of those programs, in a public report. The performance outcomes information will include employment rates, median earnings, credential attainment, and completion rates. The first version of the report will include information about programs managed by seven DC entities, such as the Department of Employment Resources, and by 2020 programs administered by an additional 14 entities will be included in the report.

In Texas, the University of Texas System launched an updated version of the database Seek UT to include University of Texas graduates’ earnings in the hopes of showing the benefits of higher education. The database utilizes Census Bureau data and provides information on student’s median incomes for every program offered after one, five, and ten years after graduating, the percentage of students who went on to continue their education and the median loan debt for different programs. The database is viewed as a “work-around” of the current ban on a federal database that would link student-level education data to national employment data.

Community Colleges Offer Bachelor’s Degrees

Elsewhere, states are passing laws to expand community college offerings and to address the shortage of skilled employees.

In Colorado, a bill that allows Colorado’s community colleges to offer bachelor’s degrees in nursing recently became law. The bill was passed without the governor’s signature or veto. In a letter explaining this decision, Governor Hickenlooper cited concerns over limited stakeholder engagement by the bill’s proponents and potential conflicts between the various agencies that oversee higher education in the state.

In response to these concerns, the letter directs the Colorado Commission on Higher Education (CCHE) to convene stakeholders to determine how to best align programs with industry trends. This law was allowed to pass in response to a severe shortage of nurses in Colorado and after reports that more nursing disciplines require a masters or doctoral degree than in previous years.

Similarly, in Ohio, three community colleges received state approval to offer bachelor’s degrees in microelectronic manufacturing, aviation, unmanned aerial systems, land surveying and culinary and food science. These programs still need to receive accreditation from the Higher Learning Commission before the community colleges can offer the degrees.

Once accredited, these programs will help to achieve Ohio Governor Kasich’s goal to have 65 percent of the state’s workforce earn an industry recognized credential or degree by 2025. Governor Kasich has already showcased his support for community colleges to offer baccalaureates through the introduction and passage of legislation that supports this.

Welcome to Chad Maclin, DC’s new State CTE Director!

Chad Maclin grew up in Fairfax, Virginia, in a family full of educators. He knew from a young age that he also wanted to become a teacher, but it wasn’t until a high school drafting class that he realized he wanted to teach Career Technical Education (CTE).

“CTE is where I felt most comfortable in school. It was my favorite class,” Maclin said.

Maclin also recognized that it wasn’t just the drafting class that made an impact, it was the teacher.

“He made geometry make sense to me through drafting,” he said. “This course was offering me more than content. It was the through-lines to understand how these other classes mattered.”

Maclin went on to receive his CTE teaching degree from Old Dominion University, and began his teaching career in Tampa, Florida.  A few years later, he returned to his hometown of Fairfax to teach technology education courses.

“I wanted to make my class the favorite class where students could go to make sense of their core academics,” he said.

Over the next two decades, Maclin served as a CTE teacher and administrator for Fairfax County Public Schools. He earned his Master’s Degree from George Mason University and he also served as president for the Virginia Association of Career and Technical Education.

In July, he moved into a new role when he was chosen to be the State CTE Director for the District of Columbia. Maclin said he was excited about this incredible opportunity, and is looking to increase CTE dual enrollment participation, engage with local and regional business leaders to determine which industry certifications that are meaningful and recognized, and bolster student engagement and learning through Career Technical Student Organizations.

Maclin said he also wants to make sure CTE programs are promoted far and wide so students and parents can make the most informed choices.

“So many times we hear, ‘I didn’t know schools offered that,’” Maclin said. “I’ve heard it for 20 years. I want to help students and parents know those options are out there.”

State Policy Update: New CTE Briefs Feature Ohio and Massachusetts; Legislatures Send New Money to CTE

Today, Achieve released two new briefs highlighting academic and CTE integration in Ohio and Massachusetts. Achieve also released a helpful compendium of its CTE resources, many of which NASDCTEc helped produce. Download the PDF compendium here.

In “Seizing the Future: How Ohio’s Career-Technical Education Programs Fuse Academic Rigor and Real-world Experiences to Prepare Students for College and Careers,” we learn about the changing face of Ohio CTE, which now focuses on integrating academics in a rigorous and relevant curriculum in high-skill, high-demand Career Clusters® and pathways and includes strong connections to postsecondary education and employers.

“Career-tech now integrates rigorous academic preparation with career education,” says Steve Gratz, senior executive director at the Ohio Department of Education and NASDCTEc member. “We are ‘mashing up’ college and career. This is a shift from the past and one that we are serious about.”

In “Best of Both Worlds: How Massachusetts Vocational Schools are Preparing Students for College and Careers,” we learn more about state policies that promote strong programming, including the state’s college- and career-ready course of study, incentives for rigorous academic standards in its accountability system, and capacity-building support for locals. The brief also highlights some of the state’s vocational-technical schools for their impressive student outcomes.

Finally, the National Association of State Boards of Education (NASBE) has also released a new brief that examines the efforts of six states — Arkansas, Delaware, District of Columbia, Kentucky, New Jersey, and West Virginia – to modify their existing science standards or adopt new benchmarks such as the Next Generation Science Standards. It also explores each state’s unique path to adoption and implementation as well as the common strategies and activities used to engage stakeholders.

State Legislative Update
