State CTE Policy Spotlight: 2023 Policies Expanding Accessible CTE for Special Populations

While policies grouped under “Funding” and “Industry Partnerships/Work-based Learning” categories have consistently remained in the top five key policy trends for the past ten years, the “Access and Equity” grouping has steadily moved up the ladder, ranking from 10th place in 2017 to 3rd place in 2022. In this blog, we will review four policies enacted in 2023 that are founded in improving access to high-quality Career Technical Education (CTE) programs.

As explained in Without Limits: A Shared Vision for the Future of Career and Technical Education (CTE Without Limits), CTE plays a vital role in creating an inclusive and equitable future, providing learners with the education and training necessary for success in financially secure and self-sufficient careers while meeting industry talent demands. Advance CTE is committed to supporting states as they tackle the various barriers–program costs, transportation, and eligibility among others–that continue to exacerbate the access and equity challenges special populations face when accessing CTE programs.

In 2023, CTE leaders adopted innovative strategies to expand access to CTE in their state. Examples of such strategies can be found in the following policies enacted by California, New Hampshire, and Virginia

California

In October 2023, California enacted A.B. 368 which expands eligibility for learners who are “underrepresented in higher education” in the state’s College and Career Access Pathways (CCAP) dual enrollment partnership grant opportunity. The CCAP Grant awards $100,000 to local education agencies who are interested in establishing or expanding a partnership with a community college to enable learners at participating high schools to access dual enrollment opportunities. A.B 368 expands access to now include first-time college learners, learners experiencing low-income, learners who are current or former foster youth, learners experiencing homelessness or learners at risk of being homeless, learners with disabilities, learners with dependent children, and undocumented learners. By expanding which populations are considered underrepresented, this policy better aligns with learners identified as special populations in the Carl D. Perkins Career and Technical Education Act (Perkins V).

In the same month, California also enacted A.B. 91 which exempts qualifying learners from paying the nonresident tuition rate. Learners who qualify for this exemption are nonresident learners who: experience low income, reside in Mexico, are registered in lower division courses at a qualifying California college, and reside within 45 miles of the California-Mexico border. This policy aims to decrease the financial burden that may hinder nonresident learners from participating in California’s CTE programs by reducing the cost of participation in CTE.

New Hampshire

In October 2023, New Hampshire passed H.B. 364 which authorized the Department of Education to reimburse the full cost of transportation to learners classified as “at-risk learners” who attend alternative education programs at a regional career and technical education center. This policy aims to mitigate the transportation barrier that may prevent learners from participating in New Hampshire’s CTE programs by covering the cost of transportation to CTE centers.

Virginia

In March 2023, Virginia enacted S.B. 1430 which required the Department of Education to convene a “stakeholder workgroup” to offer recommendations on improving access to paid work-based learning experiences for English Learners. The workgroup was directed to submit their recommendations to the Governor and the Chairman of the House Committee on Education and the Senate Committee on Education and Health by November 1, 2023. No information is available yet on the outcome of the working group, but their recommendations are expected to be published in early 2024. This policy aims to analyze barriers that hinder English Learners from participating in CTE by creating a workgroup tasked with providing strategies to mitigate these barriers.

Maine’s Early College Programs: Empowering Local CTE Choices for Early College Options

Providing equitable access to programs and opportunities by removing barriers to access based on location, socioeconomic situation or other factors is a key component of ensuring each learner can access Career Technical Education (CTE) without borders. This blog shares two programs as promising practices in Maine that allow all learners, regardless of location or socioeconomic situation to access dual-enrollment and early postsecondary learning opportunities. 

Maine offers two primary programs within their early college program offerings: the Dual Enrollment Career Technical Education Program and the Aspirations Program. A promising practice and important aspect of these programs is empowering local districts and CTE centers to choose the program and partner institution that best fits the needs of their learners.

The Dual Enrollment Career Technical Education Program (Title 20-A, Chapter 229) focuses on fostering a cohort-based approach to provide students in their junior and senior years with access to college credit-earning CTE courses. This program is only open to the state’s CTE centers and to be eligible for the program a CTE center must meet the following requirements:

Additionally, CTE centers must include individual learning plans, academic and career assessment, college and career advising, career exploration, and job-shadowing opportunities matched to achieve the learner’s individual academic and career goals. 

The Dual Enrollment CTE Program is optional, allowing schools to choose to participate if the program meets their needs and the needs of their learners. Maine’s 27 CTE centers and regions can partner with the University of Maine system, Maine Community College System, Maine Maritime Academy or approved independent institutions like the Bridge Academy Maine. The Bridge Academy Maine specifically works to offer college-level courses to Maine’s CTE centers providing hands-on experience. Offering programs that provide both career and college-readiness CTE opportunities enhances the options available to learners within the state. 

Understanding that there are costs outside of just tuition, the Dual Enrollment CTE program also covers additional related costs to further enhance access and better support equity of the program. Some of the costs that centers can be reimbursed for are professional development, learning management systems, transportation costs, books, and work-based learning summer academies. CTE centers are able to utilize the reimbursement funds both for initial program startup costs as well as for the continuation of programs. The Dual Enrollment CTE Program is managed by the Office of Workforce Development and Innovative Pathways. 

Promising practices:

Since 1997 the Aspirations Program (Title 20-A, Chapter 208-A) has provided eligible learners the opportunity to receive academic credits towards a high school diploma and an associate or baccalaureate level degree through dual-enrollments and successful completion of college-level courses at approved Maine institutions. As a part of the Aspirations Program, learners may earn up to 12 free credits per academic year with a maximum of six credits per semester. This program is available to all Maine secondary schools and is also available to learners who are homeschooled. 

The Aspirations Program allows learners to take courses during the summer, providing flexibility for learners and families. Summer programming has proven to be very successful with strong enrollment and completion rates showcasing the importance of not only empowering schools and districts but also empowering learners. 

Understanding that there are transportation barriers, including those living in rural and remote populations in the state, programs can also apply for remote instruction hosted by the approved institutions. This open access, regardless of the type of institution or location, provides greater access to a larger population of learners. The Aspirations Program is funded through the Department of Secondary Education’s general budget. State funding of dual and concurrent enrollment is an important aspect of supporting the ability of learners to access this opportunity.

Research Roundup: Strategies for Fostering Effective Partnerships for Equitable CTE Research

Advance CTE’s “Research Round-Up” blog series features summaries of relevant research reports and studies to elevate evidence-backed Career Technical Educational (CTE) policies and practices and topics related to college and career readiness. This month’s blog highlights strategies that support the connection between researchers and local CTE practitioners to generate evidence-based research to inform program improvement. These findings align with Advance CTE’s vision for the future of CTE where each learner engages in a responsive career preparation ecosystem.

State CTE leaders are eager to learn about the newest innovations or best practices to improve CTE learner outcomes. Researchers play an important role in translating the outcomes of different interventions and distilling their findings into recommendations that help to shape the direction of CTE programs. The K-12 education research landscape is rapidly shifting, and to effectively recruit districts and schools, researchers need to have strategies for building strong partnerships. A recent blog from the Career & Technical Education Research Network suggests that understanding these changes and their implications for evaluations is crucial for funders, researchers, and policymakers because of limited information on evidence-based CTE strategies and relatively few causal studies of CTE.

During the pandemic, it became clear that districts and schools are already facing many challenges regarding the availability of resources and their capacity to participate in research evaluations. Additional barriers include challenges with identifying clear counterfactuals, or programs to serve as reasonable comparisons, navigating district approval processes, and the willingness of schools to participate in district research.

States can support researchers to mitigate these challenges and foster mutually beneficial research partnerships with local practitioners that will contribute to the development of an effective data strategy. 

Strategies 

The CTE Research Network suggests the following strategies: 

Application for State CTE Leaders 

Strategic partnerships provide CTE leadership with relevant, evidence-based recommendations for implementing high-quality CTE programs for every learner. These partnerships expand the scope and quality of data available to state leaders by working directly with districts to capture the most timely information available to improve the alignment and quality of CTE programs.

There are several examples of established partnerships between state-level agencies and researchers. The Data Quality Campaign produced a Roadmap for Effective Data Use and Research Partnerships that breaks down the steps for integrating research into school improvement policies. 

The American Youth Policy Forum and Results for America also offer resources targeted to support state leaders in pushing beyond simply disseminating data to leverage research evidence to drive policy decisions.

Communicating CTE: New Communications Research Highlights Key Equity Considerations in Communicating CTE to Families and Learners

Today, Advance CTE released a new report and updated resources on messages that resonate with families about the value and benefits of Career Technical Education (CTE), and how they should be communicated to each learner to achieve effective and equitable recruitment into secondary CTE programs.

Communicating Career Technical Education: Learner-centered Messages for Effective Program Recruitment  is an update to messaging research conducted in 2017 on families both participating in (current) and not participating in CTE (prospective). This new research  includes an intentional focus on revealing differences in education preferences, experiences, and message and messenger impact among Black and Latinx families and families experiencing low income to advance a shared vision of CTE programs where each learner feels welcome in, is supported by, and has the means to succeed.

Encouragingly, the topline findings showed that an overarching message about ‘Preparing for the Real World’ resonated with learners and parents/guardians across participation, race, ethnicity and income: 

Through CTE, learners gain real-world skills that prepare them to succeed in college and a career that they are passionate about. 

However, the research also revealed important equity considerations that states should consider when supporting local systems in evaluating and taking steps to improve equity in program quality in hands-on particularly in regards to program quality, the impact of social capital and messenger trust. 

1. Learners in CTE have more opportunities to prepare for postsecondary education and are more confident about completing a degree. 

The findings indicated that participation in CTE increased the likelihood that learners planned to complete a degree over completing ‘some college,’ particularly among Latinx  families and families with low income.

Additionally, 80 percent of families participating in CTE are satisfied with opportunities to jumpstart their postsecondary education in high school through opportunities to earn college credit and take advanced classes compared to just 60 percent of families not participating in CTE.

State Impact: These findings reinforce the importance of states designing seamless transfers from secondary to postsecondary education across all career pathways, removing barriers to accessing early postsecondary opportunities (EPSOs), and communicating these opportunities in digestible, intentional ways to families. 

2. Informed school-based messengers are key for CTE enrollment, but online sources and messenger trust are key considerations for historically marginalized families. 

While school counselors and teachers were the top two sources for both families in and  outside CTE to receive information about CTE programs, families from historically marginalized populations also consistently included online sources such as Google search and school websites in their top two sources. 

Significantly, historically marginalized learners not participating in CTE were less likely to choose school counselors as a top source than parents/guardians. While 84 percent of prospective Latinx parents/guardians would likely consult a school counselor about CTE, only 37 percent of prospective Latinx learners would. Among Black families, 74 percent of prospective Black parents/guardians would likely consult a school counselor about CTE while only 59 percent of prospective Black learners would. 

State Impact: These findings reinforce the importance of states designing communication campaigns through multiple avenues with reinforced messaging like those found in our updated messaging triangle (LINK), as well as examining systemic barriers and solutions to building more diverse school counselor and instructor talent pipelines. 

3. Families participating in CTE are more satisfied across all aspects of their education, but intentional focus is needed on achieving equitable access to hands-on experiences. 

The great news is across race, ethnicity and income, 88 percent of parents/guardians and learners participating in CTE are satisfied with their education experience compared to 75 percent of those considering CTE. This includes aspects such as quality of classes and teachers, opportunities for career exploration and skillbuilding, and even opportunities for advanced classes. 

However, equitable satisfaction by race and income was not achieved for work-based learning experiences such as opportunities to connect and network with employers and opportunities for internships. For both of the aforementioned categories, satisfaction among current Black learners dropped 1 and 2 percentage points respectively compared to prospective Black leaners.

 

 

 

 

 

 

 

 

 

 

State Impact: As states continue to reimagine CTE programs and work-based learning experiences in this learning recovery, this finding reinforces the importance of designing programs on the margins and removing barriers to access to ensure each learner participates in high-quality programs across all career pathways, and to realize the full impact of these effective messages. 

Overall, CTE provides the education experiences and benefits that families are looking for, but program quality is critical to achieve full message impact and effective recruitment. A Decade of Visions for Career Technical Education and Why it is Time for CTE Without Limits

Advance CTE is looking forward to releasing Without Limits: A Shared Vision for the Future of Career Technical Education, a new vision supported by 38 national organizations that pushes Career Technical Education (CTE) to its full potential by dismantling systems that silo stakeholders and perpetuate inequalities so that each learner has access to and the means to be successful in the career of their choice. 

This shared vision is the culmination of over a decade of efforts by our organization and our members to better connect systems of learning and work to advance learner success. CTE Without Limits takes that work to the next level by providing a framework for system-wide transformations that have held CTE in providing high-quality and equitable experiences to each learner regardless of their background or where they live.

A Decade of Visions for the Future of CTE

 In 2010, Advance CTE released Reflect, Transform, Lead: A New Vision for CTE. This vision emerged from the economic crisis of the late 2000s and strived to place CTE at the forefront of preparing learners and workers with the skills to achieve sustainable careers in a global economy. This vision focused on achieving excellence in program quality through improving program alignment with the National Career Clusters® Framework, increasing industry participation in program development, developing national programs and assessments to increase skill portability and connecting data systems across learning and work to identify and elevate high-quality CTE programs.

Successful initiatives related to this vision include: 

In 2016, Advance CTE and 11 supporting organizations released Putting Learner Success First: A Shared Vision for the Future of CTE. This vision elevated the emphasis on creating learner-centered and learner-supported systems and introduced the need for a shared commitment among CTE stakeholders to advance program quality and system alignment across each learner’s journey. 

This vision also shifted its focus from national initiatives to improving state systems to fully serve learners and position them for potential scaling. Significant new action areas included the development of an integrated career advisement system, expanding work-based learning for all learners, removing barriers to recruitment and retention of quality instructors and enhancing accountability measures in federal and state policy across programs where learning and work intersect. 

One of the most important accomplishments of this vision was the reauthorization of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). The updated legislation successfully included elements to build learner-centered systems, including streamlined performance targets and program quality measures to better define and track learner success; an increase in the reserve fund set-aside to encourage innovation and flexibility; and the creation of a new comprehensive local needs assessment that compels state CTE leaders to conduct regular, collaborative evaluation of program and learner needs.

The Need for a New Vision for CTE 

The national crises of the past year has brought to the forefront issues that have held learners and workers back for too long. Our new vision, CTE Without Limits, will be released next week and is inspired by the ideas of more than 200 CTE leaders and partners that participated at our CTE Forward Summit in Fall 2020. 

This vision names solutions that not only bring together actors across K-12 and postsecondary education, workforce development and business and industry, but also lay the groundwork for CTE to lead in addressing the most pressing issues facing learning and work as a whole, including breaking silos among systems; dismantling barriers that perpetuate racism and inequalities that inhibit learner success; and empowering the individual to contribute to and direct their path to career success. We are most proud that this vision takes a much-needed step in prioritizing equity not only as a principle, but also as a theme that unites all five vision principles and action areas.

Communicating CTE: Washington’s Statewide Initiative for Secondary Career Exploration Empowers Educators and Learners

The third post in the Communicating Career Technical Education (CTE) series will focus on creative initiatives for career exploration for secondary learners by highlighting Washington’s State of Innovation Challenge. This is particularly timely as states continue to grapple with the difficulties of supporting long-term career exploration experiences in an environment of sustained uncertainty and student disconnect in virtual learning environments.

Background 

The State of Innovation Challenge, launched in November 2020 and open through March 2021, is a statewide initiative led by the Washington’s STEM Education and Innovation Alliance in partnership with the Office of Governor Jay Inslee, the Superintendent of Public Instruction, and Career Connect Washington. The initiative invites learners to offer solutions to policy issues related to hunger, mental health and community resilience that have emerged from the COVID-19 (coronavirus) global pandemic while also exploring pathways to careers and postsecondary education. 

Becky Wallace, Executive Director of Career and Technical Education at the Washington Office of the Superintendent of Public Instruction, shared that her office was inspired to join this initiative because of the widespread evidence that instructors were overwhelmed with the transition to virtual learning and did not have the capacity to fill the void of a lack of hands-on learning. The things that make CTE unique including work-based learning, real-world skill attainment and application have been challenging to replicate in a hybrid and virtual environment. As such, the Office saw this as an opportunity to elevate project-based and experiential learning for learners in all types of programs, empower the learner voice and leverage statewide resources to expand the career path students can name and see as a possible passion.  

The initiative proposes challenge cases covering three major policy areas questions: 

More detailed subtopics are given for each challenge case that can be aligned to CTE programs. For example, learners that choose the Food Chain case can develop projects addressing school nutrition, food waste, food production or restaurant and hospitality impacts that connect to the associated career pathways. 

Learners in middle school, high school, alternative education and out of school youth programs are able to participate. The initiative is also accessible for programs beyond the traditional classroom setting such as Career Technical Student Organizations (CTSOs), community organizations such as 4-H Washington and Junior Achievement, and specialized programs like the Road Map Project that supports homeless and foster youth. 

Julia Reed, Senior Consultant for social impact consulting firm Kinetic West that guided the formation and implementation of the initiative, shared that the biggest concern was convincing educators that this initiative could enhance, not burden, their virtual instructional goals. Flexibility and variety in lesson plan offerings were prioritized to make sure the initiative was easy to participate in and would enhance student engagement in their classroom.

In the Classroom 

After choosing a challenge case, students and educators take several steps to develop a policy solution: viewing videos created by teen filmmakers connected to each policy question; selecting one of the provided subtopics for their chosen challenge case; exploring careers associated with the policy area; and executing a lesson plan and policy tool that can range from one day to one or more months in duration. 

The project solutions themselves encourage exploration and skillbuilding across a variety of career pathways, as students are allowed to record videos, create apps, design websites and computer programs, write business plans and more as part of a proposed solution. Educators are provided instructional guides for each challenge to assist building lesson plans, and are able to share their lessons through a group lesson bank and submit final projects for state recognition.  

Students are able to directly interact with employers and learn about career pathways within industries through virtual weekly industry engagement webinars. Past employer engagement sessions include interactions with high-tech manufacturers, firefighters and government agencies all based within Washington. 

Exploring Postsecondary Pathways 

Students are able to build on their exploration of policy, skillbuilding activities and careers by researching postsecondary opportunities for further education. Rather than recreating the wheel, this initiative elevates pre-existing state college preparation and financial aid resources, including Career Connect Washington’s Career Launch paid learning program, Washington College Access Network’s College Knowledge Materials with handbooks in five languages for grades 9 to 12 on planning for a postsecondary education path, and Washington Student Achievement Council’s Ready, Set Grad step by step online portal. 

Marketing and Equity Considerations 

Reed emphasized that marketing this initiative focused on building sustainable partnerships and reaching underserved populations by utilizing existing peer-to-peer networks. More than 40 organizational partnerships were established with additional intentional outreach to underserved communities, particularly learners of color, learners in rural communities, and Native American learners. 

Equity was a major consideration not only in marketing but the design of the initiative itself. Several strategies pursued include: 

This initiative reflects the enormous potential of states to scale up local efforts to connect learning to work and bring these experiences to more learners. Additionally, the inclusion of lesson plans and engagement opportunities provides timely support for educators and local systems that face unprecedented burdens in coronavirus response.

New Survey Highlights a Persistent Skills Gap; What Can States Do to Strengthen the Talent Pool?

As the economy continues to change with digitalization and automation, the needs of the labor market will continue to change too. In 2019 the U.S. Chamber of Commerce Foundation commissioned a study surveying 500 human resource (HR) professionals with hiring decision authority in their organizations. An overwhelming 74 percent of respondents said that a “skills gap” persists in the current U.S. labor and hiring economy. 

These employers cite three major challenges they face when hiring: candidates lacking the appropriate or necessary skills, candidates lacking previous relevant work experience and not having enough applicants. According to these HR professionals, addressing the skills gap and truly transforming the talent marketplace would require:

1)      Greater upskilling initiatives within companies for existing employees.

2)      More educational/Career Technical Education (CTE) programs to build talent pipelines.

3)      Improving alignment between skills and competencies taught in educational/CTE programs and in-demand skills and competencies needed in the workforce.

A study by JFF further highlights the skills gap and the challenges to solving the problem. The report, Making College Work for Students and the Economy, follows JFF’s comprehensive policy agenda for addressing states’ skilled workforce and talent development needs.  The report examines a representative sample of 15 states to determine their progress toward adopting 15 policy recommendations. Of the recommendations made in their initial report, states have made the most progress on the following:

1)      Establishing expectations that community college programs align to labor market demand.

2)      Developing longitudinal data systems that provide the ability to track over time the educational and employment outcomes of students.

3)      Addressing barriers to college readiness.

Conversely, JFF finds that states have the most work to do in the following areas:

1)      Providing community colleges with sufficient resources and appropriate incentives.

2)      Addressing the holistic needs of students to strengthen their financial stability.

3)      Digging into labor market outcomes of students and postsecondary programs.

Both the U.S. Chamber of Commerce Foundation and the JFF studies highlight a need for state governments, the education sector and the labor sector to work collaboratively and do more to prepare the 21st century workforce to meet the needs of an ever-changing labor market. 

With implementation of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) underway, states are poised to make transformational changes to improve the quality of CTE programs and ensure equitable access and success. Opportunities like the comprehensive local needs assessment and the Perkins V reserve fund give state leaders leverage to ensure programs are meeting the needs of learners and employers.

HEA in Practice: UVM’s TRIO Upward Bound Program

The Higher Education Act (HEA) authorizes the Federal TRIO Programs (TRIO), with the purpose of supporting learners at the secondary level in achieving a postsecondary education. TRIO encompasses six programs targeted for low-income learners, first generation college students and learners with disabilities to excel from middle school through postsecondary enrollment. One program included in TRIO is Upward Bound, which supports low-income and first generation high school students through high school graduation, college enrollment and college completion. In the fall of 2018, the National Center for Education Evaluation and Regional Assistance published a report that reviewed 200 Upward Bound programs across the country and came to the conclusion that such programs increase the number of colleges students applied to and led students to apply to more selective institutions.

Upward Bound has over 950 programs across the country. In Vermont, the University of Vermont’s (UVM) TRIO Upward Bound program (UVM Upward Bound) has found success. Through UVM Upward Bound, the university coordinates with Burlington High School and Winooski High School to support students in grades nine through twelve in progressing through secondary and postsecondary education. The program includes 63 students and works with the school counselors and teachers of both high schools to provide services such as college and career preparation. Additionally, the six-week summer program (held at the UVM campus) gives high school seniors the chance to plan for the college application process and write their application essays. The summer program also brings students to visit colleges outside of the state.

Recently, UVM Upward Bound was given a supplemental grant from the U.S. Department of Education to improve Science, Technology, Engineering & Mathematics (STEM) opportunities for applicable students. In the summer of 2017, UVM joined 50 Upward Bound colleges in putting in place a three year STEM program called Teaching through Technology (T3). This new grant will further support STEM for Upward Bound students by allowing new technology to be acquired as well as hiring additional instructors.

Across Vermont, public colleges are coordinating with secondary schools through TRIO to support all learners in a pathway from secondary to postsecondary achievement.

CTE & College-Going: One Advocate’s Read on the New Research

Last week, a new research study made its way through the edu-sphere, exciting a lot of CTE advocates. The AERA study – Linking the Timing of Career and Technical Education Coursetaking with High School Dropout and College-Going Behavior – validated some long-held truths about CTE, most notably that it boosts high school graduation rate.

In brief, the study found that taking a greater number of CTE courses was associated with a lower chance of dropping out, estimated at a decreased probability of dropout of 1.2% per CTE course completed across high school.  The probability of not dropping out – or probability of graduating – increases to 1.6% for every CTE course taken during 11th grade or 12th grade.

This jives well with existing data showing higher graduation rates for CTE concentrators – and survey data that shows CTE students are simply more satisfied with their educational experience than students not involved in CTE.

However, some of the coverage of this new study left me scratching my head. For example, Education Week’s blog was titled “Career and Tech Ed. Courses Don’t Boost Chances of College-Going, Study Finds focusing on the research finding that CTE completion is generally not linked to college going, except for a small positive (but statistically significant) link between 11th grade CTE coursetaking and both probability of enrollment within two years (0.8%) and probability of ever enrolling in postsecondary education (0.8%).

To quote the researchers: “These results imply that CTE may not be strongly associated with later college-going behaviors, but it also does not appear to have any negative influence on a student’s decision to pursue further education beyond high school.”

Now, for a CTE advocate, this is actually a game changer!

Consider the change in postsecondary enrollment over the last 25 years:

So, to summarize the chart above, the direct postsecondary enrollment rate for CTE concentrators increased by 28 percentage points between 1992 and 2004, while the postsecondary enrollment rates stayed stagnant for non-CTE students, which is a pretty huge jump. Now, we have new data showing that students engaging in CTE are just as likely to go on to college as those not taking CTE coursework! (As an FYI, the data shared above is from the same dataset used by AERA, NCES’ Education Longitudinal Study).

For years, CTE leaders have been talking the talk on the value of CTE, and developing policies, programs and frameworks to ensure our programs also walk the walk. The bottom line is that the quality of CTE programs and policies are on the rise and the data is showing a very positive upwards trajectory.

Some of the light criticism following this report is that we “still have work to do” to ensure CTE is a successful college preparation program. But, honestly, CTE hasn’t been designed with college preparation as its core purpose. Rather, it’s designed to support career readiness, with college readiness as a byproduct – and is now doing a pretty impressive job of offering equally rigorous pathways to high school students.

Look, I’m not sugarcoating the fact that we still have a long way to go to ensuring every CTE program is of the highest quality and provides meaningful post-high school pathways for every learner. And, I join the researchers in calling for more research on the impact of CTE, particularly around how CTE coursetaking impacts the drop out and completion rate for 9th grade students, who are often a higher drop out risk, something that has not received adequate focus. We also know college enrollment is not a particularly strong indicator of success, when compared to college retention and completion. But this study validates the impressive and difficult work undertaken by states and local leaders to up the rigor and quality of CTE programs and should be celebrated as such.

Colleges Play Important Role in Creating Alternative Credentialing Pathways

A new report commissioned by The Commission on the Future of Undergraduate Education at the American Academy of Arts and Sciences examines the landscape of non-degree postsecondary training. The report focused on five categories: certificate programs, work-based training, skills-based short programs, massive open online courses and other online microcredentials, and competency-based education programs, and provides in-depth analyses of each. While these types of trainings vary widely across sectors and states, the authors found that they all tended to be shorter, more flexible, and more directly aligned with employer-defined skills than traditional postsecondary degree programs.

However, data on learner enrollment and outcomes for these programs is limited, so it is difficult to tell how effective an option they ultimately are for learners. With that in mind, the report also found that more traditional degree programs, which have clearer data on outcomes, are increasingly incorporating elements of alternative pathways into their programs to create programs that provide academic and non-academic instruction.

Survey Measures Student Interest and Readiness for Postsecondary

A recent online survey of over 55,000 high school students revealed some interesting findings related to the enthusiasm and readiness for postsecondary education. 84 percent of students indicated a desire to go to college, with only five percent definitely saying no to college. 68 percent of students had plans to attend a 2- or 4-year college immediately after high school.

Interestingly, only 50 percent of 12th grade students feel that their school has helped them develop the skills and knowledge they will need for college-level classes. Students are aware of the various support services offered, and they generally agree those services are helpful. However, not many students are actually choosing to take advantage of them. This could be for a number of reasons, but advertising these services and reducing the stigma of using them might help.

Odds and Ends

The Education Commission of the States launched a 50-state scan highlighting how states issue and analyze postsecondary feedback reports. An interesting finding is that 39 states publicly report high school feedback reports with data on postsecondary enrollment and/or performance.

A new report finds that English language learners are proportionally under-enrolled in New York City’s CTE programs, and that they are less likely to successfully complete the programs once enrolled. The report’s authors feel that this is a major opportunity to enroll more English language learners in CTE programs, as those who do complete their CTE programs graduate at a rate that is 30 percent higher than other English language learners in the city.
