Realizing CTE Without Limits: An Interview with Colorado State CTE Director Dr. Sarah Heath

This month, Advance CTE celebrates the 3 year anniversary of the release of Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits), supported by over 40 national organizations. As part of the celebration, Advance CTE is highlighting the initiatives, outcomes and lessons learned of current and former states who have participated in technical assistance opportunities to conduct the challenging but necessary work to fully realize the vision in their state. 

Senior Director of Policy Nithya Govindasamy interviewed Colorado State CTE Director Sarah Heath to revisit the impact of technical assistance on realizing a more cohesive, flexible, and responsive career preparation ecosystem. 

How has the CTE Without Limits influenced the mindset and priorities for CTE in your state? 

CTE Without Limits has influenced the mindset and priorities in Colorado in terms of alignment. Our team has examined our goals and determined how we can better serve learners and how we can get learners ready for things that are connected geographically. 

CTE Without Limits has also been central to goals and actions that can be taken to infuse the principles in the Perkins State Plan and strategic plan to ultimately support local leaders and educators. In Colorado, we are trying to connect the principles in the vision and the foundational commitments when evaluating our current goals and the gaps in our goals. We have used it to “check ourselves” and integrated it to support our stakeholder outreach and continue to use it as a bar and checkpoint.

What do you consider your state’s most impactful work in progress as a result of the CTE Without Limits vision? 

For Colorado, the most impactful work has occurred in our equity-centered work, specifically empowering locals through the Comprehensive Local Needs Assessment (CLNA) and tying it to CTE Without Limits through the Opportunity Gap Analysis (OGA). In particular, we’ve focused on sub-populations indicators and “checking ourselves” to ensure we were not being too generic in measuring success. Principle 2: Each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem, pushed us to identify tangible tools to help locals; it also pushed our state team to view data differently and get comfortable with data. Tools like the heat map ease people into the work without the “equity stigma”. 

We are also using tools to analyze local performance and to inform local decision making. For example the OGA data was linked to school performance frameworks and school finance to show the intersections. We are training principals and need to train middle-management leaders in our schools to help them to make data-driven decisions to help all learners be successful. 

In Colorado, working directly with locals to be more impactful has been a priority. We held a session about this work at CACTA (Colorado Association for Career and Technical Administrators, the Admin Division of ACTE in Colorado), where the designated CTE Directors attend for each district and they are empowered to engage the principals. Rural school districts are supported by Boards of Cooperative Educational Services or BOCES (typically fiscal agents for Perkins) and each have a Superintendent Council, so our team has taken the opportunity to use their meeting structure and support to offer more CTE services. 

Additionally, Colorado has taken a “near-peer approach” and is leveraging the relationships with the BOCES and helping the state team connect with local leaders who are not always the designated CTE Director. The Colorado CTE Team is also reflecting on their experiences to ensure the best presenter or connector is available to support these cohorts. For example, the state Program Director for Agriculture, Natural Resources and Energy was a principal in a rural school district prior to being on the Colorado CTE Team so it makes perfect sense to connect her to projects where we are expanding the knowledge of our local principals in how to connect CTE data to their school performance data and goal setting.  

Colorado participated in the inaugural cohort to provide vision-related technical assistance to states. What is one part of that work (highlighted here) that you have been able to build upon over the past year, and how?

Of the work highlighted in last year’s blog, we focused on Goal 3: “Building Local Leader Data Literacy: Leverage Advance CTE’s Opportunity Gap Analysis (OGA) process to increase data literacy of local CTE administrators and educators and in doing so improve data-focused storytelling of learners’ outcome and identification of program participation and success gaps.” In order to increase the data literacy of locals and teachers, we are offering professional development with a panel of local CTE directors. We are using the CLNA and OGA for action planning, and conducted needs assessment in-person during a statewide CTE roadshow. 

In terms of what is next for us, we are intentionally incorporating learner voice into our work. We are focused on “how are we empowering local leaders and their data literacy” and helping them with storytelling. For example, our CTE concentrator graduation rate is 98% while our overall Colorado high school graduation rate is 83%. Elevating these data points and integrating into our storytelling on the local level will assist in destigmatizing CTE. CTE is being seen all over Colorado as a new strategic move in high school education. We are seeing Designed Career and Technical high schools being built in school districts who market their four-year college going culture.  We are seeing most districts “up” their CTE programs and want to better serve learners across the board by offering multiple off ramps from industry credentials, Apprenticeship, and college credit.

We’ve been able to engage with families by going to the PTA conference and enhancing their data literacy. We are working with the entire ecosystem to empower local leaders, administrators, principals, parents/guardians, family members and learners and “empower” local communities by equipping them with better information to make more informed decisions. We are also helping connect education to the overall ecosystem through regional level conversations about industry needs and alignment. 

What resources or support has been most helpful in moving this work and mindset forward? 

For the Colorado team, the technical assistance and the actual resources, such as the Pushing the Limits Roadmap, has been the most helpful. We have used this resource to develop goals, to conduct an assessment of our current system, and develop an action plan. The tools were helpful in identifying the areas that need to be improved and we were able to use the tool to help locals assess their own system. 

Another helpful resource was the With Learners, Not for Learners: A Toolkit for Elevating Learner Voice in CTE. We walked through the toolkit and tackled issues such as not “tokenizing” learners by just having them on advisory committees. 

Having the tools, resources and support was definitely helpful when determining how to use the various pieces to help locals. 

What principles and areas of work connected to the vision are you planning to focus on this year? 

Colorado is currently focused on Principle 4: Each learner’s skills are counted, valued, and portable. We are centering this mindset in our work by leaning into Credit for Prior Learning (CPL), portable credit and policy change and matrix, faculty qualifications, and counting all learning that happens. In 2020, Colorado passed HB 20-1002, which enables students and adults to earn postsecondary credit for prior work experience, including work-based learning. A landscape report on CPL was released in 2021 that guides our work:

Through our team that supports concurrent enrollment as well as our work on the Colorado “Student Bill of Rights”, we are working to ensure learners are receiving the correct credit for earned Industry Recognized Credentials when they matriculate to an institution of higher education as well as their  CTE high school experiences, even if it does not include concurrent enrollment, and assisting learners with understanding how to link these experiences to their college credits through articulation.

Colorado’s Governor has set a Skills-Based hiring expectation and as a team, we are using this expectation to help our employers who serve on our CTE advisory committees better understand how to post jobs to ensure they are attracting talent based on their skills.

Research Roundup: Prior Learning Assessment as a Strategy for Upskilling Learners

Advance CTE’s “Research Round-Up” blog series features summaries of relevant research reports and studies to elevate evidence-based Career Technical Educational (CTE) policies and practices and topics related to college and career readiness. This month’s blog highlights prior learning assessment as a strategy for upskilling learners by offering college credit for previous academic and professional experiences which aligns with CTE Without Limits: A Shared Vision for the Future of Career Technical Education where each learner’s skills are counted, valued, and portable.

Prior learning assessment (PLA) is a strategy being utilized by postsecondary institutions to increase enrollment and retention of learners in their CTE programs. PLA, which is similar in design and implementation to credit for prior learning (CPL) offers benefits for both learners and institutions. These programs are effective options for adult learners that have work or academic experience but lack the credentials and the information they need to upskill to complete a degree. 

Methods of PLA include:

The PLA Boost Report

The PLA Boost, released in 2020, was collaboratively produced by the Western Interstate Commission for Higher Education (WICHE) and the Council for Adult and Experiential Learning (CAEL). This study examined the use and impact of prior learning assessment (PLA) on adult outcomes using enrollment, credit-earning and degree-earning data from 72 postsecondary institutions of more than 465,000 learners of all ages, focusing in particular on more than 232,000 adult learners (defined as learners age 25 and older) from 69 of the participating institutions that were able to provide the most detailed data on PLA credit-earning.

Findings: The shared benefits of PLA to learners and institutions

When postsecondary institutions acknowledge previous education and training through PLA, it removes a barrier to returning to the classroom for adult learners by decreasing the cost of earning their degree. 

Based on the report’s findings, learners can save money by taking advantage of PLA: The adult students in this sample saved an estimated average of $1,481 at two-year public institutions, $3,794 at four-year publics, $10,220 at four-year privates, and $6,090 at for-profits when considering the lower costs of PLA compared to course tuition.

In addition to saving money, PLA allows the learner to save time and reportedly, increases feelings of motivation and validation. PLA was strongly associated with higher rates of credential completion for adult learners. The 24,512 adult students who earned PLA credits had a credential completion rate of 49 percent over the seven-and-a-half-year observation period, compared to 27 percent among adult students with no PLA credits.

Adult students with PLA were more likely to persist and continue to complete their degree at their participating institution. Adult students with PLA earned an average of 17.6 more credits from institutional courses compared to adult students without PLA.

Study Limitations 

The sample was overly representative of predominantly online institutions, some of the results (most notably for the sector and for race/ethnicity groups) were influenced by a handful of large institutions or by institutions where key student groups were concentrated, and there were too few students in some of the race categories (Native Hawai‘ian/Other Pacific Islander and American Indian/ Alaska Native). While this study was able to demonstrate the benefits of PLA,  the sample of adult learners was relatively small. Forty percent of the participating institutions reported participation rates of under three percent of adult learners with PLA. Disaggregating this data also revealed low participation rates for female, low-income and Black adult learners compared to other subgroups. It is worth noting that, despite variation in the extent, all learner subgroups experienced credential boosts from PLA.

Recommendations and Additional Resources

Now is the time to invest in PLA. PLA offers a solution for increasing credential attainment by extending an opportunity for adult learners to upskill and/or return to complete their degrees. The data shows us that access to PLA is not equal across adult learner groups. In order to provide access for all adult learners institutions should critique their data to better identify the gaps in access and to leverage the full potential of these programs.

Credit for Prior Learning: Q&A with CCV’s Melissa DeBlois on the success of the Prior Learning Assessment Programs.

Earlier this month, Advance CTE released a Credit for Prior Learning Messaging Toolkit in partnership with Education Strategy Group and the New Skills ready network. This toolkit provides guidance and templates to help state leaders develop key messages that engage and communicate the value and use of Credit for Prior Learning (CPL) to adult learners, postsecondary faculty and staff and employers. 

This post interviews Community College of Vermont’s Director of Prior Learning Assessment, Melissa DeBlois for insights on the need for this resource and how communicating CPL is realized at the institution and learner level.

In our conversation, Melissa shared how CCV’s simple, yet effective strategies have been deployed to empower and support adult learners in returning to the classroom to complete their degrees.

When and why was the Office of Prior Learning Assessment established? 

The Office of Prior Learning Assessment was established in 1975 in response to the need for a formalized process that would reconnect adult learners by awarding postsecondary credits for previous academic or work-based experiences. 

Who do you consider to be your core audience for communications regarding Prior Learning Assessment / Credit for Prior Learning (PLA/CPL)?

Our primary audiences are students and employers. We find that students aged 25 and up and those with military connections are particularly successful in PLA/CPL because they often already have some learning that could be documented through the PLA/CPL process.

While employers are eager for resources to help upskill their employees, I’ve also had senior leadership approach me after leading a session to ask about whether PLA could help them complete their degrees. We foster a culture where these tools and resources are open and available without shame or judgment for anyone to take advantage of.

Which communication strategies would you consider to be exceptionally high-impact?

Social media and digital marketing are huge for us. Our marketing department utilizes data to determine which platforms have the greatest impact to get information in front of our audiences. We developed some short, pathway-specific videos that feature stories of program alumni. Sharing personal perspectives has been incredibly effective for connecting with our adult population as they are able to see themselves in these campaigns and it encourages them to dream about where they could go with their learning.

Our admissions department sends automatic messages to everyone who applies. Our software has the capability to send texts and emails, but our method depends entirely on the contact information that the learner has provided to us. On the day they apply, they receive a message from me asking if they have an interest in saving time and money on their path to a degree, and it has been a pretty effective way to target folks. 

Webinars have also been effective communication tools for reaching our audiences. Now that people are more familiar with Zoom, they have the opportunity to access this information in a way that they weren’t able to before.

Are strategies differentiated based on the PLA program/initiative or target audience?

In December 2020, we developed new competency-based PLA options specific to early childhood education. We were able to generate a mailing list of all registered childcare centers in the state and sent out informational fliers and contact cards to post in their break rooms. While this approach was low-tech, it specifically catered to the individuals working at the center by placing our fliers on staff bulletin boards in break rooms or common spaces they’d be seen every day.

How have your strategies changed over time?

We collect data from those who enroll and those who attend our informational sessions. We ask them about their takeaways from the session to better understand what the most relevant pieces of information were for them. I find that there are a lot more folks who are interested in learning a little bit more before they’re actually ready to devote the time and energy to enroll in courses. We’ve seen that they are exploring well in advance, and it can often take them months or sometimes years to follow through while they make arrangements to fit college into their already full lives. 

Were there additional surprises or pushback to this program that your team wasn’t anticipating? If so, how did you mitigate these?

PLA is complicated, and I’ve seen students struggle when they try to navigate it on their own.  Our adult learners do not want to be on hold, but being short-staffed means that our capacity to serve learners is a challenge. This population doesn’t want to be bounced around from office to office. They want to talk to one person to help them figure out what they need to do and get started. We’ve addressed this by prioritizing in-person sessions where I can interact in real-time and answer their questions. We wrote PLA into CCV’s strategic plan, so expanding opportunities for our adult learners are included in all of our goal-setting as it’s part of the DNA of our institution. 

Another challenge in PLA/CPL is the acceptance and transferability of credits.  I’m hopeful that more institutions will be open to prior learning assessed credit because they need to in order to stay afloat. They need to recognize that adult learners come with experiential learning with a college credit value, and I think we’re moving in that direction.

Finally, as a community college, we don’t have a lot of funding available so we need to get creative about how to fund these initiatives, not on the backs of tuition dollars for our students. 

What recommendations do you have for other states seeking to increase engagement and improve communication around CPL?

I have three pieces of advice: 

What is the future of credit for prior learning in Vermont?

We’ve seen a lot of promise in competency-based pathways. We’ve broken down courses into modularized content that will allow folks to test out and complete assignments on their own without having to sit through an entire class. The response has been positive, and we’ve developed 12 competency-based pathways that are very popular for meeting the needs of learners at all kinds of places in their career paths.

Melissa DeBlois is the director of the Office of Prior Learning Assessment and a member of the Prior Learning Assessment Network. In her role, Melissa coordinates and provides outreach efforts, hires faculty for portfolio reviews, course challenges, and ETES program reviews, trains faculty to teach portfolio courses, provides information to a variety of audiences via presentations, documentation, videos and webinars, and facilitates portfolio reviews. She spent the first 18 years of her career at the Community College of Vermont. Before working in prior learning assessment, she was a coordinator of academic services for the CCV-Burlington, then CCV-Winooski, academic teams. She has reviewed and developed computer degree programs on the Technology Curriculum Committee for the last 15 years. Melissa holds a bachelor of arts from St. Lawrence University and a master of education with a focus in technology integration from St. Michael’s College.

State CTE Policy Update: Examining CTE Instructor Compensation Strategies

The National Council on Teacher Quality (NCTQ) released its report “State of the States 2022: Teacher Compensation Strategies” earlier this month. This report takes a deep dive into the compensation strategies each state and the District of Columbia use to continue to recruit and retain talented instructors.

Instructors are the backbone of high-quality Career Technical Education (CTE) and are essential to ensuring that each learner is fully supported by the career preparation ecosystem of their state. “Teacher Compensation Strategies” divides compensation strategies into three different categories: 1) Differentiated pay; 2) Performance pay, and 3) Pay for prior work. While the first two offer their own merit, and all can perhaps be used in some combination, pay for prior work may offer an elegant solution for staffing CTE teachers.

A common barrier to CTE teacher recruitment and retention is matching instructor salaries, which are historically lower than industry salaries talented CTE instructors often transfer from. In an effort to reduce the gap, states can offer instructors an increase in pay based on experience from non-school related careers relative to the subject matter they are teaching. This strategy embraces the promise to capture and value all learning that occurs, wherever and whenever it occurs. Below are some highlights from the report on the current application of this strategy::

 

 

 

 

 

 

 

 

 

 

Of the states currently using pay for prior experience strategies, North Carolina and Louisiana took two different approaches. North Carolina, per the report, awards one year of credit per two years of relevant, non-education work experience pre-bachelor degree, and a one-for-one exchange post attaining a bachelor’s. Louisiana school districts are required to develop compensation plans that take into account effectiveness, experience, and demand with no one factor being given a weight of more than 50 percent. The report highlights that language surrounding this particular strategy is often vague which makes it hard to track if it is being enacted.

With teacher attrition at unprecedented levels and teacher recruitment levels dropping, state CTE leaders have the opportunity to provide innovative solutions to teacher compensation. Welcome Jon Wickert as the New State CTE Director in Delaware!

The Delaware Department of Education recently named Jon Wickert as its new Director, Career and Technical Education (CTE) and Science, Technology, Engineering, and Mathematics  (STEM) Initiatives. His path to state CTE leadership reflects the power of career exploration and social capital that will sustain ‘The First State’s’ strong record of innovation and transformation of CTE systems. 

Jon’s wide-ranging career began working with justice-connected youth in outdoor programs for the Maryland Forest Service. After a year in procurement in the nuclear power industry, he pursued his passion for ecotourism and water-based recreation by launching and operating a kayaking  business. However, Jon missed working with learners and returned to the classroom as a high school social studies teacher. This led to his introduction to CTE through his support of Career Technical Student Organization (CTSO) competitions, volunteerism with Junior Achievement of Delaware, and supporting professional learning communities that allowed him to reconnect with his knowledge of natural systems and entrepreneurship. 

Jon’s desire to expand his impact led him to the Delaware State Park System, where he led public and private programs, nature centers and exhibits, the visitor and customer experiences. strategy. During this time, he remained connected to CTE through curriculum review and STEM program development. He joined the Delaware CTE team three years ago where he led postsecondary system development, work-based learning, and registered apprenticeship initiatives. 

Jon has been a very active member of Advance CTE prior to his promotion to State Director, participating in the Postsecondary Data Initiative, contributing to Advance CTE’s research on area technical centers and developing an environmental literacy framework through the Bay Watershed Education Training (BWET) initiative. He emphasized the immense value of Advance CTE’s support in helping him to “connect the dots” in his work and connect to leaders in other states. 

Jon is most enthusiastic about continuing current work to equitably update the statewide programs of study, which will focus on centering program requirements with labor market information and wage data, identifying metrics for credential recognition and alignment course mapping with Advanced Placement, dual enrollment courses, and other early postsecondary opportunities. Not surprisingly, Jon’s list of other priorities was quite extensive – internal role realignment, middle grade CTE standard development and a statewide framework for Credit for Prior Learning, among others- , and his enthusiasm for all of them is apparent. Jon is committed to ensuring each Delawean has access to high quality education that centers individual identity within a recession-resistant career, is efficient and affordable, and results in a wealth-generating wage.

Jon encourages fellow new State Directors to be patient with themselves, especially with new work, and use it as an opportunity to facilitate collaboration: “You don’t need to have the answer right now. Start slowly so you can go faster later — this is an opportunity for more voices to be heard.” 

Jon earned a Doctorate of Education in curriculum, instruction and assessment from Walden University. He earned both a master’s degree in education and a bachelor’s degree in social science and secondary education from Frostburg University. Jon and his wife, Sinead, have a 10 year old son named Sean.  They love hiking, camping, kayaking, and enjoying the outdoors as much as possible.  Please join us in welcoming Jon to Advance CTE!

Four Steps to Use Advance CTE’s Credit for Prior Learning Policy Benchmark Tool

In December 2021, Advance CTE and Education Strategy Group (ESG) convened the Credit for Prior Learning Shared Solutions Workgroup in service to the New Skills ready network sites. The work group was tasked with evaluating the policies and practices that enable credit for prior learning (CPL) to be implemented effectively within career pathways. 

This workgroup convened in service to the New Skills ready network sites, which are working to improve career pathways, expand real-world work experiences, improve transitions and close equity gaps. Evidence increasingly shows that CPL can boost learners’ completion rates in a way that saves them time and money. 

A survey fielded by the Council for Adult and Experiential Learning (CAEL) and Western Interstate Commission on Higher Education (WICHE) found that adults who earned credit for prior learning were 17 percent more likely to complete a credential. Notably the impact was even greater for Hispanic learners, who experienced a 29 percent increase in credential completion, and Pell recipients, who are 19 percent more likely to complete a credential if they have earned CPL.

“Credit for Prior Learning is a crucial way for students to save time and money in pursuing a credential or degree,” says Georgia Reagan, strategy officer with Lumina Foundation. “However, students aren’t always aware of the opportunities available at their institutions. The Credit for Prior Learning in Career Pathways tool will be a valuable guide for higher education and policy leaders who want to create clear, accessible, and equitable processes that will help students in turning their prior learning experiences into invaluable college credits.”

To build more inclusive on-ramps to high quality postsecondary education, CPL processes should be expanded to reflect learners’ postsecondary-level learning gained through their life, educational and occupational experiences. This includes the common methods of assessing and awarding CPL, such as standardized examples, as well as work-based learning and industry-recognized credentials earned in high school, validated on-the-job training and non-credit, and non-degree coursework. 

The workgroup designed a comprehensive Policy Benchmark Tool (PBT) to better support states, systems and institutions in embedding CPL in career pathways. 

Getting Started

Effective use of the PBT requires intentional collaboration and planning. It is composed of three sections to enable users to: understand the core elements of strong CPL policy and practice, assess where their own policy and practice is strong and where opportunities remain, and create an action plan to improve the effective use of CPL in learners’ career pathways.

“With the recent decline in Indiana’s college-going rate, CPL opportunities will be critical to increasing the state’s postsecondary access, equity, and completion rates,” says Dawn Clark, Director of Academic Affairs and Transfer at the Indiana Commission for Higher Education. “As CPL awareness and opportunities continue to grow, consistent institutional policies and practices will help students earn credentials more quickly and affordably. The Credit for Prior Learning Policy Benchmark Tool could not have come at a better time!”

Advance CTE continued its five-part summer lunch and learn series delving into each of the five principles of Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits). Each session features a panel of leading voices from organizations across learning and work followed by interactive group discussions on the information shared and next steps. 

The fourth principle of CTE Without Limits aims to fully count, value and transport each learner’s skills through systematic transformations that capture learning at stages and settings, build systems that translate competencies into portable credit, and advance a culture of hiring that values skills over degrees. The August 17 panel featured Jonathan Alfuth, State Policy Director, KnowledgeWorks; Molly Bashay, Senior Policy Analyst for Education, Labor & Worker Justice, The Center for Law and Social Policy (CLASP); and Niki DaSilva, Manager of Programs and Policy, U.S. Chamber of Commerce Foundation Center for Education and Workforce. 

Throughout the session, it was clear that equity must be a key driver for this principle to be fully realized. When each learner’s skills are fully counted, valued and portable, systems will be able to respect and validate all skillbuilding experiences and remove historic barriers to paths to career success with family-sustaining wages.

The Importance of Credit for Prior Learning to the Louisiana Community and Technical College System and its Students

Why Credit for Prior Learning?

Credit for prior learning (CPL) – often described by the American Council on Education as academic credit granted for knowledge and skills gained outside the classroom – supports the unique mission of community and technical colleges. These colleges provide students with the opportunity to earn affordable credentials in a timely fashion that lead to valuable employment and/or transfer, whether the credential is an industry-based certification or a career-technical or transfer degree.

Unfortunately, not every student completes their program. We surveyed Louisiana community and technical college students who withdrew from courses, and found that only 18 percent gave an academic reason for doing so. By far, more students were leaving college without completing a credential because of personal (53 percent) and/or financial (31 percent) reasons. Thus, the majority of students are not withdrawing because of challenges with course content but rather – simply put – because of time and money. CPL has the ability to tackle both of these challenges for students.

Our students come to our colleges with a wealth of knowledge they obtained through their careers, past learning, military service and life experiences.  When relevant, this knowledge can and should be applied to progress towards an academic credential. A few years ago, we started working with military partners in the state to increase the number of military students who enroll and graduate. Our approach was to treat the military transcript as an academic transcript. We don’t charge fees to transfer courses from other postsecondary institutions to ours, so why would we do that for students coming from the military? We took the same approach to students arriving with industry-based credentials (IBCs), transcribing and articulating these credentials as we do with courses on other transcripts. Thus, we consider these students to be “transferring in” just as students do from other institutions.

How Do We Do It?

Credit for prior learning evaluation is the process of determining how to award credit for college-level learning acquired through a variety of means. At the Louisiana Community and Technical College System (LCTCS), expert faculty groups, along with the chief academic officers’ group, met and did the work of compiling existing articulations and mapping future ones. The System reached out to entities such as the Department of Veterans Affairs, the Louisiana National Guard, the state’s Department of Education, the Louisiana Workforce Commission and the Workforce Investment Council, among others, to collect information on the various military courses and IBCs, to review them and determine which could be converted into Career Technical Education (CTE) courses.

The initial review involved each college determining its equivalent course and adding it to a matrix. The next step was to compile all of the colleges’ determinations into the system-wide articulation tables. These tables are updated and maintained on an annual basis, similar to academic catalogs. Then, importantly, the faculty and chief academic officers recognized that to ensure the staying power of their work, the process should be enacted into policy. In March 2018, the LCTCS Board of Supervisors approved revisions to Policy 1.023, which, in addition to supporting credit for prior learning, established guidelines for processing it, formalized the systemwide articulation matrix, and declared no cost to students for CPL course transcription for those in the matrix. The result: the 2018-2019 academic year, 2,073 students enrolled with credit for prior learning – a 50 percent increase from the prior year.

This kind of collaboration and commitment across a broad scope of professionals to reward students for their prior learning efforts exemplifies how Louisiana’s community and technical colleges are supporting students in reaching their college and career goals in a timely manner.

States Support Alternative Methods to Earn College Credit and Degrees

The majority of 2019 legislative sessions have come to a close. During these legislative sessions, states enacted legislation to support alternative methods to obtain college credit and degrees.

Awarding College Credit Through Apprenticeships

Some states are exploring how to leverage apprenticeships to award college credit to learners. For instance, the Colorado legislature passed HB19-1294 in May to require the chief administrative officer of the Colorado Community College System to convene a working group to determine the best way to transfer construction industry registered apprenticeship program credit to college credit. If possible, the working group must have representatives from community colleges, area technical schools, local district colleges, relevant four-year institutions and applicable labor organizations. The working group must consider the possibility of apprenticeship program coursework culminating in significant progress towards a degree, among other considerations.

In June, the Connecticut legislature passed SB607, which requires the Labor Department and the Board of Regents for Higher Education to jointly establish nontraditional pathways to earning a bachelor’s degree through the inclusion of credits earned through apprenticeships.

Expanding Access to Credit for Prior Learning Opportunities

The Utah legislature passed HB45 in April. HB45 directs the State Board of Regents to establish policies that award learners credit for prior learning. The established policies must provide standards for accepted forms of prior learning assessments and the transferability of prior learning assessment credits between institutions, among other standards.
