Cory Ortiz’s Fellowship Journey: Championing Equity in Career Technical Education

In September 2024, Advance CTE and ECMC Foundation announced the third cohort of The Postsecondary State Career Technical Education Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation (Fellowship). The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE) that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. 

This blog is part of the Fellow Feature series, highlighting the journeys and insights of leaders in the Fellowship. In this blog, Senior Policy Associate Vania Iscandari interviewed Fellow Cory Ortiz, Dean of the School of Career Education at the University of Alaska Southeast and incoming Division Director of Alaska Vocational Technical Center (AVTEC).

Q: Cory, you’ve had quite a remarkable journey in the field of CTE. Can you walk us through your story and how you ended up in this role as Dean of the School of Career Education?

A: Absolutely. I come from a family that always emphasized the importance of education—my parents were determined that my brother and I would pursue higher education to secure better career opportunities. Originally, I thought engineering was my path, but as I progressed, I realized I had a passion for education. I shifted my focus and began teaching in high-poverty schools in Ogden, Utah, where I worked closely with Hispanic students. My goal was always to help them break the cycle of poverty and secure meaningful, well-paying jobs. That experience was pivotal—it shaped my belief in the power of education to change lives.

From there, I pursued advanced degrees, encouraged by a former advisor who saw potential in me. With each step, I gained a deeper understanding of the challenges and opportunities within the education system, particularly for students from diverse backgrounds. It’s been a journey of learning and growing, and now I have the privilege of leading a school that is focused on providing equitable access to career education.

Now, as a Fellow, I’m excited to connect with others in the field and continue to grow through collaboration, networking, and learning from the collective experience of my peers. The Fellowship has provided invaluable opportunities to reflect on how we can improve CTE at a systemic level, and it’s helping me sharpen my vision for the future.

Q: You’ve spoken before about your commitment to supporting marginalized learners. Can you share how this commitment has shaped your leadership and actions as a Dean?

A: One of the most significant moments in my career was when I made the decision not to accept funding for a wealthier school unless a comparable amount was allocated to a less resourced school in our district. It wasn’t an easy decision, but it was an important one. I have always believed that equity isn’t just about equal treatment—it’s about giving each student the resources and opportunities they need to succeed.

As a Dean, my focus is on ensuring that every student, especially those from underserved communities, has access to quality career and technical education. This includes working with Native and indigenous populations in Alaska, where I’m actively involved in shaping programs that are more culturally relevant and accessible. I’ve also learned that true equity requires listening to the community, engaging in dialogue, and being open to new ideas and approaches.

Through my work with the Fellowship, I’ve gained deeper insights into the challenges of advancing equity across the country and the ways we can collaborate to make meaningful changes.

Q: Speaking of Alaska, what do you see as the future of CTE in the state, and what challenges do you think need to be addressed?

A: The landscape of CTE in Alaska is evolving, but there’s still a lot of work to be done. One of the biggest challenges we face is the perception of CTE. Many still view it as a less academic path, which couldn’t be further from the truth. CTE programs are highly rigorous and offer students the skills they need to thrive in the workforce. But this perception needs to change—not just among students, but also among educators and school counselors. I’m working hard to ensure that CTE is recognized for its academic value and its relevance in preparing students for high-demand jobs.

Another issue is the lack of dual credit opportunities for students, which would allow them to earn both high school and college credits for CTE courses. This would significantly enhance their post-secondary education opportunities. And when it comes to Native students, we need a system that recognizes their unique cultural needs while providing equitable access to training programs.

We’re also considering conducting an equity audit to better understand the demographics of our programs and ensure they reflect the diversity of the students we serve. We’re at a point where we need to push for more equitable access, and that’s something I’m passionate about.

Q: There’s often a divide between “white-collar” professions and jobs in the skilled trades, especially when it comes to the guidance learners receive from school counselors. How do you address this misconception in CTE?

A: That’s a big issue, particularly in Alaska, where trade jobs—like construction management—are in high demand, and yet students are often steered toward what are seen as “cleaner” or “easier” white-collar jobs. The reality is that many trades, especially in fields like construction management, offer excellent compensation and career stability. These roles are highly technical and require significant education, which is why CTE programs are so crucial in providing the skills needed for these jobs.

Part of the challenge is getting students—and their parents—to understand that a career in the trades can be just as rewarding and prestigious as a white-collar job. We also need to give students early career guidance so they can make informed decisions. It’s about changing the narrative and showing students that the path to success isn’t one-size-fits-all.

Q: You’ve shared that your own background and heritage have played a role in shaping who you are today. Can you talk about how your heritage influences your work in CTE?

A: My parents came from modest backgrounds; they pushed my brother and me to pursue higher education so we could have better lives. While I initially pursued engineering, my journey eventually led me to education, and I’ve come to realize how much my upbringing shaped my values and commitment to supporting marginalized communities.

In terms of CTE, my experiences—both personal and professional—have given me a unique perspective. I understand the importance of community, of finding ways to bridge gaps in access, and the role that cultural relevance plays in education. It’s one of the reasons I’m so passionate about developing programs that work for diverse populations, particularly for Native students in Alaska. 

Q: As you continue to lead in CTE, what role do you see mentorship playing in shaping the future of this field, especially for aspiring leaders and students from marginalized backgrounds?

A: Mentorship is everything. I wouldn’t be where I am today without the guidance of mentors who challenged me, encouraged me, and helped me grow. For students, mentorship helps them understand the realities of their chosen profession. It’s also critical for aspiring leaders, who need feedback and reflection to develop their leadership styles.

I’m a strong advocate for giving back to the community through mentorship. It’s essential for leaders to help foster the next generation of talent, particularly in fields like CTE, where students often come from marginalized backgrounds. By providing support, advice, and opportunities for hands-on learning, we can ensure that future leaders are equipped to continue driving change in this field.

Q: Cory, congratulations on your appointment as the Division Director of Alaska Vocational Technical Center (AVTEC)! Can you share more about AVTEC and what excites you most about this new role?

A: Thank you! AVTEC is Alaska’s premier technical training center, offering clock-hour-based programs in fields like maritime studies, industrial electronics, and construction. As Division Director, I have the privilege of serving as the head of the school, guiding it into its next chapter while ensuring it continues to meet the needs of students across the state.

What excites me most about this role is AVTEC’s statewide reach and its ability to create life-changing opportunities for Alaskans. From high-demand trades to specialized technical fields, AVTEC equips students with the skills to secure meaningful careers. I’m particularly eager to use this platform to address systemic barriers to access for students in Alaska’s remote villages. Through my fellowship project, I plan to assess those barriers and explore innovative solutions to ensure AVTEC is accessible to all Alaskans, regardless of geography.

It’s an incredible opportunity to combine my passion for education with AVTEC’s mission, and I’m looking forward to collaborating with the community to build on its legacy of success.

College in High School Series: a Look at CHSA’s State Policy Roadmap

Advance CTE serves as a steering member of the College in the High School Alliance,a coalition of national, state, and local organizations collaborating to enable high school students to enroll in authentic, affordable college pathways toward postsecondary degrees and credentials offered with appropriate support. This blog, the second in a series, highlights the CHSA’s Unlocking Potential guide that elevates findings and work states are doing to design and deliver high-quality college in the high school programs. 

Resource Overview

College in High School Alliance (CHSA)’s Unlocking Potential: A State Policy Roadmap for Equity & Quality in College in High School Programs provides a comprehensive set of policy recommendations for states looking to expand equitable access to college and high school programs. This guide provides policy recommendations as well as actionable items for state and local administrators and concludes with other examples of state tools and resources.

Background:

College in High School Alliance defines college in high school programs as dual enrollment, concurrent enrollment, and early college high school. These programs are formed via partnerships between school districts and accredited institutions of higher education to provide high school-age students postsecondary experiences that lead to college credentials or degrees. 

The number of students participating in College in High School Programs has increased to provide opportunities to more than 5.5 million secondary learners, with Career Technical Education (CTE) courses making up one-third of enrollments (1). While these programs have proven popular and in high demand, enrollment demographics do not reflect the full diversity of the learner population. Significant opportunity exists for reducing barriers to accessing College in High School Programs for all learners, especially those in low-income communities, learners of color, learners from rural communities and first-generation college-goers.

Unlocking Potential provides recommendations and highlights work for state policies that advance the goals of equity and quality for college in high school programs in six categories:

The policy recommendations are presented along a continuum: foundational, advanced, and exceptional policies. Foundational policies are those that every state must have to best support its learners.

For example, under the Equity Goal and Public Reporting, Every Student Succeeds Act (ESSA) data reporting requirements would be considered a foundational policy. On the other end of the spectrum, states can enhance these same data reporting requirements by creating tool kits and providing technical assistance to empower local use of data to remove barriers for learners and create more equitable programs.

College in High School Series: Q&A With College in High School Alliance Coordinator Alex Perry

Advance CTE serves as a steering member of the College in High School Alliance, a coalition of national, state, and local organizations collaborating to enable high school students to enroll in authentic, affordable college pathways toward postsecondary degrees and credentials offered with appropriate support. This blog series elevates resources and work states are doing to design and deliver high-quality college in the high school programs. For the first blog in this series, Advance CTE interviewed Coordinator of the College in High School Alliance (CHSA) Alex Perry, to learn how the organization supports state CTE leaders. 

When was College in High School Alliance (CHSA) established and who were its founders? Was there a catalyst for its inception?

The College in High School Alliance (CHSA) was founded in 2017. The original five founding members of our Steering Committee – Bard College, Jobs for the Future (JFF), KnowledgeWorks, the Middle College National Consortium, and the National Alliance of Concurrent Enrollment Partnerships – had been working together informally for a couple of years prior to the formal creation of CHSA, and were very successful in working together to create new policy and funding incentives for dual enrollment through the Every Student Succeeds Act reauthorization process in 2015. 

Together, we saw the power of the collective and that collaboration on items of shared interest netted positive results for our work and the learners that we serve. CHSA was born from that promise – that we could collectively advance policy reforms to improve learner access and success to dual enrollment. Two years later, CHSA added Advance CTE and Achieving the Dream to its Steering Committee to expand the core collaboration.

What are college in high school programs, why are these programs important for a learner’s journey, and how do they intersect with Career Technical Education (CTE)?

College in high school programs are partnerships between high schools and institutions of higher education that allow high school learners to earn college credits. These programs go by many names across the country including dual enrollment, dual credit, concurrent enrollment, early college high school, Running Start, etc.

These programs have a strong intersection with Career Technical Education (CTE) as approximately one-third of dual enrollment programs have a CTE focus to them.1 Additionally, structured CTE programs like youth apprenticeship include learners taking college courses in high school as part of the apprenticeship structure. Dual enrollment in CTE is a key avenue for encouraging learners to complete postsecondary credentials and enter the workforce with appropriate skills and credentials for economic success. 

College in high school programs are quite popular currently, but there is still unequal access for learners. How does CHSA center equity in college in the high school program conversations?

Equity is at the very core of our work with policymakers. We know college in high school programs like dual enrollment can be very successful in boosting postsecondary access and success for learners – but we also know that access is unequal. Populations experiencing equity gaps are the same populations of learners who are seeing the biggest declines in postsecondary access and success, for whom an intervention like dual enrollment might be life changing. Policy, and particularly federal and state funding, should be used to provide learners who need it the most with potentially life changing opportunities.  

Based on CHSA’s work, what findings would you highlight for state CTE leaders in particular?

In March of 2022, CHSA and Advance CTE published The State of CTE: Early Postsecondary Opportunities resource, based on a nationwide survey of state CTE leaders about early postsecondary opportunities (EPSOs) like dual enrollment. The findings make clear the charge for the work ahead, which involves continuing to lean in heavily on the mission to increase equity for learners, thinking about systemwide supports for learners, better data collection and improving credit transfer.

What new questions has CHSA’s work raised that you would like to apply to future research?

With the influx of dual enrollment opportunities happening across the nation, it is really important that we continue to explore questions around outcomes for learners, assessing what the research can tell us about the number and kind of course experiences that are optimal for learners to promote their college and career success. Additionally, we must begin to look into the different designs of dual enrollment programs to better understand how program design influences learner outcomes from diverse learner populations. 

CHSA has recently worked on a resource that highlights 150 research questions specific to the field, and a forthcoming publication will be feature questions with the highest priority.

Alignment and Intentional Equity: Two Priorities for District of Columbia’s First Area Technical Center

For this blog, Senior Policy Associate Dan Hinderliter and Communications Manager Stacy Whitehouse interviewed Washington DC’s State CTE Director Richard Kincaid. 

The 2022 school year heralded the start of another new initiative for the District of Columbia’s Office of the State Superintendent of Education (OSSE)- the Advanced Technical Center (ATC), the first DC area technical center to serve secondary students from public and public charter schools across the District. This development was inspired by Advance CTE’s 2021 50 state report on structure and outcomes in the nation’s area technical centers 

The planning process began in July 2021 when OSSE received an influx of coronavirus relief funds after Mayor Muriel Bowser directed funds from the American Recovery Plan Act (ARPA) to Career Technical Education (CTE)  and work-based learning plans. While OSSE is still working to secure long-term funding for the ATC, ARPA funds will keep the school open for at least five years. The ATC initially opened with three programs of study — General Nursing, Cybersecurity and Health Information Technology — on the campus of Trinity Washington University, but will move to a new building shortly after renovations are complete. During the design process, DC CTE Director Richard Kincaid noted two areas vital to the success of the ATC: systems alignment and partnership and an intentional focus on equity, both foundational commitments of Without Limits: A Shared Vision for the Future of Career Technical Education.

Systems Alignment and Partnership

When planning the future of the ATC, systems alignment and partnership was a must-have, especially considering the vast and complicated educational landscape in the District of Columbia. Kincaid and his team convened four initial stakeholder meetings, involving partners from the Deputy Mayor for Education’s office, administrators from DC Public Schools (DCPS) and DC Public Charter Schools (DCPCS), and potential employer partners. These stakeholders helped to calibrate on what the core purpose of the ATC is, who it should serve and how to limit duplication with other area programs. Kincaid shared that working from a partnership perspective instead of from a compliance angle served initial work well, especially where there were already places area principals needed to coordinate services on, such as scheduling or transportation. Given the complex dynamic across agencies in DC, this stakeholder group was vital to ensuring buy-in from and alignment to sending institutions. The group also coordinated an initial list of potential programs, leveraging labor market information and opportunity gap analyses. After a series of community input sessions, the group ultimately narrowed the list to the three programs currently offered. 

This lens of partnership also contributed to early programmatic successes. Significant conversations with local postsecondary institutions led to memorandums of understanding (MOUs) allowing learners to receive dual credit for all courses (five credits for every semester a learner is enrolled at the ATC). These courses are applied to aligned credit in the learner’s program of study, not just general education requirements. Postsecondary institutions also share instructors with the ATC to teach advanced coursework. Employer partners also support the program through site visits and career exploration conversations with learners; proximity to federal agencies means federal partners like the White House’s National Cybersecurity Initiative have visited the ATC. Future years will see employers supporting on- and off-site work-based learning initiatives, and Kincaid hopes to one day see an employer co-located with the ATC to provide daily hands-on training.

Intentional Focus on Equity

Kincaid also stressed that the main intent behind the ATC was to close equity gaps, in particular for learners from wards historically underserved by DC’s educational programs. He and his team intentionally designed the ATC’s supporting infrastructure to limit barriers to access for learners. For example, OSSE contracted with a local cab company to provide transportation to learners to and from the ATC, to limit unsafe walks or undue travel burdens for learners. While he noted this was a logistical hurdle, Kincaid noted this was a permanent focus of the ATC to always ensure learners could access the ATC’s programs. Programming for the ATC is also open-access, limiting cost or grade barriers for learners. There are no entrance exams- to earn the aforementioned dual credit, learners must simply achieve a C or higher in each to receive college credit above a final grade. Finally, future plans will continue to center equity initiatives, including paid internship opportunities and the development of future programs that advance historically marginalized learners, particularly learners of color, in historically underrepresented fields.

What’s Next for DC’s ATC

Within the next two years, the Advanced Technical Center looks to make big strides by moving into a permanent home and expanding the student population served. In 2022, approximately 130 learners were enrolled; by 2025, Kincaid hopes to have 600 learners regularly attend. The hope is also for learners regardless of age and program to participate in school-time, paid year-round internships, including some with industry partners co-located with the ATC. Through the changes, equity and partnership will remain at the heart of the ATC’s focus.

A Learner-Centered Approach to Early Postsecondary Opportunities Amid COVID-19

Now that the spring 2020 semester has come to a close, schools, colleges and learners across the country are left with the uncomfortable question: what happens next? Amid the COVID-19 (Coronavirus) pandemic, the U.S. has faced widespread school closures and an unprecedented – albeit clunky – transition to remote learning. Even as states begin to lift restrictions, the path ahead is still uncertain.

Last week the National Alliance of Concurrent Enrollment Partnerships (NACEP) and Advance CTE explored some of the ways the Coronavirus has impacted – and will continue to impact – Career Technical Education (CTE) and Early Postsecondary Opportunities (EPSO), which include dual enrollment, dual credit, concurrent enrollment and other related opportunities. There is no silver bullet solution to these challenges, but state leaders and postsecondary institutions are already thinking of ways to minimize the impact on learners and, to the extent possible, to support continuity of learning through the summer and into the fall.

Hold Learners Harmless

One principle states and educational institutions should commit to is to hold learners harmless from the impacts of the Coronavirus, particularly the financial and academic burdens. States like Ohio have already taken steps to protect learners, issuing guidance that prohibits school districts from seeking reimbursement from students who withdraw from a postsecondary course due to Coronavirus-related disruptions.

Further, states are honoring students’ commitment to learning by giving them opportunities to earn credit for the work they have completed. In North Carolina, graduating high school seniors who are enrolled in EPSO courses will be given a passing grade – coded “PC19” to indicate the unusual circumstances of the pandemic – to ensure they can still meet graduation requirements. States like Georgia and Louisiana are giving learners additional time to complete course requirements over the summer.

Commit to Transparency

As states, higher education systems and local institutions adjust grading policies amid Coronavirus-related shutdowns, they must commit to transparency and provide clarity about how credit transfer will be supported. There are questions about binary grades and their impact on the transferability of EPSO courses to two-year and four-year institutions. States with guaranteed transfer acceptance and institutions with transparent policies for addressing binary credit offer students their best option. Some states have begun to release guidance on EPSOs including CTE dual credit opportunities, which NACEP has compiled here.

Don’t be Afraid to Innovate

States and institutions have adapted remarkably well to social distancing on a very short timeframe, but the hands-on, practical learning experiences that make CTE unique and compelling are often not easy to simulate in a remote or online format. That said, necessity is the mother of invention. Instructors and administrators have started finding creative solutions to maintain continuity of learning, from manufacturing products out of household supplies to distributing at-home lab kits. In Illinois, the Community College Board, Board of Higher Education and Illinois Articulation Initiative are allowing the transfer of credits for lab science course offerings that are delivered through nontraditional formats such as simulations, online labs or at-home science kits. In some cases, campuses are exploring ways to safely facilitate hands-on learning over the summer by cutting class sizes or offering intensive summer bootcamps – all while adhering to social distancing guidelines – to help learners make up missed hours.

Keep Equity Front and Center in Funding

As states face declining revenue and anticipate budget cuts in education and elsewhere, they must consider the critical role these programs play in their societal and economic recovery after the pandemic. Funding to decrease the cost of postsecondary education is an important equity lever to help ensure that the talent pipeline into high-skill, high-wage and in-demand occupations includes the entirety of their diverse communities. But a blanket approach to budget reduction, where all learners receive the same benefit, may imperil this approach.

States should analyze their EPSO funding with an equity lens and, when needed, make cuts that don’t disproportionately impact learners traditionally underrepresented in higher education. Increases in cost to the learner, driven by budget cuts, disproportionately impact learners from economically disadvantaged families who cannot absorb a change in cost like an affluent student can. As states assess the impact of this pandemic on education budgets, they should consider strategic changes to help under-resourced school districts, to address affordability for those students that are most price sensitive, and to look thoughtfully about ways to build access to those underrepresented in higher education. Focusing on equity will be critical to ensure budget cuts don’t exacerbate equity gaps in higher education and ultimately the workforce.

Recognize the Role in Recovery

As state and the national economy recovers and reconfigures, states will be looking to ensure they have a strong, robust talent pipeline to address their current, evolving and future workforce needs. There is a lot of uncertainty in forecasting what the labor market and economy will look like in the next three to five years, but it is certain that revitalizing state economies will depend on access to a skilled, educated workforce. States that have invested in career pathways approaches tied to workforce needs, have strong business and industry engagement in CTE, and strong connections between secondary and postsecondary education and industry already understand the value of these programs in driving the state economy. These relationships and a willingness to partner will yield dividends as states emerge from this crisis.

It is too early to measure the true impact of the Coronavirus on postsecondary readiness and credit attainment, but states and institutions can already anticipate some of the barriers that will come and take steps to address them. The time to act is now. States can and should clarify their policies on CTE EPSOs and ensure that the weight of school closures and learning disruption does not unnecessarily harm learners, particularly those who have the most to benefit from these opportunities.

COVID-19 Will Disrupt Early Postsecondary CTE Credit Attainment: Don’t Make Learners Bear the Burden

The last weeks of March were a test of adaptability for the nation’s education institutions. Over the span of weeks, school districts, community/technical colleges and area technical centers had to amend remote learning policies amid unprecedented school closures. The rapid pace at which systems and institutions have adapted to the COVID-19 (Coronavirus) pandemic has been likened to turning a battleship at the pace of a speedboat.

Early Postsecondary Opportunities (EPSO) – which include dual enrollment, dual credit, concurrent enrollment and other related opportunities – play an important role in facilitating successful transitions between secondary and postsecondary education. According to the National Center for Education Statistics, approximately one-third of high school graduates take courses for postsecondary credit at some point during their educational careers. The integration of EPSO courses in Career Technical Education (CTE) pathways is creating options-rich, intuitive linkages between high school, college and career. This approach yields benefits to students, their families and their communities: earning postsecondary CTE credit in high school can lead to higher rates of college enrollment, persistence and success. But as schools, districts and colleges adapt to a new Coronavirus reality and a pervasive shift to online learning, where does that leave learners who are enrolled in CTE EPSO courses?

Coronavirus-related shutdowns put pressure on CTE EPSO courses in a number of ways:

The field has been quick to recognize these challenges, but given the decentralized nature of higher education – in most cases, articulation agreements for CTE credit are negotiated at the local level between individual districts and partner colleges – the response has been inconsistent and incomplete. This situation creates both challenges and opportunities.

So how can states respond to some of these challenges? Next week the National Alliance of Concurrent Enrollment Partnerships (NACEP) and Advance CTE will explore some strategies to minimize the burden on students and honor their commitment to learning.

Measuring Career Readiness in State Accountability Systems: Where to Start

The Every Student Succeeds Act (ESSA) affords states the chance to strengthen their accountability systems by adopting multiple measures of school success rather than relying on an antiquated test-based system. Buoyed by this flexibility, state agencies across the country are exploring strategies to integrate career readiness indicators into their accountability systems. While some states have made considerable progress in this arena, others are left wondering where do we start?

To help states navigate this new territory, Education Strategy Group and the Council of Chief State School Officers convened a workgroup of accountability experts and tasked them with identifying and recommending robust metrics to measure career readiness. Their recommendations, released earlier this month in a brief titled Destination Known: Valuing College AND Career Readiness in State Accountability Systems, detail four possible measures of student career readiness:

The brief further outlines strategies for measuring and valuing each of these measures, demonstrating how states can implement and gradually increase the sophistication of their measurement indicators. Lessons are also drawn from states such as Ohio, Kentucky and California that have made headway toward adopting and implementing career-focused accountability indicators in recent years.

Moving forward, JPMorgan Chase & Co. aims to support state efforts to adopt these recommendations and enhance their career-focused accountability through New Skills for Youth, a cross-state initiative to dramatically increase the number of students who graduate from high school prepared for careers.

Expanding Access to Postsecondary Learning

Separately, students who earned dual credit in Oregon schools were more likely than their peers to graduate from high school, enroll in college and persist through their first year. That’s according to new research from the Research Education Lab at Education Northwest examining dual credit participation between 2005 and 2013. While the study reveals a correlation between dual credit attainment and positive outcomes, the authors note equity gaps in participation across student subgroups. Dual credit earners in the study were more often white, female and not on the federal free and reduced lunch program.

Equitable access to higher education is not a new issue, but it can often be exacerbated by performance-based funding formulas. Without careful design, such formulas can encourage two-year and four-year colleges to be more selective with who they admit into their programs. According to the Center for Legal and Social Policy (CLASP), states should adjust their postsecondary formula weights to counteract selectivity and encourage more open access to postsecondary education.

Interest in State CTE Policy Growing Across the Country

spr1For the second consecutive year, a significant number of states have developed and implemented new policies and programs to advance Career Technical Education (CTE) at the secondary and postsecondary levels.

In a new publication, “State Policies Impacting CTE: 2014 Year in Review,” legislative and regulatory bodies in 46 states and the District of Columbia approved roughly 150 policies relevant to CTE. The paper was jointly authored by NASDCTEc and the Association for Career and Technical Education.

This continued interest shows a growing awareness in using CTE as a means to increase postsecondary credential attainment, provide students with real-world experience and prepare a workforce with the knowledge and skills necessary to maintain the nation’s competitive edge, the paper argues.

The paper is the second installment in the “Year in Review” series. The inaugural paper from 2013 can be viewed here. The legislation and policies collected in these papers does not imply an endorsement by NADSCTEc, ACTE or state CTE leaders. Rather, the hope is that by collecting these policies into one document, NASDCTEc and ACTE can continue to inform the community and in turn lead to the adoption of positive CTE policies across the 50 states.

While funding activity grabbed the top spot for the second year in a row, industry partnerships and work-based learning emerged as a newly popular category, with 28 states passing legislation or approving policies designed to accelerate employer engagement with CTE and offer real-work experiences for students.

Policymakers maintained their interest related to high school students earning college credit as well as how credit transfers across institutions. States such as Nevada approved a new policy in 2014 to develop statewide articulation agreements for all CTE programs of study to ensure that earned credit in an approved program has total transferability.

While several of the policy areas that were active in 2013 were also prominent in 2014, there were a few exceptions, notably governance. Fewer states made changes to CTE governance structures or clarified regulatory authority in 2014 than in the year prior.

CTE in Spotlight During Governors’ State of State Speeches

There are a lot of issues competing for attention in a governor’s State of the State address from pensions to health care to infrastructure to education. So it’s notable of the 31 speeches given this month, Career Technical Education (CTE) has found its way into roughly 40 percent of them, particularly because governors use this speech as a way to outline their priorities for the year and highlight successes.

In some instances, CTE was only mentioned in passing such as in Alaska, where the governor called for increasing educational opportunities for CTE. However, states such as in Indiana, California, and Nevada among others, governors proposed major investments in CTE as a means to prepare a skilled workforce to compete for tomorrow’s jobs and position the state for economic prosperity.

Here is a quick recap of the highlights as of January 26. We’ll continue tracking the remaining speeches and budget proposals, and bring you an update in the coming weeks.

California

Although CTE didn’t make it into Gov. Jerry Brown’s speech in California, it received a major boost in the governor’s proposed budget, which was released shortly after. Brown proposed the CTE Incentive Fund, which calls for $750 million over three years in one-time funding. The grant program would require a dollar-for-dollar match by the participating K-12 schools and encourages collaboration with other local agencies to form regional partnerships.

The budget also proposes nearly $30 million to grow and expand apprenticeships.

Indiana

Declaring his budget the “education budget,” Gov. Mike Pence proposed increasing CTE funding by $20 million a year. The money would be directed through the state’s Indiana Works Councils.

“By providing $20 million a year to create more career and vocational opportunities and improving the way we fund those courses, we will dramatically increase the number of students who graduate career-ready, and increase—by fivefold—the number of students who graduate with an industry-recognized credential by 2020,” Pence said.

Kentucky

Gov. Steve Beshear praised the state’s CTE system in his State of the Commonwealth.

“Recognizing that the four-year university path isn’t the best route for everyone, we’ve made our career and technical programs more rigorous and applicable to real-life jobs that demand high-level technical knowledge. These aren’t the so-called ‘shop classes’ of yesterday but modern training with a touch academic foundation,” Beshear said.

Beshear also called on the state to implement the recommendations of the Dual Credit Task Force to improve the quality of these courses and help students cut the time and cost of their postsecondary education.

Nevada

Gov. Brian Sandoval used his speech as a bully pulpit for increased education spending. Citing Nevada’s worst-in-the-nation high school graduation rate as “our most troubling education statistic,” Sandoval called for $1.1 billion in additional funds for education. Specific to CTE, Sandoval proposed new grant programs to ensure students are college- and career-ready, including an expansion of CTE, Jobs for America’s Graduates and STEM education.

West Virginia

Unlike his fellow governors who focused more on funding and programs, Gov. Ray Tomblin highlighted the state’s need for high-quality teachers. Tomblin said he plans to introduce legislation that expands opportunities for career professionals to enter the teaching field. He called on lawmaker to streamline the teacher certification process to “encourage those who have a passion to teacher so they can share their knowledge with our kids.”

“We must give local school systems better flexibility to train and hire subject-matter experts to fill long-term vacancies in critical subject areas.
