Kicking Off #CTEMonth

CTE Month is off to an incredible start! Only four days in, the #CTEMonth hashtag has already been used 1,500 times on Twitter in posts that feature CTE facts, photos of students at work, resources to use during the month, and support from advocates in fields spanning education, policy, funding, business, media, research, and more.

We asked NASDCTEc members and Learning that works for America campaign users how they were celebrating, and are blown away by the submissions. During the month of February, you can expect to see a post every Thursday showcasing how people are simultaneously raising awareness for and celebrating CTE at the local, state and national level around this year’s theme, “Opportunities for Career Success.” 

For our inaugural 2016 CTE Month post, we’ll kick off by highlighting how a few states are promoting CTE during the month.

Tools to Raise Awareness & Educate

Wisconsin is encouraging their networks to celebrate CTE Month in variety of ways, one of which includes providing accessible and easily adaptable tools for schools and CTE organizations to use such as the 2016 CTE Month logo, a state-wide social media calendar, and a variety of proclamations from FBLA, FCCLA, FFA and SkillsUSA declaring February CTE Month. They also have support from Tony Evers, the State Superintendent, who authored an editorial discussing the importance of CTE in Wisconsin.

Maryland also supplied a ton of resources to their state network including a sample news release, template to create a student profile, CTE Month certificate and a public service announcement. Additionally, they suggested ways to acknowledge CTE Month at both the high school and middle school levels.

While students and educators are clear audiences to engage, Maryland is also acknowledging the value of school counselors as partners in promoting CTE, and invited school counselors across the state to participate in a free webinar sponsored by Georgetown Center on Education and the Workforce called, “What Counselors Should Know about 21st Century Competencies.”

Missouri is utilizing the radio to get their CTE message across, by launching 30 second radio spots running in large, medium and small markets throughout the month to provide the general public with more information about CTE.

In Michigan, all Department of Education employees were asked to use the Learning that works for Michigan logo in their e-mail signatures. You can join the campaign and receive your own state-specific Learning that works logo here.

Recognizing & Honoring Success

CTE Month is not only about raising awareness, but also celebrating the successes of all that it takes to makes a CTE program great.

Oklahoma is honoring the contributions made by CTE teachers by distributing a hardcopy booklet, which was given to legislators at the Capital during CTSO day on February 2. A digital version is featured on Oklahoma Horizon, a weekly television show’s website, and throughout their social media.

Pennsylvania is partnering with the Pennsylvania Association of Career and Technical Administrators to recognize each of the student organizations at a celebratory dinner for CTSO students and Pennsylvania legislators. Additionally, award recipients of the state’s newest awards program –  the Career and Technical Education Excellence Award, which recognizes high schools and career and technical centers where 75 percent of students have achieved advanced technical assessments – will also be in attendance.

CTE in Spotlight During Governors’ State of State Speeches

There are a lot of issues competing for attention in a governor’s State of the State address from pensions to health care to infrastructure to education. So it’s notable of the 31 speeches given this month, Career Technical Education (CTE) has found its way into roughly 40 percent of them, particularly because governors use this speech as a way to outline their priorities for the year and highlight successes.

In some instances, CTE was only mentioned in passing such as in Alaska, where the governor called for increasing educational opportunities for CTE. However, states such as in Indiana, California, and Nevada among others, governors proposed major investments in CTE as a means to prepare a skilled workforce to compete for tomorrow’s jobs and position the state for economic prosperity.

Here is a quick recap of the highlights as of January 26. We’ll continue tracking the remaining speeches and budget proposals, and bring you an update in the coming weeks.

California

Although CTE didn’t make it into Gov. Jerry Brown’s speech in California, it received a major boost in the governor’s proposed budget, which was released shortly after. Brown proposed the CTE Incentive Fund, which calls for $750 million over three years in one-time funding. The grant program would require a dollar-for-dollar match by the participating K-12 schools and encourages collaboration with other local agencies to form regional partnerships.

The budget also proposes nearly $30 million to grow and expand apprenticeships.

Indiana

Declaring his budget the “education budget,” Gov. Mike Pence proposed increasing CTE funding by $20 million a year. The money would be directed through the state’s Indiana Works Councils.

“By providing $20 million a year to create more career and vocational opportunities and improving the way we fund those courses, we will dramatically increase the number of students who graduate career-ready, and increase—by fivefold—the number of students who graduate with an industry-recognized credential by 2020,” Pence said.

Kentucky

Gov. Steve Beshear praised the state’s CTE system in his State of the Commonwealth.

“Recognizing that the four-year university path isn’t the best route for everyone, we’ve made our career and technical programs more rigorous and applicable to real-life jobs that demand high-level technical knowledge. These aren’t the so-called ‘shop classes’ of yesterday but modern training with a touch academic foundation,” Beshear said.

Beshear also called on the state to implement the recommendations of the Dual Credit Task Force to improve the quality of these courses and help students cut the time and cost of their postsecondary education.

Nevada

Gov. Brian Sandoval used his speech as a bully pulpit for increased education spending. Citing Nevada’s worst-in-the-nation high school graduation rate as “our most troubling education statistic,” Sandoval called for $1.1 billion in additional funds for education. Specific to CTE, Sandoval proposed new grant programs to ensure students are college- and career-ready, including an expansion of CTE, Jobs for America’s Graduates and STEM education.

West Virginia

Unlike his fellow governors who focused more on funding and programs, Gov. Ray Tomblin highlighted the state’s need for high-quality teachers. Tomblin said he plans to introduce legislation that expands opportunities for career professionals to enter the teaching field. He called on lawmaker to streamline the teacher certification process to “encourage those who have a passion to teacher so they can share their knowledge with our kids.”

“We must give local school systems better flexibility to train and hire subject-matter experts to fill long-term vacancies in critical subject areas.

Study: State Strategies for Financing CTE

The U.S. Department of Education has released a new study that explores how states fund their Career Technical Education (CTE) systems beyond the formulas prescribed in the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins).

The study, prepared by the National Center for Innovation in Career and Technical Education, focuses primarily on how state funding, which is often used to off-set the higher cost of technical instruction, is distributed to local secondary and postsecondary programs. The report used survey data collected by the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) that asked State CTE Directors how categorical funds were distributed during academic year 2011-12, as well as the use and perception of performance-based funding for CTE.

In short, the survey found that state approaches to CTE funding varies in emphasis and complexity, and no single approach will meet the needs of every state. The study also called for more research to better understand what impact, if any, the each of the state funding approaches has on program and student outcomes.

Financing Secondary and Postsecondary CTE

State financing approaches broke down into three main categories: foundational funding only, funding for area CTE centers and categorical funding.

Foundational Funding Only – All states distribute basic state aid to finance secondary education programming using a variety of formulas. In this approach, local administrators decide how to distribute funds across instructional priorities, including CTE. Nine respondents indicated they rely exclusively on foundational funding. At community or technical colleges, 30 states reported distributing funds to postsecondary institutions through block grants and not distinguishing funding for CTE.

Funding for Area CTE Centers – Through this method, funds are dedicated to support programming at area CTE centers that deliver CTE services to part-time students. Centralizing CTE programs can be a cost-effective strategy. Seven states reported having separate state funding for these centers at the secondary level and sometimes use a categorical funding approach to distribute funds.

Categorical Funding – This approach dedicates funding to support career-related instructional services and typically targets state funding for the exclusive use of CTE programming. In fact, 37 states earmarked state funds for secondary CTE using one of the following formulas: student-based (21 states), cost-based (7 states) and/or unit-based (9 states). At the postsecondary level, seven states indicated providing categorical funding, while most opted to allocate funding through basic state aid.

Performance-based Funding

Just seven states use performance-based formulas to allocate secondary CTE funds by tying funding to performance measures such as placement of CTE students into postsecondary education or employment, attainment of industry-recognized credentials or CTE completion rates.

For federal Perkins dollars, two states (Texas and South Carolina) do this for secondary CTE. Five states (Arizona, Florida, Kansas, Missouri and West Virginia) indicated using this formula to allocate state CTE funds on the secondary level.

At the postsecondary level, four states (Arkansas, Georgia, Minnesota and North Dakota) reported using this approach with state funding, while none reported doing this with Perkins funds.

For the vast majority of states that do not use performance-based funding, the most common reason was a lack of understanding from state leaders. Almost half of states expressed an interest in adopting this approach to allocate a portion of their Perkins funds; however, training would be necessary if required by legislation.

State CTE Policy Updates: July Edition Part Two

State MapThis past month, a number of states have adopted or implemented policies related to Career Technical Education (CTE). Below is a part two of July’s state policy updates, all of which focus on dual enrollment or postsecondary CTE. You can read part one here.

Educational Collaborative Partnership in Maine
Maine passed legislation creating a collaborative board – with representatives from secondary and postsecondary CTE – to implement a program by 2014-15 that will enable more CTE students to earn college credit through dual enrollment while still enrolled in high school. Specifically, the state defines “dual enrollment career and technical education program” as a non-duplicative learning pathway that begins in junior year, extends over a three-year period, includes summer career academies and a college freshman seminar experiences, meets national concurrent enrollment standards, includes college-level coursework that supports an associate’s degree, and concludes at the end of the summer following the student’s senior year. While the agreements are made between institutions, there are opportunities for credits to be accepted across the state.

Dual Enrollment in Rhode Island
Rhode Island passed the Dual Enrollment Equal Opportunity Act this month requiring the State Board of Education to create regulation establishing statewide dual enrollment. The regulation must allow students to enroll in courses at postsecondary institutions that satisfy academic credit requirements at both the secondary and postsecondary level (it is unclear at this time if CTE courses will fall under this distinction of “academic credit”.) The State Board of Education is expected to convene a work group to help establish such a policy, including its impact on funding, and then school districts (including charter school and CTE schools) will have to adopt the policy by June 2015. Districts will then be required to report annually on the number of students engaging in dual enrollment and number of postsecondary credits earned. The bill is effective immediately.

Missouri’s Innovation Education Campuses
Missouri passed SB 381 establishing the Innovation Education Campus Fund, supporting partnerships between high schools or K-12 districts, public or private four-year institutions of high education, public two-year institutions of higher education, and/or Missouri-based businesses. The campuses engaging in such partnerships are eligible to receive funds if they are actively working to lower the cost of degree and shorten the time to earning a degree, provide applied and project-based learning in consultation with the business and industry partners, graduate students with direct access to career opportunities, and engage in active partnerships in ongoing program development and outcome reviews.

State CTE Policy Updates: July Edition Part 1

This past month, a number of states have adopted or implemented policies related to Career Technical Education (CTE). Below is a part oState Mapne of July’s state policy updates, focusing on CTE funding, reporting and governance. Tomorrow, part two will be released, which will focus on legislation addressing dual enrollment and postsecondary CTE.

California State Budget Includes CTE Grants
In early July, after months of deliberation and debate, California’s budget went into effect, with $250 million earmarked for grants to K-12 districts, charter schools and community colleges in support of CTE. The grants will be dispersed through a competitive process, with priority given to programs that secure matching funds from industry partners and that are aligned to high-need and high-growth industries. While the grants may be used for new programs, it is expected to support existing programs such as Linked Learning, California Partnership Academies and the Regional Occupational Centers and Programs (ROCPs). The Partnership Academies and ROCPs both maintained funding in the broader state budget. The grants are intended to both promote CTE across the state as well as encourage new and ongoing partnerships between schools and business.

Ohio’s Statewide CTE Reporting & CTE Month
This month, Ohio released a sneak peek into the state’s new CTE report cards, which was approved by the State Board of Education back in May 2013. While the final report cards – for the 2011-12 school year – will be released next month, the state released simulated scores by school this month to provide an early look into the new reporting mechanism. Specifically, the report cards include five components: achievement (e.g., technical skill assessments); federal accountability results (e.g., Perkins targets, disaggregated by subgroups); graduation (four- and five-year graduation rates of CTE concentrators); post-program outcomes (e.g., industry credentials, postsecondary enrollment, etc.); and preparation for success (e.g., proportion of students earning college credit while in high school, through AP, IB, etc.). What separates this from federal reporting is that Ohio is building these indicators into their statewide accountability system – and assigning grades to schools based on their performance. The state may add additional indicators to the CTE report card over time.

In unrelated news, the Ohio legislature also passed HB 127 designating the month of March as “’Career-Technical Education and Skilled Workforce Development Month’ to increase public awareness of the importance of career and technical education systems and skilled workforce development programs to the strength and vitality of Ohio’s economic future.” As an aside, February is celebrated as CTE Month by NASDCTEc and the ACTE.

Oregon’s CTE Revitalization Grants
The Oregon legislature recently passed HB 2913/SB 498 to maintain the state’s CTE Revitalization Grant Program, first established in 2011, which provides grants to CTE programs across the state. The new bill also requires the establishment of a committee to set goals for the program, develop grant criteria, review all grant applications, and make recommendations related to the awarding of grants, with representation from business, industry, labor and education providers. Priority will be given to programs to represent a diversity of students and strong partnerships between business and education (with or without funding commitments from business). The Grant Program has been funded at $7.5 million.

Idaho’s Technology Pilots
The Idaho Department of Education has awarded $3 million across 11 schools as part of the state’s technology pilot project. The winning schools, which include elementary, middle and high schools as well as distance academies, will use the funds to do a range of technology-based initiatives, such as one-to-one initiatives on various tablets and computers, piloting digital textbooks and libraries, expanding Career Information System, training for teachers on technology and instruction, and developing a website portfolio system to track and share students’ academic growth.  The schools were selected based on plans that were scalable, sustainable, and designed to improve student achievement and financial efficiencies. While this pilot if not focused on CTE specifically, the availability and utilization of technology has a direct impact on teaching and learning in all disciplines and CTE in particular at the high school level.

Missouri’s Career Technical Education Advisory Council
Missouri recently passed HB 5042, establishing a Career and Technical Education Advisory Council within the Department of Elementary and Secondary Education (DESE). This Advisory Council consists of 11 members, including a current CTE center administrator; an administrator from a school offering CTE; two business representatives, one from industry and one from an association/coalition; representatives from a technical college, a community college, and a state university; a current participant in an apprenticeship program, and three CTE educators who have served as advisors to Career Technical Student Organizations. The Advisory Council also has three ex-officio members from DESE guidance and counseling division, the director of workforce development, and a representative from the higher education coordinating board, facilitating a true cross-sector entity.

This Advisory Council replaces an earlier version – previously named the “State Advisory Committee for Vocational Education” – and is charged with providing a short- and long-term strategic for the provision of high-quality CTE to students across all ages, funding, and necessary legislative/regulatory changes.

Counselors as CTE Stakeholders

Choosing a career is probably one of the biggest decisions a person makes.  How does a student, of any age, make a sound decision?  What are the knowledge and skills needed to achieve postsecondary and career success?  How does one navigate through the sea of career information?  The answer: A comprehensive guidance program coupled with a rigorous CTE program.

NASDCTEc has collaborated with the American School Counselor Association to author Counselors as CTE Stakeholders, a brief that highlights the integral role that school counselors, in conjunction with a CTE program, play in successfully guiding students through the maze of secondary and postsecondary options so that they are successful in their chosen career.  The brief looks at ways that CTE and school counseling can benefit one another to accomplish their shared goal of student success.  It also showcases three states – Nebraska, Missouri and Utah – that are examples of effective collaboration between CTE and Comprehensive Guidance and Counseling.
