New Mini-Brief Series Highlights Progress Towards Cohesive, Learner-Centered Postsecondary Data Systems in Five States

Two years ago, Advance CTE launched the Advancing Postsecondary CTE Data Quality Initiative (PDI), supported by ECMC Foundation. Through the initiative, five grantees have received funding, technical assistance and access to a national peer learning network to:

1) Examine critical problems of practice and;

2) Implement innovative solutions to improve the quality, and use of postsecondary CTE data.

Grantee states and agencies include the: Alabama Community College System (ACCS); Delaware Department of Education; University of the District of Columbia Community College; Florida Department of Education, and; Oregon Higher Education Coordinating Commission.

By supporting states to improve their postsecondary Career Technical Education (CTE) data quality and use, Advance CTE is attending to a foundational commitment – actionable, transparent and trustworthy data – in Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits). Each of the five foundational commitments are critical to states’ abilities to enact the Vision principles. Actionable, transparent and trustworthy data underlies a coordinated, learner-centered career preparation ecosystem. 

About the Briefs

In the coming months, Advance CTE will release a series of four briefs to share strategies put in place by the PDI states to advance postsecondary CTE data quality and use. The first brief explores how postsecondary CTE data can be used in support of state education and workforce goals, and features Alabama and Florida.

The second brief advances a theory of change for centering learners in postsecondary CTE data collection and use, featuring the District of Columbia and Oregon. The topics of briefs three and four will be fostering a positive culture of data use among CTE stakeholders and building a strong data infrastructure across systems and silos, respectively. 

Shared Challenges

As with many projects underway over the last two years, states’ implementation of their PDI action plans were challenged by staff-level capacity constraints due to the coronavirus pandemic. However, many of the grantees’ plans were validated by the context of the pandemic, which demonstrated the critical nature of effective – and data-driven – career preparation systems to meet states’ education and workforce goals. 

An evergreen challenge that the PDI states wrangle with is how best to build well-integrated data systems across the silos of state agencies and in collaboration with postsecondary institutions. Further, examining and implementing ways to more effectively communicate CTE data continues to be a priority. 

Common Strategies for Success

Despite these challenges, each of the grantees has demonstrated a commitment to improving postsecondary CTE data to improve learner outcomes. All five states have used stakeholder engagement processes to drive the development and use of new data elements or reports. And each has invested in professional development strategies to foster a strong culture of data use.

Welcome Amy Hodge to Advance CTE!

My name is Amy Hodge, and I am excited to part of the Advance CTE team as a Policy Associate. In my role, I will support a variety of projects such as as the state policy strategy and data initiative and the Postsecondary State CTE Leaders Fellowship at Advance CTE⁠—Sponsored by ECMC Foundation. I will also contribute to member engagement and outreach activities.

I was born and raised in Portland, Oregon, and I earned my undergraduate degree in general social science from the University of Oregon. After graduation, I taught middle school writing and social studies at KIPP Texas-Austin. Working in the classroom was immensely formative for my professional aspirations, as I saw a distinct need for hands-on learning that allowed students to make connections between their experiences in the classroom and real-world careers.

In 2019, I moved to Nashville, Tennessee to pursue my Masters in Public Policy at Vanderbilt University’s Peabody College. Through my coursework and professional experiences working as a Graduate Assistant with the Tennessee Board of Regents, I had the opportunity to build my knowledge of the postsecondary pathways that are so vital to the health and longevity of state economies. After graduation, I had the opportunity to serve as a Policy and Advocacy Fellow with the Urban Leaders Fellowship in Kansas City, Missouri. This experience was invaluable as it allowed me to work as both a policy consultant and conduct advocacy research for the Kansas City Social Innovation Center (KCSIC) around micro-credentialing.

As a policy consultant for State Senator Lauren Arthur, I conducted research and led state-level stakeholder interviews to formulate policy recommendations for her legislation on school accountability reform. My work with KCSIC focused on analyzing peer program outcomes to identify high-impact practices that drive competency-based systems within formal education systems.

Last summer, I moved back home to Oregon to join Education Northwest as an Associate in Project Management and Applied Research. I am eager to begin this exciting new chapter with Advance CTE!

Outside of the office, I enjoy live music, exploring Oregon’s wine country and forcing affection on my two cats.

“The Trail Shouldn’t End”: Top Moments from Advance CTE June Meeting Series Day Two!

On June 15, Advance CTE held the second of three events in our Virtual June Meeting Series. The series offers three opportunities to equip Career Technical Education (CTE) leaders with the latest research and innovations, empower them to succeed, and elevate their work to raise awareness of the value of CTE. 

The week’s sessions centered around the theme EMPOWER: Strengthening Our Capacity to Realize CTE Without Limits. Attendees delved into processes to build better state systems with a keynote presentation from Rhode Island Department of Education Chief Innovation Officer Spencer Sherman, followed by content-rich breakouts and discussions to build connections and knowledge. Each breakout session was aligned to one of the five foundational commitments of CTE Without Limits: A Shared Vision for the Future of Career Technical Education

Keynote: Innovating by Working Together: Strategic Impact through Systems Alignment

“When a student graduates high school, the trail shouldn’t end. Right now you have to cut down trees and jump over a rock to get to the next trail [to college and career]. We need to [design systems] so that students don’t get lost along the way.” – Spencer Sherman 

The keynote opened with a welcome message from Rhode Island Commissioner of Elementary and Secondary Education Angelica Infante-Green, who shared her personal story and commitment to serving learners of all abilities and how the nation’s smallest state is expanding access to CTE for differently-abled learners. 

Rhode Island’s Chief Innovation Officer, Spencer Sherman, then shared a deep dive on the state’s approach to systems alignment through the PrepareRI initiative and how it improved outcomes for learners including a tripled increase in the number of graduates with college credit or industry-recognized credentials. Sherman shared organization models that acknowledge the current top-down approach of many states while also illustrating how collaboration and communication can be created across both systems and leadership levels. 

Sherman  emphasized the importance of engaging middle-level managers and staff and designing processes for community organizations to align initiatives with one other in addition to engaging with government. Throughout the presentation, he reminded attendees that these improvements should be designed to last beyond any one person. He also centered these improvements around the pursuit of improving learner outcomes and creating seamless transitions to postsecondary and career paths, as illustrated in the quote above. Data Breakout: Building a Culture of Data 

Two states participating in the Postsecondary Data Initiative led by Advance CTE and ECMC Foundation were highlighted in a breakout focused on how to leverage human and infrastructure capital to create data-informed and data-driven systems. 

Peter Plourde, Associate Professor and Director of Faculty Development for the Office of Academic Affairs at the University of the District Columbia Community College and Kelly Zinck, Education Team Research Analyst, Oregon Higher Education Coordinating Commission emphasized the importance of creating a welcoming environment where state CTE staff can get comfortable understanding small amounts of data and building up, as well as feel comfortable asking questions to build knowledge. Attendees were provided three strategies of “Identify,” “Educate” and “Build Trust” to open the black box of data. 

Equity: Maximizing the Potential of Equity-centered CTE Programs

“I want to applaud you for your efforts and affirm the work you’re doing. I want to remind you to work hard and take things one bite at a time. Do not lose faith and know that what you are doing is going to make a difference, even if you don’t see a return on investment right away”  – Dr. China Wilson 

CAST Research Scientist Dr. Amanda Bastoni and Maryland Equity and Civil Rights Specialist Dr. China Wilson teamed up to provide impactful insights on how to leverage data through public-facing resources and policy via Universal Design Learning to maximize equity in CTE programs. Dr. Wilson shared how Maryland’s state staff empowers local CTE leaders and families to understand and use data through their Maryland CTE Data platform and Equity Professional Learning Series. Dr. Bastoni used the example of a ramp at the back of a school to emphasize that state leaders should proactive design programs and supports with equity and accessibility at the forefront, not as a retrofit. 

Dr. Wilson affirmed the tough but important journey state CTE leaders are taking in tackling this work, and reminded attendees that each step no matter how small is progress. 

Public-Private Partnerships Breakout: Developing Effective Partnerships with the Private Sector for Work-based Learning

Attendees received rich insights on how local and state systems can work in tandem to empower employers and educators to develop effective work-based learning partnerships with a focus on rural communities. Advance CTE-ECMCF Postsecondary CTE Fellow Rich Crosby focused on utilizing existing collaborative spaces and partnerships as well as creating regional consortiums to connect employers and better understand learner needs, particularly in rural areas where employers are less concentrated.

Montana State CTE Director Jacque Treaster shared a variety of delivery models for work-based learning that strive to expand access to these experiences, particularly for rural learners, including a hub-and-spoke model and distance learning for concurrent and dual enrollment programs. 

The session included a rich attendee discussion on models in other states, including Hawaii’s hub and spoke model and Nevada embedding work-based learning into Career Technical Student Organizations (CTSOs) award programs. 

Quality Breakout: Promising Tools, Strategies and Research Findings to Improve the Quality of CTE Programs

MDRC Senior Associate Dr. Rachel Rosen shared insights on the models and research structures that allow for ethical and impactful CTE research. She noted that significant strides have been made to improve research quality, and that recent studies show significant value of CTE for male learners and learners with disabilities. ExcelInEd’s Adriana Harrington walked attendees through their Pathways Matter website that consolidates state case studies, best policy practices, and sample learner stories of pathway navigation to enhance quality and alignment of career pathways. 

Indiana State CTE Director Anthony Harl shared his state’s dedicated program quality initiative, Next Level Program of Study that allows high school students to earn up to 30-hours of college credit (a technical certificate) while in high school in 65 programs of study. Course design in this initiative focuses on more intentional sequencing of skillbuilding and a longer runway for early postsecondary opportunities paired with work-based learning. 

Systems Alignment Breakout: Linking Workforce to Education through Strategic Goal Alignment

Washington State’s State CTE Director Eleni Papadakis, whose Perkins designated agency is the Washington State Workforce Training and Education Coordinating Board, provided details on how the state’s workforce agency leveraged a strategic plan and data to improve learner outcomes, including energized local youth council and work-based learning that is more responsive to local needs due to partnerships led primarily by employers rather than led by government.  

Futuro Health DIrector of Innovative Partnerships Joy Hermsen provided a national perspective on efforts to connect health employers to talent pipelines. She shared how the organization is bridging the gap between education leader and employers through resources that map responsive career lattices and ladders and customized data reports to help learners successfully connect to health careers.

‘We Must Move Beyond Compliance’: Top Moments from Advance CTE June Meeting Series Day One!

Keynote: Pursuing Next-Level Collaboration to Jumpstart Systems Change

(We are in) a game of influence. I can’t tell an employer what to do … and I can’t tell my school district, or city, or county what to do. This is all about making the case for change through data management and influence through relationships.” – Drexell Owusu 

Dallas Foundation Chief Impact Officer Drexell Owusu was candid about the equity and quality of life challenges facing residents of Dallas. However, he was equally optimistic about the role that CTE can have in providing high-quality pathways to maximize recent economic growth and increase the number of young adults achieving a living wage to 50 percent within one generation. He identified five strategies that comprise the Dallas Thrives initiative to achieve this goal. 

Taking Dallas’ learnings and applying them to a state audience, Owusu shared that state CTE leaders are crucial in using existing convening levers to connect systems and share information; bringing and keeping employers and staff beyond the CEO at the table; providing capacity to analyze and share data; and “democratizing” information about CTE programs.

 

Data Breakout: Developing Data Policies and Procedures to Monitor, Evaluate and Improve Postsecondary CTE Programs

So much data use is focused on compliance and descriptive analysis. That’s not all that actionable. We can do so much more to deepen analysis if we make the time and space.” – Miriam Greenberg 

Miriam Greenberg, Director of the Strategic Data Project at the Harvard University Center for Education Policy Research, shared their Strategic Data Project CTE Diagnostic Tool as a means to evaluate current data components and how that data is being used. Montana State CTE Director Jacque Treaster shared how their state team leveraged Advance CTE’s Opportunity Gap Analysis Workshop to transform their professional development, cross-team collaboration and staff structure to create a data-informed culture. 

Equity Breakout: Equity in Education: Building Inclusive, Equitable, and Responsive CTE Programs

In the 1980s, we heard  a lot about diversity. We still have a challenge there. But we realized it’s not simply getting folks around the table or in the classroom. It’s also ensuring that those who are there are fully engaged, are welcomed and have the opportunity to use all their skills and talents.” – Dr. Kumea Shorter-Gooden 

Advance CTE’s Equity Coach, Dr. Kumea Shorter-Gooden, led a nuanced and timely discussion on today’s challenges in conducting meaningful equity work. She guided attendees on the differences between equity and equality and emphasized the crucial triangle of diversity, equity and inclusion. 

Lane Community College Director of High School School Connections and Advance CTE-ECMCF Fellow Justin Chin led an illuminating presentation on Asian American and Native Hawaiian/Pacific Islander (AANHPI) learners and their unique assets and barriers to achieving college and career success. In particular, he focused on how the ‘Model Minority Myth’ and the concept of social capital impact this this population’s perception of CTE, and provided culturally responsive strategies to help these learners see themselves in CTE.

Public-Private Partnerships Breakout: Cultivating Public-Private Partnerships to Maximize Learner Access, Social Capital and Opportunity

“We quickly realized that we need to bring people to help speak to students in a way they understand and connect with. That’s part of the shifting that industry and adapting that we had to do to make. We had to personalize the experience for the students.” – Gabe Madison 

Thomson Reuters Director of Community Relations Gabe Madison shared an industry perspective on strategies that states can pursue to help employers personalize their interactions with learners and maximize feedback loops, such as convening industry leaders organized by sectors to gather feedback on program design. She also broke down Thomson Reuter’s partnership Dallas Independent School District (ISD) P-Tech program and their focus on helping learners explore careers and build social capital. 

 

Quality Breakout: Designing Learner-Centered Career Navigation and Support Structures for Marginalized Learners

[Our institution] is driven by five lenses: student focus, success focus, future focus, work focus and community focus.– Deanna Strauss Hersko 

Lorain County Community College Manager of Career Technical Pathways & Programs Deanna Strauss Hersko framed improving CTE program quality as a focus on five lenses and tailoring supports to meet both learners and staff where they are. She provided a rich breakdown of institution-level supports, such as the Careers by Design badge to support each learner in exploring careers, reducing barriers to participating in CTE programs and informing learners on education options. 

Ohio Department of Education Program Administrator Catherine Allen shared the state’s innovative approaches to building cohesive and responsive career preparation ecosystems that engage all stakeholders. This includes a tax incentive pilot for employers to expand work-based learning experiences and a program quality focus group that is exploring innovative CTE delivery models. 

Systems Alignment Breakout: Systems Alignment that Benefits Learners Through Collaboration and Coordination of Federal Policy

“We recognize this work cannot happen overnight but will require a shared commitment and shared ownership among our leaders ….across education, workforce development, industry and philanthropy. Only together – through persistence, resilience, bravery, boldness, and commitment – can we realize the possibility and aspiration of a new career preparation ecosystem that provides each learner with limitless opportunities.”  – CTE Without Limits

Systems alignment is a seemingly elusive yet long-sought after goal among federal education and workforce programs. New America Senior Policy Advisor Lul Tesfai and National Governors Association Program Director Amanda Winters shared best practices from states like Arizona, Indiana, and Pennsylvania and others that have leveraged funds provided through the American Rescue Plan (ARP) to meet complex learner and worker needs through multiple systems and programs. In particular, they encouraged centering decisions and investments on the needs of learners and workers and including their voices in system redesign. Getting to Know the Advance CTE – ECMCF Fellows

In November, Advance CTE and ECMC Foundation announced the inaugural cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE – ECMCF Fellows include representation across multiple demographic categories which emphasizes the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in CTE that closes racial representation gaps, and removes equity barriers to postsecondary leadership advancement.

Over the next few months, this blog series will introduce each Fellow participating in the inaugural cohort of emerging leaders from 12 states, including 13 professionals of color.


Jean Claude Mbomeda (California) has over a decade of experience as a data and program coordinator at postsecondary institutions, and currently serves as Perkins Program Lead for the Workforce and Economic Development division at the California Community Colleges, Chancellor Office.  He earned master’s degrees in Information Technology and Economic Planning and Development from American Intercontinental University and the United Nations Institute of Economic and Development, respectively.

 

Justin Chin (Oregon) has two decades of experience in education as an instructor and student and career support specialist at the secondary and postsecondary level, and currently serves as Director of High School Connections at Lane Community College in Eugene, Oregon. He received a bachelor’s degree in English and master’s degree in Education from Western Oregon University. He is a current Governor’s appointee to the Eastern Oregon Regional Economic Recovery Council and serves as Vice Chair for Oregon Humanities.

 

Dr. Kristin Corkhill (Georgia) has over a decade of program support and partnership experience in secondary and postsecondary education, and currently serves as Director of High School Initiatives at Georgia Piedmont Technical College. A dual-enrollment graduate, she earned a bachelor’s and master’s degree in History from the University of Florida and a doctorate in Leadership and Learning in Organizations from Vanderbilt University.

Welcome Jennell Ives as the New State CTE Director in Oregon

Advance CTE commits to investing in formal leadership development for our members. The New State Director Institute (NSDI) uses a cohort model to welcome and support first-year State Career Technical Education (CTE) Directors. Each cohort is connected with mentors and other national leaders; provided leadership tools and resources; and offered instructional workshops designed to assist them as they develop and implement their state-wide visions for CTE. This and upcoming blogs in the Getting to Know blog series will introduce you to the Fall 2021 NSDI cohort! 

This summer, Oregon welcomed Jennell Ives as the new Director of the Secondary Postsecondary Transitions Team. In this position, located in the Oregon Department of Education, Jennell is also the designated State CTE Director. She is a leader and innovator with a relentless commitment to improving the educational experiences of learners. She has a passion for building direct connections between learning during school and the lives and futures of Oregon’s youth. Jennell has been with the Oregon Department of Education for 11 years and served the agency in various capacities: Health Science Specialist, Accelerated & Personalized Learning Specialist, leading the Standards and Instructional Supports team, launching High School Success, and Perkins Grant lead & Career and Technical Education Investments.  Prior to moving to Oregon, she was director of Global Education at the Wildlife Conservation Society based in New York.

Jennell’s priorities for the state are deeply rooted in Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) and increasing equity and access for each learner. With the implementation of Oregon’s Strengthening Career and Technical Education for the 21st Century Act (Perkins V) state plan and CTE Without Limits, Jennell and her team will focus on: 

Jennell anticipates the biggest challenges for this role to be CTE teacher recruitment and retention (which have been exacerbated by the COVID-19 pandemic), expanding the involvement of stakeholders in shaping CTE in Oregon and communicating the value of CTE to learners and their families. 

However, these challenges come with much opportunity! Jennell is most excited about the opportunity to engage with employers and the workforce industry to create CTE statewide programs of study and the opportunity to build regional networks for teachers to be supported delivering such programs of study.

We asked Jennell to share one thing she would wish to be an expert in at the snap of her fingers. While we were expecting to hear about having gold medal talent in an Olympic sport, Jennell answered in true leadership fashion with the wish to communicate and build strong relationships and networks. She is rolling up her sleeves and is ready to do the “slow and hard work” to ensure the career preparation ecosystem in Oregon meets the needs of each learner.

Getting to Know: Stakeholder Engagement at Advance CTE

The “Getting to Know” blog series features the work of State CTE Directors, state and federal policies, innovative programs and new initiatives from the Advance CTE staff. Learn more about each of these topics and the unique contributions to advancing Career Technical Education (CTE) that Advance CTE’s members work on every day.

Meet Dan Hinderliter! Dan is a State Policy Associate at Advance CTE and supports a number of different national projects. As a site liaison for the New Skills ready network, Dan works with two sites (Columbus, Ohio and Indianapolis, Indiana), providing resource and research support while also serving as a direct link to the national project team. He also works on site snapshots, the annual report and quarterly newsletters, as well as major publications that highlight promising national, state and local practices aligned with the principles of the New Skills ready network

Dan also supports the modernization of the National Career Clusters® Framework and spearheads the Year in Review, the annual aggregation of state policy impacting CTE. As part of the Year in Review process, Dan regularly tracks state-level legislation and other policy actions.

Q: Considering your work on the New Skills ready network initiative, how are the six sites leveraging stakeholder engagement to advance career pathways? 

A: Each of the six New Skills ready network sites is working to leverage stakeholder engagement in some capacity to advance career pathways. First, because each of the sites is composed of a variety of stakeholders, engagement with business and industry, postsecondary partners and K-12 institutions has to happen to ensure each voice is involved in and buys into the work of the site. Outside of the project teams, however, most sites are doing some level of stakeholder engagement involving learner and family communications practices. Some sites are surveying parents and learners to understand what resonates with them about available career pathways, while others have done focus groups to understand where there are gaps for learners in specific programs. Columbus, Ohio’s project team hired a minority-led communications firm, with roots in Columbus, to help share consistent messaging and work to understand how each stakeholder can be better supported.

Q: Earlier this year, Advance CTE and the Association for Career and Technical Education (ACTE) released State Policies Impacting CTE: 2020 Year in Review where industry partnership was a frequently addressed topic area. Are there any states that can serve as a model for policy actions around stakeholder engagement? 

A: Every year, states enact new legislation that impacts how each state engages with stakeholders, either through input gathering or through information sharing. Many states, including Colorado, Hawai’i, Idaho and Missouri (among others), passed legislation this year requiring a state agency to collect and disseminate information that allows learners to make more informed decisions about their futures, including information about in-demand jobs or industry recognized credential attainment. Other states are using legislative action to improve equity and access in part through stakeholder engagement; Oregon and Washington, for example, now require institutions to collect feedback or input from diverse or historically marginalized stakeholder groups to inform new practices and strategies that will increase access to high-quality CTE programs for those groups. At the beginning of 2022, we will release our state policy tracker for 2021 which includes the above legislative actions and others.

Q: One of the foundational commitments within CTE Without Limits is based on stakeholder engagement. How can states, through such partnerships, ensure each learner reaches success in a career of their choice? 

A: Advance CTE’s shared vision, CTE Without Limits, calls for CTE to be incredibly learner-centric and for programs to ensure that the learner voice is incorporated into each decision about career pathways or programs. As states continue to expand access and equity in their CTE programs and work toward dismantling systemic barriers in CTE, the learner voice must be an integral part of these conversations, as only the learner who participated in the program can fully understand the consequences of decisions made at each level. At the same time, states and local institutions can continue to expand offerings by building partnerships with community based organizations to offer learner supports or with business and industry to offer new or improved work-based learning opportunities. By including opportunities for stakeholder groups like learners, their families and local businesses to provide input into decisions surrounding CTE, states can ensure that their career pathways and CTE programs are truly aligned with the needs of their communities.

Q: Lastly, Advance CTE announced the modernization of The National Career Clusters® Framework. How has Advance CTE prioritized stakeholder engagement and the voices of the field in this work? 

A: Though we don’t yet know what our end product will look like at the conclusion of these modernization efforts, we did know the process had to be highly collaborative to ensure everyone buys into whatever the outcome happens to be. As such, we have included a lot of opportunity to incorporate feedback from the field; we convened an expert kitchen cabinet to provide insights about the purpose and uses of the Framework, opened a crowdsourcing portal to collect feedback from the larger field about critical changes they’d like to see, and held workshops to assist in the prototyping of a new Framework. In this next phase of work, we’re hoping to hold focus groups to discuss the future of the Framework. As we near a model for a new, modernized Framework, we are hoping to have many more conversations with stakeholders about how they can implement the Framework in their own state and community to ensure that the modernized Framework is implemented with fidelity.

Highlighting Equity in State Policy

State leaders, particularly state legislators, have a unique role to play in ensuring equitable access to high-quality Career Technical Education (CTE). As the COVID-19 pandemic continues, access and technology gaps have been laid bare, revealing inequities in opportunities for marginalized learner populations. While policies addressing access and equity concerns remained a high priority for legislators in years past, 2021 has been no different; this year to date, almost 30 pieces of state legislation have passed in 17 states addressing this issue. Enacted policies focus on elevating learner voice, examining historically inequitable systems and removing barriers to entry, or providing financial support for historically underrepresented populations. The following policies represent a small sample of equity-focused policies already passed in 2021:

This Week in CTE: July 5-9, 2021

Each learner engages in a cohesive, flexible and responsive career preparation ecosystem

Virginia CTE recently started a video campaign titled, Career Success Stars. This video campaign highlights the shared ownership of the career preparation ecosystem in Virginia among learners and families, educators, and business and industry partners. Each video showcases learner success in careers of their choice and is proof of high-quality career pathways that lead to in-demand careers as a result of stakeholder engagement across the state.

Each learner feels welcome in, is supported by and has the means to succeed in the career preparation ecosystem

A recent Regional Educational Laboratory (REL) Central webinar explored current research and district-level strategies to address equitable access, participation and success in CTE programs. Guest speakers on the webinar represented two school districts in South Dakota: Rapid City Area Schools and Huron School District. The third guest speaker represented Portland Public Schools in Oregon. Each speaker shared insights into strategies they’ve been using to enhance and improve CTE programs in their districts. Each learner skillfully navigates their own career journey

CTE Without Limits supporter Data Quality Campaign published a blog this week aligned to principle 3 and the data learners need to successfully navigate their career journey. 

One former school counselor shares their perspective on the scope of data that should be shared with each learner in order for them to make informed college and career decisions.

Each learner’s skills are counted, valued, and portable

A local partnership is bringing new skills training opportunities to Tennessee. McNairy County Schools and GE Appliances (GEA) have joined together to launch the Skills Training Alliance for Youth (STAY) initiative that will provide new work-based learning opportunities for learners. GEA will hire for part-time work, train and coach ten learners per year. Through the STAY initiative, GEA also commits to an investment in industry credentials. Learn more here.

Western Interstate Commission for Higher Education (WICHE): Interstate Passport® is the only nationwide network of institutionally accredited, nonprofit, public and private two- and four-year institutions dedicated to the block transfer of lower-division general education attainment based on multi-state faculty-developed learning outcomes and proficiency criteria instead of on specific courses and credits. State of CTE: CTE Instructors in Perkins V State Plans

In October 2020, Advance CTE released “The State of Career Technical Education: An Analysis of States’ Perkins V Priorities,” which examines how states have leveraged the development of the Strengthening Career Technical Education for the 21st Century Act (Perkins V) state plans to expand quality and increase equity within their Career Technical Education (CTE) systems. 

Attracting and retaining qualified and diverse CTE instructors remains one of the most persistent challenges facing states. Last year, ACTE held a Teach CTE Summit to more closely examine teacher pipeline challenges, surfacing numerous key issues and recommendations. According to previous Advance CTE research on this issue, 86 percent of State Directors reported a moderate or severe CTE teacher shortage in at least one Career Cluster at the secondary level, and a further 60 percent indicated the same at the postsecondary level. 

The underlying causes for these shortages most often relate to the difficulties CTE programs have in competing with the private sector for the same pool of qualified instructors, along with the fact that many universities have closed their CTE teacher preparation programs in recent years. As is the case in other sectors of the economy, the CTE teacher workforce is also aging rapidly.

At the same time, the demands on CTE instructors are rigorous. CTE instructors need strong technical knowledge and industry expertise, effective classroom management and pedagogical skills, and cultural competency to support and engage each learner on an individual basis.

Without a qualified pool of CTE professionals, one that is responsive to the needs of each learner, our country cannot effectively educate learners and prepare the future workforce. Attracting, retaining and fully developing a strong cadre of CTE professionals is therefore a crucial ingredient CTE systems need for success, and this need is reflected throughout states’ Perkins V plans.

The Work Ahead

One area of future work is ensuring that the CTE instructor workforce is representative of the learners they serve. Only five states included any explicit recruitment activities focused on diversifying the CTE teaching field in their Perkins V plans.

Recruiting, developing and retaining qualified teachers and faculty are critical for CTE programs to be successful. As noted previously, instructors are among the most important in-school factors that contribute to the success of learners. No single policy or strategy will fully address the challenges facing states with regards to this issue. Some of these challenges have to do with issues outside the realm of CTE, such as broader terms negotiated by labor and management (e.g., teacher/faculty pay scales or tenure requirements), lack of teacher preparation programs at universities, and accreditation requirements or limitations. Only through a coordinated set of approaches can states begin to make progress on this critically important topic. Through the Perkins V planning process, states have certainly started to make significant progress in this area.
