Research Round-up: Micro-credentials as a Lever for Social Mobility in Rural Postsecondary Communities

Advance CTE’s “Research Round-Up” blog series features summaries of relevant research reports and studies to elevate evidence-backed Career Technical Educational (CTE) policies and practices and topics related to college and career readiness. This month’s blog highlights the impact that micro-credentials have had on different populations of learners in rural postsecondary institutions. Ensuring that each learner’s skills are counted, valued, and portable supports Advance CTE’s vision for the future of CTE where each learner has access to the means to succeed in the career of their choice.

In their 2022 report, Micro-Credentials for Social Mobility in Rural Postsecondary Communities: A Landscape Report, Digital Promise explored the impact of earning micro-credential attainment on individuals’ transitions into the workforce, promotions, and economic outcomes (e.g., salary increase, prioritizing learners impacted by poverty). Micro-credentials are digital certifications that verify an individual’s competence with a skill or set of skills. They can be earned asynchronously and stacked together to demonstrate readiness for in-demand jobs. Micro-credentialing is growing in popularity as state CTE leaders consider expanding their credential spectrum to include micro-credentials as a cost-effective option to connect learners with certifications for their skills. 

While common themes emerged across the four rural micro-credentialing initiatives evaluated in the report, overall impressions were that micro-credentials can — and in some cases, do — lead to job promotions, higher wages, and an increase in self-confidence for rural learners.

Research Objectives

To better understand their impact, researchers selected four rural micro-credentialing initiatives that are being used to create career pathways for rural learners. The report focused specifically on outcomes for Black, Latinx, and indigenous populations, as well as women. 

A primary objective of this project was to identify existing and emerging instances of micro-credentials in rural industry, education, and training initiatives to inform the field about the value and use of micro-credentials as a tool for equitable economic recovery. Additionally, this research sought to understand how micro-credentials are being leveraged to reduce systemic biases, signal worker readiness to employers and promote social mobility in rural communities.

This report features both qualitative and quantitative data collected through focus groups and individual interviews, program enrollment, retention, credential attainment, and salary outcomes.

Learner Perceptions of Micro-credentials

 

Overall, micro-credential earners interviewed for this study perceived their experiences favorably and believed that efforts to earn such credentials would result in economic mobility through higher education and income levels. Earners indicated that micro-credentials allowed for more timely feedback and that each credential motivated earners to continue their progression. While stakeholders remain optimistic about the value of micro-credentials, many earners are still unsure of how earning micro-credentials may or may not impact their long-term employment trajectories.

 

Program Design Considerations

As a result of their analysis, five themes emerged across the micro-credential sites:

  1. Partnerships
    • All initiatives emphasize a need for developing regional, sustainable partnerships across sectors and increasing efforts to engage communities of color. Successful initiatives included universities, adult education, prison education, and reentry programs and employers. 
    • State-level example: In Tennessee, several organizations and networks are working to promote online learning and micro-credentialing for early childhood education professionals across the state.
  2. Employer Recognition
    • Program administrators and learners want to ensure that prospective employers recognize and value skills demonstrated through micro-credentials. 
    • State-level example: In Georgia, the way that program leaders build relationships with employers ensures a quick transition into the workforce for those completing the 8-week program to earn their micro-credentials.
  3. Program Sustainability
    • As the three university-based pilots are in the process of scaling up into more robust statewide programs, efforts to maintain programming were thought to depend on several factors:
      • A desire for more robust data collection methods and data interoperability across multiple institutions. 
      • Administrators also recognized the need to improve messaging to potential learners, employers, and funders about the value of micro-credentials.
  4. Program Appeal/ Feasibility
    • Across all initiatives, program appeal was influenced by affiliations with the respective educational institutions. Perceived use and value of micro-credentials were the most important reasons for motivation for program developers and earners. 
    • State-level example: In Kentucky, some teachers earning micro-credentials were able to increase their rank and wages.
  5. Potential for Learner/ Higher Education Attainment
    • An ability to earn new skills, obtain credit for prior knowledge, and access varied content were significant factors of the perceived value of micro-credentials among rural learners. Earners perceive micro-credentials as beneficial to include on resumes given that they may set them apart from other candidates. 
    • State-level example: In Maine, earners, which included women in state correctional facilities, sought to ensure that micro-credentials were readily transferable to college credit.

Perkins Regional Meetings April and May 2023: Key Takeaways

Over April and May 2023, Advance CTE hosted three Perkins Regional Meetings across the country in Minneapolis, Baltimore and Phoenix, with over 200 leaders from across 40 states and territories which was made possible through support from the Gates Foundation. The agenda for the three meetings was designed for state leaders from secondary, postsecondary and workforce development to connect and collaborate on ways to enhance their current Career Technical Education (CTE) systems and programs. 

States participated in keynote presentations, workshops, roundtables focused on supporting special populations and cross-state sharing sessions with the intent of building and strengthening the career preparation ecosystem for all learners across the nation. State leaders and our Advance CTE team were both energized by the engagement and inspired by the dedication of all those that attended the meetings and are working to create a high-quality and equitable system that supports all CTE learners.

While each state has its own unique challenges, accomplishments and opportunities, certain recurring themes emerged across multiple states. The national CTE landscape is one of great opportunity but will need support to provide access to high-quality experiences for all CTE learners.

Legislative Update: Lawmakers Set to Meet Next Week on the Debt Ceiling

This week lawmakers have continued to struggle to find consensus on how to lift the nation’s borrowing authority. In addition, significant legislation regarding postsecondary data and apprenticeships has been introduced in the House and Senate with implications for Career Technical Education (CTE) while the U.S. Department of Education (ED) announced a new round of funding for state longitudinal data systems. 

Lawmakers Agree to Meet Next Week on Debt Ceiling

Since the beginning of the 118th Congress lawmakers have struggled to agree on whether and how to raise the nation’s statutory borrowing authority (known informally as the debt limit or ceiling). In recent weeks, House Republicans have advanced legislation that would dramatically cut investments in domestic programs, including the primary federal investment made in CTE by the Carl D. Perkins Career and Technical Education Act, in exchange for raising the debt ceiling through the spring of 2024. However, the legislation contains several policy provisions, including these significant funding reductions, that congressional Democrats and President Biden have indicated they will not support.

Senate Majority Leader Chuck Schumer (D-NY), in a Dear Colleague letter this week, re-emphasized Democrats’ position that the debt ceiling should be extended without preconditions and shared plans to hold hearings in the coming weeks to draw attention to House Republicans’ recent legislative proposal. 

As the impasse continued this week, U.S. Secretary of the Treasury Janet Yellen wrote to lawmakers indicating that she expects the federal government to reach this limit as soon as June 1 of this year. Following her letter, President Biden invited top Congressional leaders from both parties and chambers to meet on May 9 to further negotiate a path forward.

As these efforts continue, Advance CTE will continue to closely monitor this situation and engage with partners to ensure that this process does not adversely impact federal investments in CTE as part of the ongoing federal fiscal year 2024 (FY24) budget and appropriations process. 

House Lawmakers Introduce Apprenticeship Proposal

A bipartisan group of House lawmakers led by House Education and the Workforce Ranking Member Bobby Scott (D-VA) and Representative Brian Fitzpatrick (R-PA) introduced the National Apprenticeship Act of 2023— legislation that would comprehensively update, for the first time since 1937, the primary federal law that authorized registered apprenticeship programs (RAPs). If enacted, the law would codify and update existing RAP regulations while providing more than $3.8 billion in funding for the expansion of these, and related programs, for new occupations and a wider array of learners. Notable for the CTE community, the legislation would also formalize expectations for pre- and youth-apprenticeship programs which often serve as on-ramps from education into RAPs. Elsewhere, the U.S. Department of Labor is hosting a listening session today, May 5, to receive input from the public regarding improvements and enhancements that can be made to the existing RAP system. More information regarding this opportunity can be found here.

Postsecondary Data Modernization Bill Reintroduced

Earlier this week a bipartisan group of Senators, led by Senate Health, Education, Labor and Pensions Ranking Member Bill Cassidy (R-LA) and Senator Elizabeth Warren (D-MA), and a bipartisan group of House lawmakers, led by Reps. Krishnamoorthi (D-IL) and Joe Wilson (R-SC), reintroduced the College Transparency Act (CTA). This legislation would make much needed reforms to the nation’s postsecondary data reporting system.

Advance CTE has long supported and endorsed this legislation, which would overturn an existing ban on the creation of a postsecondary student unit record system– a feature of current law that greatly diminishes the ability to understand postsecondary outcomes for many learners. The legislation would make several other data improvements that would increase transparency, improve the timeliness of this information and enhance the accuracy of the data that is collected from postsecondary institutions. These improvements would ensure that consumers, and the wider public, have better access to the data to make more informed decisions regarding postsecondary education and training. In other postsecondary data developments, the U.S. Department of Education (ED) has recently updated the College Scorecard. This year’s scorecard now features four years of earnings data for program completers, includes new demographic data and expands data collection to cover graduate programs. ED Announces New Rounds of SLDS Funding 

Earlier this week, the U.S. Department of Education (ED) announced the availability of a new round of State Longitudinal Data System (SLDS) Grant program funding. These resources are intended to support states in developing and modernizing SLDSs to improve the utility of student-level data and develop more cohesive and comprehensive P-20W (early education through workforce) data systems. This latest round of grants will promote four priorities for proposals and projects that seek to improve data infrastructure and interoperability, college and career, school finance and those that support various state-level policy concerns. Only state education agencies may apply for funding and they must express interest in doing so by May 19. More on how to apply for funding can be found here

In addition, the Data Quality Campaign, in partnership with Advance CTE and many other national organizations, released a new vision for transforming SLDSs this week, which includes actionable use case examples and provides policy suggestions for improving state data systems and promoting integrated, interoperable and linked data.

High School Graduates Reassessing Postsecondary Plans During COVID-19, Prioritizing Real-World Skills and Alternate Career Pathways

Postsecondary enrollment has seen dramatic declines during the COVID-19 (coronavirus) pandemic, particularly for learners with low incomes and learners of color. A report recently published by the Strada Education Network sheds light on the experiences of high school graduates who have delayed their postsecondary education plans in 2020 and 2021. The report builds on survey data of 1,000 recent graduates previously covered by Advance CTE, as well as 17 in-depth interviews with learners. Strada finds that while these high school graduates remain committed to continuing their education, pandemic-related disruptions have caused them to reassess their initial plans and explore alternate pathways to career success. 

Learners across the board have experienced heightened uncertainty about college affordability and traditional career pathways as the labor market destabilized as a result of the coronavirus. Some learners said they were hesitant to enroll in coursework that would likely be conducted online, and concerns about taking care of family members amidst the health risks associated with the pandemic were also prevalent reasons for delaying enrollment, particularly among Black and Latinx learners. The report highlights three major priorities of high school graduates when considering when and how to re-engage with higher education: 

These priority areas shed light on effective supports that state Career Technical Education (CTE) leaders and educational institutions can implement to promote the success of aspiring postsecondary learners disrupted by the pandemic. Financial assistance, mentoring relationships and personalized advising supports are especially powerful tools for closing the opportunity gaps that hinder the success of learners with low incomes, learners of color and first-generation college students. Despite the uncertainties of today’s labor market, recent high school graduates still believe that postsecondary educational opportunities are essential for both personal and professional development, as well as preparing for and transitioning to meaningful careers. Recognizing the future-focused resilience of these recent graduates and addressing their central areas of concern are important first steps for re-engagement in postsecondary education and career pathways.

Exploring Area Technical Centers: Elevating ATCs in a National Economic Recovery

The transformative workforce changes resulting from the COVID-19 (coronavirus) pandemic have made it more urgent than ever for states to have a comprehensive strategy for reskilling and upskilling that unites stakeholders across education, workforce development and economic development. Advance CTE has been vocal that investment in secondary and postsecondary Career Technical Education (CTE) is critical to a national recovery strategy. 

ATC Positioning in the Workforce Development System 

The COVID-19 pandemic has disrupted many things in our way of life, including the education or training path most Americans will pursue to return to work. A typical economic recovery would have millions of Americans flocking to traditional higher education programs but instead, in this post-pandemic economic recovery, the majority of Americans say they will seek non-degree and skill-based education and training programs to reskill or upskill their way back to a good job.

Area technical centers (ATCs) should be part of this solution – helping more Americans secure non-degree credentials of value. Our national analysis found that in the states where ATCs serve an adult population, these institutions provide short-term credentials and programs below the level of an associate’s degree, and  are uniquely positioned to be nimble and responsive to changing workforce needs. Further, these institutions are accessible, by design serving a region, and low-cost, with few or no barriers to admission for adult learners and affordable tuition rates as low as $2.00 per seat hour. ATCs can and should be better leveraged to serve those who have been disproportionately impacted by job losses associated with the pandemic, particularly Black and Latinx workers, workers with a high school education or less, and female workers.  

Leveraging Federal Funding 

Funding matters, and in states that have leveraged federal funds, we see ATCs being key players in meeting the state’s short- and long-term workforce priorities.  

For example, all of Ohio’s Ohio technical colleges (OTCs) and selected programs in Delaware’s ATCs are eligible training providers under the Workforce Innovation and Opportunity Act. Many ATCs are eligible for federal financial aid under Title IV of the Higher Education Act, including institutions in Florida, Ohio and Utah most commonly accredited by the Council on Occupational Education.

Some states have utilized 2020 federal stimulus funding to reinforce their ATCs as valuable institutions in an economic recovery. Delaware leveraged $10 million of its federal Coronavirus Aid, Relief, and Economic Security (CARES) Act economic relief funding to support its Forward Delaware initiative, a set of rapid training and credentialing programs focused on in-demand occupations and skills in the state. Florida’s governor designated Governor’s Emergency Education Relief Fund (GEER) funds provided through the CARES Act to award grants to its ATCs, known as technical colleges, to establish or enhance rapid credentialing programs that lead to a short-term certificate or industry-recognized certification as part of its statewide Get There campaign. 

Utilizing ATCs in Statewide Workforce Training Programs 

ATCs have strong connections to their local communities and employers by design and often offer customized training programs to meet those needs. 

To recover from the devastation of the coronavirus will require persistence, creativity and leveraging all public assets to ensure a full and equitable economic recovery. States should be learning from one another – what worked and what didn’t  – and leveraging their public assets, including ATCs to every learner with the opportunity to access a career pathway that leads to sustained, living-wage employment in an in-demand field.

New PDK Poll Shows that Americans Overwhelmingly Support Career Preparation in High School

The 49th annual PDK Poll of the Public’s Attitudes Toward the Public Schools was released recently, and once again showed the importance of career preparation in K-12 for American students. Respondents overwhelmingly supported the idea that students need classes devoted to preparing them for the real world, including training for specific careers and training on employability and interpersonal skills. Over 80 percent indicated that they would prefer career and jobs preparation courses even if it meant students spending less time in academic courses.

Fewer than half of public school parents (47 percent) expect their child to enroll in a four-year college full time. Other parents expected their child to enroll in two-year colleges or vocational programs, while others expect their students will enroll in postsecondary training part-time while also working. These findings indicate that parents are thinking deliberately and strategically about their students’ futures in the real world.

New Research Highlights Number of Jobs Available for Those without Bachelor’s Degree

A new report from the Georgetown University Center on Education and the Workforce, in collaboration with JPMorgan Chase & Co. details the 30 million “good” jobs available in the US for workers without Bachelor’s degrees. These jobs pay a median wage of $55,000 annually, and are largely found in the manufacturing and skilled-services industries.

The research also points out that even though there is a wide public perception that there are no jobs available for those without Bachelor’s degrees, workers without them still comprise 64 percent of all workers. However, this does not mean that workers do not require any postsecondary training. Increasingly, jobs are requiring Associate’s degrees or other postsecondary credentials, so future job seekers should still plan on attaining some level of postsecondary experience.

Odds and Ends

The Education Commission of the States recently put together a comprehensive summary of state policy actions taken related to high-quality computer science education. These actions include adopting statewide computer science standards and creating banks of high quality resources for educators to use.

The Georgetown University Center on Education and the Workforce also recently released a report detailing the effects of the current healthcare debate on the nursing profession. The report finds that a college education is increasingly important to be successful in nursing, and also finds that lack of diversity remains a challenge for the field.

New Research out of California Finds Higher Earnings for Students with Credentials in the Health Industry

ca credentialsContributing to a growing body of research on the economic benefit of industry credentials, the Public Policy Institute of California last month released a study of employment outcomes for students in health Career Technical Education (CTE) programs in the California Community College system. In California, 18 of the top 25 wage-enhancing degrees are in health. As such, helping students obtain a health-related credential could be one strategy for closing achievement gaps and providing underserved students an on-ramp into the industry.

The authors of the study examined data for a total of 120,000 students enrolled in health CTE programs in California community colleges over the past ten years. Their research found that, despite variations in completion and persistence across different programs, students who obtained credentials increased their earnings by 51 percent compared to non-degree holders.

Earning a credential translates to real changes in earning opportunity. According to the study, students who were not previously employed in the health industry saw a median increase of $8,661 in quarterly earnings after completing a degree or credential.

While a health-related credential may create economic opportunity for underserved students, completion gaps between subpopulations persist. According to the study, there is a six point gap in completion rates for Latino students compared to white students, and a 12 point gap for African American students. However, the researchers also found that providing career guidance and support services could help close the completion gap by helping underserved students identify and complete pathways in high-demand career fields.

A Holiday Surprise from the National Skills Coalition: 50-State Skills Equity Policy Scans

Meanwhile, the National Skills Coalition released an early Christmas gift in the form of four 50-state policy scans. The scans are part of the organization’s Skills Equity series, which includes toolkits to help policymakers identify effective strategies for expanding access to middle-skills training.

One of the reports dives into an increasingly popular method of addressing basic skills gaps, known as Integrated Education and Training, or IET. Now a required activity under the Workforce Innovation and Opportunity Act (WIOA), IET integrates basic academic education with workforce training in order to prepare adults with basic skills for the workforce. While these adults, who are often inhibited by limited English proficiency or mathematical skills, generally struggle to find job opportunities, research shows that IET programs can increase earning potential for students who take at least two credits and earn a credential.

Odds and Ends

A new report from the Center for Public Education provides a summary overview of CTE, including data and key questions to help policymakers make the case for expanding CTE offerings. While introductory, the report is essential reading for anyone new to CTE.

The National Opportunity Index – which examines education, crime rates, job availability and other indicators to determine a snapshot of economic opportunity by county and state – is out with new data for 2016. While overall opportunity has remained stagnant over the past year, the index demonstrates an increase of 8.9 percent since 2011.

In a series of policy papers released last month, the Education Commission of the States explores strategies for state and federal policymakers to form partnerships to support postsecondary education. One paper highlights opportunities to leverage the Workforce Innovation and Opportunity Act of 2014 (WIOA) to support community colleges, such as by using sector partnerships to create career pathways or offering programs that qualify for WIOA support.
