“Be a Network Facilitator”: Inspiring First Steps and Common Challenges Emerge in CTE Without Limits Community of Practice Kickoff

“Go forth without limits!” was an apt parting chat message as over 70 state Career Technical Education (CTE) leaders from across 16 states convened virtually last month to launch the community of practice for Advancing CTE Without Limits, a cross-state implementation initiative that provides a dedicated space to foster collaboration and problem solving to advance vision principles. 

Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) was developed with the input of nearly 200 contributors representing national, state and local CTE leaders and stakeholders and anchored in the belief that each learner must have access to and the means and succeed in the career of their choice, with CTE serving as the catalyst for that journey. Since its release a year ago this month, Advance CTE has conducted a robust awareness campaign that has gained the support of over 40 national partners, and is now transitioning to meaningful state assessment and implementation work. 

The kickoff served as an initial networking session for states and an inspirational launch point to prepare for the work ahead. Attendees had the pleasure of the hearing from JFF Vice President Joel Vargas, who shared how JFF is advancing the vision through its recent research and report The Big Blur: An Argument for Erasing the Boundaries Between High School, College, and Careers —and Creating One New System That Works for Everyone

Vargas highlighted promising first steps in Idaho (Financing Students Directly), Tennessee (Ready Graduate Indicator), Texas (P-TECH and and Early College High Schools) and Washington (Mandatory Acceleration) that are blurring the lines among secondary, postsecondary and career preparation systems. 

Vargas challenged attendees to dream big and be the new models for scalable solutions by being a “network facilitator,” by combining career pathway expansion with intentional investments in collaboration and sustained partnerships. He connected the vision to a world where policymakers “boldly reimagine public responsibility” where providing two years of higher education and training for careers is seen as a public responsibility that is not just affordable or free, but structured to provide full support for each learner on their career journey.

Following the keynote, leaders participated in two breakout sessions within and across states to identify promising first steps and common challenges to realizing the action areas of Principle 1: Each Learner Engages in a Cohesive, Flexible and Responsive Career Preparation Ecosystem. States raised common challenges of designing and securing funding models that prioritize collaboration and learner-centered policies and sharing learner-specific data among state agencies and education institutions. However, they also shared initiatives that could be meaningful first steps towards systems change, including partnerships to improve connections to postsecondary career pathways for learners with disabilities; combining CTE and counseling in one department, and statewide articulation and transfer agreements to fully count all learning. 

Participating states will be engaged in bimonthly cross-state calls to share challenges and solutions aligned to the five vision principles. Three states, Colorado, Nebraska and South Carolina, applied for and were selected to participate in a state cohort and will receive additional resources including funding, individualized coaching and intensive technical support. 

Sixteen states are participating in the CTE Without Limits Community of Practice: Arizona, Colorado, Illinois, Kansas, Kentucky, Maine, Massachusetts, Missouri, Montana, Nebraska, North Dakota, Ohio, South Carolina, Texas, Wisconsin, and Wyoming. The community of practice is still open for additional state participation – state staff can email Senior Policy Associate Dan Hinderliter for additional information. 

Advance CTE’s vision page offers a variety of awareness and implementation resources, including its step-by-step assessment and action planning guide, Pushing the Limits: A Roadmap for Advancing CTE Without Limits that will be the basis for Advance CTE’s state cohort work. 

CTE leaders are also encouraged to participate in activities to commemorate the first anniversary of CTE Without Limits, including a Twitter chat on March 8 at 1:00 p.m. E.T on Advance CTE’s Twitter page, and webinars aligned to the vision principles throughout the spring.

Getting to Know Advance CTE and State Technical Assistance

Meet Nithya Govindasamy! Nithya is a Senior Advisor at Advance CTE; she recently joined the organization in October 2021. Nithya leads and manages major organization-wide, highly visible initiatives that support, promote and increase equitable access to and success in high-quality CTE, which includes: workforce development, education and equity initiatives; technical assistance (TA) for Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits); efforts to maximize the stimulus investments; and Advance CTE’s external equity strategy. 

In this month’s edition of the CTEWorks Newsletter, we share resources, tools and supports to foster continuous improvement and collaboration among stakeholders in the career preparation ecosystem. Q: How does the shared vision, CTE Without Limits, promote the value of collaboration, equity and innovation in states? 

A: CTE Without Limits lays out a bold vision for a cohesive, flexible, and responsive career preparation ecosystem that will close equity gaps in educational outcomes and workforce readiness, and leverage CTE to ensure that every learner can reach success in the career of their choice. 

The five inter-connected and equally critical principles call for our education and workforce system to collaborate and leverage their assets and take an innovative approach to ensuring that the learner can achieve career success. 

Q: What are the benefits of statewide structures that increase collaboration and coordination across K-12, postsecondary and workforce development to support a career preparation ecosystem?

A: States that invest in structures and systems to increase strategic collaboration and coordination across the K-12, postsecondary and workforce development continuum will be able to better serve the needs of each learner and the employer community. 

Each partner within the statewide structure serves a unique role in the career preparation ecosystem and greater connectivity means learners can access the support they need at any of the entry points. Collaboration between the education and workforce system also provides an avenue for industry to connect with future talent in a systematic way. Statewide structures that build these meaningful interconnections can benefit by accessing additional non-traditional funding and resources that are targeted towards incentivizing collaboration and establishing and meeting aligned goals.  

As a benefit all CTE leaders across the 50 states and territories, Advance CTE shares best practices and policy innovations from exemplar states (and partnering organizations) that have successfully embraced collaboration and partnerships, coordinated services, and support to benefit each learner (especially those from historically marginalized populations).

Q: As the organization begins to provide technical assistance to the cohort of states, what are the objectives and goals that Advance CTE hopes to achieve? 

A: Advance CTE hopes to assist states and our members to advance and implement the principles in CTE Without Limits within their state. Our goal is to support states, and their cross-sector teams, to bridge gaps in their systems to ensure all learners have equitable access to and can benefit from high-quality CTE. Through the community of practice that will be launched this February, we hope to identify and lift up best practices among states and inspire leaders and practitioners to take bold actions to design and implement a new career preparation ecosystem that is learner-focused and can offer endless opportunities.   

Q: How will the TA help build capacity within states to develop and strengthen their cohesive, flexible and responsive career preparation ecosystems?

A: The TA delivered will provide states an opportunity to engage in a deeper needs assessment that will identify their strengths, weaknesses, opportunities and threats as well as the root causes for gaps and barriers that exist in their current systems. Each state will have access to a dedicated coach as part of this initiative who will work with the state team to develop a strategic and solutions-oriented plan to address the specific needs and priorities expressed by each state. 

Q: Are there resources and supports for state and local leaders outside of the TA cohort who are beginning to implement the principles outlined in CTE Without Limits

A: Yes! The community of practice that will be part of this initiative will be open to all states and not just the TA cohort states. The community of practice will be a great opportunity for states to engage in discussion with other states about how they are tackling various components within the vision as well as learn from fellow members. Advance CTE will also continue to host webinars and post blogs that will focus on CTE Without Limits and share strategies and approaches with state leaders to help implement vision principles broadly across systems. Coronavirus Relief Funds: States Leverage Federal Funds to Enhance CTE Program Quality

This blog series examines trends in state uses of federal stimulus funding for Career Technical Education (CTE). Stimulus funds were appropriated for emergency relief related to the coronavirus pandemic through the federal Coronavirus Aid, Relief and Economic Security (CARES) Act; the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA); and the American Rescue Plan (ARP) Act. The five major stimulus funding streams for states and educational institutions include the Coronavirus Relief Fund (CRF), the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor’s Emergency Education Relief (GEER) Fund, the Higher Education Emergency Relief Fund (HEERF), and Coronavirus State and Local Fiscal Recovery Funds.

CTE program quality is key for ensuring that learners have access to necessary skills and competencies, meaningful experiential learning opportunities and strong career pathways. Alignment across workforce development systems and both secondary and postsecondary education institutions is essential for connecting learners and employers, as well as promoting experiential and work-based learning opportunities. As states continue to adapt to the challenges posed by the coronavirus pandemic, many are focusing on program quality and investing federal relief funds to strengthen industry alignment and work-based learning initiatives. 

Some states have already directed federal relief funding to align CTE programs to industry needs and high-skill, high-wage, in-demand jobs. Florida made a $35 million GEER allocation for the state Department of Education to partner with state and technical colleges to expand and improve short-term programs leading to in-demand technical certificates, career certificates and industry-recognized certifications. Through providing additional resources to these critical CTE programs, the state hopes to “reimagine its postsecondary CTE offerings as a mechanism for economic and social mobility.” Florida made an additional $2.5 million GEER investment to develop the Pathway to Job Market Dashboard, an online platform to compile and centralize data on CTE programs across the state. The dashboard will provide an accessible, comprehensive view of CTE program performance and alignment to labor market needs.

Massachusetts directed $10.4 million in CRF funding to expand workforce partnerships with employers in the state’s target sectors. The investment will create aligned training-employment pathways statewide. The state also made an additional $300,000 CRF allocation to expand a project to transform career/vocational technical high schools into Career Technical Institutes that also serve adult learners. These Institutes will run three shifts a day and train 20,000 new workers over four years in technical fields and skilled trades. The CRF funds were used to supplement the $8.4 million state investment to expand skills training and align programs to industry needs. 

Other states are prioritizing expanding high-quality work-based learning opportunities that connect learners with employers and industry. Delaware invested $8.3 million in ARP state fiscal recovery funds as part of a public-private partnership to expand the Delaware Pathways program, which provides rigorous, industry-aligned career pathway opportunities for high school students. The funding will allow the program to reach over 80 percent of high school learners in the state, as well as over 6,000 new middle school learners. Support will be targeted for workforce development and “earn and learn” apprenticeship programs in high-growth, high-wage target industries such as health care, engineering, finance and information technology.

Iowa made a $10 million CRF allocation to create two Registered Apprenticeship grant opportunities. Apprenticeships follow an employer-driven, “earn and learn” model that connects classroom learning with on-the-job experience and culminates in an industry-recognized credential. One grant opportunity is available for high schools, nonprofit organizations and small businesses, while the other is open to postsecondary institutions and healthcare employers. Grants can be used to purchase equipment or instructional materials to create or expand apprenticeship programs that also provide for online learning. 

As states look to education and workforce development as avenues for mitigating the effects of the pandemic, coronavirus relief funds provide a key opportunity to enhance CTE program quality. Industry-aligned programs that provide work-based learning and pathways to high-quality credentials will be essential to ensure that learners are prepared for a continually shifting labor market.

Vision Commitments ‘Vlog’ Episode 3: Maximizing the Return on Investment for Industry Engagement to Build CTE Without Limits

This summer, Advance CTE is pleased to partner with experts from supporting organizations of Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits) to conduct video panels to delve into four of the five foundational commitments that connect the vision principles. 

Our third panel featuring the Corporation for Skilled Workforce (CSW), National Skills Coalition (NSC) and U.S. Chamber of Commerce Foundation discussed the growth and potential of public-private partnerships and the need for this collaboration across all stages of program development, including design, delivery and evaluation. Each panelist shared their insights on policy frameworks and next steps to more easily facilitate public-private partnerships and better connect systems of education, industry and workforce, as well as recommendations to improve trust-building and communication with industry partners to fully realize the value of CTE. 

All panelists agreed that the positive shift of public-private partnerships towards long-term investments with industry as “end customers” rather than one-time requests for input can strongly benefit CTE, and identified key components to successful partnerships including consistent engagement, braided funding that incentivizes partnership and level-setting on success and performance metrics. Equity was another common theme, with panelists emphasizing the importance of evaluating equity at each program stage, leveraging partnerships to bring diverse voices into program development, and utilizing partnerships to advance skills-based hiring.

This Week in CTE: July 5-9, 2021

Each learner engages in a cohesive, flexible and responsive career preparation ecosystem

Virginia CTE recently started a video campaign titled, Career Success Stars. This video campaign highlights the shared ownership of the career preparation ecosystem in Virginia among learners and families, educators, and business and industry partners. Each video showcases learner success in careers of their choice and is proof of high-quality career pathways that lead to in-demand careers as a result of stakeholder engagement across the state.

Each learner feels welcome in, is supported by and has the means to succeed in the career preparation ecosystem

A recent Regional Educational Laboratory (REL) Central webinar explored current research and district-level strategies to address equitable access, participation and success in CTE programs. Guest speakers on the webinar represented two school districts in South Dakota: Rapid City Area Schools and Huron School District. The third guest speaker represented Portland Public Schools in Oregon. Each speaker shared insights into strategies they’ve been using to enhance and improve CTE programs in their districts. Each learner skillfully navigates their own career journey

CTE Without Limits supporter Data Quality Campaign published a blog this week aligned to principle 3 and the data learners need to successfully navigate their career journey.

Each learner’s skills are counted, valued, and portable

A local partnership is bringing new skills training opportunities to Tennessee. McNairy County Schools and GE Appliances (GEA) have joined together to launch the Skills Training Alliance for Youth (STAY) initiative that will provide new work-based learning opportunities for learners. GEA will hire for part-time work, train and coach ten learners per year. Through the STAY initiative, GEA also commits to an investment in industry credentials. Learn more here.

Western Interstate Commission for Higher Education (WICHE): Interstate Passport® is the only nationwide network of institutionally accredited, nonprofit, public and private two- and four-year institutions dedicated to the block transfer of lower-division general education attainment based on multi-state faculty-developed learning outcomes and proficiency criteria instead of on specific courses and credits. Students of member institutions experience a seamless, efficient and economical transfer process.

New Resource Strives to Strengthen Collaborative Partnerships Between State and Local Partners

Intentional and early collaboration between state and local leaders is vital to ensuring success in high-quality career pathways for all learners. Strengthening partnerships between local entities and state agencies helps each partner achieve its mission and amplify its reach. 

Given the state’s vital role in creating aligned systems, leaders in education, workforce and public policy must commit to breaking down silos and building up trusting, collaborative relationships. This means that leaders at both the state and local level must work together to create shared visions and mindsets and align their work to better support all learners. 

Strengthening state and local partnerships is a critical strategy to advance mutual interests that benefit learners and the entire career pathways system as a whole.  Advance CTE’s latest publication, Strengthening Career Pathways through the Power of State and Local Partnerships, suggests five strategies states can take to build, refine and sustain partnerships across state and local parties — with a specific focus on the challenges that exist in beginning and sustaining those partnerships. Each section of the report describes what the strategy looks like in practice and provides state and local examples of promising practices across the country.

Those strategies include:

Leveraging federal and state funds to fuel local innovation, using state criteria as guidelines for quality

For example, Tennessee leveraged Strengthening Career and Technical Education for the 21st Century Act (Perkins V) reserve funds and provided technical assistance to help Wilson County build and scale a special program for biotechnology that would meet the state’s criteria for approval. After initially approving the program in 2018 as a “special program of study,” the Tennessee Department of Education worked to scale the biotechnology program into the now statewide BioSTEM program of study in the 2019-2020 school year.

Providing meaningful technical assistance to help local administrators define roles and establish shared definitions, goals and strategies.

For example, the Nebraska Department of Education’s reVISION process lays the foundation for strong state and local partnerships through direct technical assistance and support for local education agencies through the use of a state-level reVISION coordinator to collaborate with on the work.

Sharing knowledge, ideas and best practices by extending expertise and leveraging convening power. 

This approach helps local leaders identify proven strategies to overcome challenging barriers. For example, the Colorado Community College System recognized the importance of flexibility, relationship development and collaboration when working on the strategic planning process for Perkins V. This included sharing information on the CTE visioning and strategic planning process, collecting feedback on how to improve the state CTE system as a component of Colorado’s talent strategy, and establishing mutually beneficial relationships with stakeholders for feedback.

Strong state and local partnerships are a key component of any high-quality Career Technical Education (CTE) program. As state leaders begin implementing their Perkins V plans, they have a responsibility to build partnerships with local leaders across their state. States can do this by building trusting and collaborative relationships with local leaders and leveraging economies of scale to provide innovation funding, offer technical assistance and share best practices. This report, and the strategies included, is one tool designed to support state leaders in this endeavor.

Exploring Area Technical Centers: Best Practices for Aligning ATCs to Advance Postsecondary Attainment Goals

Advance CTE’s recent report on area technical centers (ATCs), Building Better Futures for Learners: A 50-State Analysis of Area Technical Centers, revealed that ATCs have a notable footprint in credential and non-degree programs for postsecondary learners and an active role in contributing to state postsecondary attainment goals. However, the extent of their impact varies across states and territories and is strongly influenced by policymaker awareness and systems alignment.  

At the time of our report, forty-five states had set a goal to increase postsecondary attainment. This trend is largely inspired by the work of Lumina Foundation, a national leader in advancing access and outcomes in postsecondary education that set a national goal of equipping at least 60 percent of the working age population with a postsecondary degree or credential by 2025. Expanding access to and providing seamless transitions for learners in their journey to postsecondary attainment is critical to an equitable national economic recovery. 

This post will focus on highlighting several states that offer best practices to elevate the role of ATCs in postsecondary attainment through state oversight, the role of ATCS in statewide postsecondary attainment plans, and statewide systems alignment.

State Oversight 

One of the report’s key policy recommendations is for states to improve the awareness, accountability, and alignment of ATCs through the restoration or enhancement of state oversight of these institutions. 

Utah and Oklahoma provide strong examples of the benefits of robust state oversight and positioning of ATCs. Utah’s area technical centers, known as technical colleges, were recently elevated and designated as eight of the state’s 16 postsecondary institutions under the Utah System of Higher Education. This positioning was a solution to years of legislative changes that had created two systems of higher education, leading to legal and learner navigation difficulties that limited the potential of ATCs. This new position for ATCs enhances learner equity by providing well-aligned pathways from ATCs to four-year postsecondary institutions and uniform credit transfer policies. 

Oklahoma has a separate state agency, known as CareerTech, that oversees all aspects of their CTE delivery system, including 29 ATCs known as technology centers. In addition to serving as the fiscal agent for the state’s robust allotment of CTE funding, the agency also provides oversight of program quality. CareerTech partners with other state agencies to ensure that the needs of underserved populations, including the Indian Education Board and Tribal Reintegration Program and the Department of Veteran Affairs are met. 

The Role of ATCs in State Postsecondary Attainment Plans

While most states reported that ATCs were not specifically mentioned in postsecondary attainment plans, the vast majority strongly agreed or agreed that their ATCs were active contributors to postsecondary attainment goals. 

Delaware’s ATCs have a significant role in supporting the state’s postsecondary attainment goal through the administration of the state Registered Apprenticeship program. This program constitutes almost 70 percent of the state’s vocational/technical school district postsecondary and adult population and allows ATCs to be strongly connected and responsive to state workforce needs despite predominantly local oversight. 

Florida’s ATCs, known as technical colleges, are strongly tied to the state’s attainment goals. Because Florida’s ATCs are accredited by the Council on Occupational Education, they must maintain a 60 percent learner completion rate and 70 percent licensure exam pass rate, effectively exceeding the state’s postsecondary attainment goal. Technical colleges are the focal point of a statewide Get There campaign that combines program grants colleges with a public relations campaign to promote postsecondary attainment through a short-term credential of value. 

High-quality and timely state-level data collection is key to accurate measurement and evaluation of the impact of ATCs on postsecondary attainment. In Oklahoma, the state’s technology centers contributed over 19,000 industry-recognized credentials with an 88 percent adult learner program completion rate in FY2018. Florida reported over 9,000 earned industry certifications and over 14,400 full program completers through its technical colleges for the 2019-2020 academic year. 

Statewide Systems Alignment

While 27 states reported providing some level of programming at ATCs to postsecondary learners, their responses also indicated that ATCs are often disconnected from the larger postsecondary system. A few states stand out as exemplars in intentional alignment between ATCs and higher education systems. 

Ohio includes its ATCs, known as Ohio technical centers (OTCs), in a statewide articulation and transfer agreement established in 2007 known as Career-Technical Credit Transfer. When combined with Career-Technical Assurance Guides that advise learners through the transfer process, these tools give learners and their credits seamless and equitable pathways from OTCs to other postsecondary institutions. Numerous OTCs have also partnered with regional community colleges to design coursework sequences that span both institutions for improved program quality and alignment. 

Florida’s technical colleges are required to achieve seamless articulation and transfer agreements under state law. Technical and state colleges must create regional career pathway articulation agreements that align a technical college program with a degree program at a state college. Clock hours must also be transferable to the aligned state college degree program. 

Effective alignment practices also extend to the relationship between ATCs and workforce development systems. In Delaware, ATCs are members of a statewide CTE alliance that includes representatives from vocational/technical school districts, the technical and community college system, and other state agencies and workforce partners. Collaborative efforts from this alliance expanded the state’s Registered Apprenticeship programs to include pre-apprenticeship and secondary learners, and more career pathways that span multiple institutions.

Getting to Know….West Virginia

Note: This is part of Advance CTE’s blog series, “Getting to Know…” We are using this series to help our readers learn more about specific states, State CTE Directors, partners and more.

State Name: West Virginia

State CTE Director: Dr. Sarah Tucker, Chancellor, West Virginia Community and Technical College

Before becoming the Chancellor of West Virginia’s Community and Technical College System (WVCTCS), Dr. Tucker was a self-proclaimed “data geek” who worked in policy and planning. Dr. Tucker analyzed data that examined who was attending college, who wasn’t and what happened to students once they arrived at college. From that work, Dr. Tucker soon realized that West Virginia’s state workforce needs would not be met if low graduation rates persisted. Dr. Tucker applied for and received a grant that allowed her to play a role in revamping the state’s approach to development education, which resulted in a full scale corequisite redesign of remedial education. As Chancellor of the of the WVCTCS, and now Interim Chancellor of the state’s four-year system of higher education, Dr. Tucker has played a key role in promoting high-quality Career Technical Education (CTE) programs.

About West Virginia: CTE in West Virginia is delivered through secondary institutions, nine community and technical colleges, 24 CTE centers and seven multicounty centers. Historically, CTE in West Virginia functioned separately at the secondary and postsecondary levels. One of the priorities for Dr. Tucker when she became Chancellor was to address this lack of alignment, which she did through working with the State Superintendent of Schools at the West Virginia Department of Education.

In addition to secondary and postsecondary alignment, the quality of CTE programs in the state are bolstered by strong industry partnerships. West Virginia has longstanding, strong relationships with partners, particularly at community colleges. The community colleges in West Virginia work with more than 700 companies across the state. Colleges take a sector based approach to workforce development, meeting with industry sectors throughout the year to get buy-in from companies and to ensure programs align with employer needs.

The state recognized that core to quality programs is ensuring access and equity. West Virginia has a high poverty rate, with 17.8 percent of the population experiencing poverty. To address socioeconomic gaps, in 2019, the State Legislature passed legislation to create West Virginia Invests, which is a last-dollar-in grant program that covers the cost of tuition and associated fees for a certificate or associate degree programs aligned with high-demand fields at public two-year or four-year institutions. Notably, enrollment of first-time freshmen in the state’s nine community and technical colleges increased 9.9 percent from fall 2018 to fall 2019 after the creation of West Virginia Invests.

Learning from CTE Research Partnerships: Building a Collaborative Data Culture in South Dakota

As part of our ongoing blog series aimed at increasing state research on Career Technical Education (CTE), Austin Estes, Senior Policy Associate at Advance CTE, and Corinne Alfeld, Research Analyst at the Institute of Education Sciences (IES), are conducting interviews with individuals who are part of successful CTE State Director research partnerships. The second interview was with Laura Scheibe of the South Dakota Department of Education and Marc Brodersen of REL Central at Marzano Research. Could you both talk about the project(s) that you have worked on and your research questions? How did the relationship start, and who approached whom?

Marc – When we were doing needs sensing with the states in our region, particularly with South Dakota, CTE emerged as a pretty high priority area. We needed to determine what the research questions were, what questions we could actually address, and what data were available that could be used in those research projects. So, this work started off as a technical assistance project where we were working with South Dakota pretty closely and getting all of the relevant players around a table and going through and mapping their data. And it was quite a long process.

Laura – There’s huge support in South Dakota behind CTE, but there wasn’t state-level evidence behind why CTE is such a good thing for students. So, the value that Marzano provided to the project in helping us walk through “this is the data that can help you, this is the process that we are going to go through to help you get to the answer” has been incredibly helpful and not something that we, as a pretty small department of education, could ever have undertaken on our own.

Can you talk about what research questions you ultimately came to and where you are in the process of answering those?

Marc –We have three main questions: 1) What is the impact of being a CTE concentrator on high school graduation, two- and five-year postsecondary enrollment, and completion status? 2) What is the impact of being a CTE concentrator on two-year and five-year employment and quarterly wage status? 3) How do the two-year and five-year outcomes vary by the various CTE Career Clusters®?

Connecting education to workforce data is really difficult, and we’re talking about collecting data over a five to 10 year span for an individual student. Many state data systems don’t go back that far, or data systems have changed, so it’s difficult trying to identify one data system that has 10 or more years of data for an individual student. We’re making it work, but it takes some time and some finagling.  We haven’t even begun to analyze the data so, unfortunately, we can’t talk about any preliminary findings.

What were some of the early roadblocks in building this relationship and starting to examine and compile some of the data?

Laura – One of the roadblocks was just getting everyone around the table and bought into the idea. We’re a fairly small state, so it wasn’t hard to reach out to my counterparts at the other agencies who would need to be involved, but this project was, and continues to be, something that is on top of the day to day work that we do. It’s not driven by any specific policy initiative but rather by everybody around the table acknowledging and recognizing that “yeah, this would be really useful for us.” But, in that sense, it’s hard to get everyone’s commitments to the time it has taken and takes to pull this off and making sure that we’ve got the right people around the room as well. We’ve involved not just the Board of Regents but the technical college system and the people with the workforce data.

Marc – Having somebody at the policy level, the data level and the leadership level in the room at the same time is almost essential, particularly when you’re at the brainstorming phase. You can have the leadership that’s going to say “yes, this is important, and I want you to devote time to this,” and then the data person is saying “well, that data just doesn’t exist,” and the policy person may not know about that piece. And having all three of those perspectives at the same time can save a lot of time and effort.

How do you plan to use this research project to further policy in South Dakota?

Laura – First and foremost, this particular project is demonstrating the value that CTE has to the secondary students. This project pre-dated Perkins V [the Strengthening Career and Technical Education for the 21st Century Act], but as we’re moving into implementation of Perkins V full force in the coming calendar year, with the new requirements that Perkins places on states — and therefore on schools — to be an approved program, we’re seeing school districts question if it’s really worth it. This project is really coming in at a good time where we will hopefully have some data where we can say, “yes, CTE is worth it.” Being able to message that is hugely valuable from the perspective of a CTE Director in a state where almost every single public school district runs an approved program. Now that we’ve got Perkins V and the [comprehensive local] needs assessment, it will be just one more bit of evidence for schools to be able to examine whether they’re providing the best opportunities for our kids.

What advice would you give to other researcher/ State Director partners for conducting CTE research or establishing similar partnerships?

Marc – From my perspective, as far as establishing a partnership, I think face-to-face interactions are invaluable. It takes a while to trust each other or establish a positive working relationship.

Laura – My advice to State Directors would be to really plan for it and make it a priority. And don’t make it something that isn’t part of the day-to-day because then I think the thread can get lost. I would also say getting that higher-level buy-in is really important. It’s important to make sure that you’ve got that policy-level partner to keep things moving along. The benefits will be there in the end, it just has to be woven into the day-to-day of what you’re doing in order to make it all come together.

Going through this process has helped me form partnerships with my colleagues in other agencies even more strongly than I had before. Just the exercise of having gone through all of that and understanding their work and their data and everything they do, having them understand my role and my constraints better, has just made us a more effective CTE/ workforce team in our state. As we move forward with Perkins V and WIOA [Workforce Innovation and Opportunity Act] state plans and all of this other stuff coming, it just benefits us and enables us to work more effectively and work faster now that we have those strong relationships. They were there before, but they’re definitely stronger now as a result of this project.

Marc – One of the things I thought was really neat was getting all these folks together and thinking deeply about data. It might not be the most exciting topic for a lot of folks, but going through the process gave everyone a better understanding of what they can do and how they might be able to work with others. And I think in the day-to-day, not everyone spends that much time thinking at the data and variable level. But doing that will increase everyone’s capacity to be able to do this kind of work moving forward.

One other thing to add just as a side note. Throughout this process, we also collaborated with Nancy Copa at the Common Education Data Standards (CEDS) when we were doing the data mapping piece. We did not officially map the South Dakota data to that, but we used the CEDS as kind of a template to provide us with a common dictionary to have these conversations across departments. And that was really useful. In fact, all of us – the different departments in South Dakota and the CEDS folks –co-presented at the last STATS-DC conference, which I thought was a very positive experience.

Learning from CTE Research Partnerships: How Michigan Built Trust with Researchers to Better Understand State Data

As part of our ongoing blog series aimed at increasing state research on career and technical education (CTE), Austin Estes, Senior Policy Associate at Advance CTE, and Corinne Alfeld, Research Analyst at the Institute of Education Sciences (IES), are conducting interviews with individuals who are part of successful CTE State Director research partnerships. The first interview was with Jill Kroll of the Michigan Department of Education and Dan Kreisman of Georgia State University (and Director of CTEx). The first question we have is about the projects that you work on together: what were some of the research questions you came up with, and how did you come to settle on those research questions?

Jill – I first connected with Dan and with Brian Jacob at University of Michigan when I saw Brian present to our P-20 council about some research that he was doing connecting the wage record data for five community colleges. I was like “Gee, is there any way you can do something similar with the statewide secondary student data?” And he said it was possible. So I worked within our department procedures to find out how we could go about establishing a relationship that would allow this opportunity.

Dan – That led to a whole bunch of other discussions of things that we thought were interesting. So, to say that there is a set of research questions is not the way I view our relationship. We talk with folks in Jill’s office regularly to hear what questions are pressing for them, and then we try to help facilitate answering those and then see where those lead us. I think one of the important things is we try to think about where there are policy levers, so we want to say “If we answer this question, how can the state or the districts use that information to further their mission of providing CTE programming to students in Michigan?”

Jill – I’ve been really happy with the extent to which Dan and the research team have consistently focused on the “so what?” Rather than focusing on vague research questions of interest only to other researchers, they have emphasized their interest in doing research that has practical application, that can be used by educators in the field.

Could you share an example of how you’ve been able to use some of this evidence and research to change policy, or at least to shape your understanding on some decisions that you’re making at the state level?

Jill – When we were starting to work on our Perkins V [the Strengthening Career and Technical Education for the 21st Century Act] state plan, we had a short time to determine what we wanted to consider for our secondary indicator of program quality. Because Brian, Dan, and their students had been working with this data for so many years, they had the capacity to very quickly do the matching and come up with an approximation for us about what postsecondary credit attainment would look like, and what strengths and weaknesses they saw in the data. It would have been really difficult for our office, or even multiple state agencies, to have been able to work that quickly and give it the critical analysis that they did.

The other thing they did when we were making the decision for that indicator is look at the data that we had for work-based learning and tell us what could be done with it. What came out of that was that the data was not in any form that could be analyzed (text and PDFs). This was really revealing to our State Director Brian Pyles, and it led him to set a policy that we are going to build a consistent way of collecting data on work-based learning. So that is another piece where it influenced practice and policy. One of the most exciting and valuable things that I find about the partnership is that Dan and the other researchers have a lot more capacity to analyze the data in a way that we just don’t have the time to do. Sometimes we don’t have the expertise, and sometimes we just don’t look at the data in the same way.

Dan –And there’s a flip side that without their input, we often are looking at data and can’t make heads or tails of something. And we can get on the phone or write an email to someone over there and say “Hey we’re seeing this thing. Can you tell me what that means?” And they will come back with “Oh, the system changed” or “There was this one policy,” and “Here’s what you have to do to make it fit everything else.” And this happens all the time. We would be completely lost without this open channel that we have to their office.

I think it’s important not to dismiss the power of good descriptive work. Lots of times, the questions that states are grappling with can often be illuminated with some really careful and good descriptive work. You can say, “This is what we’re seeing, this is the big picture,” if you step back for a minute, and that information lots of times has been as valuable as the stuff we try to do that is more causally oriented in our research.

Jill – I agree, and I want to follow up on the whole issue of how important trust is. I cannot emphasize enough how important it is to me that Dan and the other researchers come to us with those questions, that they check in with us. That’s absolutely critical. Anyone who works with any kind of data knows that it’s just so complex. If you link tables wrong, or misunderstand a data field, you can come to a completely wrong decision. So that communication and that interaction and trust are key to accurate outcomes.

As you’re both looking ahead, what’s next on the agenda? What are some of the research questions and priorities you have for this partnership?

Dan – Number one is tracking students into the labor market. That’s our biggest and most outstanding question. And the degree to which CTE programs are preparing students for college and the labor market and careers. In terms of other projects, one of the things we’re interested in is technical assessments. We’re also part of a consortium of several states – that’s the CTEx group. We meet annually together, and that allows us to harmonize things across states to see how trends are similar, how enrollment rates work, all sorts of different questions across multiple states.

Jill – One of the things we’re talking about right now is that we don’t have, in an accessible form, data on access to a particular program. We know that career centers serve certain districts, but if someone asked, “If student A is going to Central High School, what programs do they have access to? we don’t have a good way of answering that at the moment. We’ve had a couple of discussions about how we can work together to build basically a dataset that clarifies that. That would be mutually beneficial and would take resources from both in order to do something like that.

Thinking back on this partnership, is there any advice you would give to other State Directors or CTE researchers?

Dan – Building a strong relationship is the first thing you have to do. And part of that is spending time face to face talking about questions, moving around ideas, looking at data together. We had the benefit of a long windup period. We spent at least a year just talking about questions and putting together data before we even started doing any analyses. We also had buy-in from Jill’s office up and down the line from folks who were doing the research to people who were in policymaking roles. And without all of that, none of this would even have been possible.

And the second part is to not downplay the value of just providing good information. A lot of us on the research side don’t realize how little time folks in the state offices have to take a step back and say, “What’s going on with our data? Let’s look at the big picture.” And one of the things we can provide them is just giving them that big picture and handing it to them in a digestible way. And doing that is the first step, is a really good way to start building that trust. They really see the value of what you can do early on. And then you can start to get into more difficult or longer-term questions.

Jill – The first advice I would give is: Do it! Partner with researchers. I can’t say enough positive about it. The second is: Follow department procedures and be transparent with department leadership. You know that windup might be really, really slow while you jog through the channels that you need to in your department to do things by the book, but I think it pays off in the long run.

My third one is: Be transparent and open with school districts. Share what you’re doing and invite their input. Anybody who works with state data would probably know, you’re always a little hesitant about what the public would think about this use of data. The way that Dan and the postdocs and graduate students have openly shared the work that they’ve done with our CTE administrators has really helped, in that I have not gotten any doubt from districts.
