Opportunity Gap Analysis State Catchups: Louisiana

Since the fall of 2021, Advance CTE’s Opportunity Gap Analysis (OGA) workshop has provided training, resources, and support to help state leaders identify and address gaps in access to high-quality Career Technical Education (CTE). Since 2021, Advance CTE has led in-depth gap analysis training with 39 state teams from across the country. These teams have further disseminated the gap analysis process within their state CTE systems, resulting in changes in policies and practices that bring identifying and addressing gaps to the forefront of their CTE programs. In this second blog of the series, Senior Policy Associate Jessi Maddox talks with the Louisiana CTE state team to share the impact and lessons learned from implementing OGA in their state.

Over 168,000 learners participate in CTE programs in the Bayou State. Louisiana Community & Technical College System (LCTCS)’s Division of CTE participated in Advance CTE’s Opportunity Gap Analysis workshop in 2021 to explore how to both expand equal access to CTE programs and fully support learners in these programs. After participating in workshops and a community of practice, Louisiana extended its learning across state and local CTE systems. 

Tell us about yourself and your CTE background:

LCTCS has an unwavering commitment to ensure that all students—regardless of race, color, national origin, sex, or disability—have equal access to succeed in CTE programs. To this end, we are developing and managing a robust framework that fosters an ethical culture and ensures legal compliance. This includes establishing mechanisms to identify, prioritize, and effectively manage compliance risks associated with federal program subrecipients while also overseeing systems to prevent and detect violations.

We are dedicated to fostering collaboration among educational institutions, workforce entities, and community partners to align CTE programs with regional and local workforce needs. This commitment ensures that a seamless educational pathway from K-12 through university to sustainable employment in CTE fields is promoted, with clear transitions from education to career. To support this, we ensure that blended professional development is available for all educational instructors and leaders, offering access to relevant education, workplace training, and credentialing.

When did your state participate in the Opportunity Gap Analysis Workshop, and what in-state training(s) has your team facilitated using the workshop model and/or related resources?

LCTCS participated in the Opportunity Gap Analysis workshop in September 2021 with a team represented by the State Director for Career and Technical Education and Assistant Director for Career and Technical Education. 

Since participating in the workshops the LCTCS team has launched the in-state Opportunity Gap Analysis at our Annual Conference in November 2021 with four virtual sessions, open to all attendees, to spark interest of CTE educators and administrators in the project throughout the system. Four additional workshops followed in 2022 and 2023 targeting implementation of the gap analysis by Postsecondary (PS) CTE and Perkins Coordinators. LCTCS has also implemented communities of practice and participated in cross-state calls to support the work of local administrators. 

The graphic below illustrates the expectation that OGA is embedded in narratives of funding applications and integrated into data-driven activities, including the Comprehensive Local Needs Assessment (CLNA), programs of study, and Annual Performance Reports. While the CLNA, funding applications, programs of study, and Annual Performance Reports are part of Federal and State Requirements, OGA amplifies their connections and strengthens the impact of those requirements on learner outcomes.

 

Describe how your team’s participation in the Opportunity Gap Analysis training impacted CTE in general within your state:

Participating in the Opportunity Gap Analysis has significantly enhanced our team’s data awareness and utilization. This has allowed state agencies to review data using the same parameters when addressing access for all learners. This experience has transformed our approach to data, leading to improved effectiveness in addressing and identifying the needs of all CTE learners.

Describe how the Opportunity Gap Analysis training specifically led to changes in your state’s data policies and procedures:

The Opportunity Gap Analysis training has prompted significant revisions to Louisiana’s Perkins V program practices and procedures, particularly regarding the CLNA and the postsecondary risk assessment. Subrecipients are now expected to use root cause analysis to align their improvement strategies directly with identified needs. For instance, if CTE students are facing difficulties with course enrollment, retention, or completion, subrecipients use OGA resources to identify barriers to access and success. This data provides the justification for additional resources, such as a wireless headset kit to support learners in an Electrical Construction class. 

Furthermore, changes to the basic and leadership application reviews mandate that subrecipients provide more precise SMART goals and specify evidence-based strategies or activities. OGA has amplified the inclusion of data. Below is a graphic with an embedded video that illustrates OGA in action, energizing outreach, impacting enrollment, changing the landscape, and empowering learners. 

Please describe any steps that have been taken to improve access for CTE learners after going through the CTE opportunity gap analysis process:

Our team has implemented several measures to enhance equal access for all CTE learners. For the 2024-2025 fiscal year, we incorporated the OGA methodology and the Logic Model into the State CLNA Quick Guide. We emphasized the use of evidence-based practices in the review of local application plans (LAP). Specifically, the LAP includes questions that focus on disparities in access and requires detailed information on identified gaps and the strategies to address them. Local grant recipients must identify access gaps found in their CTE programs and use evidence-based action planning to specify the methods used to mitigate said gaps. Furthermore, all subrecipients are expected to employ evidence-based strategies in their improvement plans and performance evaluations, specifying whether the strategy contributed or did not contribute to results. In the example mentioned previously, data was used to justify the purchase of wireless headsets for an Electrical Construction class, which in turn has supported increased enrollments, and more importantly, has contributed to participants continuing and completing the program.

What lessons learned, or outcomes, from your workshop and facilitation experiences would you most like to share with states considering participating in an Opportunity Gap Analysis cohort?

Throughout this process, our team has gained several valuable insights. If we were to share lessons learned with other states, the foremost recommendation would be to revisit the OGA workshop materials frequently and incorporate it as often as possible. Given the frequent staff changes, the need for refresher training for growing understanding and maintaining familiarity with the work is crucial. To address this, we have integrated various activities into grant operations, the grant application process, and most data-related activities.

Achieving Inclusive CTE: Early Achievements and Upcoming Opportunities to Support Inclusive CTE

In 2022, Advance CTE and Education Strategy Group, through the New Skills ready network initiative, released the Achieving Inclusive CTE Goal-Setting Tool (AICTE). This tool adds a new resource to the data toolbox for state and local CTE and career pathways leaders to assess learner group data. The goal-setting tool enables leaders to analyze CTE learner group data in comparison to the broader student population. The purpose of the tool is to support leaders with their efforts to recruit, engage and support underrepresented learner groups to increase access to high-quality Career Technical Education (CTE) programs and career pathways. 

Over the past six months, four states, Alabama, Indiana, Louisiana and Utah, have participated in a technical assistance cohort to leverage the AICTE Goal-Setting Tool to evaluate the inclusivity of their system and establish goals to improve equitable access and outcomes for learner populations in their states. The cohort of technical assistance included two workshop sessions to review the tool and its analyses; ongoing support and coaching calls with each state team to guide the use of the tool in their states; and two Communities of Practice sessions to share promising solutions and discuss shared challenges. The two states that completed the pilot of the Goal-Setting Tool, Colorado and South Carolina, were also invited to attend the Communities of Practice sessions.

Lessons Learned

The Achieving Inclusive CTE Goal-Setting Tool Supports Perkins Performance Indicators: The AICTE Goal-Setting Tool analyzes data for 11 indicators across all learner populations. This level of analysis includes gender, race and ethnicity and special populations (English learners, Migrant learners, Economically Disadvantaged and Learners with disabilities). The disaggregated design of the Goal-Setting Tool supports users in drilling down specific areas for improvement and support. Utah is utilizing the tool to support one of its Perkins performance indicators: nontraditional participation. With the help of the AICTE Goal-Setting Tool, the team will leverage the data analysis to identify areas where their state and local leaders can make a greater impact to increase nontraditional participation and understand if the adjusted performance targets the state has set are reasonable to achieve.

As the team works towards achieving its Perkins performance goals, the Utah team will also conduct a state-level analysis of nontraditional participation for multiple years to compare the data and identify any changes in the groups over time. Additionally, the state team plans to conduct training to support local leaders with the use of the Goal-Setting Tool and allow them to enter their own data to identify opportunities for a more inclusive CTE system. The team will provide this training to local CTE leaders during the winter months of 2023 and will align the Goal-Setting Tool with their Opportunity Gap Analysis workbook and data.

With the assistance of the Goal-Setting Tool, the team shared that the greatest benefit is having more insightful data analysis in conjunction with their Opportunity Gap Analysis. According to the team, using the tools together offers a greater understanding of the CTE system and areas where learners need to be recruited, supported or engaged. 

The Achieving Inclusive CTE Goal-Setting Tool is a Strong Companion in the Comprehensive Local Needs Assessment Process: One of the many use cases for the Goal-Setting Tool is the examination of equity and disaggregated learner performance data as part of the Perkins V Comprehensive Local Needs Assessment (CLNA). The Goal-Setting Tool takes a deeper dive into the CTE continuum to identify priority areas for Perkins plans. The team in Indiana is taking full advantage of the Goal-Setting Tool with their CLNA process by planning to include training on the use of the goal-setting tool in their next round of Equity Labs. Equity Labs are regional sessions held across the state to share the importance of equity and inclusivity in CTE programs and career pathways. 

The Goal-Setting Tool will support Indiana’s CLNA process by providing a tool to facilitate a deep dive into each district’s data. The state team plans to supply regional and district CTE leaders with the Achieving Inclusive CTE Goal-Setting Tool to analyze data, set a goal to increase equity and inclusivity and implement a practical strategy to achieve the goal. 

To use the Goal-Setting Tool to its full potential in Indiana’s CLNA process, the team plans to provide local CTE leaders with ongoing support and opportunities for follow-up to ensure locals are leveraging root-cause analysis to better understand data trends. The state plans to leverage the tool for continuous monitoring of the practical strategies and interventions deployed to create a more equitable and inclusive CTE system.

The Achieving Inclusive Goal-Setting Tool Supports Data Tools Alignment: Each state selected to participate in the pilot and technical assistance cohort previously completed the Opportunity Gap Analysis Train-the-Trainer workshop, a workshop that prepares CTE leaders to provide comprehensive training on the importance of equitable access to high-quality CTE, demonstrates how to conduct a percentage point gap analysis to identify gaps among learner groups including race and ethnicity, gender and special populations and conducting a root-cause analysis to understand the implications on the data.

The AICTE Goal-Setting Tool is the next phase of data analysis work to support inclusive and equitable CTE systems: analyzing the current representation of learners in CTE programs compared to the learners that could be engaged, recruited and/or supported in CTE and setting goals to achieve a more equitable system. 

While these tools complement each other in their analyses and findings, participants using the tools identified the importance and value of ensuring the two tools work together and clearly communicating the alignment of the tools to their local-level CTE leaders and practitioners. Colorado is making progress leveraging both tools with their local-level CTE leaders and practitioners. To support the local-level use of the tools, the Colorado state agency provided the Opportunity Gap Analysis dashboard to their local-level teams. Then it provided guidance on using the AICTE Goal-Setting Tool. By leveraging the two tools together, locals were able to identify opportunity gaps in CTE enrollment and then further drill down on equitable access and inclusivity in every stage of the CTE continuum across specific CTE programs using CIP code-level data. Conducting analysis with CIP code-level data allows districts within a state an opportunity to identify where they have gaps. As districts continue to leverage both tools, they can work collaboratively with industry partners to expand access to CTE career pathway programs and work-based learning opportunities. 

To ensure alignment between the tools, the Colorado team launched both tools to every district and consortia to review regional data to account for small n-sizes. The Colorado team has held several sessions on data quality and interpreting the data dashboards. These sessions include guidance and support to identify trends in the data. The state team continues to offer support sessions and office hours to discuss all data-related issues.

As the team looks ahead, they plan to leverage the two tools in their Perkins state plan revisions. The team will begin regional meetings for the Comprehensive Local Needs Assessment (CLNA) to gather input for the state plan to ensure it includes robust and diverse perspectives especially when setting state performance targets. The state team will set Perkins performance targets leveraging both the Opportunity Gap Analysis dashboard and the AICTE Goal-Setting Tool. 

Looking Ahead

The Achieving Inclusive CTE Goal-Setting Tool is a strong data analysis tool for CTE leaders and Advance CTE is committed to supporting states with the use of the tool to achieve more inclusive and equitable CTE systems. In the coming months, Advance CTE will launch a second round of technical assistance to guide participants through the use of the tool, provide individualized coaching and support for states using the tool and elevate the promising approaches and successes from the use of the tool. ECMCF Fellow Feature: Shelsi Barber-Carter

In September 2022, Advance CTE and ECMC Foundation announced the second cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE) that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. 

This month, we’re excited to highlight two members of Advance-CTE’s second cohort of Postsecondary State CTE Leaders Fellows. In our interview with ECMCF Fellow Shelsi Barber-Carter (AR), she shared how participating in the Fellowship helped her gain confidence leveraging learner data to inform policies that shape CTE programs across the state.

Tell me more about your journey to the Fellowship.

My journey to the fellowship is the result of networking and being strongly connected to like-minded individuals that play major roles in CTE. As an alumnus of the ACTE Next Level Fellowship, I found myself participating in activities and events that were held or affiliated with Advance CTE. As I attended those events, I heard so many great things about what Advance CTE was doing and how the organization provides greater opportunities for upcoming leaders in Career and Technical Education. With that in mind, I was really drawn to Advance CTE’s work, especially since it aligns so closely with my passion for improving outcomes for learners in CTE programs. As a former resident of rural Louisiana, I know that educational opportunities can be limited based on where you grow up; so, the way Advance CTE structures its approach to support states in providing access to high-quality CTE programming for every learner, regardless of their background, really spoke to me. During the time of my promotion to Louisiana Community Technical College System, my supervisor encouraged me to apply, especially since I was working more in the area of DEI at the time. 

I will say, since I have been a part of the fellowship, Dr. Johnson and my mentor Dr. Shorter-Gooden have been so supportive in helping me to understand where I can have the greatest impact in my community without directly serving in a postsecondary role. They rock!

What skills or areas have you experienced the most growth in the program?

I’ve experienced a lot of growth in my skills around strategic planning and my confidence in working hands-on with data. I’m excited to be able to say that I’m truly data-driven, and I’ve been able to effectively leverage data in my presentations about the impact that poverty has on learners. To add, I believe the skills I have developed through the Fellowship are going to help me increase ways on how to bring about awareness and influence when supporting every learner in becoming successful citizens, including those from underserved communities.

Have you been tapped for new or more advanced roles within your organization as a result of your experience in the Fellowship?

Yes, I was recently promoted to the CTE Special Project and Jobs for Arkansas’s Graduates (JAG) Coordinator for the state of Arkansas. In this role, I’m responsible for overseeing all secondary and post-secondary JAG and college success programs. I have over 600 students on the secondary side and 12 postsecondary institutions that I oversee through the College Success program. I strongly believe participating in the Fellowship helped me become more comfortable in working in a CTE space while embracing a role that calls for me to articulate my knowledge and understanding of learner’s data as it relates to the policies and guidance that I am providing to my team. I also believe my experience in working with Perkins has helped me excel in this role.

How has your experience in the fellowship helped you explore new spaces or positions in postsecondary state CTE leadership? 

With my experience in working with federal grants (Perkins and TRIO) and building partnering relationships with individuals from business and industry, I strongly believe the fellowship has allowed me the chance to openly connect and engage great leaders; as well as maintain important conversations about CTE with the decision makers in that space.  For example, I recently met with one of our state higher education leaders and felt fully equipped to have that conversation. When I speak with someone, I have a purpose in mind. I have a goal in mind. And I think Advanced CTE really prepared me for that.

How has the Fellowship expanded your network? 

Within the cohort alone- I’ve been able to network and bounce ideas off others to get a lot of great ideas about how to approach the work. Their perspectives have been invaluable, and I’ve been able to leverage this confidence and knowledge especially when I am speaking with state leaders about relative topics and issues that focus on the “learners’ voice in rural communities”. 

Have you discovered new opportunities for what a role in postsecondary CTE could look like/ the responsibilities of such a position?

I would love to step into a role where I’m working in adult education and workforce. I’ve built a lot of knowledge through my work with secondary and postsecondary education under Perkins, so I believe I am better prepared now to speak to those areas; as well as assist and provide a service that will really show the type of work that I do. 

A lot of the programs that I oversee include work-based learning, career development, internships, and apprenticeship programs. We connect learners with scholarships and job placements, so I am confident that there is a natural fit for me to step into a role on the workforce side of these programs.

The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE) that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. This month, we’re excited to highlight two members of Advance-CTE’s second cohort of Postsecondary State CTE Leaders Fellows. ECMCF Fellow Kayla Brossett (LA) is passionate about expanding access to high-quality apprenticeship opportunities for every learner, and creating strategic partnerships across industry groups to achieve this goal.

Tell me more about your journey to the Fellowship.

I discovered the Fellowship through my previous role with ECMC Foundation in their education solutions division. As a woman of color, I’m very passionate about finding ways to address the lack of racial diversity that I’ve observed in state leadership and throughout my own career as I’ve advanced to different leadership opportunities. I want to find ways to elevate women of color into important decision-making roles in CTE, especially since they are involved in the delivery of these programs. This demographic is underrepresented in workforce development and STEM, so the Fellowship provided an exciting opportunity to expand my network and connect with people who not only look like me, but share my passion for this work. 

What skills or areas have you experienced the most growth in the program?

Through the Fellowship, I’ve had the chance to learn and interact with my cohort and expand my knowledge of the work happening in other states. I’ve really enjoyed connecting with other Fellows who are also doing work around registered apprenticeships. It is fascinating to see how different cities, like Denver, are able to achieve high completion rates for African American women.

The panels have been informative and having this interactive component to the workshops has made connecting with the speakers to learn more about their work more accessible and more effective in developing my own understanding of the discussion topic.

I’ve also learned a lot through working with my coach and her perspective on my process for completing my real-world project has been invaluable. As a consultant that specializes in DEI work, she’s helped me apply an equity lens to the design of my work and iron out details to narrow my focus, and I think the impact will be much stronger for it. I’m focusing in on a more specific demographic of African American women in a certain age range and a certain economic class, and she encouraged me to make these changes because it will lead to more specific measures and higher-quality data collection.

Have you been tapped for new or more advanced roles within your organization as a result of your experience in the Fellowship? 

I am excited to announce that I’ve recently launched my own workforce development firm, Brown Skilled Girl. The idea for this business stemmed from early work on my Real World Project which focuses on gathering data from 500 African-American women to inform interest in training and registered apprenticeship programs for the state of Louisiana. Brown Skilled Girl is a workforce development intermediary firm that aims to elevate African-American women into high-paying career pathways through data analysis, professional mentoring, registered apprenticeship programs, targeted core and soft skills training solutions, and strategic corporate partnerships. Our vision is to advance 1 million Black and Brown American women into diverse and future-ready careers paying a salary over $100,000 USD in 10 years. Our mission is to empower women of color to achieve their full potential by creating pathways to high-paying, fulfilling careers and ensuring that they receive the training and support they need to succeed.

How has your experience in the fellowship helped you explore new spaces or positions in postsecondary state CTE leadership?

I’ve learned a lot about the different funding streams involved with implementing CTE programs. Developing this knowledge will allow me to empower learners through the different opportunities for funding to return to school to earn their credentials and complete their program without debt. That is really powerful and certainly something that I will take with me into my work with Brown Skilled Girl.

I am very interested in working across states to build coalitions to drive strategic outcomes for learners. Prior to the Fellowship, I thought I had to solve all the problems at once, and now I have a more comprehensive view of the different pieces that need to come together to build these solutions. Maybe there is an issue with data use or quality, maybe the issue is due to low awareness, or maybe communication and marketing is the problem. By understanding the root cause, I feel more equipped to develop a plan and identify the right team need to solve specific problems.

I’m currently looking at how I can support companies in securing grants to support their ability to be apprenticeship partners. Registered apprenticeships have demonstrated strong outcomes for learners, particularly in IT.  Studies have shown that there are so many positive outcomes in their placement and their job advancement that I think that every student should have the opportunity to at least decide if that’s something that they want to enroll in.


Have you discovered new opportunities for what a role in postsecondary CTE could look like/ the responsibilities of such a position?

I envision working within state government, and my goal is to create coherent connections between workforce development and economic development to increase the health and responsiveness of the state economy. I see an opportunity to broker partnerships with near-peer states, like Texas, to learn more about how Louisiana could emulate the systems that have been successful in increasing employment opportunities. People are a critical piece of this work and economic development needs to merge so that locals are being trained to assume these new jobs that will improve the economic outlook of the state as a whole.

College in High School Series: a Look at CHSA’s State Policy Roadmap

Advance CTE serves as a steering member of the College in the High School Alliance,a coalition of national, state, and local organizations collaborating to enable high school students to enroll in authentic, affordable college pathways toward postsecondary degrees and credentials offered with appropriate support. This blog, the second in a series, highlights the CHSA’s Unlocking Potential guide that elevates findings and work states are doing to design and deliver high-quality college in the high school programs. 

Resource Overview

College in High School Alliance (CHSA)’s Unlocking Potential: A State Policy Roadmap for Equity & Quality in College in High School Programs provides a comprehensive set of policy recommendations for states looking to expand equitable access to college and high school programs. This guide provides policy recommendations as well as actionable items for state and local administrators and concludes with other examples of state tools and resources.

Background:

College in High School Alliance defines college in high school programs as dual enrollment, concurrent enrollment, and early college high school. These programs are formed via partnerships between school districts and accredited institutions of higher education to provide high school-age students postsecondary experiences that lead to college credentials or degrees. 

The number of students participating in College in High School Programs has increased to provide opportunities to more than 5.5 million secondary learners, with Career Technical Education (CTE) courses making up one-third of enrollments (1). While these programs have proven popular and in high demand, enrollment demographics do not reflect the full diversity of the learner population. Significant opportunity exists for reducing barriers to accessing College in High School Programs for all learners, especially those in low-income communities, learners of color, learners from rural communities and first-generation college-goers.

Unlocking Potential provides recommendations and highlights work for state policies that advance the goals of equity and quality for college in high school programs in six categories:

The policy recommendations are presented along a continuum: foundational, advanced, and exceptional policies. Foundational policies are those that every state must have to best support its learners.

For example, under the Equity Goal and Public Reporting, Every Student Succeeds Act (ESSA) data reporting requirements would be considered a foundational policy. On the other end of the spectrum, states can enhance these same data reporting requirements by creating tool kits and providing technical assistance to empower local use of data to remove barriers for learners and create more equitable programs.

Legislative Update: Lawmakers Set to Meet Next Week on the Debt Ceiling

This week lawmakers have continued to struggle to find consensus on how to lift the nation’s borrowing authority. In addition, significant legislation regarding postsecondary data and apprenticeships has been introduced in the House and Senate with implications for Career Technical Education (CTE) while the U.S. Department of Education (ED) announced a new round of funding for state longitudinal data systems. 

Lawmakers Agree to Meet Next Week on Debt Ceiling

Since the beginning of the 118th Congress lawmakers have struggled to agree on whether and how to raise the nation’s statutory borrowing authority (known informally as the debt limit or ceiling). In recent weeks, House Republicans have advanced legislation that would dramatically cut investments in domestic programs, including the primary federal investment made in CTE by the Carl D. Perkins Career and Technical Education Act, in exchange for raising the debt ceiling through the spring of 2024. However, the legislation contains several policy provisions, including these significant funding reductions, that congressional Democrats and President Biden have indicated they will not support.

Senate Majority Leader Chuck Schumer (D-NY), in a Dear Colleague letter this week, re-emphasized Democrats’ position that the debt ceiling should be extended without preconditions and shared plans to hold hearings in the coming weeks to draw attention to House Republicans’ recent legislative proposal. 

As the impasse continued this week, U.S. Secretary of the Treasury Janet Yellen wrote to lawmakers indicating that she expects the federal government to reach this limit as soon as June 1 of this year. Following her letter, President Biden invited top Congressional leaders from both parties and chambers to meet on May 9 to further negotiate a path forward.

As these efforts continue, Advance CTE will continue to closely monitor this situation and engage with partners to ensure that this process does not adversely impact federal investments in CTE as part of the ongoing federal fiscal year 2024 (FY24) budget and appropriations process. 

House Lawmakers Introduce Apprenticeship Proposal

A bipartisan group of House lawmakers led by House Education and the Workforce Ranking Member Bobby Scott (D-VA) and Representative Brian Fitzpatrick (R-PA) introduced the National Apprenticeship Act of 2023— legislation that would comprehensively update, for the first time since 1937, the primary federal law that authorized registered apprenticeship programs (RAPs). If enacted, the law would codify and update existing RAP regulations while providing more than $3.8 billion in funding for the expansion of these, and related programs, for new occupations and a wider array of learners. Notable for the CTE community, the legislation would also formalize expectations for pre- and youth-apprenticeship programs which often serve as on-ramps from education into RAPs. Elsewhere, the U.S. Department of Labor is hosting a listening session today, May 5, to receive input from the public regarding improvements and enhancements that can be made to the existing RAP system. More information regarding this opportunity can be found here.

Postsecondary Data Modernization Bill Reintroduced

Earlier this week a bipartisan group of Senators, led by Senate Health, Education, Labor and Pensions Ranking Member Bill Cassidy (R-LA) and Senator Elizabeth Warren (D-MA), and a bipartisan group of House lawmakers, led by Reps. Krishnamoorthi (D-IL) and Joe Wilson (R-SC), reintroduced the College Transparency Act (CTA). This legislation would make much needed reforms to the nation’s postsecondary data reporting system.

Advance CTE has long supported and endorsed this legislation, which would overturn an existing ban on the creation of a postsecondary student unit record system– a feature of current law that greatly diminishes the ability to understand postsecondary outcomes for many learners. The legislation would make several other data improvements that would increase transparency, improve the timeliness of this information and enhance the accuracy of the data that is collected from postsecondary institutions. These improvements would ensure that consumers, and the wider public, have better access to the data to make more informed decisions regarding postsecondary education and training. In other postsecondary data developments, the U.S. Department of Education (ED) has recently updated the College Scorecard. This year’s scorecard now features four years of earnings data for program completers, includes new demographic data and expands data collection to cover graduate programs. ED Announces New Rounds of SLDS Funding 

Earlier this week, the U.S. Department of Education (ED) announced the availability of a new round of State Longitudinal Data System (SLDS) Grant program funding. These resources are intended to support states in developing and modernizing SLDSs to improve the utility of student-level data and develop more cohesive and comprehensive P-20W (early education through workforce) data systems. This latest round of grants will promote four priorities for proposals and projects that seek to improve data infrastructure and interoperability, college and career, school finance and those that support various state-level policy concerns. Only state education agencies may apply for funding and they must express interest in doing so by May 19. More on how to apply for funding can be found here

In addition, the Data Quality Campaign, in partnership with Advance CTE and many other national organizations, released a new vision for transforming SLDSs this week, which includes actionable use case examples and provides policy suggestions for improving state data systems and promoting integrated, interoperable and linked data.

Spotlight on CTE Month: Celebrating the creative ways states engaged with stakeholders

February’s Career Technical Education (CTE) Month celebrations illustrated CTE’s continued spotlight in both federal and state communications and policymaking. This post recaps some of the inspiring activities from across the nation elevating both the value of CTE and the learners it serves.

Spotlight on CTE in the Nation’s Capital

CTE Month started strong this year with a major policy speech by U.S. Secretary of Education Miguel Cardona, during which he highlighted the importance of Career Technical Education (CTE): “We must challenge our myopic view that emphasizing the importance of career pathways is about limiting students, or the view that its four-year-college or bust. Advancing career pathways in high schools is about more options for students, not less. What it does is prepare them for the careers of today with options, and in some cases, their employer will pay for their future education. If we do this well, our graduates will be able to compete on a global stage. It’s my intention to Raise the Bar so we can lead the world in advanced career and technical education.” 

Just two weeks later, First Lady Jill Biden’s guests for the State of the Union (SOTU) address included Kate Foley– a 10th-grade computer-integrated manufacturing student who the First Lady had met last year during a visit to CTE programs in Rolling Meadows High School. In addition, Rep. Glusenkamp Perez (D-WA) brought Cory Toppa, a construction, engineering design, and manufacturing teacher at Kalama High School and the director of CTE for the Kalama school district. 

During the SOTU, President Biden highlighted how the intersection of education and workforce development is integral to America’s ability to compete within the wider global economy. The President mentioned career-focused education saying, in part, “Let’s finish the job, and connect students to career opportunities starting in high school, provide access to two years of community college, the best career training in America, in addition to being a pathway to a four-year degree. Let’s offer every American a path to a good career, whether they go to college or not.” 

Finally, support for CTE  extended to Capitol Hill, with both the House and Senate passing resolutions supporting CTE that achieved a high water mark for the number of co-sponsors.

Spotlight on CTE in State Capitols and Beyond

Outside of the U.S. House, 25 states and at least 1 U.S. Territory had proclamations designating February as CTE Month, and many state capitols hosted CTE students for showcases and meet and greets.

 

Spotlight on engaging with CTE stakeholders

Many states used CTE Month as an opportunity to connect with learners, families, employers and other stakeholders.

Louisiana hosted a roundtable discussion featuring panelists from K-12, postsecondary and industry professionals at their annual conference. Michigan hosted a Value of CTE virtual conference for employers and Missouri launched their CTE Perceptions Survey to learners, families, educators and business leaders.

 

States used a variety of marketing channels to share stories and promote CTE. Wyoming released a CTEZine published in local newspapers. South Carolina created My CTE Story videos featuring learner stories. North Dakota shared tips for maximizing messaging during CTE Month in their monthly newsletter. Oklahoma created a week’s worth of suggested activities that fostered pride in and self-promotion of local programs during #ILuvOKCTE week.

Through social media posts, many states shared information on the power and purpose of CTE as well as success stories and celebrations of CTE learners.

Legislative Update: Bipartisan Spotlight on CTE This Week

This week the President delivered the annual State of the Union Address to a joint session of Congress, while the House held its first hearing of the new 118th Congress. Elsewhere Career Technical Education (CTE) champions in the House introduced a resolution designating February as CTE Month while lawmakers reintroduced legislation that would greatly expand postsecondary CTE opportunities for learners across the country. 

President Biden Delivers State of the Union 

On Tuesday, February 7, President Joe Biden delivered the annual State of the Union address to a joint session of Congress. The speech focused on the President and Congress’ accomplishments over the last two years, including significant investments in advanced manufacturing, the nation’s infrastructure, and other domestic priorities, while also reiterating a need to “finish the job” in the 118th Congress—a recurrent theme that the President returned to throughout the evening. Ahead of the address to the joint session of Congress, First Lady Jill Biden’s guests included Kate Foley– a 10th grade computer-integrated manufacturing student who the First Lady had met last year during a visit she and other Administration officials made to CTE programs in Rolling Meadows High School. In addition, Rep. Glusenkamp Perez (D-WA) brought Cory Toppa, a construction, engineering design, and manufacturing teacher at Kalama High School and the director of CTE for the Kalama school district as her guest during the speech. 

During the speech, the President touched on a wide range of issues, including universal preschool for three- and four-year olds, raising teacher salaries, and calling on Congress to provide greater resources for digital connectivity. However, the President consistently highlighted the centrality of education and workforce development as part of America’s ability to compete within the wider global economy. Notably, the President touched on Career Technical Education (CTE) saying, in part, “Let’s finish the job, and connect students to career opportunities starting in high school, provide access to two years of community college, the best career training in America, in addition to being a pathway to a four-year degree. Let’s offer every American a path to a good career, whether they go to college or not.” 

Reinforcing the Biden Administration’s sincere and growing interest in CTE, U.S. Secretary of Education Miguel Cardona visited high school career academies in Omaha, Nebraska the following day to discuss students’ experiences in these programs. Advance CTE was proud to honor this program as an Excellence in Action awardee in 2015, highlighting the program’s exemplary performance which was on full display as part of the Secretary’s visit this week. As shared by the U.S. Department of Education (USED), the visit was also intended to reinforce Secretary Cardona’s recent speech outlining his Department’s priorities for the coming year, which include a focus on strengthening CTE pathways for students. House Education Committee Hosts First Hearing

The newly renamed House Education and the Workforce Committee, Chaired by Rep. Virginia Foxx (R-NC) held its first hearing this week titled, “American Education in Crisis.” Witnesses included Virginia Gentles, Director of the Education Freedom Center at the Independent Women’s Forum, Colorado Governor Jared Polis, Scott Pulsipher, the President of Western Governors University, and Monty Sullivan, the President of the Louisiana Community and Technical College System. The wide-ranging hearing was intended to highlight aspects of the committee’s likely agenda over the next year ranging from K-12 and postsecondary education to workforce development. During the hearing several CTE topics were discussed at length, including the need to greatly expand postsecondary CTE opportunities by enacting legislation that would expand federal Pell grant eligibility for high-quality, shorter-term CTE programs. 

Hearing witnesses, along with an array of committee members on both sides of the aisle, also voiced support for these much needed reforms to the nation’s postsecondary education system. “The single most important step Congress can take in helping address our nation’s skill shortage is to immediately authorize the use of Pell Grants for workforce programs. . . [I] strongly urge Congress to come to consensus on legislation that, when passed, will enable a significant increase in the number of students across the country who will have a new opportunity in how they improve their skills”  Monty Sullivan shared as part of his testimony. 

Beyond short-term Pell reform, the hearing also touched on the need to reauthorize the Workforce Innovation and Opportunity Act (WIOA) and the Higher Education Act (HEA), most notably by more tightly aligning these federal investments in future legislative updates. In particular, witnesses spoke about the importance of wrap-around services and developing integrated systems of education and workforce development that more effectively ensured learner and worker success. Witnesses also voiced strong support for expanding work-based learning opportunities, particularly  apprenticeship programs and called for a broadening of federal support for multiple postsecondary pathways that lead to opportunity. House Lawmakers Reintroduce the JOBS Act

Late last week, a group of bipartisan lawmakers including Reps. Bill Johnson (R-OH), Lisa Blunt-Rochester (D-DE), Michael Turner (R-OH), and Mikie Sherrill (D-NJ), reintroduced the Jumpstarting our Businesses by Supporting Students (JOBS) Act (H.R. 793)– legislation that would expand federal Pell grant funding eligibility to high-quality, shorter-term CTE programs that meet certain criteria. The bill is the House companion to legislation also reintroduced in the Senate last week, which is currently supported by just under half of the upper chamber. Advance CTE is proud to support this legislation and encourages members to reach out to their Representatives to encourage them to co-sponsor the legislation this Congress. House CTE Caucus Introduces CTE Month Resolution 

On Wednesday, February 8th, House CTE Caucus Co-chairs Reps. Glenn “GT” Thompson (R-PA) and Suzanne Bonamici (D-OR) introduced a resolution recognizing and designating February as National CTE Month (H. Res. 110). The resolution was co-sponsored by a broad bipartisan coalition of 71 Representatives– a new high watermark of support for the annual resolution. Advance CTE and the Association for Career and Technical Education (ACTE) were joined by more than 50 other organizations who also supported the introduction of the resolution this week. 

“We are proud to support the 2023 Career Technical Education (CTE) Month resolution as a celebration and recognition of the impact CTE has for learners as they explore and find their career passions, secure meaningful credentials of value aligned to in-demand careers and provide employers with a highly skilled workforce that is responsive to rapidly evolving industry needs,” said Advance CTE Executive Director Kimberly Green. Senate HELP Organizes

The Senate Health, Education, Labor, and Pensions (HELP) Committee– the entity with responsibility over CTE policymaking in the Senate– met for the first time this week to formally organize and adopt rules for the Congress. New HELP Committee Chair Bernie Sanders (I-VT) emphasized his desire to focus on a wide range of healthcare issues, including a focus on the workforce shortages within the sector. Chair Sanders noted that “We desperately need plumbers and carpenters and electricians and yet we don’t have the training capabilities of doing that.” He highlighted apprenticeships as a potential strategy to address these needs and emphasized that he hoped to work together with Ranking Member Bill Cassidy (R-LA) and his colleagues on these issues in the coming Congress. 

During remarks,  Ranking Member Bill Cassidy (R-LA) emphasized his desire to reauthorize WIOA and HEA, while also identifying reducing the costs of postsecondary education as being another potential area of bipartisan consensus he hoped to pursue over the next two years. The brief organizational meeting also featured high-level remarks from other committee members who highlighted their priorities for the coming Congress. Getting to Know the 2022- 2024 Advance CTE – ECMCF Fellows Part 2

In September, Advance CTE and ECMC Foundation announced the second cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE)  that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement.

This post continues our series to introduce each Fellow participating in the second cohort of emerging leaders from 14 states, including 12 professionals of color.

Kayla Brossett, Louisiana

Kayla Brossett has more than a decade of experience designing and managing strategic industry partnerships, with a specialty in workforce development, diversity, equity, inclusion, and student career services. Currently, she serves as the US Director of Employer Partnerships at the Wadhwani Foundation. She earned a bachelor’s degree in journalism from Northwestern State University and a master’s degree in communications from Grambling State University.

 

Jomarie Coloriano, Wisconsin 

Jomarie Coloriano’s professional experience is deeply influenced by her passion for social justice and systems reform. She has received multiple accolades for her work in diversity, equity, and inclusion and student support including being named the 2021 Gateway Technical College DEI Champion, the National Association of Student Personnel and the Administrators NOW 2020 Professional in Inclusion, Currently, she serves as a Multicultural Support Specialist at Gateway Technical College and an adjunct faculty member in the School of Liberal Arts and Sciences and School of Protective and Human Services.  Jomarie is also a doctoral candidate in the Leadership for the Advancement of Learning and Service program at Cardinal Stritch University.

 

Yolanda Flores, Florida 

Yolanda Flores specializes in supporting and preparing refugee and migrant learner populations for secondary and postsecondary success. Her more than two decades of experience include an instructor, school administrator, grants coordinator, and special populations program administrator. Currently, she serves as Administrative Director for Postsecondary, Adult & Community Education for Collier County Public Schools. Flores earned a bachelor’s degree in social science education from the University of Central Florida and a master’s degree in educational leadership from the University of South Florida.

State CTE Policy Update: Examining CTE Instructor Compensation Strategies

The National Council on Teacher Quality (NCTQ) released its report “State of the States 2022: Teacher Compensation Strategies” earlier this month. This report takes a deep dive into the compensation strategies each state and the District of Columbia use to continue to recruit and retain talented instructors.

Instructors are the backbone of high-quality Career Technical Education (CTE) and are essential to ensuring that each learner is fully supported by the career preparation ecosystem of their state. “Teacher Compensation Strategies” divides compensation strategies into three different categories: 1) Differentiated pay; 2) Performance pay, and 3) Pay for prior work. While the first two offer their own merit, and all can perhaps be used in some combination, pay for prior work may offer an elegant solution for staffing CTE teachers.

A common barrier to CTE teacher recruitment and retention is matching instructor salaries, which are historically lower than industry salaries talented CTE instructors often transfer from. In an effort to reduce the gap, states can offer instructors an increase in pay based on experience from non-school related careers relative to the subject matter they are teaching. This strategy embraces the promise to capture and value all learning that occurs, wherever and whenever it occurs. Of the states currently using pay for prior experience strategies, North Carolina and Louisiana took two different approaches. North Carolina, per the report, awards one year of credit per two years of relevant, non-education work experience pre-bachelor degree, and a one-for-one exchange post attaining a bachelor’s. Louisiana school districts are required to develop compensation plans that take into account effectiveness, experience, and demand with no one factor being given a weight of more than 50 percent. The report highlights that language surrounding this particular strategy is often vague which makes it hard to track if it is being enacted.

With teacher attrition at unprecedented levels and teacher recruitment levels dropping, state CTE leaders have the opportunity to provide innovative solutions to teacher compensation.
