Strengthening Career Readiness Systems through New Skills for Youth: A Look Back at States’ Impact

Under Kentucky’s new program approval and review process, schools and districts can use state and federal funding to support career pathways only if their programs are aligned with priority industries or top occupations. This is just one of the strategies Kentucky used under the New Skills for Youth (NSFY) initiative to transform and phase out virtually every career pathway that was not well aligned with labor market demand.

From 2016 through 2019, Kentucky and nine other states in the NSFY initiative received $2 million and hands-on technical assistance and coaching to strengthen their career readiness systems. As part of the NSFY initiative, a $75 million national initiative developed by JPMorgan Chase & Co, the Council of Chief State School Officers, Advance CTE and Education Strategy Group worked with states to improve their career readiness systems.

Through NSFY, Delaware, Kentucky, Louisiana, Massachusetts, Nevada, Ohio, Oklahoma, Rhode Island, Tennessee and Wisconsin took action to:

The impact of these states across the entire initiative is highlighted in the NSFY Impact Snapshots and NSFY Impact Summary, which examines the state role in catalyzing and transforming career readiness opportunities for youth.

Through NSFY, 10 states demonstrated the importance of strong state leadership to advance career readiness by setting a clear vision and agenda, catalyzing and scaling pathways and work-based learning, and ensuring access and equity in career readiness opportunities. As a result, the impact of the states was far-reaching. For instance, under NSFY Delaware was able to develop 19 career pathway programs in high-demand occupations and Tennessee was able to ensure that 100 percent of high school students have access to at least four early postsecondary courses.

Expanding Access to CTE Opportunities for Each Learner

Throughout history, and continuing today, learners of color, low-income learners, female learners and learners with disabilities have been historically tracked into terminal vocational programs leading to jobs with uncertain promise of economic growth and prosperity. Today, the quality of Career Technical Education (CTE) has vastly improved, making it a preferred path for many secondary and postsecondary learners. Yet even today, many learners do not have access to high-quality programs of study in their communities. To help state leaders recognize historical barriers and adopt promising solutions to close equity gaps in CTE, Advance CTE launched a series of policy briefs titled Making Good on the Promise. The first three briefs in the series explored the history of inequities in CTE, highlighted promising practices from states that are using data to identify and close equity gaps, and explored how state leaders can build trust with historically marginalized communities that may not believe in the promise and value of CTE.

Tennessee, New Jersey Focus on Expanding Access to CTE Opportunities; Montana Expands Funding to CTSOs

As the legislative session moves forward, states have passed laws to increase awareness of and expand access to Career Technical Education (CTE) opportunities for each learner.

With the reauthorization of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), which allows states to use Perkins funding as early as the fifth grade, many states are expanding CTE opportunities to the middle grades, including Tennessee. On May 5, Tennessee Governor Bill Lee signed SB0063 into law to expand CTE programs in the state to middle grades. Under the law, CTE programs must be accessible to all middle school learners in grades six through eight and serve at least 50 percent of this population. Additionally, the law requires the Board of Career and Technical Education to plan facilities for CTE training for middle school learners.

In New Jersey the legislature passed S372, which was signed into law on May 10, to help expand access to apprenticeships for learners in the state. The law requires the Commissioner of Education, in consultation with the Commision of Labor and Workforce Development, to develop publicly available guidelines for high school counselors to use to coordinate services with the New Jersey State Building and Construction Trades Council with the intent of encouraging student participation in and awareness of apprenticeship opportunities.

Meanwhile, in Montana, on May 8 Governor Steve Bullock signed HB0662 into law. The law permits the Superintendent of Public Instruction to distribute secondary CTE funds to Career Technical Education Student Organizations (CTSOs) for grants.

Making the Most of Outcomes-based Funding: Aligning Postsecondary Funding with Labor Market Needs

One of the smartest investments state policymakers can make is in postsecondary education. As the economy moves towards more specialized, technology-based industries, learners will need education and training beyond high school to fill the jobs of tomorrow. Today, the ticket to the middle class, and the key ingredient for a thriving state economy, is a strong system of higher education.

Yet, this system is not as efficient as it could be. Three out of every four students who enroll in a public, two-year college do not graduate with a degree or certificate within three years. Whether due to financial or family circumstances, lack of clarity about future career goals, or poor academic preparation, too many students are getting saddled with debt and nothing to show for it.

In recent years states have led renewed efforts to improve student outcomes by restructuring postsecondary funding formulas. This approach, known as performance-based or outcomes-based funding, aims to align state dollars with outcomes that support learner success and economic growth, including progress toward and attainment of a postsecondary credential.

As of Fiscal Year 2016, 30 states were either implementing or developing outcomes-based funding formulas for postsecondary education, though two-year institutions were included in the funding formula in only 22 states. While the widespread enthusiasm for accountability and alignment in higher education funding is remarkable, states vary considerably in their degree of commitment. According to HCM strategies, which published a national scan of outcomes-based funding formulas, only four states (OH, NV, ND and TN) in FY2016 distributed more than 20 percent of state funds to postsecondary institutions based on outcomes.

In 2017, the State Higher Education Executive Officers Association (SHEEO) reported that a little more than half of the revenues for postsecondary institutions came from state appropriations (the remaining funding came from local appropriations (6.4 percent) and tuition revenues (43.3 percent)). This gives state policymakers a powerful lever to incentivize change in institutions of higher education.

And, while evidence in support of outcomes-based funding is mixed, positive results have been documented in states with more sophisticated funding systems:

Many states have learned from these lessons and either modified existing or adopted new outcomes-based funding formulas to apply best practices. Arkansas is one such state. In 2016, the state legislature passed HB1209, directing the Higher Education Coordinating Board to design a productivity-based funding formula for state colleges and universities. The formula, which will be used to determine how the Higher Education Coordinating Board distributes general revenue for two-year and four-year institutions,  includes three dimensions:

What is notable about Arkansas’ approach is the use of best practices to incentivize credentials with labor market value and encourage equitable access.

The points an institution receives in the formula for credential attainment are multiplied if the credentials are in Science, Technology, Engineering and Mathematics (STEM) or state-defined “high-demand” fields. Qualifying fields are designated by the the Arkansas Department of Higher Education and the Department of Workforce Services. The multiplier for STEM degrees is 3 points; the multiplier for degrees in high-demand fields is 1.5 points.

The formula also includes adjustments for historically underserved students by race, income, age and academic proficiency. For certain elements of the formula — such as credential attainment or progression — the point value is increase by 29 percent for each student meeting these criteria.

While it is too early to tell the impact of these changes, Arkansas’ productivity index aims to improve postsecondary outcomes by aligning state funding with labor market needs and encouraging institutions to support historically underserved populations.

New Resources: Designing Meaningful Career-Ready Indicators (Part 1)

Over the past four years, Advance CTE has been tracking how states value career readiness within their federal and state accountability systems, shared in our bi-annual report, Making Career Readiness Count (released in 2014 and 2016), in partnership with Achieve. The passage of the Every Student Succeeds Act (ESSA) in 2016 led a significant increase in states valuing measures of career and college readiness in their accountability systems, which has the power to truly transform districts and schools across the country.

With nearly every state’s ESSA plan approved by the U.S. Department of Education, states are in the process of actually designing their new or revised accountability systems, including developing business rules and guidance to locals on data collection and designing report cards.

To help states design and implement the most meaningful career-focused indicators at this key moment in time, Advance CTE, Education Strategy Group (ESG) and the Council of Chief State School Officers (CCSSO) are developing a series of career-focused indicator profiles organized around the four types of measures recommended in Destination Known: Valuing College AND Career Readiness in State Accountability Systems.

Today, we are releasing two on Progress toward Post-High School Credential and Assessment of Readiness. These profiles explore how leading states, including Delaware, Ohio, Tennessee and West Virginia, are designing their indicators to ensure they are based on quality, validated data, are inclusive of all students, and are aligned with meaningful outcomes. They should serve as a resource and inspiration for states working on similar indicators.

In the next few weeks, Advance CTE will be releasing two additional profiles on the other categories defined in Destination Known: Co-curricular Learning and Leadership Experiences and Transitions Beyond High School. How New Skills for Youth States are Defining Criteria for High-quality Career Pathways

What defines a high-quality career pathway? Is it alignment to labor market needs and career opportunities? The quality and qualifications of teachers and faculty? Access to meaningful, aligned work-based learning experiences? Perhaps all of the above?

Defining the the components of high-quality career pathways is a critical priority of the 10 states participating in New Skills for Youth (NSFY), an initiative to transform career pathways and student success by expanding options for high school students. NSFY is a partnership of the Council of Chief State School Officers, Education Strategy Group and Advance CTE, generously funded by JP Morgan Chase & Co.

Today, Advance CTE released a series of snapshots highlighting promising practices and achievements of the 10 NSFY states, including the different approaches each state is taking to define and promote high-quality career pathways.

In Massachusetts, a cross-sector committee developed criteria for high-quality college and career pathways (HQCCP), part of an effort to improve career-readiness opportunities for students in the commonwealth. Massachusetts plans to identify, designate and support two types of high-quality secondary pathways: early college pathways, which enable students to earn up to 12 college credits in high school, and innovation pathways, which are aligned with high-demand industries. The joint committee set a high bar to designate each type of pathway. To officially be recognized as a HQCCP, pathways must:

In 2017, Massachusetts began accepting applications to designate HQCCPs, and plans to announce designated sites shortly. These sites will receive support, and in some cases, funding, from the state, and will work together as a community to strengthen meaningful career pathways that are aligned to the joint committee’s HQCCP criteria.

Other NSFY states chose different approaches to defining quality career pathways. Ohio designed a framework for local program administrators to evaluate program quality and make informed decisions about which programs to scale up and which to phase out. The framework is designed using four dimensions: learning environment and culture, business and community engagement, educator collaboration, and pathway design.

Wisconsin took a regional approach through its Pathways Wisconsin pilot. Through the project, which has been rolled out in four regions across the state, regional Pathways Wisconsin directors are working with key stakeholders in their community to identify and recognize different career pathways within priority industry areas.

Guided Pathways Initiatives Require Major Overhaul of How Things are Done at Community Colleges

A recent article from the Community College Research Center (CCRC) highlights efforts from CCRC and the American Association of Community Colleges (AACC) to implement guided pathways reforms at community colleges. The goal of guided pathways reforms is to create college environments that learners can easily and confidently navigate to completion and successful employment upon completion, and includes four main practice areas:

Reforms in all four of these areas require major changes to program structure, advising, administrative policies and classroom practice, and therefore require buy-in across the institution and a several-year commitment to the reform process. CCRC and AACC have been working with 30 colleges to implement guided pathways through the Pathways Project, and shared some of their lessons learned from the project’s first year.

For example, Jackson College in Michigan quickly realized that its four advisors for more than 5,000 students were not adequate for helping all students learn about and choose program pathways. The college has now hired “student success navigators,” who call every single student before orientation and work with each student in person multiple times in their first semester to design a pathway that works for them. San Jacinto College in Texas reorganized its 144 degree and certificate programs into eight meta majors, allowing a student to choose one of the eight early on and begin introductory courses without being locked into a specific degree or certificate program. The college also worked on transfer-oriented programs by creating maps for the college’s five most common transfer destinations to help students choose the courses that will allow them to transfer non-elective college credit to the new institutions.

For Effective CTE, States Should Adopt Eight Non-Negotiables

ExcelinEd recently released a new playbook for state policymakers related to effective CTE. The report argues that while the importance of CTE has been recognized at the federal, state and local levels, not enough has been done to ensure that CTE programs are meeting workforce needs effectively. This is largely attributed to common challenges of the broad spectrum of programs available, the disconnect between K-12 and industry, and the negative legacy of “vocational education.” To address these challenges, the report recommends that states adopt eight “non-negotiables” related to their CTE policies:

  1. All promoted programs of study align with state and/or regional industry and labor market data;
  2. Programs of study incorporate experiential learning and capstone experiences valued by industry;
  3. Secondary programs of study vertically align with postsecondary programs;
  4. Courses are sequential and progressive in a given program of study;
  5. Secondary programs of study incorporate courses and exams eligible for postsecondary credit or hours where appropriate;
  6. Course standards are robust and accurately represent the academic, technical and employability skills learners must master;
  7. Educators receive ongoing, progressive training and professional development to ensure their instruction is reflective of course standards and current industry work environments; and
  8. Federal, state and local funding are utilized to leverage and drive programmatic changes leading to the implementation of vertically aligned education-to-career learning pathways.

 

The authors propose that these eight non-negotiables be implemented in a four-phase plan, to ensure thoughtful and sustainable changes are occurring. They provide examples of successful implementation of each of the eight non-negotiables in Delaware, Florida and Tennessee.

Odds and Ends

The Georgetown University Center on Education and the Workforce recently released a new report on the integration of education and workforce data. The report focuses on states who have created publicly available data tools in five areas:

Education Commission of the States recently released a 50-state comparison of policies related to Prior Learning Assessments (PLAs). PLAs allow learners and institutions to determine the level of previous of knowledge and experience before entering a postsecondary program, and can be used to incentivize re-entry for older learners.

A new report from the American Enterprise Institute examines the barriers community colleges face in providing high-quality CTE, including funding allocations, accreditation requirements and credit-transfer policies, among others. The report also makes recommendations for community colleges to make the most of their CTE offerings and reduce the proliferation of general studies programs at community colleges.

Recapping the 2017 ACTE CareerTech VISION Conference (Part 1)

Note: Once again this year, Advance CTE attended the CareerTech VISION conference hosted by our partners, the Association for Career and Technical Education. What follows are our staff’s highlights and favorite moments.

Career Clusters at CareerTech VISION

Every year, ACTE and Advance CTE join forces to provide attendees with the opportunity to engage in informative sessions featuring best practices in program and policy, lessons learned and innovations within the Career ClustersⓇ, a national framework for organizing quality CTE programs and cultivating collaboration between secondary and postsecondary CTE. This strand, which is curated by Advance CTE, included a number of sessions digging into compelling topics and providing resources that are useful to national, state and local leaders across the country.  Here are a few of our favorites:

Selling CTE to Parents and Students

In the session, “Selling CTE: Strategies to Attract Students to High-quality CTE,” staff presented the results of our research study released earlier this year in, The Value and Promise of Career Technical Education: Results from a National Survey of Parents and Students, providing an overview of the following takeaways:

The session room was packed with more than 70 teachers and administrators seeking to learn how state and local leaders are tackling the CTE perception challenge. One state example included Maryland, which recently released a social media guide to be used in districts across the state.

Sharing CTE Excellence

Additionally, we were excited to put together a session that highlighted two of the 2017 Excellence in Action award winners, hailing from Tennessee and Mississippi. The award, which recognizes innovative and impactful programs of study across the 16 Career Clusters, provides Advance CTE with the opportunity to highlight exciting programs that serve students with the academic and technical knowledge and skills they need to be successful in careers of their choosing.  

Tyra Pilgrim, CTE Coordinator for Rutherford County Schools, presented on Oakland High School’s Mechatronics program and winner in the Manufacturing Career Cluster. The Mechatronic program, in its fourth year, was developed through collaboration with the school district and employers including Bridgestone and the Manufacturing Leadership Council. Pilgrim cited partnerships with postsecondary education and industry leaders as a key component to a program that provides students with pathways to both college and careers. She backed up the program’s success with compelling data demonstrating student achievement, including all students earning postsecondary credit and graduating high school, and 94 percent enrolling in postsecondary education and earning industry recognized credentials.

Eric Williams, Assistant Director, Emergency Medical Technology, Jones County Junior College (JCJC), followed Pilgrim’s presentation with an overview of Jones County Junior College’s Emergency Medical Technology program, a winner for the Health Sciences Career Cluster. JCJC, a model for rural postsecondary education in the south, requires learners to participate in 500 hours of training under the direct guidance of an industry expert and offers seven industry recognized credentials. Williams boasted that students have a 90 percent first-time pass rate on the professional qualifying exam, which far exceeds the national average of 60 percent.

Williams similarly highlighted partnerships as a critical component, not only with industry and secondary education, but also with community organizations. Throughout the year, he attends events ranging from blood drives to Halloween parades to get the word out about JCJC and more effectively market the program. This has resulted in an increase of participation from two students when Williams took over the program, to a yearly participation rate of 25, the cap for the program of study.

Both award winning programs provided attendees with two examples of exemplary programs and insights into how to effectively build a successful program of study.

New Report Examines Nondegree Credentials and Their Value

The National Center for Education Statistics recently released a new report summarizing the results from the 2016 Adult Training and Education Survey, which gathered nationally representative data on U.S. adults’ training and education.

Overall, 27 percent of adults aged 16-65 have a nondegree credential, with 21 percent having an occupational certification or license and 8 percent having a postsecondary certificate. Among those who have an occupational certification or license, 67 percent prepared for their most important certification or license by taking classes from a college, technical school or trade school. Additionally, 21 percent of adults have completed an apprenticeship or internship, with 14 percent doing so as part of an educational program after high school.

According to the NCES’ blog post on the survey, “the data show that nondegree credentialing and work experience programs are particularly common in the healthcare field. In fact, health care was the most common field in which both certifications and licenses were held and the most common field for which adults had completed a work experience program.

The ATES also found that adults perceive nondegree credentials to be useful for many labor market outcomes. For example, 82 percent of adults who have a certification or license reported that it was very useful for ‘getting a job’, 81 percent reported that it was very useful for ‘keeping you marketable to employers or clients’, and 66 percent reported it that was very useful for ‘improving your work skills.’”

University Innovation Alliance Expected to Exceed Public Attainment Goals

A recent article highlights the successes of the University Innovation Alliance (UIA), a group of 11 research universities who banded together to implement strategies that would help more low-income students complete postsecondary programs. Over the past three years, the universities have increased the number of low-income graduates at their institutions by 24.7 percent, and they are on track to surpass their initial goal of increasing the number of low-income graduates by 34,000 students.

Among other strategies, the universities encouraged students to take a minimum of 15 credits per semester to increase their likelihood of completion and shared data analyses and studies with each other to help problem-solve. Their approach has had noticeable effects, even over a short time period. A comparative study recently revealed that 31 percent of the UIA undergraduate students receive Pell Grants compared to 15 percent of undergraduates at Ivy League institutions and at 50 other selective liberal arts colleges. This information is significant in that these 11 research universities are serving vastly more low-income students than many universities, and they are actively committed to helping those students succeed.

Odds and Ends

The Bureau of Labor Statistics recently released a report showing the current and projected entry-level degree requirements for various employment sectors. Interestingly, 6.5 percent of entry-level employment in 2016 was in occupations that typically require postsecondary education for entry. From May 2007 to May 2016, the share of U.S. employment in occupations typically requiring a high school diploma or equivalent for entry fell by nearly 2.6 percentage points, from over 38.3 percent to slightly less than 35.8 percent. Over the same period, the share of employment in occupations typically requiring postsecondary education for entry rose by 2.3 percentage points, from 34.2 to 36.5 percent.

Gallup and the Strada Education Network released a report diving into how individuals choose their field of study, based on a survey of 22,000 adults. Respondents were asked from where they received advice about their major, with responses falling into four main groups: formal, informal social network, informal school-based and informal work-based. Somewhat surprisingly, the survey found that the majority of adults used their informal social networks for advice, rather than the more formal (and likely more helpful and informed) channels available to them.

More great news has emerged for the Tennessee Promise program, as results on student outcomes continue to come in. Fifty-six percent of Tennessee Promise students who entered college in 2015, the program’s first year, had graduated, transferred to a four-year university or remained in school two years later. Only 39 percent of recent high school graduates outside of Tennessee Promise had done the same — a difference of 17 percentage points. While officials agree there is still more work to do, they are encouraged by these results.

Unpacking Putting Learner Success First: Personalized and Flexible Learning

A little over one year ago, Advance CTE launched Putting Learner Success First: A Shared Vision for the Future of CTE. This document, which was developed using input from a broad array of stakeholders, calls for a systematic transformation of the education system grounded in five principles. This blog series will dive into each principle, detailing the goals and progress made in each area.

All learning is personalized and flexible.

States across the nation are moving towards the direction of competency-based learning systems, but too often this work is undertaken with the mindset that academic and CTE courses are separate systems.

Academic and CTE courses and curricula must work together to provide a seamless, flexible and personalized path for learners from secondary to postsecondary and careers. This requires states to fully align academic and CTE standards across K-12 and postsecondary, and to expand competency-based systems so that all learners may access them.

Those who have signed onto the principle have committed to accomplishing this objective through the following actions:

Since the launch of Putting Learner Success First, Advance CTE has been conducting research and policy scans to raise up examples and promising practices related to this principle. Now, when state leaders focus their attention on personalized learning and systems alignment, they have access to multiple resources.
