Unveiling of the Modernized Career Clusters Framework: Community Perspectives on the Possibilities

Last month, Advance CTE unveiled the newly modernized Career Clusters Framework at its 2024 Fall Meeting held in Phoenix, AZ, after two years of development and validation. This post is a recap of the unveiling of the new Framework and the reaction panel that followed during the Fall Meeting plenary session, a look at the path ahead, and resources to support awareness and implementation. 

Introducing the Framework

Advance CTE’s 2024 Fall Meeting kicked off with the unveiling of the modernized National Career Clusters Framework, the primary organizing tool central building block to achieving consistently designed and high-quality Career Technical Education (CTE) programs and used in some form in the majority of states and territories across the United States.

The original Career Clusters Framework, released in 2002, was designed to provide a more consistent design of CTE programs and more organized, sequenced paths to a career choice. The newly modernized Framework addresses concerns from the CTE community that the original Framework no longer represented the full world of work or the interdisciplinary careers and skills needed in the modern workforce. The modernized Framework is different but familiar, serving as a tool to bridge gaps between education and the workforce by setting a new standard for career exploration and preparation amid an evolving landscape. The modernized Framework has a next-level purpose: inclusive of all living-wage careers and areas of work, learner-centric to support exploration that leads to agency for learners deciding what career to embark on and learn skills for, and industry-responsive by using labor market information and industry language that can continue to be refreshed into the future of work.

The Modernized National Career Clusters Framework Guidebook

The development of the Framework utilized input from over 4,000 members of the CTE community. Several of those perspectives were represented on a reaction panel following the introduction of the Framework by Advance CTE President Thalea Longhurst and Advance CTE. The following are reflections on the modernized Framework from education, career development, and industry representatives.

Emerging Themes in Initial Reactions

Eva Mitchell, CEO of the Coalition for Career Development Center, highlighted a consistent theme about how the design of the new Framework encourages New Mindsets for Connecting Conversations and Systems. She attested to the Framework’s value in drawing connections for learners and educators to the societal workforce, activating relevant, career-driven decisions and relevant instruction: “On a practical level, this Framework is like the missing piece of a puzzle that unites educators that support the building of career-ready skills that are technical and non-technical. I kind of see this as a Rosetta Stone document that can unite the conversations and practices between CTE educators, nontechnical skills, industry, and city spaces.” 

Eva reflected on her work with career advisors, noting the difficult job of connecting high schoolers close to graduation to career pathways to long-term careers compared the Framework’s potential to support early-grade career advising: “This will really help the career advising and development work to potentially drill down in more places even down to the kindergarten level. Sometimes, educators only understand the pathways they’ve been exposed to, which aren’t in this range of 72 different modern career fields. It’ll give [learners] a big enough picture to understand how expansive  the world [of work] is.”

Speakers also elevated the use of Cross-Cutting Clusters, purpose-driven Cluster Groupings, and flexible design of the Framework as a Reimagining of CTE Design and Delivery, empowering learners to take control of their learning and future careers. It also encourages state and local practitioners to imagine more interdisciplinary CTE programs across multiple Career Clusters. Melissa Rekeweg, the Managing Director of the National Council for Agricultural Education and Associate Director with the National FFA, remarked on the new learning opportunity: “[The new Framework] speaks to what students can do and their choices. This Cluster model is really allowing students to focus on what they want to do, allowing us the power to make that happen, and that flexibility is not just for the student but also for us to continue to mold it five, ten, fifteen years from now.”

The flexibility of the new Framework opens new doors for learners, CTE instructors, and educators. Trey Michael, North Carolina’s State CTE Director, reflected on the needs in his state and how the new Framework will expand access as instructors can become credentialed in more than one Career Cluster. He shared, “I started out in business, so when I came into education, I saw a bunch of silos. In the business world, you learn holistically; it’s less of a sequence of one thing at a time and more of ‘here’s a problem, let’s solve that problem.’ We have great specialized teachers in CTE, but how do we get them out of the silo?”. 

As for Opportunities for Innovation, each panelist remarked on the modern nature of the Cross-Cutting Clusters and envisioned learners accessing skills that support continuous learning and career development after completing a program of study. As Trey put it, the opportunities for innovation and implementation could be tricky. Still, they will yield tremendous results if state leaders connect with local education and industry leaders to bring intention to implement the modernized Framework. He remarked, “I’m interested in the pain points, not just the large ones but the smaller ones that could be considered minor but have a longer timeline for thought and change.”

Looking Ahead

Advance CTE will continue to have opportunities for states to engage in Career Clusters Framework Adoption & Implementation. The new Framework becomes an important tool in the conversation to strengthen the education system at secondary and postsecondary institutions and the nation’s workforce and economy. This is no small task; we look forward to doing it together.

Perkins V ICR Comment Extension Requested as Congress Passes FY25 Funding Measure | Legislative Update

This week, Advance CTE and partners formally requested an extension of the comment period for a recent U.S. Department of Education (ED) proposal impacting state and local Career Technical Education (CTE) systems. In addition, Congress passed a highly-anticipated extension of federal funding ahead of an important deadline while the House and Senate examined issues related to Artificial Intelligence and teacher preparation.

Advance CTE Requests ICR Comment Extension

As Advance CTE has shared previously, the U.S. Department of Education (ED) has recently proposed significant changes impacting planning and reporting requirements stemming from the Carl D. Perkins Career and Technical Education Act (Perkins V). As states and the CTE community have continued to review these proposals, a supporting document related to the Consolidated Annual Report (CAR) was recently updated by ED, reflecting substantial new changes proposed as part of this new Information Collection Request (ICR). Given ED is seeking thoughtful and meaningful feedback from the CTE community, Advance CTE and the Association for Career and Technical Education (ACTE) have formally requested a 30-day extension of the underlying comment period. We encourage other stakeholders to emphasize to ED directly the importance of providing adequate time through this comment period for the CTE field to review these substantial changes to Perkins V implementation.

Congress Passes Continuing Resolution and Adjourns Until Mid-November

Late Wednesday evening, Congress passed a three-month extension of fiscal year 2024 federal funding—just a few days before the formal start of the 2025 federal fiscal year (FY25) was set to begin on October 1. The extension, known as a continuing resolution (CR), provides lawmakers additional time to focus on campaigning for the fast-approaching November elections. The expiration of the CR on December 20, near the end of Congress’ upcoming “lame duck” session, also provides more time for lawmakers to negotiate a compromise on a full-year FY25 funding bill during this last stretch of the 118th Congress.

In the meantime, education and workforce development programs like Perkins V’s state grant program will be supported at the same FY24 funding levels for this period. Shortly after the passage of the CR, which cleared both chambers on a wide bipartisan basis, Congress formally recessed, with lawmakers expected to return on November 15. Advance CTE will continue to advocate for a strengthened investment in CTE made via Perkins V as this process moves forward later this year.

Senate HELP Subcommittee Discusses AI and Workforce

This week, the Senate Health, Education, Labor, and Pensions (HELP) Committee’s Subcommittee on Employment and Workplace Safety, led by Sens. Hickenlooper (D-CO) and Braun (R-IN), convened a hearing to discuss the implications of Artificial Intelligence (AI) for workers and efforts to prepare them for the future. The panel questioned an array of witnesses about AI’s growth and the workforce’s changing nature. Panel members, AI industry leaders, an economist from LinkedIn, and a human resources director spoke about the importance of thoughtful guard rails and regulatory frameworks needed for industry leaders to support responsible AI development. 

Witnesses highlighted the need for a changing workforce to be highly-skilled in an emerging field and how community and technical colleges, in particular, can help equip learners with the skills needed for future success in the emerging era of AI. Sen. Kaine (D-VA) specifically highlighted the importance of expanding federal Pell Grant eligibility for shorter-term CTE programs as a key strategy to help support workers and learners in the future as AI technologies continue to evolve and impact many facets of daily life.

House Examines Teacher Preparation Efforts

On Wednesday, the House Education and the Workforce Committee’s Subcommittee on Early Childhood, Elementary, and Secondary Education held a hearing titled “Innovative Teacher Preparation: Properly Equipping America’s Educators.” The subcommittee hearing, led by Chair Bean (R-FL) and Ranking Member Bonamici (D-OR), focused on persistent teacher shortages facing schools and communities across the nation and examined ways to prepare teachers for entry into the workforce more effectively. In particular, Rep. Bonamici highlighted the important role that CTE programs can play in these efforts, while witnesses discussed how teacher preparation efforts should also be sure to incorporate CTE educators. State CTE Policy Update: Meeting Healthcare Workforce Demands through Career and Technical Education

As states grapple with ongoing healthcare workforce shortages, Career and Technical Education (CTE) has proven to be a viable means of equipping future healthcare professionals to meet labor demands while ensuring that communities have access to high-quality care. In this blog, Policy Associate Velie Sando highlights state policies that invest in healthcare CTE programs to resolve labor shortages.

In the aftermath of the coronavirus pandemic, the strains on the healthcare system continue to be felt, with labor shortages persisting across the nation. To address this pressing challenge, states are increasingly turning to Career Technical Education (CTE) as a vital means of preparing learners for the demands of the healthcare workforce. By investing in CTE programs, states can ensure a steady supply of qualified healthcare professionals to meet the evolving needs of their communities. Investment in healthcare CTE programs as a solution to medical staffing shortages aligns with Advance CTE’s Without Limits: A Shared Vision for the Future of Career Technical Education (CTE Without Limits), which emphasizes CTE’s central role in facilitating learner access to education and training opportunities that meet industry demands. 

Enacted this year, the following policies reflect initiatives that invest in healthcare CTE to meet workforce demands– 

Florida: Empowering Future Healthcare Practitioners

Florida Senate Bill 7016 required lab schools to develop programs to accelerate learner entry  into health care programs at their affiliated universities or public/private postsecondary institutions. This bill also created the Teach, Education, and Clinicals in Health (TEACH) Funding Program which supports federally qualified health centers in offsetting the costs of training learners to become licensed healthcare practitioners. By investing in training programs and incentivizing partnerships with healthcare facilities, Florida is not only preparing learners for careers in healthcare but also addressing the immediate needs of the workforce. 

Washington: Expanding Career Pathways through Allied Health Program

In Washington, House Bill 2236 tasked the Office of the Superintendent of Public Instruction (OSPI) (in collaboration with health and CTE institutions) with developing an Allied Health Professions Career and Technical Education Program. This program is designed to matriculate a continuous pipeline of healthcare professionals into allied health positions through partnerships with secondary institutions where learners are equipped through career exploration and professional development. This program expands upon Washington’s Core Plus program, which provides two-year CTE instruction programs to prepare learners for employment in various fields. By including healthcare as part of this program, Washington is creating structured pathways for learners to enter the healthcare workforce, thus bridging the gap between education and employment. 

Wisconsin: Streamlining Pathways to Employment in Healthcare

Wisconsin Senate Bill 671 amends current legislation that addresses healthcare workforce shortages by allowing healthcare providers to hire learners enrolled in approved nurse aide training programs as full-time nurse aides after completing 16 hours of classroom training. The amendment allows healthcare providers to hire learners who complete the same training as part-time nurse aides provided that such learners obtain their certifications within 120 calendar days. This streamlines the pathway to employment for aspiring nurse aides, ensuring a steady influx of qualified professionals into the workforce. By incentivizing learners to enter the workforce, Wisconsin is bolstering access to healthcare while also addressing workforce shortages.

In recent years, middle school career exploration has gained traction as a foundational element of Career Technical Education (CTE). As many State CTE Directors and leaders know, the Carl D. Perkins Career and Technical Education Act (Perkins V), signed into law in July 2018, for the first time permitted Perkins funding to be used on career exploration programming as early as fifth grade. Here are four strategic actions that states can take to expand and enhance career exploration programs that prepare learners for postsecondary education and career success, based on a recent nationwide study of middle school career exploration programs, commissioned by American Student Assistance® (ASA).

Clearly define middle school career exploration and ensure a unified definition is adopted across relevant agencies and partners, including K-12, postsecondary, workforce, and relevant community-based organizations. A quality definition clearly defines middle school career exploration as a strategy that will help learners build their understanding of career interests and expand awareness and understanding of career opportunities, including through hands-on, applied experiences. 

Once a clear definition is established, coordinate related and supporting efforts across state leadership, including departments driving academics and instruction, school counseling, CTE, and workforce training. Establish routines for collaboration between programmatic leaders who should be working together to support an overall vision for learner success with elements from each of their programs.

Integrate career exploration into your accountability and data collection systems. The last two years of high school are insufficient for dramatically increasing learners’ readiness for postsecondary and career opportunities. States can leverage program quality indicators in Perkins V and the Every Student Succeeds Act (ESSA) state plans to formally set measurable goals for middle school career exploration, integrating them into existing college and career readiness (CCR) targets. States can also utilize their data collection systems to not only identify middle school career exploration participants and determine their positive placement within high school CTE programs, but also to ensure the quality of programming through evaluations or learner-based software platforms.

The report also highlights seven states that have distinguished themselves by instituting formal accountability mechanisms to influence district and school focus on meaningful career exploration. Although federal changes made through the reauthorization of ESSA allowed states to exercise flexibility in the indicators used to assess districts and schools, only two states—Pennsylvania and Georgia—have used this flexibility to include career exploration as a component in their federal accountability systems. Five additional states—Missouri, Kansas, Utah, South Carolina, and Michigan—have incorporated middle school career exploration into their state accountability mechanisms to assess the quality of delivery of career advisement services or activities.

Assess and address state policies that have the potential to limit learners’ ability to access different career exploration opportunities, including restricting CTE course enrollment by grade level or grade point average minimums. 

It’s important to provide innovative and comprehensive career exploration that includes CTE. Only 33 states facilitate exploration via a course or set of courses that can serve as an on-ramp to a CTE pathway, according to ASA’s report. In contrast, the study highlights Utah’s College & Career Awareness Program, which requires a course that enables learners in grades 7-8 to explore high school, college, and career options based on individual interests, abilities, and skills. A team of CTE teachers, school counselors, and work-based learning coordinators teach the course and provide instruction in career development. 

This well-rounded, effective approach equips all learners with the information they’ll need to understand their options and make informed, confident decisions about their futures.

State CTE Policy Update: Expansion and Growth in Idaho CTE

Idaho is looking at innovative ways to support its career technical education (CTE) ecosystem by giving learners earlier access to CTE opportunities. However, they are also focused on matching program design with local workforce needs. One piece of legislation passed during the 2023 legislative session explores an innovative approach to both approving and funding local CTE programs. 

On March 31, 2023, Idaho’s governor signed into law House Bill 267 which established the Idaho Career Ready Students Program. This program creates additional opportunities for students in grades seven through twelve to experience CTE through the creation of an eleven-person governing council and a pool of grant funding to be given to new CTE programs proposed by local education agencies (LEAs). This is a supplemental, separate initiative from the state’s current CTE program of study approval process. 

The primary function of this council is to determine the eligibility of CTE programs at an individual or regional level. They will also be tasked with determining the costs associated with building these programs, including any initial costs of investing in industry partnerships and local school systems. Additionally, they will have access to $10 million in grant money to invest in the expansion and modernization of CTE programs which will be divided evenly between secondary and postsecondary opportunities.

This council will also oversee an ongoing $5 million in funding to invest in middle school CTE, including ensuring that students in grades seven and eight receive career exploration opportunities. Middle school learners will be expected to complete a learner plan as part of their “first step standards,” a plan to align their high school experiences with their choices in career exploration.

The eleven-member council is housed within the Department of Education that is led by the state superintendent of public instruction. Council membership consists of the CTE state director, two secondary-level CTE instructors, one postsecondary CTE instructor, three governor-appointed industry representatives, one representative from the Idaho workforce development council, one member of the state House of Representatives as appointed by the speaker, as well as one member of the state senate as appointed by the president pro tempore of the state senate.

Through this law, the goal is to create 180 new local CTE programs as well as provide financial literacy courses to all high school seniors. This works in conjunction with Idaho’s continuing investment in CTE, which is to facilitate an overall increase in funding to $34 million from 2020-2024. The council must also develop a long-term method to fund successful programs through the creation of an added-cost funding formula. The state superintendent, along with the state CTE director, is required to provide reports to the legislature on both program effectiveness and any added costs.

Appropriating funding for middle school CTE programming is an action many states are beginning to look into since the earlier learners have exposure to different career pathways, the more likely they are to embrace pathways outside of the ones they witness in their immediate environment. Allowing experts from the secondary and postsecondary CTE field, experts representing state workforce needs and the legislature to work together to disseminate the funding creates an interesting opportunity to collaboratively steer local CTE programs in the direction learners need to thrive in the workforce. This policy is an innovative way to leverage the expertise of those leading Idaho forward in workforce development and CTE through funding that states may be interested in adapting.

Legislative Update: Senate Pares Back CHIPS, While Biden Administration Highlights ARP Impact and Cybersecurity Workforce Needs

This week the Senate advanced more modest economic competitiveness legislation after deliberating on the proposal for more than a year. Elsewhere, the Biden Administration drew attention to workforce challenges in the cybersecurity space, while the U.S. Department of Education (ED) unveiled new school discipline guidance while Secretary of Education Miguel Cardona and First Lady Jill Biden highlighted ongoing efforts to help learners recover from the impacts of the coronavirus pandemic. 

Senate Advances More Modest CHIPS Proposal

After over a year of consideration, Senate Majority Leader Chuck Schumer (D-NY) introduced a measure late Tuesday night, July 19, that formally began debate on economic competitiveness legislation intended to bolster the nation’s advanced manufacturing capacity in critical sectors of the economy related to the production of semiconductor chips. Currently known as “CHIPS+,” earlier iterations of this legislation, introduced in both the House and the Senate separately over the last year and a half, included significant new funding in education and workforce development. In particular, lawmakers had hoped to include an expansion of the federal Pell Grant Program to include high-quality, shorter-term CTE programs. Known elsewhere as the JOBS Act, this proposal would be key to cultivating the skilled workforce necessary to make investments envisioned under this legislation successful. Senator Rob Portman (R-OH)– a key negotiator for the current CHIPS+ proposal and a long-time co-sponsor of the JOBS Act– recently highlighted the urgent need to enact this reform to the federal Pell grant program.

Despite these ongoing legislative efforts, lawmakers have remained unable to find consensus on these and many other provisions that were under formal consideration as part of a bicameral and bipartisan conference negotiation. As a consequence, the legislation currently under consideration in the Senate has been pared back considerably and does not include many of the provisions, like the JOBS Act, that Advance CTE believes are urgently needed. If enacted, however, the bill would create several new grant programs aimed at preparing students to enter into STEM and computer science fields, while also providing significant new subsidies to semiconductor manufacturers and designers. The measure was procedurally advanced on a bipartisan basis, 64-34 and will be considered by the Senate further next week.

Biden Administration Highlights Cybersecurity Workforce Needs

On Tuesday, July 19, the Biden Administration convened a National Cyber Workforce and Education Summit to highlight the ongoing and urgent need to create and prioritize career pathways programs that lead to careers in cybersecurity. As part of the summit, the U.S. Departments of Labor and Commerce announced a new initiative aimed at bolstering and expanding apprenticeship programs to prepare individuals for careers in cybersecurity. This “120-day Cybersecurity Sprint” is intended to promote existing registered apprenticeship programs and support the creation of new programs aimed at addressing this urgent labor shortage. ED Releases New School Discipline Guidance

ED unveiled new guidance on Tuesday, July 19, for states and school districts to help K-12 education leaders address longstanding disparities in discipline for learners with disabilities. The guidance follows a 2018 Government Accountability Office (GAO) report which found that learners with disabilities, particularly learners of color, face disproportionate rates of school discipline as compared to their peers. The guidance re-emphasizes the requirements of Section 504 of the Individuals with Disabilities Education Act (IDEA) while highlighting best practices regarding implementation. Secretary Cardona, First Lady Biden Launch Pandemic Relief Tour

Earlier this week, U.S. Secretary of Education Miguel Cardona and First Lady Jill Biden announced a joint. nationwide tour. In the coming days, the duo plan to highlight the impact of the American Rescue Plan (ARP) in helping students recover from the impacts of the pandemic, recover from lost instructional time, and provide enrichment and academic opportunities during the summer months. In particular, Cardona and Biden aim to emphasize how the $122 billion in ARP funding has helped more learners access out-of-school and summer enrichment programs as a means to accelerate learning. Exploring Area Technical Centers: Elevating ATCs in a National Economic Recovery

The transformative workforce changes resulting from the COVID-19 (coronavirus) pandemic have made it more urgent than ever for states to have a comprehensive strategy for reskilling and upskilling that unites stakeholders across education, workforce development and economic development. Advance CTE has been vocal that investment in secondary and postsecondary Career Technical Education (CTE) is critical to a national recovery strategy. 

ATC Positioning in the Workforce Development System 

The COVID-19 pandemic has disrupted many things in our way of life, including the education or training path most Americans will pursue to return to work. A typical economic recovery would have millions of Americans flocking to traditional higher education programs but instead, in this post-pandemic economic recovery, the majority of Americans say they will seek non-degree and skill-based education and training programs to reskill or upskill their way back to a good job.

Area technical centers (ATCs) should be part of this solution – helping more Americans secure non-degree credentials of value. Our national analysis found that in the states where ATCs serve an adult population, these institutions provide short-term credentials and programs below the level of an associate’s degree, and  are uniquely positioned to be nimble and responsive to changing workforce needs. Further, these institutions are accessible, by design serving a region, and low-cost, with few or no barriers to admission for adult learners and affordable tuition rates as low as $2.00 per seat hour. ATCs can and should be better leveraged to serve those who have been disproportionately impacted by job losses associated with the pandemic, particularly Black and Latinx workers, workers with a high school education or less, and female workers.  

Leveraging Federal Funding 

Funding matters, and in states that have leveraged federal funds, we see ATCs being key players in meeting the state’s short- and long-term workforce priorities.  

For example, all of Ohio’s Ohio technical colleges (OTCs) and selected programs in Delaware’s ATCs are eligible training providers under the Workforce Innovation and Opportunity Act. Many ATCs are eligible for federal financial aid under Title IV of the Higher Education Act, including institutions in Florida, Ohio and Utah most commonly accredited by the Council on Occupational Education.

Some states have utilized 2020 federal stimulus funding to reinforce their ATCs as valuable institutions in an economic recovery. Delaware leveraged $10 million of its federal Coronavirus Aid, Relief, and Economic Security (CARES) Act economic relief funding to support its Forward Delaware initiative, a set of rapid training and credentialing programs focused on in-demand occupations and skills in the state. Florida’s governor designated Governor’s Emergency Education Relief Fund (GEER) funds provided through the CARES Act to award grants to its ATCs, known as technical colleges, to establish or enhance rapid credentialing programs that lead to a short-term certificate or industry-recognized certification as part of its statewide Get There campaign. 

Utilizing ATCs in Statewide Workforce Training Programs 

ATCs have strong connections to their local communities and employers by design and often offer customized training programs to meet those needs. 

To recover from the devastation of the coronavirus will require persistence, creativity and leveraging all public assets to ensure a full and equitable economic recovery. States should be learning from one another – what worked and what didn’t  – and leveraging their public assets, including ATCs to every learner with the opportunity to access a career pathway that leads to sustained, living-wage employment in an in-demand field.

Exploring Area Technical Centers: Best Practices for Aligning ATCs to Advance Postsecondary Attainment Goals

Advance CTE’s recent report on area technical centers (ATCs), Building Better Futures for Learners: A 50-State Analysis of Area Technical Centers, revealed that ATCs have a notable footprint in credential and non-degree programs for postsecondary learners and an active role in contributing to state postsecondary attainment goals. However, the extent of their impact varies across states and territories and is strongly influenced by policymaker awareness and systems alignment.  

At the time of our report, forty-five states had set a goal to increase postsecondary attainment. This trend is largely inspired by the work of Lumina Foundation, a national leader in advancing access and outcomes in postsecondary education that set a national goal of equipping at least 60 percent of the working age population with a postsecondary degree or credential by 2025. Expanding access to and providing seamless transitions for learners in their journey to postsecondary attainment is critical to an equitable national economic recovery. 

This post will focus on highlighting several states that offer best practices to elevate the role of ATCs in postsecondary attainment through state oversight, the role of ATCS in statewide postsecondary attainment plans, and statewide systems alignment.

State Oversight 

One of the report’s key policy recommendations is for states to improve the awareness, accountability, and alignment of ATCs through the restoration or enhancement of state oversight of these institutions. 

Utah and Oklahoma provide strong examples of the benefits of robust state oversight and positioning of ATCs. Utah’s area technical centers, known as technical colleges, were recently elevated and designated as eight of the state’s 16 postsecondary institutions under the Utah System of Higher Education. This positioning was a solution to years of legislative changes that had created two systems of higher education, leading to legal and learner navigation difficulties that limited the potential of ATCs. This new position for ATCs enhances learner equity by providing well-aligned pathways from ATCs to four-year postsecondary institutions and uniform credit transfer policies. 

Oklahoma has a separate state agency, known as CareerTech, that oversees all aspects of their CTE delivery system, including 29 ATCs known as technology centers. In addition to serving as the fiscal agent for the state’s robust allotment of CTE funding, the agency also provides oversight of program quality. CareerTech partners with other state agencies to ensure that the needs of underserved populations, including the Indian Education Board and Tribal Reintegration Program and the Department of Veteran Affairs are met. 

The Role of ATCs in State Postsecondary Attainment Plans

While most states reported that ATCs were not specifically mentioned in postsecondary attainment plans, the vast majority strongly agreed or agreed that their ATCs were active contributors to postsecondary attainment goals. 

Delaware’s ATCs have a significant role in supporting the state’s postsecondary attainment goal through the administration of the state Registered Apprenticeship program. This program constitutes almost 70 percent of the state’s vocational/technical school district postsecondary and adult population and allows ATCs to be strongly connected and responsive to state workforce needs despite predominantly local oversight. 

Florida’s ATCs, known as technical colleges, are strongly tied to the state’s attainment goals. Because Florida’s ATCs are accredited by the Council on Occupational Education, they must maintain a 60 percent learner completion rate and 70 percent licensure exam pass rate, effectively exceeding the state’s postsecondary attainment goal. Technical colleges are the focal point of a statewide Get There campaign that combines program grants colleges with a public relations campaign to promote postsecondary attainment through a short-term credential of value. 

High-quality and timely state-level data collection is key to accurate measurement and evaluation of the impact of ATCs on postsecondary attainment. In Oklahoma, the state’s technology centers contributed over 19,000 industry-recognized credentials with an 88 percent adult learner program completion rate in FY2018. Florida reported over 9,000 earned industry certifications and over 14,400 full program completers through its technical colleges for the 2019-2020 academic year. 

Statewide Systems Alignment

While 27 states reported providing some level of programming at ATCs to postsecondary learners, their responses also indicated that ATCs are often disconnected from the larger postsecondary system. A few states stand out as exemplars in intentional alignment between ATCs and higher education systems. 

Ohio includes its ATCs, known as Ohio technical centers (OTCs), in a statewide articulation and transfer agreement established in 2007 known as Career-Technical Credit Transfer. When combined with Career-Technical Assurance Guides that advise learners through the transfer process, these tools give learners and their credits seamless and equitable pathways from OTCs to other postsecondary institutions. Numerous OTCs have also partnered with regional community colleges to design coursework sequences that span both institutions for improved program quality and alignment. 

Florida’s technical colleges are required to achieve seamless articulation and transfer agreements under state law. Technical and state colleges must create regional career pathway articulation agreements that align a technical college program with a degree program at a state college. Clock hours must also be transferable to the aligned state college degree program. 

Effective alignment practices also extend to the relationship between ATCs and workforce development systems. In Delaware, ATCs are members of a statewide CTE alliance that includes representatives from vocational/technical school districts, the technical and community college system, and other state agencies and workforce partners. Collaborative efforts from this alliance expanded the state’s Registered Apprenticeship programs to include pre-apprenticeship and secondary learners, and more career pathways that span multiple institutions.

New Survey Highlights a Persistent Skills Gap; What Can States Do to Strengthen the Talent Pool?

As the economy continues to change with digitalization and automation, the needs of the labor market will continue to change too. In 2019 the U.S. Chamber of Commerce Foundation commissioned a study surveying 500 human resource (HR) professionals with hiring decision authority in their organizations. An overwhelming 74 percent of respondents said that a “skills gap” persists in the current U.S. labor and hiring economy. 

These employers cite three major challenges they face when hiring: candidates lacking the appropriate or necessary skills, candidates lacking previous relevant work experience and not having enough applicants. According to these HR professionals, addressing the skills gap and truly transforming the talent marketplace would require:

1)      Greater upskilling initiatives within companies for existing employees.

2)      More educational/Career Technical Education (CTE) programs to build talent pipelines.

3)      Improving alignment between skills and competencies taught in educational/CTE programs and in-demand skills and competencies needed in the workforce.

A study by JFF further highlights the skills gap and the challenges to solving the problem. The report, Making College Work for Students and the Economy, follows JFF’s comprehensive policy agenda for addressing states’ skilled workforce and talent development needs.  The report examines a representative sample of 15 states to determine their progress toward adopting 15 policy recommendations. Of the recommendations made in their initial report, states have made the most progress on the following:

1)      Establishing expectations that community college programs align to labor market demand.

2)      Developing longitudinal data systems that provide the ability to track over time the educational and employment outcomes of students.

3)      Addressing barriers to college readiness.

Conversely, JFF finds that states have the most work to do in the following areas:

1)      Providing community colleges with sufficient resources and appropriate incentives.

2)      Addressing the holistic needs of students to strengthen their financial stability.

3)      Digging into labor market outcomes of students and postsecondary programs.

Both the U.S. Chamber of Commerce Foundation and the JFF studies highlight a need for state governments, the education sector and the labor sector to work collaboratively and do more to prepare the 21st century workforce to meet the needs of an ever-changing labor market. 

With implementation of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) underway, states are poised to make transformational changes to improve the quality of CTE programs and ensure equitable access and success. Opportunities like the comprehensive local needs assessment and the Perkins V reserve fund give state leaders leverage to ensure programs are meeting the needs of learners and employers.

NASDCTEc Fall Meeting Blog Series: Teachers, Employers, Students and the System: What needs to change?

Earlier this week at NASDCTEc’s annual Fall Meeting, Brandon Busteed, Executive Director of Gallup Education, delivered a strong call to action to the CTE community. Highlighting Gallup’s research on the education system the economy in America today, Busteed urged attendees to leverage this data to reframe CTE in national and local conversations about education and careers.

Gallup conducted a national poll of students and found that students become significantly less engaged each year they are in school. More than 75 percent of elementary school students identify as engaged, while only 44 percent of high school students report feeling engaged at some point during the school day.

Busteed noted that there are reasons for student disengagement. Student success is measured through graduation rates, SAT scores, and G.P.A., which rarely – if ever – takes into account the student as a whole person. While these measures are certainly important, hope, mentorship and the opportunity to work on long-term projects are stronger indicators of success.

“What are we doing to identify entrepreneurship in our schools right now?” said Busteed. “We identify athletic talent with ease, we identify IQ; we don’t work to identify the next Bill Gates or Mark Zuckerberg. There are no indicators the education system uses to determine who will be an effective or successful entrepreneur.”

To that end, Busteed cited a recent interview with Laszlo Bock, Senior Vice President of People Operations at Google, who called grades and test scores worthless predictors of successful employees.

Just as internships are valuable experiences for students, teacher externships can be incredible opportunities that may be key in helping connect classroom curriculum to the modern workplace. Given the typical capacity issues for work-based learning, 3 million teacher externships would be the equivalent of more than 50 million student internships.

Businesses also value a stronger partnership with higher education. Currently, only 13 percent of business leaders think there is “a great deal” of collaboration between higher education and employers, while almost 90 percent favor an increased level of collaboration.

What implications does this research have for CTE? High-quality CTE programs provide all the opportunities Busteed called essential to student success: a focus on employability skills and technical skills, mentorship through work-based learning and curriculum that is made relevant by tying learning to the real world.

Busteed left the group with a final charge – the CTE community needs to better communicate career technical education not as option B, but instead as a staple of all students’ educational experience.
