Getting to Know the Advance CTE – ECMCF Fellows

In November, Advance CTE and ECMC Foundation announced the inaugural cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE – ECMCF Fellows include representation across multiple demographic categories which emphasizes the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in CTE that closes racial representation gaps, and removes equity barriers to postsecondary leadership advancement. 

Over the next few months, this blog series will introduce each Fellow participating in the inaugural cohort of emerging leaders from 12 states, including 13 professionals of color.


 

Donald Walker (Michigan) has over three decades of experience in broadcast and digital media production and education, and currently serves as Director of Multimedia at the Detroit School of Arts in Detroit, Michigan. He earned multiple credentials from the Specs Howard School of Media Arts, a bachelor’s degree in Communications from the University of Detroit-Mercy and a master’s degree in Business Administration from the University of Phoenix.

 

 

 

Heather Covington (North Carolina) began her CTE journey as a National Board Certified business and marketing instructor and career development coordinator, and currently serves as Assistant Principal at Alston Ridge Middle School in Cary, North Carolina. She is a first-generation graduate with bachelor’s and master’s degrees in Information Technology and Business Education  from East Carolina University, an Education specialist degree from Old Dominion University, and  two master’s degrees in Instructional Technology and School Administration from North Carolina State University and University of North Carolina, respectively. 

 

Janelle Washington (Illinois) previously held multiple positions in the criminal justice system prior to pursuing a career in higher education, and currently serves as a Director for Career and Technical Education at the Illinois Community College Board. She earned her bachelor’s degree in Criminal Justice from Southern Illinois University at Edwardsville and master’s degrees in Public Administration and College Student Personnel Administration from University of Illinois Springfield and Illinois State University, respectively.

Coronavirus Relief Funds: States Leverage Federal Funds to Expand Equitable Access to CTE and Career Advisement Opportunities

This blog series examines trends in state uses of federal stimulus funding for Career Technical Education (CTE). Stimulus funds were appropriated for emergency relief related to the COVID-19 (coronavirus) pandemic through the federal Coronavirus Aid, Relief and Economic Security (CARES) Act; the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA); and the American Rescue Plan (ARP) Act. The five major stimulus funding streams for states and educational institutions include the Coronavirus Relief Fund (CRF), the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor’s Emergency Education Relief (GEER) Fund, the Higher Education Emergency Relief Fund (HEERF), and Coronavirus State and Local Fiscal Recovery Funds.

Amid the disruption that the coronavirus pandemic has caused in the U.S. labor market, federal stimulus funds are a crucial mechanism for not only mitigating the adverse impact on schools, businesses and learners, but investing in innovating and transforming our education and workforce development systems. CTE is a key component of economic recovery and revitalization that can help bridge the skills gap, bring down unemployment, and address systemic inequities that persist in access to high-quality college and career pathways. 

To that end, states are beginning to leverage their coronavirus relief funds to expand equity and access to CTE opportunities. One key area of focus for these dollars is expanding program delivery models to reach learners where they are. Arkansas invested in digitizing CTE programs through three separate ESSER allocations totaling nearly $4 million. The state spent $2.3 million on creating pathways of virtual CTE courses that count towards learners’ concentration status under the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). Additionally, Arkansas is investing $950,000 to provide digital curriculum for all Career Clusters and access to industry-recognized credential assessments for CTE-enrolled learners, as well as $475,000 to provide virtual work-based learning simulation for all school districts to facilitate remote engagement with industry professionals. 

Similarly, Rhode Island expanded summer learning opportunities through a $3 million ESSER allocation for the state’s All-Course Network platform, which provides free online courses to students of all grade levels. Offerings include both traditional academic coursework such as Advanced Placement classes as well as a range of other college and career readiness-based programs and classes centered on industry-recognized credentials, work-based learning, dual enrollment and financial literacy. The enrollment system reserves a number of seats for learners from “priority groups” who are most likely to be impacted by the coronavirus pandemic, leveraging the Rhode Island Department of Education’s statewide data system to ensure equitable access.

Pennsylvania used both ESSER and GEER funding to support Career & Technical Education Centers (CTCs), including $10.5 million in GEER-funded equity grants to promote continuity of education and industry credentialing services for learners impacted by the coronavirus pandemic. The grant funding process included consideration for buildings with 20 or more English Learners. Ultimately, 78 of the state’s CTCs received funding, using it to offer summer programs and industry-recognized credential assessments, as well as to expand CTE program delivery through hybrid coursework.

Finally, some states are working to enhance statewide data systems and invest in career advising to set learners up for success. Texas invested $15 million in GEER funding for “strategic education and workforce data infrastructure” to equip learners, institutions, employers and policymakers with accessible, actionable information for decision making. The modernized data architecture will expand tools for college and career advising, allowing institutions to identify and target learners who may need additional assistance to stay engaged and on-track to earn industry-recognized credentials. 

Both North Carolina and Tennessee allocated GEER funding for their Jobs for America’s Graduates affiliate programs, which provide employability and professional skill-building opportunities for 11th and 12th grade learners identified as at risk of not completing high school or making a seamless transition into the workforce. North Carolina allocated $825,000 to expand the program and place college and career coaches in more high schools throughout the state, while Tennessee appropriated $750,000 to maintain program operations during the 2020-2021 school year.

Each learner engages in a cohesive, flexible, and responsive career preparation ecosystem

This week we extend congratulations to the 57th class of U.S. Presidential Scholars! Of the 161 high school seniors selected, 20 outstanding learners from CTE programs have been awarded this honor for their accomplishments. The 2021 class of U.S. Presidential Scholars in CTE represent the following states: Arizona, Delaware, Florida, Iowa, Maryland, Massachusetts, Michigan, Missouri, Pennsylvania, Puerto Rico, Texas, Utah, Washington, West Virginia and Wisconsin.

Each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem

This week career tech centers in Ohio received a visit from Lieutenant Governor Jon Husted, who serves as the Director of the Governor’s Office of Workforce Transformation. During the site visits, learners shared reasons for participating in career pathways and early postsecondary opportunities (EPSOs). 

Reflecting on his visits Lt. Gov. Husted stated, “We have to have more students who are taking their career seriously at an earlier age, gaining some real world experience, preparing for work, earning college credits without having to run a bunch of debt, and make the education affordable and effective.”

Each learner skillfully navigates their own career journey

North Carolina CTE students competed this past week at Skills Rowan, a skills-based competition where Rowan-Salisbury schools showcase their industry skills. Despite the challenges due to the pandemic in hosting a competition that mimics years past, students were still able to feel value from competing and receiving the opportunity to be the true navigator of their career journey.

Each learner’s skills are counted, valued, and portable

Advance CTE’s newly released communications research indicates that learners who participate in CTE are more prepared for and more likely to plan to complete college. When states build more cohesive systems where early EPSOs such as dual enrollment are fully counted, valued and portable, learners have more equitable paths to college and career success.

Marine Corps Scholarship Foundation: CTE Need-based Scholarships

Our Mission

Every dream has a journey. Every career has a path. At the Marine Corps Scholarship Foundation, we’re committed to supporting Marine children in pursuit of their educational goals, including those enrolled in Career Technical Education (CTE) programs. 

Our CTE scholarship application is available year-round for students attending certificate training or other programs of less than 12 months, and 100 percent of eligible applicants receive aid. Unique in the scholarship provider industry, our need-based scholarship program is intentionally structured to reach students who have the most need, not access to the most opportunity. We require just three eligibility criteria.

Our Scholars

Marine Scholars in 41 states are pursuing CTE education; with the highest representation in North Carolina, California and Texas – states with large populations of Marine Corps families. The quality of the students we invest in, children raised by honorable Marine parents, is highlighted in their academic accomplishments. With a graduation rate of 91 percent (compared to 56 percent nationally) and 50 percent of our recipients reporting little to no debt at graduation (compared to 30 percent nationally), we are confident that our scholarship support makes a significant impact in their lives after graduation.

Reimagining Careers through CTE

Our CTE scholarship often offers students the opportunity to reimagine their career paths. Jennifer, the daughter of veteran Corporal Neil Cleveland USMC, worked in the utility field for over twenty years and wanted to pursue a career that would allow her to give back to her community. Due to family circumstances, she had only completed her education up to 7th grade before returning to community college in her thirties. Now with a family of her own, Jennifer wanted to reset her career and reimage her family’s future. 

Jennifer chose to pursue education through the Metropolitan State University of Denver, studying Fire and Emergency Response Administration. She told the Scholarship Foundation that her program had “enhanced her own character building” by surrounding her with other students who are also serving their communities as Fire Captains, Fire Marshalls and Police Cadets. Her CTE experience, which also included internships and hands-on training, will be instrumental in allowing her to succeed on her new career path. 

Receiving her scholarship allowed Jennifer to participate in her program fully without worrying about the cost. She will graduate in May with a perfect GPA. Jennifer hopes to go on to get a master’s degree in Global Energy Management, one day working with new clean energy technology. 

Jennifer’s drive to give back to her community is a common thread amongst Marine Scholars. Another student using his CTE experience to give back is Danny, the son of Sergeant Danny Novoa Sr USMC (Ret.). Danny was inspired to learn the trade of fabrication through volunteering with his father at Warfighter Made, a non-profit that creates custom vehicles and experiences for wounded veterans. 

The Fabrication School has a unique program that teaches Danny the specialized skills he needs to become a professional fabricator, such as welding and shaping steel. The school also offers a specialization in off-road and automotive building, the area Danny wishes to pursue. After he completes his certification, Danny intends to work as a professional fabricator and continue his volunteer work with Warfighter Made. Through CTE, Danny can turn his passion into a career.  

CTE programs often give non-traditional students like Jennifer a chance to reconnect with their educational journey and reset their career goals. Students like Danny can turn a passion into a career, reimagining what is possible for their futures. The Scholarship Foundation can step in and help children of Marines and Navy Corpsmen achieve these goals through need-based scholarships. These students enter the workforce ready for immediate employment in today’s most hands-on careers.

Voices of the Workforce: Navigating Career Change in a Crisis

COVID-19 (coronavirus) has affected our workforce systems drastically, forcing unemployment rates to soar and industry sectors to rapidly transition to new ways of seeking and retaining talent. The nation is grappling with how to resolve the economic downturn, while also ensuring that the unemployed, which has disproportionately affected women, Latinx, and Black Americans – are able to get back to work and on track to receive opportunities that advance their livelihoods. 

Some job losses resulting from the pandemic may be permanent causing many American workers to look for ways to reskill and upskill as they reenter into the workforce. The Strada Education Network has committed to building the space for collaboration between industry leaders, state leaders and American adult workers, preparing solutions that are lasting for both. Last week, the Strada Education Network held The Voices of the Workforce: Navigating Career Change in a Crisis webinar, intentionally focusing on sharing the voices from workers displaced from their jobs, navigating a new normal while enrolled in reskilling and upskilling courses. Below are a number of findings from the webinars, and how states have tackled some of these important issues in the past.

Time is a Major Factor

Data shows that 38 percent of workers who lost employment during the pandemic are more likely to now further their education. However, time is posed as a major barrier to enrolling and completing courses. Knowing that 86 percent of adult learners who complete postsecondary Career Technical Education (CTE) courses are employed within six months of completing a program – CTE is a safe bet for those looking to reskill or upskill in order to gain in-demand and living-wage careers. However, postsecondary institutions must create partnerships with the workforce and industry leaders to attract learners seeking programs that have reduced completion times and offer earn and learn programs to support family-sustaining careers. 

Earn and learn programs, such as apprenticeships, paid internship programs and other work-based learning arrangements play a critical role in supporting workers that need to obtain some income while in school. Supporting Learners in Postsecondary Programs 

The webinar identified a number of areas that postsecondary institutions may want to focus on to best support learners enrolling in programs including financial assistance, hands-on opportunities and help with finding employment upon program completion. Additionally, some adult learners returning back to school have not been in a school setting in many years and may struggle with basic academic schoolwork. States can play a vital role in implementing policies to help support learners in their transition, such as Washington’s Integrated Basic Education Skills Training (I-BEST), which aims to help adult learners obtain academic and technical skills to better prepare for college-level work.

To tackle the financial burden that many learners likely face, states can learn from North Carolina’s Finish Line Grants program. The grants are operated by the North Carolina Department of Commerce and are administered locally through a partnership between community colleges and local workforce development boards.

Continued on the Job Training

CTE programs prepare learners for high-skill jobs in professions that require regular upskilling due to new technology or shifts in the industry. In many cases, this has been accelerated due to the pandemic as companies have moved to fully and partially-virtual workplaces. However,  the coronavirus has limited many opportunities for hands-on job training experiences to continue. American workers encourage employers to continue skills training and certification attainment for newly hired employees. American workers share that they’re not only looking for a job that meets their interests and talents, they are also looking for companies that will invest in them. Companies and industry leaders can sit down with their employees and help to guide them in the direction of upward mobility within the company and within the industry. 

The most important factor in designing programs, supports and policies that the webinar drives home is the need to include and center the people that you are trying to best serve in order to lead to a more equitable path toward upward mobility for all American workers. STATE DIRECTOR OF THE WEEK

The Wyoming Department of Education State CTE Director, Michelle Aldrich, announced support in funding for the Natrona County School District (NCSD). Funding will allow for a mobile STEM lab to travel across the school district, sharing equipment and providing career exploration opportunities to middle and elementary school students. Aldrich noted that it is important to, “recognize people who go above and beyond the norm.” Read more in this article published by Oil City News. 

GRANT APPLICATION OF THE WEEK

Colton-Redlands-Yucaipa Regional Occupational Program (CRY-ROP), in partnership with the California Department of Education (CDE), is now accepting applications for the 2020-2021 CTE TEACH Mentor Grant. One grant per local education agency (LEA) will be awarded. Mentoring teachers will be provided resources and supports as they help to transition new CTE teachers from industry to the classroom. CAREER PATHWAY OF THE WEEK

The partnership between the Georgia Department of Education (GaDOE), the University System of Georgia (USG) and the American Transaction Processors Coalition (ATPC) has brought new opportunities to secondary learners in the state of Georgia. Since 2018, the Georgia FinTech Academy (GFTA) has provided over 1,900 learners with courses that lead to a career in financial technology (fintech). Aligned with the growing market demand for talent in fintech careers and with the help of an innovative virtual platform, GFTA now reaches every high school in Georgia that chooses to offer the pathway. LEGISLATIVE UPDATE OF THE WEEK

On Thursday, the Democrats of the House Committee on Education and Labor released a proposal to reauthorize the National Apprenticeship Act. The new bill, the National Apprenticeship Act of 2020, would invest $3.5 billion in Registered Apprenticeships, youth apprenticeships and pre-apprenticeships over five years, and develop approximately 1 million new apprenticeships.

RESOURCE OF THE WEEK

Advance CTE, with support from the Siemens Foundation, commissioned focus groups and a national survey to explore the attitudes of parents and students currently involved in CTE, as well as prospective CTE parents and students, to better understand the promise and opportunity of CTE. Making a Winning Case for CTE: How Local Leaders Can Communicate the Value of CTE provides ideas for how local leaders can use the messages and research from the Value and Promise of Career Technical Education report to effectively communicate the importance of CTE, especially to the most important audiences- students and parents.

NEWSLETTER OF THE WEEK

Cass Career Center, a public technical school located in Missouri, published their September newsletter this week. Read how the culture at the technical center has shifted to, “learn by unlearning.” The newsletter also shares how learners and the technical center staff are doing their parts to keep the campus safe during the pandemic.

STATE PROFILES OF THE WEEK

The College in High School Alliance (CHSA) and the Level Up coalition published Unlocking Potential: A State Policy Roadmap for Equity and Quality in College in High School Programs. State CTE leaders can leverage this resource as they design and implement policies that drive meaningful change in access, equity, and quality for college in high school programs. LEGISLATIVE UPDATE OF THE WEEK

Co-Chair of the House CTE Caucus Glenn “GT” Thompson (R-PA) published an article about how the pandemic underscores the demand for CTE. In this op-ed, Representative Thompson discussed the need to support CTE learners, and the role that CTE has in economic resiliency.  

RESOURCE OF THE WEEK

In 2018, North Carolina Governor Roy Cooper announced the Finish Line Grants program, a wraparound program to help learners in North Carolina navigate financial emergencies. The program was designed to improve credential attainment rates by limiting unexpected financial burdens that may prevent a student from completing a postsecondary degree or credential.

This career development continuum highlights career exploration in the early learning years and ensures there are transitions from secondary education to postsecondary attainment to the workforce. 

LEGISLATIVE UPDATE OF THE WEEK

Advance CTE and the Association for Career and Technical Education (ACTE) are continuing to advocate for direct funding for CTE and workforce programs to be included in the next relief package. This would ensure learners are prepared for labor market needs, particularly as the economy begins to rebuild after the pandemic. We need your help to emphasize this message with Congress. Click here to ask your representatives in Congress to support the inclusion of funding for CTE, as provided in the Relaunching America’s Workforce Act, in the next relief package.

RESOURCE OF THE WEEK

Business partnerships are critical to the success of delivering high-quality CTE programs of study, yet building and sustaining meaningful partnerships remains one of the biggest challenges faced by state and local CTE leaders. Advance CTE and Ford Next Generation Learning partnered to host two roundtable discussions (in Nashville, Tennessee and Pinellas County, Florida) with employers, big and small, who are deeply involved in CTE in their communities to learn more about why and how employers can support and strengthen CTE programs.

This week, Advance CTE hosted a webinar providing a preview of the 2020 elections at both the national and state level and discussed how the results of the elections may impact policy overall, and specifically CTE-related policy. Panelists also discussed what state CTE leaders can do now to prepare for the elections in November. SCHOLARSHIP AWARD OF THE WEEK

GRANT AWARD OF THE WEEK

The Rethink K-12 Education Models Grant will support states’ initiatives in creating innovative ways for learners to continue education in ways that meet their individual needs. States receiving the grant award include: Georgia, Iowa, Louisiana, Maine, North Carolina, New York, Rhode Island, South Carolina, South Dakota, Tennessee and Texas. One local CTE program in Michigan has added a new teacher academy for their learners, which will begin this fall! With the help of a grant award from the Michigan Department of Education, Alpena Public Schools are looking to recruit their own educators for the future of their district. TOOLKIT OF THE WEEK

To assist state leaders in developing and expanding equitable youth apprenticeship programs, the National Alliance for Partnerships in Equity (NAPE) and the Partnership to Advance Youth Apprenticeship (PAYA) has developed a new toolkit, Equity in Youth Apprenticeship Programs

This toolkit strives to increase access and opportunities for high school students as they begin to transition into the workforce or a postsecondary institution. Read more here

Advance CTE in partnership with The National Center for Learning Disabilities (NCLD) has published a new resource as part of the Making Good on the Promise series, which outlines the five steps state CTE leaders can take to ensure secondary and postsecondary students with disabilities have access to and the supports needed to thrive in high-quality CTE programs.

State CTE Director of the Week

CTE Completers of the Week

The Southern Regional Education Board (SREB) recognized eight North Carolina CTE high school graduates as Advanced Career (AC) STEM Pathway completers or scholars. The AC program of study has prepared these graduates for college and career opportunities in a high-demand STEM field critical to the nation’s economy. You can learn more about the qualifications these learners met to be recognized here.

Learners were recognized at their school’s graduation ceremony and received the distinguished SREB Advanced Career STEM Pathway Academy certificate of completion, AC Scholar recognition and graduation chords specially made for this unique honor.

Video Competition of the Week

JFF hosted the Horizons Virtual Conference a few weeks ago and announced the winner of their  “Why I Apprentice” national youth apprenticeship video competition. Congratulations Brenden Rohland of Wisconsin! View his video submission here.

Legislative Update of the Week

U.S. Secretary of Education Betsy DeVos announced this week the approval of the final wave of Strengthening Career and Technical Education for the 21st Century Act (Perkins V) state plans by the Department of Education. In this wave, we celebrate the approval of the following states and territories: Alaska, Connecticut, New Jersey, New Mexico, North Carolina, West Virginia and Puerto Rico. Resource of the Week

Enrollment in CTE programs has remained stagnant over the last decade while demand soars for skilled employees in today’s global economy. If we are to prepare all learners for success in the careers of their choice, more parents and students need to understand all that CTE has to offer them.

Advance CTE, with support from the Siemens Foundation, commissioned focus groups and a national survey to explore the attitudes of parents and students currently involved in CTE, as well as prospective CTE parents and students, to better understand the promise and opportunity of CTE.  View the results here.
