House Education Committee Leaders Respond to Perkins ICR | Legislative Update

This week, House Education and the Workforce Committee leaders sharply rebuked the U.S. Department of Education’s (ED) recent regulatory proposal impacting the implementation of the Carl D. Perkins Career and Technical Education Act (Perkins V). Elsewhere, the Biden-Harris administration announced a new grant competition focused on leveraging Career Technical Education (CTE) for the semiconductor industry, while ED announced several new efforts to support postsecondary success and language acquisition.  

House Education Committee Questions ED’s CTE Regulatory Proposal

This week, leaders of the House Education and the Workforce Committee issued a formal response to the U.S. Department of Education’s (ED) recent regulatory proposal impacting state and local implementation of Perkins V. As shared previously, ED’s proposal would change Perkins V’s state plan requirements and related annual data collections and would result in every state and territory having to submit a new or amended Perkins V plan by 2026—a process that was just completed earlier this year. The Committee’s letter formally requests ED rescind these proposals and make use of other tools at the agency’s disposal to ensure compliance with the legislation. Read the full letter here

Advance CTE and partners have continued to express significant concern regarding this proposal and plan to provide formal feedback next month in response. As a reminder, feedback related to proposed changes contained in ED’s Perkins V’s State Plan Guide is due November 12, 2024, while comments responsive to the law’s CAR Guide are now due November 26, 2024.

ED Announces CTE CHIPS Challenge 

The U.S. Department of Education (ED) is launching the Career Technical Education (CTE) CHIPS Challenge – a new grant program that will award funding to CTE programs aligned with the CHIPS and Science Act. The effort is scheduled to last through 2028. Applicants should submit action plans for expanding student recruitment, training, and career placement in semiconductor fabrication and manufacturing pathways programs. ED will host a series of three information sessions for prospective applicants interested in applying for funding under this competition. ED Releases New Special Populations Resource 

Last week, ED published the most recent installment in their learner playbook series, the English Learner Playbook: Unlocking Career Success for Special Populations. The playbook compiles resources for local leaders and includes recommendations for leveraging funds specifically for this population of learners. The resource also suggests strategies for how best to incorporate families and households to support career-connected learning. As part of ED’s wider “Raise the Bar” initiative, the Department has shared a series of playbooks related to certain special populations identified by the Carl D. Perkins Career and Technical Education Act (Perkins V).

Postsecondary Success Recognition Program Takes Shape 

Earlier this month, the U.S. Department of Education (ED) opened applications for the Postsecondary Success Recognition Program – a new initiative that seeks to recognize postsecondary institutions that are setting a standard of excellence in supporting student postsecondary attainment and achievement as measured through efforts such as learner transfer, retention, completion, and career success. ED has identified a list of postsecondary institutions that will be eligible to apply for recognition. Applications are due to the Department by November 1, 2024, by 5 pm EST; review the materials here.

ECMCF Fellow Feature: Yolanda Flores

In September 2022, Advance CTE and ECMC Foundation announced the second cohort of The Postsecondary State Career Technical Education (CTE) Leaders Fellowship at Advance CTE—Sponsored by ECMC Foundation. The Advance CTE — ECMCF Fellows include representation across multiple demographic categories reflecting the Fellowship’s goal of intentionally building a postsecondary leadership pipeline for underserved populations in Career Technical Education (CTE) that closes racial representation gaps and removes equity barriers to postsecondary leadership advancement. 

This month, we’re excited to highlight two members of Advance CTE’s second cohort of Postsecondary State CTE Leaders Fellows. In our interview with ECMCF Fellow Yolanda Flores (FL), she talked about how she’s already leveraging what she learned in the Fellowship to create more cohesive and industry-aligned programs.

Tell me more about your journey to the Fellowship.

I discovered the Fellowship by accident. The Florida Association for Career and Technical Education included the call for applicants in an email, and as someone who is constantly searching for opportunities to grow my skills to serve my students, I was immediately interested. I met Dr. Kevin Johnson during the informational webinar, and I felt like the Fellowship’s focus and curriculum topics were aligned with my professional goals.

What skills or areas have you experienced the most growth in the program? 

The number one thing that I’ve learned is the value of mentorship and working with my coach. Advance CTE staff provided some suggestions for our monthly meetings, such as sharing updates on the real-world project and the workshop topics, but then my coach and I would also talk about things that are going on outside of the Fellowship and the work that my coach is doing. In a lot of ways, we were able to bounce ideas off each other and this thought partnership has been critical in my professional development. 

This relationship also allowed me to travel to Seattle for Jobs for the Future’s convening. All of the attendees and participating organizations were exploring different models of career pathways. I discovered an apprenticeship model that operates as a third-party entity, coordinating the various providers involved with implementing the program. This model was developed to be very flexible and prioritized accessibility for all students. I walked away feeling inspired with knowledge about how I can recreate and replicate these best practices for my students back in Collier County.  

How has your experience in the Fellowship helped you explore new spaces or positions in postsecondary state CTE leadership? 

The national focus of this Fellowship has been incredibly valuable. I’m learning an immense amount during workshops from leaders from across the nation and the perspectives of my colleagues in the Fellowship. I am eager to take this momentum and find additional opportunities to leverage my experience in a way that continues to make a meaningful impact for learners. Coming from the district level, this experience and knowledge are crucial because, without it, I’m worried that I would not be considered for more advanced roles.

I’ve set up my LLC, Workforce Wise Solutions, to take on additional consulting work to continue to develop my skills and build my portfolio of work. I am working closely with the Florida Institute for Professional Development for Adult Educators. This work is closely aligned with my real-world project topic, of increasing access to CTE for adult learners particularly those for whom English is not their first language.

The topic of my real-world project is about increasing access to high-wage, high-skill, in-demand CTE career pathways in manufacturing for adult education participants. Through my project, I’ve been able to engage more with the Workforce Innovation and Opportunity Act (WIOA), Perkins and Florida Blueprint 2030 and understand how adult education programs interact in these spaces. I’ve been able to review our Perkins data, which includes data on our underserved populations and English for Speakers of Other Languages population, and the progress that we’re making in supporting these learners as they transition from adult education to CTE programs. I coordinated a professional development group where staff from the CTE programs, adult education, and business partners came together to learn about how they could better align their programs. As a result of this process, I was able to write a grant proposal that identified the ways in which our local providers are prepared to work and design their programs in alignment with industry needs. My proposal for this Equitable Pipeline Grant would allow us to propose a manufacturing IET, integrated education and training program. This program will then help prepare our adult education learners with a foundation for understanding manufacturing concepts with the goal of eventually transitioning into one of our full-time programs or going into a position where they can be upskilled. I did receive the Equitable Pipeline Grant for $122,000 and another $60,000 to provide scholarships to adult education students enrolled in Nursing Assistant and ParaPro.

Another benefit of this Fellowship has been learning more about the wealth of organizations that exist in this space and the work they’re engaged in around CTE. I would love to learn more about best practices for communicating the findings from this work to local practitioners. How can we, as directors or program leaders, ensure that our programs are being developed with the knowledge of what has worked elsewhere. Building this awareness is a huge opportunity to lean in, and I believe the impact could be significant.

How has the Fellowship expanded your network? 

I have a great group of Fellows that are helpful for bouncing ideas off each other. Also, I’ve found that the assigned accountability buddies have given us permission to reach out and have conversations about our work and the challenges we might be experiencing. My buddy has been a source of encouragement, and I’m not sure we would have independently taken steps to make those connections. 

I’ve also enjoyed the relationship and support I’ve received from the Advance CTE staff. Dr. Stephanie Perkins’ feedback has been so helpful and available to meet as needed for additional support to complete my real-world project. 

The opportunities to engage with state leaders and national organizations have been great. I’m eager to take advantage of these platforms, such as the ECMCF Convening in Denver, to elevate my work.

In the next decade, job seekers in manufacturing will find plenty of openings. It’s projected that nearly 3.5 million manufacturing jobs will need to be filled in the next 10 years. It’s critical to embed manufacturers into the education process to ensure the curriculum and equipment align with their needs, asking questions such as: What is the market need? Which positions need to be filled? Which machines are you using? Which skills do you require? Which type of training programs do you use? Which certifications do you need?

Matching your state’s programs to local industry needs will ensure well-trained learners from your schools are in demand. Moreover, it can also lead to other opportunities like on-site tours, mentoring, equipment donations, internships, jobs, and even funding. 

Organizations like the SME Education Foundation are valuable partners in such a process. Reshoring is Only Possible with High-Quality Career Technical Education

Many have heard of the term offshoring, moving production to another country to save on costs, but are you familiar with reshoring? Reshoring involves moving the production of goods back to the country where the business is located. There are several reasons for a company to make this decision, including new legislative or regulatory requirements; increasing costs due to changes in the country where the production was outsourced; or logistical reasons related to cost and time. While the reasons for reshoring may be varied, a strong Career Technical Education (CTE) system that prepares future workers is necessary to make reshoring possible for companies based in the United States. 

There has been an increasing push within the manufacturing industry to reshore more production back to the U.S. due to recent legislation at the federal and state levels. While there have been policies regarding federal purchasing that require domestic production, such as the Defense Federal Acquisition Regulation Supplement (DFARS), the Buy American Act and recently the Build America Buy America Act, there are now new policies being enacted focused on supporting private sector domestic sourcing. The Creating Helpful Incentives to Produce Semiconductors and Science Act of 2022 (CHIPS and Science ACT) is intended to increase more domestic production of semiconductors, but also to support the growth of new and emerging technologies such as quantum computing, AI, clean energy and nanotechnology. To facilitate this growth, the CHIPS Act authorizes $174 billion over the next five years for STEM programs, workforce development and research and development (R&D).

National and state policy are not the only reasons for manufacturers choosing to reshore, there are also cost and supply chain reasons. As the economies of nations around the world evolve, the savings from previously lower cost of production compared to domestic production is diminishing and almost negligible in some cases. Logistical issues have also prompted the drive to bring production back to the U.S. During the coronavirus pandemic, the fragility of the supply chain and transportation infrastructures was exposed. 

Supporting reshoring efforts requires access to a robust and highly skilled workforce and talent pool. This is where a high-quality CTE system that is accessible to all learners plays a critical role. Domestic manufacturing has many career pathways available to learners including those outside of what is traditionally considered as being a part of the sector. Business management, logistics, supply chain management, and many more in-demand careers are available within the umbrella of manufacturing. Learners need to have access to the education and training needed to prepare them for these in-demand career opportunities that provide self-sustaining wages.

To maximize’s CTE’s value in reshoring, employers must be informed on its alignment with reshoring-connected careers and be partners in designing CTE programs to meet skills needs. Advance CTE’s employer engagement fact sheet and messaging guidelines provide several recommendations on effectively engaging employers about the positive return on investment that CTE experiences provide for business and economic growth. The findings from the research provide CTE leaders with several suggestions to enhance employer participation, program quality and learner outcomes. 

This blog is the first in a series that will highlight promising state policies that connect the expansion of domestic manufacturing and CTE. The upcoming topics include curriculum and skill set development, programs of study alignment, and work-based learning programs that will all provide learners with the tools they need to be prepared to fill these high-skill, high-wage and in-demand jobs.

State CTE Policy Update: Ohio’s Manufacturing Pathways

October 7 was National Manufacturing Day but, in Ohio, the celebration lasts the entire month. . Ohio uses this time to raise awareness of the various manufacturing pathways available to learners in the state and inspire those learners to join. Ohio already has significant investments in the manufacturing economy which generates more than $125 billion. However, knowledge of how many different skill sets and jobs are available in the industry is still not widespread. By taking advantage of Manufacturers Month, this post highlights the innovative ways Ohio is uplifting the manufacturing pathway as well as leveraging the support of The Ohio Manufacturers’ Association (OMA), which is bringing awareness to various grants and programs, some of which have been made recently available to Ohio residents. 

In August, the OMA was named one of the 32 finalists for the “Good Jobs Challenge” grant, a $500 million grant created by the U.S. Economic Development Administration. Over the next three years, around 1,000 of the OMA’s member-employers will benefit from the new funding, which is designed to support local industry partners in their efforts to coordinate, develop and promote workforce solutions in manufacturing. The OMA is currently seeking to enroll 6,000 individuals in one or more training programs that lead to a job offer or upskilling opportunity.

In addition to the work OMA is doing to promote the manufacturing pathway, Ohio offers the TechCred program, an initiative highlighted in Advance CTE’s area technical center research, which is designed to reimburse employers that pay for credentialing of their employees. This program specifically targets technology-focused credentials but has an easy-to-use website for employers to check which credentials are reimbursable and allow them to submit new tech credits for consideration. The program has been active since 2019 and has provided over 48,000 tech-focused credentials to Ohio manufacturing employees.

Ohio has also used legislation to advance manufacturing pathways beyond Manufacturer Month. Last year Senate Bill 166 was enacted that mandates that the Department of Education in partnership with JobsOhio create a program that provides funding to incentivize work-based learning programs offered to learners in a Career Technical Education (CTE) program and allows the creation of virtual and hybrid CTE programs to be offered. These work-based learning programs must be aligned with Ohio state standards but may also be offered remotely or through a hybrid modality to learners enrolled in a CTE program. This legislation is a great step towards enabling learners to access CTE without borders by ensuring that virtual opportunities are quality, equitable and meaningful.

SCHOLARSHIP OF THE WEEK 

A new scholarship opportunity for learners seeking college funding, a mentorship and have an interest in transportation has been announced. The purpose of The Institute of Transportation Engineers (ITE)’s Diversity Scholars Program is to grow underrepresented populations’ participation in the transportation profession by supporting increased diversity at the undergraduate level. Diversity in the transportation industry is critical as practitioners seek to fully understand the transportation needs of communities and develop equitable mobility improvements to many areas of our society. 

This program is open to any U.S. high school student of Black; Native American, Alaskan, and Hawaiian; or Latinx heritage with an interest in a career in transportation and who is seeking to study transportation engineering, planning, or in a related-field at a school with an established ITE Student Chapter.

CTE PROGRAM OF THE WEEK

One Nevada school has been responsive to industry changes in their area and adopted a new manufacturing program tying in curriculum from Project Lead the Way and Intelitek. Palo Verde High School will have a four-year program teaching learner 3D modeling, applied physics, computer-integrated manufacturing and engineering design. 

Stephen Turbie, Engineering Instructor, says, “Automation is an essential part of any manufacturing business. Learning about automation and manufacturing provides good training for many future technical careers.”

CTSO OF THE WEEK

Despite the challenges states have faced with offering work-based learning opportunities during the pandemic, students from King City High School’s (King City, California) agricultural pathway and members of the Future Farmers of America (FFA) have worked diligently to utilize social media to overcome barriers and continue to have their work-based learning opportunities, Supervised Agricultural Experience (SAE), externships and virtual career fairs for the current school year.

LEGISLATIVE UPDATE OF THE WEEK

Following the retirement of House Appropriations Committee Chair Nita Lowey (D-NY), Representative Rosa DeLauro (D-CT) was voted to be the new committee chair. DeLauro’s win came after her endorsement by the Democratic House Steering and Policy Committee earlier this week. Currently, DeLauro serves as the Chair of the Labor, Health and Human Services, Education and Related Agencies (Labor-HHS-ED) Appropriations Subcommittee so she is well versed in Career Technical Education (CTE), education and workforce funding.

Report Examines Differences between “Traditional” and “New Era” CTE

Last week, the American Enterprise Institute (AEI) released a report examining course taking and learner outcomes in CTE. The author used data pulled from the School Courses for the Exchange of Data (SCED), and looked specifically at CTE credits taken across 12 occupational areas from 1985 through 2013. The occupational areas were largely divided into two categories: “traditional,” which includes manufacturing, human services, transportation, construction, agriculture and public service; and “new era,” which includes engineering, computer science, communications, health care and hospitality.

The report found that while course taking in the “traditional” areas have either remained stable or declined over time, course taking for “new era” programs increased by 238 percent. The author also pointed to data that show while CTE students on average have outcomes on par with non-CTE students, that overall average masks differences in outcomes between students in “traditional” and “new era” programs, where those in the former are generally not experiencing the same positive outcomes and experiences as those in the latter.

The author recommends that policymakers address these gaps when developing CTE-related policies, and work to ensure that as CTE becomes more popular with more students, students who need higher-quality programs and more supports are not forgotten in a data system that still shows overall gains.

While this report contains a lot of valuable and interesting discussion, there are a few additional points to consider. What the report calls “new era” CTE are the program areas that represent growing industry sectors across the country, so the increase in course taking is an incredibly positive data point, worth celebrating. That finding validates that the field has been and continues to evolve to better meet the needs of the full economy. The occupational areas deemed “traditional” are still incredibly robust and vital fields but do not occupy the same share of the economy as they once did. For example, over 18 million jobs in 1980 were in the manufacturing sector, and that number declined to 12 million by 2013. The work is still rigorous and important, but increasing course taking in an area with declining job opportunities would not serve students or the economy well. CTE should encompass the entire world of work, not just a few limited fields.

An extremely important aspect of the report centers around data. State leaders continue to grapple with finding a better understanding of who is being served by the CTE system, and importantly, who is being served well. To date, states and locals have not been required under federal accountability systems to examine performance data by both student population and Career Cluster or program level to understand where programs are and are not having positive impacts. The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) presents important opportunities to address this knowledge gap with intention, and states should take advantage.
